Youll see the shower activity. Most of it is east of us. Showers pushing through the mountains. Were not quite in the clear yet. Conditions should gradually improve today. Might be fog out there. And then this afternoon, a few peaks of sunshine with temperatures in the mid to upper 50s. Tomorrow looks good as well. You can see some clearing out to the west. And that will get in here later this afternoon and tonight. High temperatures on the mild side. 59 in leonard town. 60s south and west of the city. Manassas, 63 this afternoon. More details on the forecast. We have winter on the 7 day. Show it to you in just a few minutes. Back to you. Thank you very much. More now on the breaking news from the vatican where Pope Benedict xvi has announced he is resigning. Sarah simmons is live at the northeast dc embassy with the surprising details now. Sarah, good morning. Good morning, tony and allison. It is very surprising. Everybody throughout the world is shocked by this. So far, no world from the vatican embassy. We hope to hear from them later on. This all happened this morning. Pope benedict had gathered the cardinals there to mark three saints. It was during that meeting he broke the news and made the announcement he would be resigning at the end of the month. Now, as you know, the holy father is 85 years old. And he has had issues with walking and his strength is not what it used to be. And despite his age, little indication he would step down and take that action. However, in a statement, boep benedict said in part, after having repeatedly examined my conscious i have come to the certainly my strengths are no longer suited. The pope is referring to saint peter. He goes on to say dear brothers i thank you for the love and work which you have supported me in my ministry and i ask for all my defects. Again, coming from the pope this morning apparently his brother has reported that his brother had been meeting with a doctor. And that the doctor had recommended that the pope not take any more trans atlantic trips. And Pope Benedict had been considering stepping down for months. So this was not a surprise clearly to some of his family but this is not something that happens often. The first pope to resign in 600 years. We will continue to follow this and see what progresses. As february 28 will be when he steps down. Thats the latest here. Back to you. How rare is today hes development . Well, for some insight we turn to a professor at Catholic University he was dean and happens to be teaching in rome this semester. He joins us by phone. Are you there, sir . Yes, i am and good morning. First of all, your reaction at this surprise announcement that came down just about three hours ago now. Like everyone else, a complete shock. I had been to the holy fathers mass about two weeks ago. He looked frail but his voice was strong. No indication he was but on the other hand, when it was announced, people put things together and said its typical for him to want to do whats right for the church. You are there, sir. Can you tell us reaction . Not sure of the time. But what is the feeling where you are . Well, immediately walked over to saint peters square. I did not see an increase in the number of people. A number of media folks were there. The vatican Spokes Person was inside the vatica nchlt i did notice that the offices were all closed. Interesting to me that the vatican workers went home and waiting for the next protocol. If the pope dies, would be in charge. Waiting for more indication of that. With the rez i go laceration all bets are off. The conclave cant happen until he is no longer in office. Seems like his move is extraordinary in most every other pope serves until the death. How well they are. Whether they are well physically or not. You mentioned he is doing what is right for the church. Can you expand on that a little bit . Well, Pope John Paul ii a long but toward the end he was very sick. And there were discussions about whether he should resign or not. Pope john fall could not do that because this was designed that he was named to be the pope. Benedict comes at this in the point of view yes he was elected the pope but there comes the point where you havent got the stamina and the office of peter is bigger than any individual pope. And i think realizes its time for someone else to lead the church in ways he simply could not any more. It was his passion he knows and longer than his own person. Sir, we do appreciate you joining us today. We want to thank you coming to us from rome. You are there teaching this semester. Kevin irwin is a professor. Thank you for joining us. You are very welcome. Thank you. Well, in other news today, wild weather is the other big warning. Tornado touches down as people in the northeast try to resume normal routines. In mississippi, thats where that tornado was. Turned through three counties leaving more than a dozen injured. The city of hattysburg was hit. The governor plans to tour the damaged area today. In the northeast, more than 200,000 people are still without power following this weekends massive blizzard. Most of those outages are in the boston area. Schools in that city remain closed today. They are working to make sure this mornings scute is as smooth as possible. Using mass transit or work from home if possible. Anything you can do to help us knock the piles down are going to help public safety. Shoveling sidewalks will take a couple days. Be very careful. We dont want to see a lot of pedestrian accidents. Use caution. Its going to take us a couple days to get this back in place. Airports and train stations are beginning to get back to normal. Operating on a close to normal schedule and amtrak has limited service between new york and boston. New this morning, a search in the number of red light Traffic Camera tickets has maryland drivers upset. The number has nearly doubled. And the reason why might surprise you. Melanie alnwick is live with that story. Reporter good morning. Certainly caught a lot of drivers off guard. Heard a number of complaints from people who have come up to us. What happened is the city changed vendors and also changed the way its going to enforce red light violations. In 2002, the city of rockville began Red Light Program and since then the citations have averaged 85 or 8600 a year. And all because of this change in the cameras. Now the cameras will flash if the driver crosses the white line, not just if they blow through a red light. The cameras video type drivers making right turns on red which is legal but get a ticket if they dont come to a complete stop behind the white line before proceeding with that will right turn. When you come down that hill, if you dont come to a complete stop, it gives you a ticket but if you cross the line it still gives you a ticket. But the fact is these people are getting tickets for not running the intersections. Its outrageous. Its highway robbery. And were calling on the mayor and the city council to talk to the police department. Do we really have 8,000 . Now, here is the impact at the three most tickets intersections. Where were standing right here 587 tickets in 2012. In 2011 a little more than 1,000. Only 756 in 2011. And northbound at fortune terrace, 3981 tickets in just five months. Those cameras became operational. They were switched on in august. There was no camera at that location last year. Using these stop lights to trigger a red light citation is contrary to federal Highway Administration guidelines and calling on the city of rockvilles mayor to reconsider how they are running its program. Tony and allison. Melanie, thank you. A local high schooler bringing home the gold. Dave. We will introduce you to a local speed skating sensation. Despite massive blizzard pounding the northeast. Still have a few days to get a glimpse of the trends. He slain an attribute for and founder of felt llc and a contributor. Mother nature said no, no, no. Yes, Mother Nature stepped in. Being in new york is difficult as it is. And then you add on a super storm, if you will. And i thought probably not this season unfortunately. You get a front row seat. You watched it all stream live. Yes. This is the first time provided for life streaming live. So that was really nice. I sat in the comfort of my home and able to go through every show. It felt like i was there. I will be honest , there is something to be said about actually being there. And seeing the clothes move. Thats all right. Not all of us could watch. You have to have that important credential to watch. What were talking about is bringing those looks right here to dc. Theres an event that speaks to that fashion 2 dc. Run way 2 dc is actually a segment that was created by all things fashion. Again, everybody goes to fashion week and thats great. But washington is a special town. A little conservative. So what we try to do is really to say how many of these looks really can really wear and how much is applicable to our community and tailor those looks to that. Elaine was kind enough to send us some. Go through and see what you like. Let me see. Black and white is the trend. Im trying to imagine if i can see the power players in dc wearing this. People think washington is conservative and therefore conservative means just a suit. But if you notice all of these looks are fairly covered up. Not really exposing a lot. This is definitely a fashion forward way to where a great pencilled dress. Add on a little leather. Its not so much outside of the trend. The middle is actually i think its a very kind of day breezy however, you could also wear it to a much more conservative place and a great little trivia is michelle is local from dc. And they are making big waves in the fashion industry. And then same for noon. They graduated last area and debuted last season. And here they are again at Mercedes Benz fashion week. We have another group to look at now. Formal wear. This is one of my favorites this season. Im a huge fan of velvet. Crushed velvet. And i thought again this is a look that any washingtonian woman could pull off. He does a good mix of classic yet sparkly and dressy. I put this on here because this is a fashion forward way to do formal. You wouldnt think of doing pants with this short long hem line dress. But washingtonians are taking a lot more risks lately. I thought this was good. And its on trend. Rihanna had on a similar red at the grammies as well. I love that line. I do. Ive been waiting to get something that i would like for me. Do we have another one . We do have another one. Layers and textures. Obviously, its fall. So you want to be comfortable. At the same time, you want to be warm. What i like about these was max actually put together this look. When you look at it, you think those are pants but they are not. They are boots. I call them the legging boot. I dont know what the official name for it is. Im totally in love with it. I hope it makes it past the run way into the stores. Remember when we were talking about the inaugural fashion seemed like mrs. Obama had on is it a boot or a pant . Reminds me of that. Fun way to do accessories. You think about boots and every fall and designers try to push themselves to stay beyond just whats normal and what they would wear every single day. I love all these looks. Thank you so much for being with us today. And come back and see us. Definitely. Up next, musics best hits hit the red carpet. Find out who took home top honors next in the buzz bin.
