do have rain out to the west, we're seeing some areas of heavy rain and the possibility of some thunderstorms. this is pushing in from the south, a little bit unusual from what we're used to seeing but pushing in from the south. a couple ofling areas of heavy rain just to the west of dale city, north of manassas, out towards leesburg, places like that. would not be shocked if you hear a rumble of thunder or maybe even see a flash of lightning during the morning hours. that area of light green to the north of the district, that is montgomery county. there is a flash flood warping in effect there due to possible localized flooding with area streams. we'll talk more about that a little bit later. speaking of floods, there is that flash flood watch we told you about yesterday. it remains in effect for the entire area through tonight. that is because of the rainfall we have seen during the last 24 hours or so and that we are likely to see during the course of the day today. right now, 65 degrees at reagan national. huge is up there. 97%. hence that fog and that mist we are talking about. wind out of the northeast at eight miles per hour. your day planner for today, cloudy skies. periods of rain here and there. i don't think it will be as much rain as yesterday but still some rain showers, some thunderstorms. highs today as opposed to the 60s in the 70s to maybe 80- degree, believe are to not. more about all of that coming up. -- maybe 80 degrees, believe it or not. let's get a check on the traffic with julie. >> this is a live shot of traffic heading north on 395 trying to get past duke street. no incidents to report. definitely waking up to wet pavement this morning and fog so allow extra time out on the roads. no incidents to report right now traveling the top stretch of the beltway leaving college park headed past colesville road. all of your lanes remain open here and new york avenue out near new jersey avenue, you will find light traffic volume here as you continue to and from the third street tunnel. that's a check of your fox 5 on-time traffic. some residents and businesses in montgomery county are being put on alert as officials say the recent rain and the saturated ground could lead to flooding along the potomac river. stacy cohan this morning at great falls park with more on those concerns. >> we received a press release from the national park service and they are talking about the c&o canal, the historic parks here. they are taking some pretty serious measures. in the press release we received, they are preparing for what they call the potential of one of the top 10 floods that they have seen and so, they are putting out advisories to people that are planning to using the potomac river or coming out along the c&o canal. i'll get to that more in a moment but check out what happened in poolesville yesterday. there was already some pooling and flooding around one of the outdoor education facilities. we spoke to folks there who are planning to alter their activities to fit in with the potential for flooding in case perhaps it turns out that the flooding is very bad. >> something we always keep our eye on and modify a lot of our programs as a result of the water over the next couple of days. the ground the pretty saturated. >> the entrance to great falls, the entrance road will be closed. billy goal -- billy goat trail a will be closed today. they are talking about the potential for debris in the river and putting out an advisory to kayakers or anybody who uses the privilege to please respect any safety barriers that are put up to preclude from you going into the river. every year, every time there are these floods and these rises in the river, there are some adventure seekers out there on the river and i can tell you i personally have attended many of those rescues. the national park service wants people to be aware of the problem, stay tuned and check their web site and check back with us and be safe if you choose to go near the water during this flood potential. i'm stacy cohan. back to you. >> thank you. republican white house hopefuls gearing up for tonight's gop debate in california but texas governor rick perry is not saying if he will stay in texas to deal with the wildfires that destroyed over 1,000 homes. president obama is getting ready to give his jobs speech tomorrow night as he faces lower poll numbers. the pre's approval rating is at or below 44%. in detroit, the president called on republicans to cut attacks for the middle class. some expect the president to blame republicans for the economy. >> he will start his campaign by campaigning against members of congress, demonizing republicans and making them believe he done have the power to implement what he wants to implement. >> you say you're the party of tax cuts? then prove you will fight just as hard for tax cuts for middle class families as you do for oil companies and the most affluent americans. >> the president's jobs package tomorrow includes $300 billion in tax cuts and spending. fox aconsequence to monitor metro. we are focusing on a youtube video this appears to show a metrobus driver putting his hands on a passenger. you can see the driver arguing with the man, possibly over an unpaid ride and that is when the shoving starts. then the bus driver throws the passenger off the bus and on to the ground. we showed the video to a metrobus operator whose face we agreed not to show on tv. >> that is not a part of our job description to throw someone off the bus. that is not our job. that is the police job. >> could you ever see a situation where you might have to do that? rain showers this morning. i do not think it will rain as heavily as it did in general although where we get some thunderstorms, we get some heavy rain there. it's humid start to the day. we've got moist air. we've got fog in place. not the prettiest day overall. we'll start with hd radar, show you what is happening across the region. most of you are quote, unquote dry. by that, you mean it is not raining on you. we do have some heavy rain moving right across leesburg right now. unusually, this rain is coming to us from the south. it is pretty much moving along a frontal boundary that has stalled out or near a frontal boundary that has stalled out and that will move through here as a warm front and increase or temperatures. there is leesburg getting in heavy rain. rain showers in reston, gaithersburg, manassas, dale city, seeing some rain as well. this area of green here, this light green, that is a flood warning that is in effect for montgomery county and that really has to do with the accept canada creek, primarily near davidsonville where there could be somed intoing later on today. so eyes on that in montgomery county and if there are any other warning that go up later on, we'll tell you about that. look to the south of fredericksburg, east of 95 seeing more heavy rain develop there. that will push northward too. let's go to the graphics. our sentinel satellite-radar. this provides the big picture and it shows you the general motion of this precipitation. it is moving in from the south to the north. again, some of this associated with the remnants of tropical storm lee. it is actually a rather complicated thing. the main thing you need to know is, yeah, there will be rain showers moving through, some of them could be high-def imply and there could be some thunderstorms. yesterday's high temperatures in the 60s. -- there will be rain showers moving through, some of them could be heavy and there could be some thunderstorms. for dulles international, this is 20 degrees lower than where we should be for this time of year. we will warm up today although we won't be where we typically would be. 71 in annapolis. 66 in ball. frederick, 61. in fredericksburg where it is 64 degrees. forecast for today, flash flood watch in effect until tomorrow. we have cloudy skies today. periods of showers, thunderstorms and wherever you get the thunderstorms, you could get some heavy rain. winds this morning out of the northeast. they will be out of the east- northeast, high today about 80- degree. cloudy skies tonight. showers continue. 70degrees for your overnight low so there you have that warmer air in place. then the five-day forecast, we've made some ad yu.s to this. we've had to take the temperature up a little bit. 80 today. about 81 tomorrow. we still have a chance of showers on saturday. -- we've made some adjustments to this. and here is julie wright with a look at traffic. >> thank you so much. on the roads, we could use a little sunshine burning off the fog but i don't think we'll get it from that forecast though. a lot of fog to accompany the drive around town this morning. i caution you leave early and keep an eye out for the yellow buses and for the little ones waiting at the bus stop. this is 395 northbound in both the main line and express lanes with our lanes open. no incidents to report up and across the inbound 14th street bridge. inbound 66 before you reach the exit for linden, we have a crash with a truck. lanes are open. we are still maintaining speed headed in towards centreville. no incidents to report on the beltway between annandale and merrifield. southbound 270 coming in out of gaithersburg, volume increasing approaching and passing 109. slow traffic starting to form at 118 and here at mva. >> thank you. the national park service is getting closer to a deal to allow the popular bike share program to open stations on the national mall. more than 100 bike share stations have opened in tease and arlington, virginia over the past year. city officials are still hammering out several issues including who will pay for the new stations. they cost $50 thousand each not including maintenance costs. the hope is to have the extension in place by early next year. so more is mapping out some big changes. next summer, metro plans to realign several lines to make way for the new rail line to dulles. as sherry ly explains, metro must figure out how to change the iconic map and what to name the new rail lain. >> reporter: along the orange and blue line, the roslyn tunnel is already jammed. no room for the new dulles rail. starting next summer, the yellow, orange and blue lines will be realigned with service during rush hour. >> i ride the train quite often and for me, it would probably take a little bit of getting used to and i think it will be confusing initially but with time, i think rider will be able to pick up. >> reporter: now how to explain that on a map. >> we need to communicate that to customers in some way. >> reporter: in this draft, metro proposes diverting three blue line trains during rush hour to create i new yellow line route that runs from franconia springfield to greenbelt and differing orange line trains from vienna to largo. >> i think it is fine. it make where you dope have to do a transfer point so shortcoming out of springfield -- it makes where you don't have to do a transfer point so short coming out of springfield it makes it better. >> reporter: the most prickly question of all appears to be the color of the new del less rail line. the silver line or the orange line or a different color. >> you say? >> silver. >> i would like to be able to go to dulles. i don't care what they call it. >> reporter: what the survey doesn't affect specifically is how about pink? that is the map designer's preference. >> i have nothing against the color pink. >> the pink line? >> not a fan. >> i like the silver line but pink is also fine. >> if it is orange, the line would split with different end points. the silver line is what it is known as but that has never been made official. while the designerrer may like pink, metro wants to please its riders. metro says this t. has gotten more than 2,000 responses to its survey in the first 24 hours. it will take all of this information and put it together to come up with a final draft of the map for the board next month. this is just transitional. they'll come up with another new map once the first section of the dull -- dulles rail line opens. >> that color is >> that is a good question. not much. not this morning certainly. cloudy skies. tucker and i were talking about this a short time ago. there might be a ray of sun here and there late today but it will be mostly cloudy. rain showers off and on during the course of the day. some of that rain could be heavy. let me show you hd radar. what the radar does not pick up is the fog which is widespread. reagan national reporting light rain, fog and miss, all of it all at once. here you go. heavy rain now from leesburg to frederick and points north moving into western maryland so that is where we have the heaviest rain. many of you, for example, prince george's county, not raining there at all right now. some rain showers down near fredericksburg, just to the east of fredericksburg. this is all moving from the south to the north. so we'll continue to see this activity and we'll see some more showers and maybe even some thunderstorms pop up here and there not just this morning but through the day. let's take a look at the graphics. current temperature at the area airports, this almost matches. earlier, i showed you the high temperatures yesterday at the airports. this almost matches it exactly. 67-degree was the high yesterday. that is the current temperature. now, 62 at dulles. 65 at bwi marshall. that's funny. cloudy skies, periods of rain, thunderstorms, some heavy. i won't say it will rain steadily all day long because it is not but there will certainly be periods of rain pretty much for almost all of us. highs today primarily in the mid- and upper 70s, maybe 80 degrees in d.c. there you go. >> hot and messy. >> yeah. didn't like yesterday. don't think i'm going to be liking today. >> check in with traffic. >> i'm laughing because that is usually what she refers to me as a hot mess. oh, my goodness. on the roads, this is like deja vu. remember yesterday, we were talking about accident activity on the beltway between 355 and 207? well, again, today, we are waking up to the same pattern. this is outer loop of the beltway as you work your way around from connecticut avenue towards 355. accident activity tying up the right side of the roadway. at the point where traffic splits off to go northbound on 270 or con around towards old georgetown road, zen number two on the beltway and that is tying up the right side of the highway. so two separate accidents between 355 and 207 on the beltway in montgomery county. other side of town, busy as well. you will find delays forming on i-95 leaving the prince william parkway headed up towards the occoquan. no accidents, just volume delays and a lot of fog coming inbond on 66. the crash that we had out in linden has cleared. now, we are waiting for the delays to creep up there. we definitely have slow traffic here at business 234 headed eastbound out of manassas. that's a check of your fox 5 on-time traffic. >> our top story, flooding fears along the potomac river this morning. some residents in montgomery county are being put on alert. fox 5's stacy cohan live at great falls park with more on the concerns there. >> i heard tony talking about light rain, mist, fog, we've got mete much all of that right here. they are concerned about flooding. the national park service in fact is issuing a warning to folk that are using great falls an any of the park that they are expecting potential for historic flooding. they are closing certain areas of the park. we have a list of what we've heard so far. now, great falls entrance road here behind me i'm told will be closing this morning as well as billy goat trail a, great falls overlook is closing starting today and a section. the tow path in albegany county is already closed. that is because of a weakened culvert. now, all of this due to what is expected to be fast high pressure rising waters and the partner service is putting out a risk warning to people. there is a risk of being swept away by swift waters. i know there are a lot of bikers and hikers along the trail that use these. there are many that like to put the kayaks in the river. they are saying please obey any warning signs that are out there. please respect barriers and do not go around them. stay safe in case the potential for high floods is realized at some point later today. reporting live, i'm stacy cohan. back to you. turning to politics and the president's jobs speech, while republican white house hopefuls are gearing up for tonight's gop debate in california, it is still not clear texas governor rick perry will participate. he is dealing with wildfires that are burning out of control across texas. president obama fine tuning his jobs speech for tomorrow night which reportedly includes $300 bill cardinal o'connor in tax cuts and spending for -- $300 billion in tax cuts and spending. as far as ton's republican debate, bob cusack says rick perry is the one to beat. >> i think right now the favorite is rick perry. can he stumble in this debate. that will be a key test for perry. right now, he is on a trajectory and that has got to concern mitt romney. but mitt romney thinks he can outlast him, win on points. rick perry is going for the knockout for the nomination. i think it will be a tough contest between perry and mitt romney and we are still waiting to see if sarah palin is going to get in this race. >> tonight's debate is set for 8:00. a maryland man accused of spying for israel is cutting a plea deal with prosecutors. stewart nozette had high level security clearances while he worked with nasa and the energy demeanor. he was busted in twoip by an undercover fbi agent who posed as an israeli intelligence officer. prosecutors say he was getting ready to least country with his info. he faced attempted espionage charges and could have been sentenced to death. so a tragic scene at one hospital. a family is demanding answers. coming up next, how did a woman fall from the window of her hospital room to her death. plus the man who fell off i a boat managed to survive after being stranded in the water for nearly nine hours. details of one item that he said saved his life. checking markets, the dow and nasdaq lost ground on tuesday trading on fears of a worldwide economic slowdown. markets in asia are all up as investors scoop up bargains following a deep selloff and positive news about the economic growth in australia. japan's nikkei picked up 173 points. back in a moment. ?
