spring. that's a check of your fox 5 on-timetraffic. ic. now to today's top stories. an alexandria paramedic on the scene of a car fire on 395 falls some 20 feet off a bridge and into a creek. the rescue effort and investigation caused massive traffic back-ups at the height of the afternoon commute. stacy cohan has the latest out there. >> i'm sitting along four mile run. it is a creek in this area. it all as a resulted around 6:30:00 p.m. during the evening rush hour. that is when the paramedics and the fire ems responded to a car fire that was on 395 in the shirlington area. 35-year-old paramedic josh weissman. he was on the scene and somehow, he fell off the highway 20 feet down into the creek below. >> not only this medic but this medic's family and we're all hoping for the best for this medic at this time. it does affect everybody but we have a job to do and we'll continue to do that job while we continue to hope for the best. >> reporter: part of the roadway was shut downen there were new ulm reduce traffic tie- ups as folks work to retrieve this man and take him to the hospital. we are told he has serious injuries and is in critical condition. reporting live, i'm stacy cohan. back to you jie. man accused of sexually assaulting an 11-year-old girl at ketcham elementary school is behind bars this morning. police arrested 21-year-old davon rashad wood charging him with second degree child sexual abuse. police say he walked into the school out-the-door forecast leak and asked a girl to escort him to a classroom where he inappropriately touched her. a deadly shooting in prince george's county. the incident was reported just before midnight. police say a man was shot along 61st place in riverdale. he was brought to the hospital in serious condition and later pronounced dead. no word yet on a possible suspect or motive. testimony is under way in the murder trial of uva la crosse player george huguely. attorneys gave their opening statements yesterday shedding some light on the drama that took place during huguely and yeardley love's relationship. the prosecution told the jury huguely had a pattern of vile he wants against love. they also made note of an angry e-mail he sent just before she died saying i should have killed you. the defense is arguing that huguely accidentally killed love, that he is not a cold, calculating criminal. a big mortgage announcement. either today or tomorrow, five of the biggest banks are due to announce a settlement with more than 40 states. the settlement is supposed to cut pour tbaj payments for about a million only honers who upside down in the payments. it calls for $2,000 checks to go to hundreds of people would lost their homes to foreclosure. another state is legalizing south america marriage. washington lawmakers voted yesterday to pass the bill on gay marriage. it will now head to the governor's desk. she is expected to sign the bill into law next week and it should go into effect 90 days later. washington will become the seventh state in the nation to allow same-sex partners to we had. egyptian leaders say they will not release the americans they are holding charged with using foreign cutting 15,000 government workers and cutting pension benefits. a missouri teen will spend the rest of her life in prison for killing her 9-year-old neighbor. just moments before sentencing came down yesterday, 1-year-old alicia bustamante addressed the court -- 18-year-old alicia bustamante addressed the security. she admitted strangling the girl. she has to serve 35 years and five months in prison before becoming eligible for parole. a teacher in texas is in serious trouble after allegedly giving a student the morning after pill. a former high school basketball coach has been charged with the felony of delivering a dangerous drug on school property. apparently a student said she might be pregnant society former teacher bought the pill and gave it to the student at the school. if found guilty, she could face up to two years in jail. it's frightening sight that is more common than you might think. ride-on buses on fire. this happened apparently several times over the past few >> you wrrnt supposed to catch my eyes rolling in my -- you weren't supposed to catch my eyes rolling in high head -- my head as i thought about it. manassas, you are 30 degrees. we are 30 in frederick. 32 out in winchester. this part of the world picked up anywhere between a coating of snow and 2 inches. possible you could have a few icy spots. going be a beautiful day for all of us. expecting sunshine and as i mentioned, temperatures right back into the upper 40s. so not too bad for february. there is your satellite-radar. again, we've got just a few clouds out there and a waning moon but beautiful, if you get a chaps to check you out to the right now. high pressure will build across the area later today and tonight and we'll be in for quiet weather. as we get into friday and friday night, things get more interesting. let's take a look at our surface map. cool out there. let me mention the breezes out of the north and west. they will be breezy at time, wind gusting to about 15 to 20 miles per hour. we'll have an arctic front approaching from the north and west. there are some indication we could get a coastal low developing late friday and early saturday and these two could combine to give us some moisture around here late friday, early saturday. not sure exactly what form that might take but let me give you the possibility that it could be some winter weather around here early saturdays that storm slips off the coast. we'll have to keep an eye out for that. lots of sunshine. i mentioned the breeze north and west about five to 10. cheer and chilly overnight near freezing here in the city. 33degrees, we'll wake up in the upper 20s and low 30s if you are north amadou diallo west of the beltway. tomorrow looks fine. i mentioned that frontal system late friday, early saturday. putting some question marks there. rain-snow mix. not exactly sure where the rain- snow line might set up or how strong the system might be. we do have a possibility early saturday. let's do some traffic and see if julie wright is having a good time at work this morning. >> i am. i just tweeted you guys. >> thank you. ill abe right back at you in just a second. >> by the end of the show at 9:00. >> all right. you will find lanes are open, no incidents to report coming south along 270. an easy drive coming out of rockville. no trouble spots between college park and bethesda. we are off to a quiet start. no signed of any overnight roadwork. no problems to report out to the west on 66 coming in from manassas to the beltway. northbound i-95 still an easy go in both the main lines and express lanes headed out of woodbridge to the beltway. that's a check of your fox 5 on-time traffic. >> thank you. well, it has happened again a another ride-on bus caught fire and burned up. >> no one was hurt during this. that make five ride-on buss that have caught fire over the last several years. they are all the same make too. john henrehan has more details. >> reporter: the bus system in montgomery county, ride-on, uses big buses and uses smaller buses to get around the narrower streets. about 50 of the smaller buses were purchased from a company called international in 2007. the union that represents drivers has never favored the vehicles. >> i don't like the bus because of wait it handles and also the rough ride it gives not only the driver but the passengers. ments a truck. you feel every bump, every little crack in the road, you feel on those buses. >> reporter: there is another rope to not like the international buses. five of them have caught fire and burned up and there have been a couple after smoke-only incidents. what is causing the bus fires? >> various causes over the course of the past few years from a crimped brake line to a stuck parking brake to an electrical circuit breaker. >> reporter: at one point, ride- on pulled the international buses off the street and the manufacturer paid for repairs. but another international ride- on bus caught fire december 29th and yet another caught fire on tuesday. the union that represents drivers and mechanics has had it. >> all of these buses should be taken off the road and -- in the name of public and employee safety. >> reporter: county officials say they have carefully examined the buses and found no obvious problems. >> it would lend itself to be this is a unique mechanical failure on this particular bus. again, we don't know. >> why not take them all off? >> the problem with taking them all off right now is that we don't have sufficient coverage in the reserve fleet to cover all of the ridership that is -- that the public transportation system demands. >> now, the other international buses, about two dozen of them remain is in service at the moment. >> officials say they plan to replace that model but because of financial constraints, that process may tax a year and a half. now to a fox 5 follow00 to a story wave been watching all week. up next, more people are angry about the tax returns at that tax return service. >> they are thieves. that is the bottom line. >> they put us out the door because they stole our money. >> but the tax return service says that is not the case at all. we'll hear from both sides on this debate, coming up.  a lot of angry customers at a tax return service in northeast. they say the service is stealing their money. >> as fox 5's money reporter melanie alnwick explains, they can't even cash their return checks. >> they're checking it now. they can't cash it. >> reporter: tax refund checks issued by instant service. >> it was rejected from pnc. >> they won't even honor it. jot montgomery told us the check had been printed with the wrong sequence number. >> i can't talk about this. the problem is that there is a problem with the check sequence and we're trying to fix it. >> with the check sequence. >> he did not want to give us his name. another client outside was also waiting for i refund check to clear. >> i don't have no idea what they did. >> reporter: the manager said he would bring them new check but down the street, instant tax service was shutting its doors. >> they are thieves. that is the bottom line. >> they stole our money. >> reporter: police were called for crowd control. then, one by one, clients were let in to get refund checks. it is not just wednesday's check processing problem. customers are angry about what they believe are hidden fees and outrageous charges to file their tax returns. >> they didn't give me no paperwork, this is what we talk out, this is the deduction. this is what we charge you for doing your taxes, nothing. >> reporter: the ore of the instant tax franchises told me the troubles are only with client who came to them for holiday loans. he says there were some erroneous charges taken out of their refunds. this woman did get her check cashed and a second check for pay her back for the error. the franchise owner says he is doing the same for all the clients with mistaken charges on holiday loans. i also spoke with the rceo of instant tax service and a representative of their bank, tax tree. tax tree denied to me there were any mistaken charges involved with the holiday loans. the ceo told me that many of his clients actually have government debts and they don't realize that the government money gets taken out of their refunds in addition to any tax preparation fees and loan repayments. there is certainly more to this story and we will stay on it. melanie alnwick being fox 5 news. >> a lot more questions. >> a lot of angry people. there is at least one school delay this morning because of yesterday's snow. we'll check on that next and get tucker's forecast which includes a chilly weekend. stacy cohan is following one of our other big stories this morning. >> good morning a paramedic responds for the scene of a car fire but instead he is injured when he falls into a creek. i will have that story live coming up.  a live look outside from the tower cam. that is embassy row in northwest d.c. welcome back to fox 5 morning news. before we get to the weather and traffic, we have one school delay to pass along to you. page county virginia schools will open two hours late today. that is a two-hour delay for page county schools in virginia. >> all of those kids out there, students are going to be getting out there getting in the snow, make the snowballs, all excited probably. >> not sure we had that much snow. >> all right. i was hopeful. >> i did see one or two cars covered in a little something this morning. >> so far, we haven't had a good snow. what was the most we had? >> about 2 inches. that is an acceptable amount of snow. >> maybe if you are from alabama or mississippi. some of us like a little more than that. >> or maryland. i mean man. we typically get about 16 to 20 inches a year. we've had 2 inches. a very mild winter. >> i'm he liking it. >> i know you are. >> spring is right around the corner, wisdom. hang in there. >> can't wait. >> everything is out of here. we're in for quiet today. should be another beautiful day if you like upper 40s and sunshine. it should be just what you ordered. it will be a little breezy. our stormy trns from yesterday will pick up the winds out of the north and west, maybe five, 10, 15 miles per hour from time to time. currently 34 degrees at reagan national. let me mention parts of the area are below freezing and there could be some icy spots out there. just be wary of that. be ready for that today as we picked i'm little rain, little snow yesterday. winds out of the north at 12 miles per hour as mentioned. your forecast if today is an easy one. sunshine, a little breezy from time to time, highs back in the upper 40s. most communities have picked up a little snow. that should melt off quickly with bright sunshine and temperature in the upper 40s. i'll have more details on the forecast and we've got interesting things in the five- day forecast. >> interesting. >> i don't like the word interesting. >> the possibility. >> we know what that means. >> i like. it tucker talks in code kind of of like i do to the dog when i have to spell out walk or food or treat. tucker is now saying interesting which could mean snow! all right, guys. on the roads right now, not so bad and not too busy. it look pretty good, 395 checking out behind me in both the main line and the express lane. everybody behaving nicely so far this morning. no problems to report between annandale and merrifield. still an easy go along 66 coming in of manassas. upper side of 270 starting to slow just a bit at i-70 and approaching 109. thank you, julie. new this morning, prince george's county police are investigating an overnight homicide. they say a man was shot along 61st place in riverdale. he was brought to the hospital in serious condition and later pronounced dead. the incident was reported just before midnight. no word yet on a lookout for a suspect or possible motive. an alexandria paramedic is in critical condition no, after falling off a bridge on interstate 395 while responding to a car fire. the accident caused massive traffic back-ups at the height of the afternoon rush hour. stacy cohan has the latest for us. >> good morning. we are here along four mile run. you can see this is the area where there is still police tape. it is where they came as they were responding to the situation, this paramedic falling. the highway is off behind me in the distance. here is what happened. it was rush hour, just around 6:30 last night when fire and ems responded to 395 in the shirlington area. this was a report of a car fire. among the people that responded was a 35-year-old paramedic josh weissman. he was on the scene assisting. at some point, for reasons that are still unclear, weissman fell off the roadway. >> as one of the medics exited the vehicle, that person fell approximately 20 feet off the roadway and into the creek below. additional resources were dispatched to treat that medic. that medic was treated, extricated and then transported to an area hospital with serious injuries. several portions of the roadway were shut down while this process happened. it caused major track back-ups. weissman was transported to a local hospital. you heard he had serious injuries. we are told he is in critical condition. >> thank you. a man accused of sexually assaulting an 11-year-old girl in ketcham elementary school is behind bars. police arrested 21-year-old davon rashad wood yesterday charging him with second degree child sexual abuse. police say he walked into the school last week, asked a girl to escort him for a classroom with he inappropriately touched her. police had indicated previously there was surveillance video. a leesburg ban man is in jail after pretending to be a war hero and doctor. richard cruz advertised himself as a physician but he is now charged with a felony. police a 55-year-old richard cruz pretended to be a doctor and a colonel in the united states army. >> was he either of those things? >> no, not that we found. >> that is why cruz is now in jail. a judge ordered him held without bond. police say richard cruz was the part owner of a weight loss clinic called madam and monsieur. he has been charged with forging a public record, advertising a weight loss center using the term doctor and making fall statements or title to the department of motor geeks if anyone recognizes him or thinks they may have been defrauded, we ask them to contact us. >> reporter: cruz is not license as a physician in the commonwealth. we tried to contact the weight loss clinic for a comment and refused no response. republicans in congress give a legislative gift to president obama. we'll tell you about that coming up. a massive settlement designed to help home owner in trouble is close to being a done deal. we'll tell you about new roles for women in the military. that is all next. stay with us.
