news. plenty of school closing and delays still out there. in virginia, fauquier and rappahannock schools are closed. in mayor dey, frederick and garrett county schools are closed. in virginia, alexandria schools are delayed two hours. culpeper and frederick county schools also delayed two hours. in west virginia, hardy and jefferson county schools will be delayed by two hours. many of these think the wind will gradually diminish. we'll see improving conditions but it will be another cold day today for sure. we'll start with the satellite- radar composite and across the region, we've got a fair amount of cloud cover this morning. i think we'll see a good amount of cloud cover during the course of the day. here is your radar image. couplef snow showers once again. can't rule them out. already seeing some of that activity to the north of the washington area. can you see how that is streaming down. so you mayen counter some snow showers and snow flurries once again today. no significant accumulation expected but a little bit of that activity here and there. current temperatures at the area airports. you know, temperatures are cold but you factor in the winds and it is just pretty uncomfortable out there. degrees at reagan national. 27 at dulles. 25 at bwi marshall. your forecast for today, we are looking for mostly cloud you skies, a few snow frries or showers here and there. highs ranging from the mid-30s in frederick, 35, 34 in winchester. 38 in the district to about 40 degrees. more details coming up. >> at least we have one 40 on the map. >> that's nice. they were doing quite a bit of construction work at tyson's. i don't know if they've apped that up. julie wright is standing by with those details. >> right. we only had one lane open in each direction. it has been almost a week since we've even said the word construction. you're right. this were out there working in both directions, part of the hot lane project taking away most of the lanes in each direction with only one lane available and they are in the process of clearing that on both the inner and outer loop traveling between route 7 and 66. lane are open with no incidents reported leaving gaithersburg out towards the split. our major arteries are looking pretty good right now traveling off of montgomery county off of 355 and 270. the secondary roads, neighborhood streets, still icy and i little dicey here and there. mounds of snow making it very difficult for you to see oncoming traffic and pedestrians. i noticed a lot of sidewalks have not been touched. that is forcing pedestrians to highway. this was a hot spot yesterday morning off of constitution avenue towards 17th street. they've turned the camera here so they are more focused in on the sidewalk he. this is where we had the right lane covered with snow along constitution avenue at 17th street. much improved right now. doesn't look too bad as you make your way in off of 66 at this point. there are still some areas we saw along pennsylvania avenue done at 13th and new york avenue where we still have a lot of the area that needs to be plowed. we still have the right lanes here and there that you can lose unexpectedly. do keep that in mind for your morning commute. ready or not, here comes round two of capital congestion. the federal government open and today is the first full day of school for many. with mounds of snow on the sidewalk, students may have to stand in the road to catch the bus. that is causing some major concern. sarah similar monday is live with more on that. good morning beltsville, thatlike like 10:30 is when they will start back. but still, it will be very treacherous. we know even later in the morning, rush hour is still continuing and so it is jam packed. they have to deal with mounds of snow. this is the area where the buses come in. it will be difficult to see elementary-sized children over these mounds of snow. the sidewalks over here though, they have been cleared. that doesn't appear to be as big of a problem at least over here at this school. th is different in other locations though. but a combination of a jam- packed commute, all these people on the road and children trying to walk around is going to be very dangerous. >> they had to walk in the middle of the street. i mean literally the middle of the street. i was so cared for hair safety. >> reporter: prince george's county police say they will step up patrols at schools today. students at chancellor high school in fredericksburg, virginia will not be oing back to school any time this week. official ate roof over the gym is in danger of collapsing from the weight of all the snow. they are use ago chemical to try to melt the snow away. workers will then try to shore up the building to make sure it is safe. president obama has signed a disaster declaration for the commonwealth. that move paves the way for federal money to help the state and local governments rebuild. it gaithersburg and north of gaithersburg as well up 270, even interstate 70 up towards frederick and out to the west along 66 in manassas, some snow showers this morning. not a big surprise today. i think during the course of the day, we could see more snow showers. in some spots, it could coat the ground a little bit. coat some of the grassy -- there are no grassy areas. what am i talking about. you will see some of that during the course of the day. we'll keep monitoring it throughout the morning. here is what we're looking at, some streamers coming down from the great lakes region. a little bit of snow across ohio. i think it will be another mostly cloudy day for us today. currents temperatures, a cold start. colder than it was yesterday. right now in the district, it is 26 degrees. 27 up in gaithersburg. we're getting that snow. 26 at quantico. stevensville at 30 degrees at dulles airport, it is currently 28 degrees. our winds, part of the story again today. these are your sustained winds. most recently reported, eight miles per hour in the district. six in baltimore. eight out at dulles airport. winchester, 1. that makes it feel even colder than it is -- than the actual air temperature is. forecast for washington for today, mostly cloudy, a few snow showers possible. high about 38 degrees. very similar to yesterday. i think the wind are diminished a little bit from yesterday. five-day forecast, after today, thursday, friday, saturday into sunday, i believe we'll be dry. our highs getting closer to normal but still below normal. average high for this time of year, 47 degrees. we'll only be in the low 40s after today. that is what is happening with the weather. now, let's get to jul wright and get more on this morning's rush hour traffic. >> we are anxious to see what overnight work was done and where it was done and how it was going to impact our commute. i know yesterday afternoon, we still is had some major tie-up as long north capital street at missouri and riggs road. callers were telling us there was only one lane passable through that area. we are anxious to see once the callers get out there on the roads, once they start calling in, exactly where we still have problem spots with the snow- covered routes. right now, the beltway looks good with no incidents to report as you travel the stop stretch here at university boulevard. lane are open and it is still a easy ride. southbound 210 at washington, accident there. two lanes are blocked at the scene. there is also a crash westbound 370 on the ramp to go south on 270. you guys coming out of gaithersburg from the burger king, you know what i'm talking about. that ramp always ices up on us. you have to be very careful there. this looks great here. this is coming inbound off of canal road head down towards the key bridge. two lanes maintained here so much improved. canal road, this portion looks nice and clear. we do have the right lane accessible to news each direction coming across the key bridge that. helps alleviate tie-ups to and from roslyn. >> thank you. d-d.o.t. says the electronic signals to use are malnurchging. if you travel through the area, you are being urged to use extreme caution. crews are working for make repairs but they are worried the problem might affect the morning rush hour. mounds of snow not the only thing getting in your path. so are potholes. they are wreaking havoc on tires. more and more are popping up giving of course a rough ride. drivers are wondering what is being done to fix the proble will thomas hit the streets to try to find out. >> reporter: now that they have weigh gown gone from this to driving on exposed pavement again, we have another problem to deal with on the roads. >> i have a little small car and that car is getting torn up. >> reporter: pothole are not only nerve rattling. they are potentially very responsive. one insurance study estimates five billion a year is spent to repair damage from pothole run- ins. the first thing you think of is i'm going to get a flat tire. i'm going to damage my car. >> i feel something loose already. >> reporter: this is a jor intersection of colesville and jowrnl in snow town silver spring. here one, two potholes. right under this car here, three and this one is ankle deep. that will do some real damage y it only takes a very small flaw in the road fwiewter to seep in and freeze, refreeze and the next thing you know, you've got a major pothole. >> reporter: lon anderson says local jurisdictions will struggle to keep up with the potholes because they've blown through the budgets clearing snow. >> now, they have to do street repairs. and the fact is there will be potholes everywhere. >> reporter: money is tight but the demand from tax-paying drivers is high. >> please, please, fill the potholes! >> reporter: will thomas, fox 5 news. >> fixing the pothes doesn't come cheap. d.c. repairs nearly a quarter of a million potholes every year and that costs almost a million dollars. considering how harsh the winter has been, it is numbers will likely go up. you go through all the trouble of shoveling now out of a parking space only to have somebody take that space. coming up next, driewfers will try anything to save the space but what is the proper etiquette. >> i don't think you have a right to put benches, chairs, maybe fiefs out there. who knows. maybe tvs out there. who knows?  with all the snow, it has become a major debate this winter season. if you put in the time and the physical labor to clear yourself a parking spotted, is it yours to claim. >> some people are saving their shoveled-out spots with chairs but there isn't anything they can do if somebody moves the chair and take take that spot. beth parker takes a closer throughout the course of the morning right up through 270 through gaithersburg and off to the west near manassas and 66 as well. here is a look at the bigger picture. satellite-radar as we go to view and you can see there. a lot of cloud cover across much of the eastern united states. as you get closer to the coast, particularly down to our south, notice there will somebody sunshine there but now and traveling around rfk stadium and behight any young bridge. they are busy doing snow removal work. right now, only one lane is accessible to you at this time. traffic volume working in your favor. not much of a delay there at this time. right now, you are will find viers mill road over at connecticut avenue. we moved the camera around. they have been through this area working doing some snow removal work there from along the right side of the road. it likes they're taking a little bit of a break. if you are making the trip along new york avenue at bladensburg road. all lane are open right now. no incidents to report traveling from nortast to northwest. that's a check of your fox 5 on-time traffic. >> thank you. it is deja vu all over again as you can get ready for another crowded commute this morning as the capital is congested one more time. >> the federal government is open and more kids will return to school. sarah simmons has more. >> reporter: it has been a challenge just to drive out there. now add to the fact that there are additional schools going back to school after the snow week. prince george's county is one of them. they were out all last week. here we are, they are going back to school today. a two-hour delay but mind you, it is something people will have to watch out for. the kids will be walking around in areas that are possibly not plowed through or shoveled through. if you take a look behind me, we are just at beltsville elementary. this is the sidewalk over here. can you kind of see it a little bit. it will be tricky. children are not going to be able to walk in that very easily. the concern is there will be children possibly walking in the streets. so something -- the commute gets jam packed and people have very little room to move. they have to watch out for the children who are going to be out there as well. additionally the mounds of snow that we have also seen over the past couple of days around area schools, on street orangers. it has been a concern as well. you need to keep your eye out for those children as they are heading back to school today. here in prince george's county, they are stepping up their patrols, at least the police are trying to help out a little bit starting at 8:00 a.m. they will be at several different school zones throughout the area to try to ensure that these kids get to school fely. we are live snow across 66, not much of that happening right now. some areas of snow. some snow showers and snow flurries this morning. we expect little or no accumulation although yesterday we did get up to an inch and a half in some locations with these little bursts of snow coming through. as we go to max 2, there you go. there your snow. there are your clouds. can you see those there. we've got a pretty good break in the clouds down to the south. i think we'll see a fair amount of cloud cover today. we'll call it mostly cloudy skies. will we see some rays of sun? yes. will we see a d.c.ent sunrise? i think so. we'll have to wait and see how that develops. up to the north, more cloud cover and more snow. lake effect snows coming across the great lakes regions sending streamers into the western portions of pennsylvania including pittsburgh at this hour. current temperatures across the region, they are a little bit colder than they were yesterday morning. here in the district right now, we have a temperature of bang, 26 degrees and 25 in manassas, 25 in baltimore. hagerstown, maryland is at 30 degrees and in leonardtown, it is 27 degrees. here is your surface map for today. those of you wondering what will be happening and can you show it to me graphically. yes, we can. here you go. breezy conditions continued. they do diminish as that area of low pressure continues to push off to the north. it will be rather breezy and we cannot rule out snow showers really during the course of the day today. so your forecast then, mostly cloudy. snow showers possible. high about 38 degrees. that is nine degrees below normal. five-day forecast, thursday, friday, saturday and sunday, temperatures are high. temperature ithe low 40s, still lower than where we should fob that time of year. the next few weeks, bills for the storms will be coming through. it you stayed warm indoored, watched lot of tv, played video games or baked to pass the time, expect to pay for it. meter reader are making their way through to get a read on this. >> bills will be higher. that is for a number of reasons. it is colder. people are using more electricity to stay warm. we've also had a period of a week where most of our customers stayed home. >> reporter: dominion virginia is doing its best to get actual readings. new wireless smart readers mean most numbers can be read with a simple drive by. but for the all. >> reporter: when we have the amount of snow on the ground, it make it difficult for our meter readers to get even within 100 feet of the meter. >> our readers weren't able to get to work. now, when you get to work, have you to climb over snow piles. now, the snow isn't snow anymore. now, it is ice. it is very hall enging. >> reporter: customers whose meters can't be read because
