going on right now with the current conditions being reported at reagan national airport. a cold start to the day as expected. 35degrees at reagan national. it is breezy outside with the wind coming to us out of the north and west at 10 miles per hour. here is a look at the satellite- radar. it is a quiet picture. the rainfall that we had yesterday wrapped up last night around 9:00, 10:00 or so. it has moved out of here. most of the clouds have moved out as well. for today, it will be mostly sunny. take a look. things have really quieted down across the eastern u.s. the forecast for today, mostly sunny skies. much cooler after a high yesterday of 72 degrees. it hit 72 degrees i think for like eight minutes. 50 will be the high today. many of you will top out in the upper 40s. let's check in with julie wright. >> southbound third street tunnel remains closed at this time because of accident activity. a fatal crash occurred about 12:30 this morning. the southbound stretch of the tunnel is closed. there is no access coming from new york avenue into the tunnel at this point f you are traveling from massachusetts avenue into the southbound third street tunnel, that is closed off as well. so there is nobody traveling southbound coming from northeast headed to southeast into the third street tunnel. as you can clearly see, police are here. they are blocking that entrance into the southbound third street tunnel this morning from northeast and from massachusetts avenue headed over towards 395. how do you get around it. from the north to the south, you want to stick with bw parkway. right now, only about a 12- minute ride. no problems to report and that will save you some time as you try to work your way from northeast to southeast. can you travel the outer loop of the beltway. alternate routes expected this morning. allow extra time out there on the roads until this situation can be resolved. that's a check of your fox 5 on-time traffic. now to a fox 5 follow-up on the luxury suv scandal in the district. a new report from councilmember tommy wells shows dozens of those vehicles may be against the law. sarah simmons outside the wilson building with more. >> reporter: good morning. councilman wells, that report says it looks like 4 # suvs including the council chairman kwame brown's vehicle were all in violation of a law passed in 2003. -- the report says it looks like 42 suvs including the council chairman kwame brown's vehicle were all in violation of a law passed in 2003. carol schwartz proposed the law back in 2002. she said at the time they were just a waste of money and they used too much gas. the law actually passed in 2003 saying that it restricted suvs and cars that got less than 22 miles a gallon. apparently, it looks like maybe the law has not been followed and wells says it is time to fix this for good. >> i do believe it appears the laws have been broken and we'll have to make referrals to the attorney general. >> i don't know how you put the vehicle issues at our doorstep. these things were done back before 2011. >> reporter: councilman wells says he is not trying to point fingers at anyone specifically here. he says he is just trying to get to the bottom of it and says apparently it looks like there were violations that span way back into the fenty administration as well as the anthony williams administration. >> so the council is not pointing fingers but the question is who was driving those 42 vehicles. did he say? making its way here, which is good although we were quite frustrated. we got good beneficial rain across the area. we are now down for the year about an inch and a half so we made up some of that. at reagan national, we had 2/3 of an inch of rain. at bwi marshall, 1/2 inch of rain. parts of the area still under some drought conditions so we'll take t here are the current temperatures. as expected, it is a colder start to the day. 4degrees right now in the nation's capital. gaithersburg is at 30 degrees. baltimore, 35. in virginia, we've got 34 degrees. in manassas, 38 in fredericksburg and back in maryland, 36 degrees in leonardtown. take a look at the radar image for our region. we'll also pull it out. the rain moved out last night and with that rain, the clouds have gone as well. this is not a satellite image but i can tell you that the clouds are gone and we've got much quieter conditions after that big frontal boundary came through sparking severe weather across much of the eastern u.s. it has moved out and now people are left to dry out and deal with the aftermath in places where they did get severe weather. for us for today, here is what we're looking at. mostly sunny skies. a much cooler day. yesterday, we did get to 72. 50degrees for your high today. that is normal. i think some of you will top out in the upper 40s. clear skies tonight, cold, 34 degrees. the winds shift out of the south and they will be lighter, five to 10 miles per hour. the five-day forecast, the up and down continues. tomorrow, 59 degrees so near 60, mild. sunshine, mostly sunny on thursday. we street tunnel so for you guys traveling from new york avenue and from massachusetts avenue inside of the tunnel, it remains closed off at this point. so again, no one is able to get through as you travel from new york avenue and massachusetts avenue to head southbound into that tube, it remains blocked at this time. all traffic right now, you can see the flares, being diverted over onto fourth street northwest. coming from new york avenue or massachusetts avenue, you are denied access headed into the third street tunnel until further notice. on the other side of town, better bet is to stick with kenilworth avenue or bw parkway. that is your alternate route down to pennsylvania avenue. that is a 12-minute ride right now and that will save you a lot of time. safety inspects on bridges and tunnels will mean lane closures. those inspections run from tomorrow until friday, march 11th from 10:00 in the morning until 3:00 in the afternoon. can you find a list of the closures on myfoxdc.com. unfortunately, a fatal crash occurred around 12:30 last night. it has closed the southbound stretch of the third street tunnel. we do have live pictures from the scene. the southbound stretch of the third street tunnel, you are denied access from new york avenue as well as massachusetts avenue. there is no access into the tunnel. if you are traveling from northeast headed over towards the freeway, what you are seeing there in the center of your korean is the flares that is directing traffic to fourth street in northwest washington. coming from bladensburg road, coming from north capital street inbound on new york avenue, you will be forced to continue outbound towards fourth street northwest and from massachusetts avenue, you are also denied access into the tunnel that would take you guys over towards 395 and back into virginia. how do you get around that? you use kenilworth avenue. that will be your best alternate at this time. right now, it looks pretty good continuing down towards pennsylvania avenue. only about a 12-minute trip at this point. bw parkway, ken ill worth avenue, that is your alternate route. can you stick with the beltway through prince george's county but this is going to save you some headaches. we are told there is an ongoing investigation and this road could be shut down for the next hour or so. you are denied access from the southbound third street tunnel off of new york avenue as well as massachusetts avenue. no accidents to report right now if you are traveling off to the west off the 66. your lanes there are open. no trouble spots to report at this time. that's a check of your fox 5 on-time traffic. a fox 5 investigation now into alleged pricey trips taken by the president of a local university on taxpayers money. we spent morn six months going back and forth with the university of the district of columbia trying to piece together a messy paper trail and discovered not only does the president of udc get an expensive car, a million dollar home and a nice salary. he also spends a lot of money traveling to places like egypt and the united kingdom. >> we've been asking for six months. your statement to us was our questions are questions. we need answers for the taxpayers. >> and the questions in my mind as well. wish i could give you the answers to the questions. i don't have the answers to those questions. >> that is the spokesperson for the university of the district of columbia, allen etter. coming up in the 7:00 hour, see what happens when tisha shows up to that board meeting looking for the answers. and now, a fox 5 follow-up on the luxury suv scandal in the district. a new report from councilmember tommy wells shows dozens of those vehicles may be against the law. sarah simmons outside the wilson building with the latest on this. >> reporter: steve, councilman wells says 42 suvs may be in violation of that law to be exact and on top of that, today, councilman jack evans is expected to introduce legislation that would require council approval of all leased vehicles for the district except for the mayor's. now, the former councilmember, carol schwartz, is the one who introduced and proposed that law back in 2002 to stop the district from leasing suvs or even owning them. she said at the time that they were a waste of money and they use too much gas. the law actually passed in 2003 saying that it restricted suvs and cars that got less than 22 miles a gallon and the mayor's vehicle was exempt from that. but wells says it looks like apparently this may have been in violation for many years and it is time to fix it and do it for good. >> the first thing we have to be sure is it is in compliance with d.c. law and second thing is to see that we are being good stewards with our funds. >> reporter: and councilman wells says he is not specifically pointing the finger at the current mayor. he says to appears as though this is something that may have been happening as well back during the williams administering and the fenty administration. steve? >> you think they have to go shopping. you can't be surprised at release is portis. guy is 30 which is old if a running back. in the last two years, he has played 13 games. >> a great run for him. kind of sad to see him go. he was a warrior for the washington redskins. but i think with torain, they'll be okay. i think if they find somebody off the scrap heap that shanahan plugs in in his system, i think he will go with a committee back like you see in the nfl. it is not one guy carrying the ball. >> long-term, they need more pieces. torain might be able to fill the gap this year but they will have to get someone else. >> see you guys. it is the junkies at 106.7 the fan. we'll have more coming up including the danger of tanning beds. f a health alert for tamers. this is the time of school when a lot of high school students head to the tanning beds. >> a big group of doctors is pushing to ban minors from tanning salons. we have a report. >> reporter: tanning salons across the country get about a million customers a day. a large majority of them are girls and women according to the american academy of pediatrics. now, that group of doctors is trying to keep teens 18 and under out. >> you get ultraviolet radiation which you get are northern carcinogens. it is sort of the same thing as giving kids cigarettes and saying knock yourself out. >> reporter: the doctor stands behind the effort. he says studies show the risk of melanoma is 74% higher in people who tan indoors. >> people think you're young, you are not going to get skin cancer. that is not true. anybody can get skin cancer. >> reporter: right now in the state of arizona, people younger than 18 can tan as long as the parent signs off. some people say it should be up to the parent, not the government. >> thank you. we'll take a break and come back. we have lots more ahead on fox 5 morning news. e
