ground in libya. the rebels have been losing a lot of territory over the last for you days and they are asking for more help. obama administration officials say the agents were sent into libya a few weeks ago to figure out what the rebels need just in case the president decides to send them weapons. they helped rescue a downed airman from a fighter plane. new details on a story we talked about yesterday. the case of three children barricaded in a room with a sheet of drywall as their mother sits in jail. the father of the two children, two older children at least is now speaking out. he says he tried to warn authorities that 26-year-old cwas a dinger to the children. he has custody of their twins but says moore was granted supervised visitation and unsupervised visits when the boys were five. he says the twins once came home with welts. earlier this week, moore and her boyfriend john robey were arrested for trapping their three young dotters in a room with drywall. new information in the killing of a pizza delivery man. police say 38-year-old paul bennett may have been ambushed. they believed the three suspected killers phoned in the pizza order. investigators say $13 was taken from bennett before he was shot and killed sunday night into seat pleasant. domino's has offered to help pay for some of the funeral costs. now to a fox 5 follow-up. some d.c. public schools accused of tampering with standardized tests to improve scores. now both the former d.c. schools chancellor and the head of the teachers union are speaking out. sarah simmons is live in northeast at d.c. public school headquarters with more on this story. good morning. >> reporter: good morning. the former school chancellor michelle rhee talked to the "washington post" and conceded that it is a possibility that there was some cheating on standardized tests. she believes and says that the vast majority of the schools this is probably not an issue but it does make the case, she told the post, of needing security at both the district and state level on this. the current school chancellor, kaya henderson, has talked with fox 5 about this already and says that the investigation done by the independent firm found there was no evidence of grade tampering or cheating on standardized tests. the two main schools that have been looked at here for these allegations came about at noyes elementary and mckinley tech high school. the head of the teamers union says the agency only conducted interviews here and says there are glaring issues that have not been addressed. he says the erasing was limited to the math and language arts area. >> the way the study appears to have been conducted, it was conducted in a fashion where they got the results in which they were interested once again. it was clear, look in certain places but do not go in other places. >> reporter: and the union says it welcomes another investigation here by the inspector general, one that is currently under way. and also, this comes at a very timely time because the standardized testss are being given next week in d.c. schools. back to you. more than a month's work in florida and it is time to lace them were injured after a fighter jet exploded on an aircraft carrier off southern california. they were on the flight deck of the u.s.s. john c. stennis when a yet was preparing to take off but something went wrong and the yet burst into flames. four of the sailors were flown to naval medical center san diego. another six were treated for burns on board the carrier. an air traffic controller has been suspended following a close call in central florida. the faa says the southwest airlines jet and a small plane came too close together putting both planes in danger. according to aviation officials, the air traffic controllerred the pilot of the other flight to check on the pilot who did not radio in for more than an hour. in japan, high radiation levels are turning up outside of the damaged or coming in from the west. 66 starting to slow out of manassas typical at this hour as you work your way east of 28 and continued inbound towards 7100. you will see delays building as you travel between the two 234 interchanges as well. northbound i-59 here in newington picking up volume as well as you head northbound towards the springfield interchange. no problems to report on 395 leaving the beltway headed up to the inbound 14th street bridge. inner loop of the beltway, checking for a crash near new hampshire avenue in the left lane. that's a check of your fox 5 on-time traffic. a traffic alert. one of the main routes into the district is about to get a lot more congested. expect major track delays on new york avenue starting april 25th. a stretch of the road between penn street northeast and florida avenue northeast will be reduced from six for just four lanes. crews will be rehabbing the new york avenue bridge. we already told you it will cost more to catch a cab in d.c. now and tease's mayor has extend the limits of the tacky cab fuel charge. it will cost you an extra dollar for trips that begin in the district and end in other jurisdictions. that extra free will stay in place until at least july 27th. the white house laying out its plan to secure america's energy future. president obama admitted there are no quick fixes for rising fuel prices. but he says it is time to get serious about a long-term policy for secure, affordable energy. the president wants to reduce oil imports by one-third by 2022, have more emphasis on clean energy, more fuel efficient cars and is also encouraging offshore oil exploration and production. one common ingredient in the food in your pantry could have a negative impact on your children. food dyes have been the subject of controversy for more than 0 years. now, the fda is considering a petition by a consumer advocacy group to either ban some dyes or put warning labels on product. our money reporter melanie alnwick has the story now. >> reporter: they are specifically concerned about an array of dyes that they say are linked to things from hives to hyperactivity. the consumer group notes on its web site that many groups do make naturally colored product as well and says the fda ought to reconsider its position. >> until a year ago, the fda had always said food dyes have no effect on children's behavior. they are slowly changing that and they seem to be acknowledging that food dyes do impair some children's behavior because dyes have no health benefit whatsoever. this used to trick people into thinking food is better than it really is. we should get rid of the dyes. >> reporter: the food industry says it is not just snack foods but healthy foods are dyed to make them more appealing. artificial colorings are preferred by manufacturers. >> it is not that it is not possible to replace the colors but really, when it comes to replacing them, there would be a lot involve and also a greater expense could possibly be incurred by switching to a natural versus an artificial color. >> reporter: the arbitrator in all of this is the food and drug administering. prior to the two-day hearing, the fda said science hasn't established a link between color additives and hyperactivity in the general population of children. however, the agency does say that, for chush who have adhd and other behavioral problems being food dyes and other sub stans can make the issues worse. cspi says the study only looked at the effect of individual dyes, not combinations or the cumulative impact. the food advisory panel will listen to more testimony and then decide if the fda should regulate dyes, require better labeling or do nothing at all. a foul stench in the air on one college campus.
