the west in chicago, cleveland, all the way out to nashville, clear skies. and with high pressure building in over the next couple of days we'll be high and dry around here with a warming trend. not so much today. today and tonight will be fine. but into the weekend we're back into the 90s. temperatures, right now at reagan national, 68 degrees. 50s still in places like frederick. 53 right now in baltimore. ocean city 66. and winchester 63. forecast is a good one. a lot of sunshine and highs later today mid-80s. 86 in washington, 82 in annapolis. and 84 in manassas. the breeze is out of the north at 10 miles per hour. more details in the forecast and i'll show you the weekend warmup and we'll look at tropical storm arleen in minutes. julie wright has your traffic. the outer loop of the beltway was troubled early with the accident as you continue westbound on 495 at new hampshire avenue. the accident out of the roadway but delays on the beltway before this exit to go northbound on i-95 and in the direction of silver spring. also finding delays on south on 95 out of laurel to connect to the beltway and continue toward georgia avenue. you've got delays inbound on 50 out of riverdale into northeast. suit band parkway headed for south capital street and the douglas bridge, it's heavy, slow and steady. 295 on the brakes approaching malcolm x. incident there on the shoulder. delays on 66 from manassas between the two 234 interchanges. traffic is slowing here as you continue eastbound into centreville. slow traffic from fair oaks into the beltway. that's a check former county executive leslie johnson is expected to plead guilty today to obstruction charges. sherry ly joins us live from outside of the courthouse in greenbelt with more. >> reporter: good morning. this marks the device of one of the most powerful political couples. leslie johnson is accused of hiding cash in her undergarments. she's expected to plead guilty in the probe that led to her and her husband's downfall. she is charged with obstruction of justice and evidence and witness tampering. the fbi said johnson tried to hide $79,000 in her bra and then flush a $100,000 check down the toilet as agents were at the door. it was bribery money her husband jack johnson took from developers. she was aest ready last -- she was arrested last november and sworn in in january. once convicted she will have to step down. she had already been striped of any committee positions leaving her with limited voting power. >> i voted for him and her too and is with just really shocked at the politicians we trust so much would let us down like that. >> reporter: and johnson is due to appear in court for a plea agreement at 10:00 this morning. this is the second time a hearing has been scheduled. one last month was canceled days before it was due to happen. her husband jackson son pleaded guilty last month to extortion, conspiracy and witness and evidence tampering. he faces 20 years in prison for each count that he pled guilty to. he also admitted that he took more than $400,000 in bribes. that's the latest here in greenbelt, back to you. >> sherry, thank you very much. new this morning, a rude wake-up call for some car owners in falls church. three vehicles went up in flames overnight. this happened in the parking lot of a condo complex on george marshall drive. investigators say one of the vehicles was set on fire and that the flames spread to the other cars. a photo taken by someone who lives at the complex appears to show the white bmw on the -- on the left was targeted vehicle. a shocking scene near the white house as a woman falls to her death from a hotel. this happened last night after 11:00 at the w. hotel on 15th street northwest. the washington post reports witnesses told police the woman had been drinking at the hotel's rooftop bar. the witnesses also said the woman climbed over a fence on the rooftop and was later seen holding on to an overhang below the roof before she fell. the man who tried to burn down a germantown apartment building will spend the rest of his life in jail. raymond masters was sentenced yesterday to 24 life sentences for the january 19th, 2010 file or eagle test court. investigators say masters was targeted a montgomery county police officer who investigated him. he disabled the sprinkler system and cut the power and poured gasoline on all three floors. >> due to the heroic efforts of the fire department we might be here with a tragedy in montgomery county because of the absolute total disdain for human life reflected by raymond masters. >> no one was hurt notice fire. masters was found guilty of 24 counts of attempted first- degree murder and other charges. montgomery county police believe an old photograph could help in the search for possible sex assault victims. 48-year-old christopher chandler is accused of rape in the late 70s. this is a picture of him now and when he was a teenager in silver spring. there may be more victims who didn't recognize him from the recent photo. he was arrested in march. a follow up on a deadly tour bus crash in virginia. the wife of the man said her husband was tired ant didn't want to make the trip. the man dozed off behind the wheel about 35 miles north of richmond. the bus hit an embankment and overturned killing four people. she said her husband climbed behind the wheel because he feared for his job. in a statement to the newspaper, the company attorneys denied all wrongdoing in connection with the crash. d.c. council may delay the launch of the government run online gambling program. at a hearing on wednesday, several council members, including tommy wells, were concerned that city would not have control over where online gaming was established but the lottery commission said it will not be offered in places where children can access it. lottery officials say gambling venues will be certified the same way they do lottery ticket outlets. >> and i think the concerns are valid and the board has to take them into account. i think the places they are contemplating are not, for example, public spaces, they are not schools, libraries, rec centers, senior citizen places, where there are vulnerable individuals. >> the attorney general said he does not endorse or condemn the plan. his job is to deal with the legality of the proposal. another big story this morning, tough talk on the looming deadline to reach a deal on a new debt ceiling. president obama is challenging congress to cancel the july 4th recess if they can't get closer to an agreement. doug luzader has the latest on the battle. >> reporter: the house is already on vacation, the senate leaves town on friday. but that schedule may change. in a lengthy press conference, president obama all but calls congress a bunch of slackers. his treasury secretary said they have until august 2nd before they begin to default on debt and the president said lawmakers should take a message from his daughters. >> malia and sasha generally finish their homework aday ahead of time. malia is 13, sasha is 10. >> reporter: but malia is 12, but the point remains. and it's no wonder the white house is taking on congress. while the president's approval rate ago cording to a fox news poll has fallen to 46%, compare that to congress who just 20% of voters think they are doing a good job. republicans blame the president for the combined budget and debt impasse and yes, they went there, bringing up his passion for golf, the president has lf, he's succeeded ing 76 in securing zero votes for his budget proposal. >> reporter: the funding golf comes down to a question of taxes versus spending cuts. republicans want more cuts, the president wants congress to sign off on more taxes. >> you stay here and let's get it done. >> reporter: and it may come to that, even after a high-level meeting yesterday between the president and senate we'll do a duet. >> are you here on monday? >> no. >> maybe tomorrow. >> i'm not here tuesday either. >> we don't have time now. >> i need to practice. >> but dan our producer, we have a bunch of accidents on the web. we don't need to add to that. the crew in sky fox, here is accident number one. on route 1 south of 198 at bowie road where we had the crash in the two left lanes. unfortunately this person has lost their bumper. the two left lanes on the northbound side of route 1 approaching 198. we'll take it back inside and update the ride elsewhere. traveling inbound along 66 and it's heavy and slow as you travel inbound leaving manassas through centreville and continuing eastbound toward vienna metro and again at the capital beltway. new problem to report this time around on the outer loop of the beltway as you approach the bw parkway. the crash here tieing up the right lane as you travel in the direction of greenbelt and toward college park. and then we have the delays coming southbound on 95 working from 198 down to the beltway. about a 30-minute commute to connect with the outer loop and continue in the direction of silver spring. that's a check of your fox 5 on- time traffic. a delay for the planned h. street street cars as they are finishing up construction. but according to wtop it could be 2013 before it is available to riders. they had hoped to have it done by 2012 but now need more time to get it done. a majority of drivers in our area support red light cameras. they surveyed 13,000 people that use red light cameras and have been for a while. in the district 78% of drivers surveyed say they think red light cameras are a good idea. one study found red light cameras have cut the number of fatal crashes caused by red- light-running by 24%. and the man in charge of our armed services for four years resigns today. this is robert gates' last day on the job. the president will attend a farewell tribute at the pentagon this morning at 9:45. there will be traffic delays in the area because of that. an unusual training method at the fbi sparking controversy. the agency brought in members of the controversial westboro baptist church to train agents and police officers. church members are known for protests and there are claims that god is punishing the military for the nation's acceptance of homosexuality. the fbi apparently brought the church members in as part of the counter terrorism training so agents could talk to people with extreme points of view. the sessions happen at the bureau facility in manassas and quantico. when top leaders found out, the bureau was told not to invite the church members back. 20 minutes past the hour. wildfires burning out of control in the southwest. let's check in ainsley earhart. >> reporter: firefighters are trying to keep fire away from a new mexico lab. i'm ainsley earhart and that story is coming up. and the defense could rest today in the casey anthony trial but not before more tears on the stand for casey's farther. details coming up. and holly working with pretty smart individuals at the international submarine competition. that's all they do, human- powered subs. she'll bring us up to speed. coming up, we're back after the break. it's 7:20.  welcome back. 7:23 now. the defense in the casey anthony murder trial is expected to rest today. it's still not known if she will take the stand to answer questions about whether she killed her daughter caylee in 2008. yesterday the defense suggested caylee accidentally ground at her grand parent's pool and the grandfather's suicide attempt was motivated by guilt. >> i needed at that time to go and be with caylee. >> and you expressed that in the note? >> yes, i did. because i believe i failed her. >> were you prevented from accomplishing your goal by the intervention of law enforcement? >> yes. if it wouldn't have been for law enforcement, i would not be here today. >> george anthony denied accusations from the defense that he sexually abused his daughter. to new mexico where crews are continuing to battle the los alamos fire. the epa has started to test the air. we get more on this story from ainsley earhart. >> reporter: 800 firefighters are battling the flames on the ground in los alamos, new mexico. the conditions are difficult. for man 100 square miles are charred. >> it's hands on the ground and tools in the dirt and working hard with the hose down there and nothing to do except for man power. >> reporter: one official said the fire could double or triple in size. the massive wildfire is burning close to one of the nation's two nuclear weapons labs. >> at this point we're waiting for either a break in the weather, a break in the fuels burning, those are the two things that we need to get around to the front of it. >> reporter: people who live near the national lab are worried about the fire reaching the lab. it could create a radio active smoke plume. the environmental protection agency has sent out a special plane to join the fight against the fire. plane can detect hazardous materials in the smoke. >> we're seeing just the results we would see in any other fire. there is no additional material in the sample from lab activities. >> reporter: thousands of scientific experiments are now on hold at the lab, despite the fears in the community, experts on nuclear engineering are confident that a fire will not scatter any radio active material. ainsley earhart, fox news. >> thank you very much. how about turtles on the tarmac. you've probably never heard that before as a reason for your flight being delayed. >> it happens at jfk in new york. 150 turtles crawled across the runway in search of beaches to lay their eggs. workers from the department of agriculture scooped up the turtles. this is not the first time they have slowed up planes. in 197970 turtles migrate add cross the runway to mate. >> that's a turtle hangout, the place to be. >> not where i would want to hang out but to each their own. 7:26 on this thursday morning. the president taking congress to task for not dealing with the debt ceiling. so will his pep talk do any good? back with avengence this weekend. dew point temperatures will be climbing and plenty uncomfortable around here so plan ahead and a lot of water into the weekend. and right now i know you are looking forward to july 4th. most of the weekend looks fine and dry. independence day looks hot. could be a late-day storm. we'll see about that. most of the day looks dry into the 4th as well. temperatures overnight bottoming out in the 50s and low 60s. right now in washington we're 69 at reagan national. 63 in gaithersburg. leonardtown, southern maryland, good morning, you are 68 degrees. partinsberg is 63. in and in hagerstown we're at 63 as well. and just a fine start out there. and afternoon highs back into the mid-80s. that's where we should be this time of year so it should be comfortable. satellite radar, i don't have a lot to show you. there is nothing going on. very quiet across the mid- atlantic, from virginia to maryland and into new jersey looking fine. west virginia and ohio, high pressure out here and this area will move in later on today. so that will keep us nice and dry today. later tonight cool again and then the changes start tomorrow. as we get into tomorrow we'll get a southerly flow and our winds shift out of the south and the 90 cents back by tomorrow afternoon and they'll stick around for the weekend. and the weekend forecast, a lot of sunshine. 86 is the scene. delays beginning back at 450 out of land over and continue to work into greenbelt and college park. that's a check of your fox 5 on- time traffic. i think it's only fair to ask an oil company or a corporate jet owner that has done so well to give up that tax break that no other business enjoys. >> it's about whether washington will ever be held accountable for its mistakes. that's why republicans refuse to let the taxpayers take the hit. >> president obama taking congress to task for not getting the job done when it comes to the debt ceiling. the president and democrats want to end tax breaks for the wealth and republicans don't want to burden taxpayers with the debt. well let's brick -- bring in one person from each side. marty russo and robert walker, between the two of them, first quarter terms up on the hill. 19 terms on the hill. and let's talk about taxes. democrats are saying one thing and the republicans are saying another. how do we cut through this? >> we have to understand what it means. that means you wrote a check at sometime in the past and today you have to pay for it. so you have to look at that. who wrote the check? well i know my good friend bob walker will probably disagree, but you look back when we had a republican white house and republican house and republican senate, they've added $6.5 trillion to the national debt. it was their policies and they voted for it. the bush tax cuts and the two wars, not paying for medicare. and so they've wrote the check, now when it comes time to pay for the check, they don't want to pay for it. and so we have to make sure we don't put our economy in jeopardy. this is something that's been spent, passed and so everybody needs to get together. democrats who didn't vote for the policies need to work together with republicans to pass the debt limit and let's move on and fix our overall fiscal problem. we need to fix it. democrats and republicans need to come together and there should be no lines in the sand. it ought to be everything is on the table and let's work it out. >> let's see what your good friend has to say. >> well i really think that we need to find a way to have everybody provide responsible leadership here. the republicans have put the plan on the table. they have the ryan budget on the table and have passed this plan in the house. they have shown how you can reduce the deficits over a 10 year period. the senate has yet to pass a budget. the president's budget went down 97-0 in the senate so it's a nonstarter. the president made a speech at george washington university a few weeks ago, very divisive speech where he puts the republicans in the front row and lectured them. he poisoned the well and further did it yesterday in his speech or his press conference because he laid it out and said, i'm leading, where are they? well the opinion on capitol hill is that he has provided no leadership, that he has spent his time on the road doing 33 campaign events, rather than sitting down and doing the tough work of actually providing responsible leadership toward reducing both debt and deficit. >> and hang with me one second here, marty. so there is obviously the disconnect between what the white house and congress is saying. but let me tap into your insight. between the two of you, 19 terms on the hill. something has to happen. you both laid out your arguments but a decision has to be made. what is happening now and what will happen on the hill to try to get this done? what are the steps to come together to an agreement if we're sticking with a deadline of august 2nd. >> the one great thing about america, whenever it's in a crisis, americans all band together, whether it's a world war or depression, everybody in society contributed and that's what we need right now. we need everybody to contribute. whether you are wealthy or a senior, whether you're a veteran, we can't just balance this on the back of seniors, veterans, educators. everybody has to put something on the table. here is what needs to happen. john boehner said he doesn't have the vote. that's the reality. i have this freshman class that will not vote for this. they weren't here and they didn't vote for the policies and they don't feel obligated to pay for them. john boehner needs to sit down with nancy pelosi and figure out how do i get the number of votes. when we had democrats, we had to get some republicans to vote with us. this is a time where democrats and republicans need to step up and quit playing brinksmanship and sit in a room and get 218 votes. he was good at getting it. i wasn't too bad at getting it. and we got a lot of things done that nobody likes, especially like on social security, president reagan stepped forward. >> and how long will that take to happen? is this another 11th hour deal? >> i think in order for that to happen the administration and the democrats have to come to the table on entitlements. there is no way we can solve this problem without doing something about social security and medicare and medicaid. and so we have to have some proposals. so far all we've had is the republicans tabling their issues on the entitlements and a lot of debate in the country and a lot of attacks for the proposals they put forward. that's a part of the dialogue, but there has to be some proposals coming forward to deal with the long-term debt and deficit that's caused by entitlement programs that are right now going bankrupt. >> do you sit back like ball players and look back at how they would have done something differently. are you sitting back there and saying, if i was still there, this is the approach i would take. >> i sit there and i'm very angry. because i remember in our days when we had difficult times together, the reagan budget, the changes in social security, we fought like a dickens but if the end we wanted to pass something. look at bob dole on the other side, howard baker, edward dirkson, tip o'neill, bob michael. we worked together because in the end the most important thing is we have to fix the problem for the american people. it's not a game about whether i get re-elected or not, it's about -- humphrey told me one time and i had lunch with him and he said marty, when the job becomes more important than your principles, quit the job. and i sat back and i'm upset because the institution is not functioning. >> i think it's functioning better now than it did. i think under both republicans and democrats they shut down the process in house of representatives. everything was under rules and the bills were run on to the floor. john boehner has opened up the process again and allowed real debay and i think -- debate and i think you have to have everybody have their say. >> will we get this done before august 2nd? >> absolutely. >> i think it will be problematic. >> difference of opinion. no surprise there, gentlemen. doing that for props going out for rehoboth and other beaches they were awarded superstar status on a list of popular u.s. beaches most receive aid five-star rating indicating good water quality and had perfect scores for the last three years. and here is a look at other beaches that didn't score well. in maryland, sandy point only received to stars as did the beaches in newport news, virginia. as julie wright would say, it's still beach and sometimes it's better than the other option, which is not being at the beach. >> that is true. we want to mention one of our facebook fans, a young lady who calls for clear skies. today is a time to look to the skies for meteor showers. will you be lucky enough to see them streaking across the night sky and then goes into detail of what meteors are. >> we from 370 into rockville with the accident on the left side. outer loop is slow from 95 to georgia. this is the inner loop of the beltway at the robinson terminal so west of springfield toward 66, you are slow go. 66 tied up in manassas and centreville on and off the brakes into the beltway. the toll road traffic will slow through the interchanges there in reston, headed toward wolf trap. gridlock traffic across south capital street and the douglas bridge. delays at malcolm x and continuing to the suitland parkway. that's a check of your fox 5 on- time traffic. some of the brightest people in going to watch submarine races, this isn't what i envisioned. you know what i'm saying? >> i have no idea what you're saying. >> reporter: yeah, you both know. you're not fooling me. but this is legit. you can watch and see real submarines that have been designed by the best and the brightest out there. it is a competition that started in 1989 and they have it every other year. and it really is to encourage the young people to consider the field of science, technology, engineering and math and their doing a good job at it. you will be amazed at what you will see. this is dan dozer with the event. he joins me this morning. good morning to you. >> good morning. >> reporter: i was just marveling at what a beautiful morning it is and all of the in telegent that surrounds us. >> we are working on the submarines and putting the ideas from their creative imagination into something physical. they go and they run it, problems happen and they have to come together and do some problem solving and fix it and get back in the water. >> reporter: but that's the beauty of the competition. >> it's from stem to stern. do they work on it two years? >> most teams are returning and it takes about two years to come up with an idea, put it. a submarine, get your team together and get your plan and then get your sub. >> reporter: now this has to be human powered. and so how many people are on a team? >> we have some teams that have one person on a team, and they show up in the back of their pick-up truck. and we have some universities who have -- this is an established part of the curriculum and they have a 40- foot trailer and they have 15 or 20 people on their team. >> reporter: and now from the looks of the subs here, it only fits, what, one or two? >> one or two people fit inside. it's a balance in the system engineering tradeoff of you go with two people for the more power but if it's a larger submarine is goes slower. so you have to trade off the power versus speed and that's what they are looking for. >> reporter: and who is competing here? it's not just universities? >> we have four high schools here this year, which is trying to reach down into the stem initiatives down into the younger kids and trying to go lower down foo middle school. foo-- down into middle school. >> reporter: and is there a budget limit? >> sky is the limit. some people show up with dad's wallet and there are other universities that have -- >> reporter: ice cream and all of the fundraisers. and how does the competition work in terms of who wins? >> there are several awards. there is overall awards, but the prize that everybody is going for is the top seed. so it's a 100-meter race course and a timed trial so it's a race against the clock and the teams can come back and forth, making their attempt. they will come out and fix it and might put in a different human or they have more power and are not as tired. >> reporter: how far do they have to go? >> 100 meters. >> reporter: and in the quickest time? >> so we're talking, right now the record for this race is 6.5 knots and the world record top speed for a human powered submarine is 8 knots. >> reporter: is this a competition that lasts several days and this is the final day. >> this lasts all week and we'll be here through tomorrow afternoon. >> reporter: so the big finish is tomorrow? >> the big finish. toward the end we have a few teams going neck and neck and there is a little smack talk happening. so they'll be a drag race tomorrow. >> reporter: and i was going to say, do they have fun in the process? >> the camaraderie of the teams is just awesome. they are here for a competition but it's really about getting to know each other and looking at each other's ideas and developing some delayed at 216 to the beltway. suitland parkway toward the douglas bridge, heavy, slow and steady. 295 at first sterling, an accident there. and new crash in the inner loop of the beltway at st. barnabus road and tieing up the two left lanes in the wilson bridge. and the key bridge in virginia, not too bad. lanes open. canal at fox hall tap of the brakes there toward georgetown. that's a check of your fox 5 on- time traffic. in just two hours prince george's county councilwoman leslie johnson is set to be in court where it is expected that she'll plead guilty to obstruction of justice charges. they stem from the bribery that brought down her husband jack johnson. and what can we expect today? wtop political analyst mark balker joins us to talk about it. nice to see you. >> nice to be invited. >> and in a few hours we'll know. what can we expect leading up to this today? >> what is expected is she'll plead guilty to these charges. it is -- nobody can forget her particular involvement in terms of stuffing cash down her bra and the phone conversation with her husband, the county executive jack johnson, putting that $100,000 check and the toilet, because of the two particular actions, if she hadn't taken a phone call from her husband, she wouldn't be in court today. but she did. and she committed a crime by doing these two actions. she's a county council member and she got elected after this phone conversation. a lot of people say well jack johnson will be sentenced in september, she'll be sentenced later. she should leave the council. the johnson era is over on the county council and with rushern baker, the council look forward and not look back. that's the hope. >> she had her committee powers taken away and now of course if she admits guilt in this she'll lose her seat on council. will she spend time in jail? >> from the people that i've talked to, yes, there will be some time in jail. and u.s. attorney rosenstein said the cases are not connected in terms of a plea deal or something like that. but the lawyers for both jack johnson and his wife definitely knew what was going on, are in concert and you'll see both johnsons in jail. jack johnson's time is going to be a lot, lot greater. they talk about a year or a year and a half for her, and maybe some community halfway house or something like this. but this is just totally marred prince george's from getting out of this image of pay to play type of government. >> and in addition to the johnsons, and we've had numerous other people that have been implicated in this, everything from developers and the tobacco and alcohol dealings. so when will this be over? because it doesn't end with the johnsons? >> no, see, that's the point. rod rosen steep, the u.s. attorney who was appointed in a republican administration and was held over said this is an ongoing investigation, ongoing corruption with tentaculas going way back. so this doesn't end the corruption mess in prince george's and there will be more to come and that is what is the most troubling. even though you get a county executive and county council member and you say we're done and through, all right, let's go forward. it will be interesting to see what rosenstein said -- says after today. but there was a whole culture there that really hurt the county and the county needs to repair it's political image. i'm having rushern baker on my show tomorrow and i'm sure he's trying to say -- he ran against jack johnson twice. it was only the third time when johnson couldn't run again that he won. so he wants the county to move forward and say those were the bad days. >> to step away from that and put distance between them. i know you're heading over to greenbelt. mark from wtop, thank you. president obama will be in philadelphia today speaking at a dnc event. meantime the debate over the budget is going up. the president said lawmakers need to stay in d.c. and come up with a compromise instead of breaking for holiday. in consequence they may cancel the july 4th recess. and they want tax increases for the wealthy and it is not said to be part of the compromise. >> these are bills that congress ran up. the money has been spent. the obligations have been made. you stay here, let's get it done. >> republicans think that democrats should be held accountable for the way they've mismanaged the national checkbook over the last two years and democrats seem to think that taxpayers should take the hit. >> the treasury department said congress must reach a deal on raising the debt ceiling by august 2nd. new this morning, a very rude wake-up call for car owners in falls church. three vehicles went up in flames overnight. this happened in the parking lot of a condo complex on george marshall drive. investigators say one of the vehicles was set on fire and that the flames spread to the other cars. a photo taken by someone who lives at the complex appears to show the white bmw on the left was the targeted vehicle. no word on any suspects right now. this morning a man who has been in charge of our armed forces for more than 4 years will be honored in a farewell tribute. this is secretary of defendant robert gates' last day on the job. president obama will attend a tribute to him at the pentagon this morning. the ceremony will impact traffic. route 110 will close for 20 minutes for arrivals and we're also told part of 395 will be shut down after the tribute, likely between 10:45 and 11:00 a.m. so be aware of that. nine minutes past the hour on this thursday morning. moisture will slide north and west. and we've had wildfires in arizona, new mexico and texas and some of the moisture in the cloud cover will get north later this weekend. so that's good news. but as far as eastern mexico is concerned, the possibility of flooding rains there as arlene continues to press west at about 8 miles per hour. let's switch gears and look at washington weather and again we're in for another beautiful day. temperatures on the cool side overnight, 50s in many spots. we're now in the 60s. here in the city we're 69 degrees. and we're 72 at patuxent naval air station. but frederick is still a delightful 63 and winchester 64. your forecast for today, a lot of sunshine and low humidity. high temperature 86 degrees. it will be warm but not oppressive. hot around here on saturday, sunday and monday, low to mid- 90s. our heat index will push 100. so we'll be concerned about the heat around here for the weekend. that's a look at the weather forecast. let's do some on-time traffic with julie wright. on the inner loop of the beltway, we have some problems. as you continue to work toward the bw parkway, we do have sunshine delays. we also have the crash reported on the inner loop of the beltway as you try to work toward the exit for st. barnabus road that was tieing up a lane. and the outer loop at the bw parkway cleared and delays improving from 450. on the other side of town, you'll find delays on outer loop leaving 95 college park headed around through silver spring, all lanes open. 95 still struggling to get in on time. delays from 216 toward the weekend. if your planning on traveling, chances are you'll try to squeeze every last second out of your vacation and that may even mean putting your life at risk and driving while drowsy. we have a board certified specialist and the author of the sleep doctor's diet plan to lose weight through sleep. here are ten tricks to avoid drowsy driving. dr. michael ballous, thank you for joining us. these are not the same old typical things that you hear and these are unique and you say that they actually work. this is based on a survey done by the folks at sleepy's. what did they find? >> it was interesting because they were looking for more information about drowsy driving and how does that effect people and what affect it can have in the holiday weekend. and here is what we learned. a large percentage of people, north of 60% of people, have driven drowsy before. especially during holiday weekend times. and oftentimes they are saying there is nob else to drive, the person sitting next to them, if there is somebody next to them, has already fallen asleep because they stayed up too late and the holiday weekend and maybe had alcohol, things like that, that have an effect. the one person left to kind of grip it and go. >> i have to say, it's not just holidays. i'm loathe to admit this, unfortunately, i have done this because of the hours that i work, traveling in the middle of the night and it's tough. so you have some tips. i want to go through them because there are ten of them. and the first one is startling to me. i never heard this. it has to do with peppermint. we'll show the tips on screen. smith peppermint. >> there is data that suggests that by sniffing peppermint it helps to reduce fatigue. >> and does it have to be pure peppermint oil? >> no. you can take a piece of candy and crack it in half and smell it or use aroma therapy. >> bright lights. i guess that you would figure this, although most people -- how do we do that? >> what we now know is that bright lights at night prevent you from sleeping so bright lights during the day help keep you awake. so they help reset your internal body block. if your used to staying up late on friday, saturday and sunday and it wants to sleep on monday and not be awake. so we want to initiate bright light to help reset the clock. >> okay. chewing gum. i've tried this, i don't recall it working for me. >> here is what is interesting about chewing gum. it actually increases circulation throughout the entire jaw area and depending upon the gum that you have, say you combined the peppermint with the gum, then you might be on to something there. so i'm not saying that if your nodding off behind the wheel, all you have to do is pop in a piece of gum, but i'm saying these are strategies you can use in combination to have a more effective drive. >> and you say pull off at a rest stop, and one of the reasons is to exercise. >> one of the things we know is if you were to pull off to the side and maybe just lean up against your car and do some push ups, against the car or the vehicle, get the blood flowing, because just sitting there and hanging out waiting and you get rid hypnosis and you get more sleepy. and if you are already tired, that can lead to trouble. >> that's a great idea. listening to a comedy cd. i've listened and it helps. >> there is no question about it. laughter is the best medicine. and so what we now know is that by having -- and having it ready to go, and being engaged and listening, it helps with alertness, helps keep you updated. >> and if you listen to talk radio that you disagree with and you'll get mad and yell and all of that kind of stuff. and tickling? >> this is interestingch i tried this and it worked for me. i had somebody suggest that you tickle the roof of your mouth with your tongue. and this works when you get your ice cream headache, if you do the same thing there, it gets rid of that headache as well. it's a very stimulating situation. >> we have time for one more and i want to get it. nat-a-latte. >> and people drink a 6-8-ounce cup of luke warm to cold coffee. pull over to the side of the road and take a 20 minute nap in if a rest area when it's safe. when you wake up you'll have enough stage one and stage two sleep and the caffeine kicks in and you're good for two hours. >> and you drink the coffee first and take the 20 minute nap. murdered and called for witnesses to come forward. honoree plat tried to break up a fight. he was stabbed after getting off along hastings drive in clifton. the other victim is expected to recover. the man would tried to burn down a germantown, maryland, apartment building last january will spend the rest of his life in prison. a judge gave raymond masters 24 life sentences for each charge of attempted first-degree murder. investigators say masters was targeting a montgomery county police officer who had investigated him. no one was hurt in the fire. today is the deadline to file the petitions to take the maryland dream act to a referendum. organizers hope to overturn the law to provide in state tuition to undocumented students. the measure will not take effect tomorrow as had been expected. could still be a couple of days before we know the extent of how experiments at a nuclear facility in new mexico have been affected by a 125 square mile wildfire. planes are monitoring the air over the los alamos nuclear weapons lab. the lab was shut down on monday when residents around the area were evacuated. the lab has about 10,000 experiments on hold since the shutdown. it is >> i'm doing good. >> what is the deal with americans that snack so much these days? >> well a new study showed that almost another meal, a fourth meal is made up of snacks. that's what we're doing in america, which is why airlines are falling apart. we have such an obesity problem, it's a nightmare. and we need to put a stop to snacking, especially things like potato chips and soft drinks, stuff like that. >> so we can blame every problem in the world on snacking too much? >> well part of the problem, steve, is that if you don't eat the right foods and you don't eat three meals a day, what is going to happen is you're going to go -- what are you doing? you're sitting at your desk. let me go to the vending machine and get something real quick. there is a lot of sugar and salt. they just did a study over 7 years and they found that potato chips in particular, and i've consumed tons of potato chips in my day, but the problem is they add col youries and they add pounds. same thing with soft drinksp you can pop a coke or pepsi in two minutes and that's 120- calories. burn that off on the treadmill. >> that's the worth thing after you work out for half an hour, that might be all you burned off. and we joke about it, but it's right. is it the snacking or is it what we're snacking with? because if we snack in a healthy way, does it matter that we eat between meals? >> well the term snack could mean you're having some apple, you're having an apple or a pear. that's good. and if you want to do something like almonds, walnuts, something that will keep you full, make sure that it's not high sugar content, high glycemic index, high calorie. if you do that, you'll be in trouble. if you keep it down and eat something that tied you over to the next meal, that's the way to go. and you want to eat the right kinds of meals and eat three meals a day. don't miss break fast. >> that is the key. we have a minute left. let's talk about the ipads, the ipods and laptop computers. how are these affecting us from a physical stand point? >> for guys like us, if you use a laptop and you put it on your lap, not only can you get a burn down there, but you can also become infertile. >> that's all i needed to hear right there. no more laptops. >> but the bottom line is all of the gizmos can cause problems. it can a cause neck pain and headaches. and even if you are on a smartphone, do you remember the woman that fell into the fountain because she was texting, you can get killed by doing that. but also you have to worry about tendonitis on the thumbs. and most experts say use both thumbs. do you do that? >> probably not. maybe when texting. >> yeah, when you text. >> well i'll text you after the show and we can chat in a healthy way. is there a way to do it safely, so we don't hasn't up with tendonitis? >> we are so excited. for those of us who grew up with soul train, you can't do your chores or shopping, you had to wait for the soul train sound. and so to be with this gentleman and to think about hi father and what that meant to american music, american dance, american culture and to young african-americans to see these wonderful images and also to learn how to dance. >> absolutely right. and in 1971, tony, when the show first started and through the 70s, and 80s and into the 90s, this was very unique at the time to see this kind of programming, it was syndicated programming on many stations across the country and to see the folks dancing and these artists show cased when they couldn't get show cased on other shows at the time? >> exactly. it was an unbelievable ride. to be there, to work there, to experience some of the things that i experienced as well as to see the development of the show was incredible. >> talk to me about what you all are bringing to washington to donate to the museum? >> well it's amazing what we're bringing to washington. the fact that all of the hard work put into developing these pieces that were used to show case african-american history, like never before we're really pleased we are able to use this as an exhibit for people who -- maybe some who could not experience those -- this peace that we developed. >> you're bringing some of the sets to be donated? >> yes. the iconic soul train logo. and we're bringing signs that we plan to turn on on a regular basis so our audience can feel that we'll have logo imagery from the soul train awards. and you have to remember, tony, that this show came before mtv. this show came before at ward shows -- before the award shows. the longest running, first run syndicated show ever. and so when we animate this as part of our musical arts exhibition and our black pop culture when we open on the mall in 2015, this will be an amazing experience for those of us who lived through it and also for younger generations who only heard about the great soul train. >> and tony, just briefly, we're also bringing in, and i just informed them, that we have the scramble board. >> i was just about to ask. you have to bring the scramble board. >> that was the key to everything. >> i remember watching this and on some saturdays or sundays, whatever day the show was on, watching them and you hear the clue from your father and watching him and thinking come on, the time is ticking down. i know what the answer is. >> and that's the brand new donation that we just heard about so we're so thrilled. and so when we have the wonderful panel and the dance party, to know that in just a few years people will be able to relive that experience. >> we're running out of type. you mentioned the panel and the dance party. it's not just something you usually associate with the smithsonian, a dance party. tell us about that. that takes place later today? >> the folk life festival which we are part of, with the r&b, tell it like it is, we are going to have a panel of people talking about the symbolism and the meaning. and then we'll have one of the soul train dancers tyrone show people how to dance. i think we're doing the bump. i don't know. i've heard of that. and then we'll invite people to just break down and dance and have a wonderful time. because this is cultural expression and we're all in favor of that. >> we mentioned the museum opened in 2015. and tony, i have to ask you. and thank you for being here. how is your father? >> he's doing fantastic. he's in the twilight of his career, he's relaxing, we're still doing some developing and he's having a great time and he's also very privileged that the smithsonian has honored us in this way. >> he must be thrilled. because originally it's a dance show, dance music show, and then it became so much more than that. >> exactly. he's excited, extremely excited. >> well please give him our best. for those of you who don't know, there is a soul train dvd set out that you can pick up to see some of the old shows. thank you very much for coming in. we appreciate it and we'll see you at the dance party tonight. >> wonderful. >> back to you. engineering teams from all over the world are in the area to compete in the international human powered submarine races. that's happening all week. holly is there this morning at the naval warfare center to meet some of the competition. holly, good morning. >> reporter: good morning. and there is 34 sub that's go in the water, steve. and it's very impressive, the teams that are here, because four of the teams are only high school students and then you have other teams from colleges and universities, corporations have put together teams and some teams are privately funded. but there are different teams from around the world. and this team right here come all the way from montreal, canada. but we didn't have to go very far to find a team we think will fair pretty well in this competition. i'm talking about the united states naval academy in annapolis. here is their team gearing up and i want to bring over commander dave role ard. good morning. and tell me about the team. >> this is a submarine that was first conceived back in november of 2009. >> reporter: so you've been working on it a while? >> yep. it was started out conceptually a propeller driven submarine and then we realized we had an ambitious time scale to build a whole submarine from scratch and there was the complexity of the propeller so we switched it to a nonpropeller entry. so we have three that just graduated, newly commissioned officers and three rising second class midshipmen. >> reporter: is this something they have done before? >> on the first race in 1989, this was off the coast of florida in open water. and then they came back in 91 and 93 and then the last time they competed was in 94. then they stopped all participation. and i was a graduate of the academy in 1988 so i saw the first starting of the first race and i was really excited when i came back as a professor to hopefully continue the legacy. and so i kind of had to start it up, but we hope to resume the glory. the naval academy kind of has a appropriate position in a race like this. >> reporter: i would think so. i would say most teams should be looking to you as far as who they -- where the standard is set, right? and obviously it is a perfect fit for the naval academy. but what do you like about this engineering competition? because there are a lot of engineering competitions out there? >> well i think it's so appropriate on several levels. first of all, a project like this, not only does it require technical proficiency, but also team work and leadership because this isn't done by one person. >> reporter: right. >> and that just goes to the core values of the naval academy mission. and also training. it's not just about building the submarine but training the crew and getting it operating. and so all of those aspects are just core to the naval academy's educational project. >> reporter: well let me check in with the crew. i know they are hovered over the mighty mid. hello, can you tell me your name? >> steven ducheain. >> reporter: and what do you think your chances are? >> i think we're pretty good. yesterday we were 5.94 knots so we're right at 6. >> reporter: and the goal is? >> 6 knots and so we made some changes. >> reporter: what is the most difficult thing about this? >> it's just a lot to kind of coordinate and get going. there is a lot of hurry up and wait. but once it's in the water, it goes back. >> reporter: and let me check in with one person. tell me your name? >> hang chung. >> reporter: what is the best thing? >> breaking our own records. you always want to be best. and who are you looking at as your biggest competition and what is your name and the word on the street -- or on the water. >> our big competition was the team from canada we beat their record the first day so we're going out there to beat our record and see if we can get over 6 knots. >> reporter: when you take out your competition on the first day it's just really about setting your personal best, right?
