the clinton administration helping mold nasa into the reality we know it as today. we are so happy you are here with us. >> thank you allison. i am delighted to be here. >> the book, it is so -- the name just speaks for itself the last great senate and you worked under these great men or with these great men when you look at what is going on today, what do you think? >> well, the great senate i think was characterized by members that focused on national interest the senate as an institution to work collectively. it was almost a demilitarized zone. for the last few years we have had a hyper partisan senate and we've seen the damage that has done, when president obama came into office, i think he felt that he should have cooperation from the minority in the senate and he got none from day one and that has been extremely damaging. >> here is the million dollar question sir, why? why do you believe the decline started? we are talking about the 70s and 80s being the model for how the country could run. but why do you think the decline has come now? >> actually more 60s and 70s in terms of senate but healthy politics continued in the 80s we had the senate, tip o'neill and president regan working together. but the decline started in the 90s i think it was a consequence of the republican take over in congress in 1994, i think newt gingrich had a big part in it and i think his senate counter part lead by trent lock had a big part in it. we had a national crisis when president obama came into office our narrative about the country is that we come together in times of crisis, yet this time we didn't from day one republicans opposed him that is not the way the senate is supposed to operate it is supposed to be our national mediator reconciling differences not enflaming them. >> let's switch gears i want to get in this piece of video and get your take this week we are seeing this battle of words, sen norreid is asking for mitt romney to -- senator reid is asking mitt romney to release tax statements it is heated i want to show video first you will see senator reid and then mitt romney's response. >> the word is out he hasn't paid any taxes for ten years. let him prove he has paid taxes because he hasn't. we already know from one partial tax return he gave us he has money hidden in bermuda, cayman islanda swiss bank account. >> harry reid really has to put up or shut up so harry who are your sources i have paid taxes every year and a lot of taxes a lot of taxes. so harry is simply wrong and that is why i am so anxious for us to give us the names of the people who have put this forward i wouldn't be surprised to hear names are people from the white house or obama campaign who knows where they are coming from. >> your reaction strong words here. heavy allegations here. >> well, i think governor romney's refusele to disclose his taxes, is an important issue and legitimate issue. i think the american people expect candour and expect full disclosure of taxes, of the sort that his father started back in 1968. beyond that though, i wouldn't go i don't think you should be calling on people in the way that it is done unless you have specific evidence, that he didn't pay taxes. >> our time is fleeting soily ask you, can we get back -- so i will ask you can we get back to a country that you would be proud of all of us can be proud of as citizens? >> i think so. one of the things we should count on, is that the current senators seem as angry and frustrated with the senate as the public is. they don't -- many of them don't think they were sent to washington to be part of a diminished institution. they would like to find a way the work together you see traces of it all the time but i do think they should be thinking about changing senate rules, i do think they should also be changing their attitudes, they are not partisans, they are basically united states senators supposed to rise above partisan ship and do what is right for the country. >> ira sha by row, shapiro. >> 7:41 a.m. on tuesday morning relief is on the way for i-95 drivers with got details to of a large scale make over under way today. a day after its
