sunshine, warm, winds out of the south at 5-10. and high temperature of 85 degrees. nor details -- more details on the forecast coming up in just a few minutes. allison and tony, back to you. we begin this hour with the traffic alert. get ready for a much slower commute along new york avenue in the district. >> a major bridge reconstruction project kicked off earlier today. sarah simmons is live in northeast with more on what this will mean for drivers. sarah? >> reporter: well, tony and allison, it could be a headache for some commuters if they do come through this way. the traffic is a little bit lighter today because we have the holiday, but tomorrow as more and more people are back out here on the roadways it could be an issue. delays are expected here on new york avenue between penn street and florida avenue is where you're going to see the lanes reduce. it's a two-year project. so it's 15-30 minutes extra that d-dot anticipates that people may end up spending in traffic. so they are down to four lanes now due to the construction. two lanes in each direction. and commuters say it's all been a pain with construction through here. there have been issues in the past. but d-dot said they expect it to be worse than what people have dealt with in the past so they want them to try to come up with a plan b. >> we are encouraging people to live early. or work a little bit late at work and leave later. or take alternative routes. they can take for example, montana, west virginia, rhode island or h. street and bening to get around this area. because it's going it be really congested. especially in the rush hour. >> reporter: now another thing they are doing is offering up what they call the bridge bucks program. it's $50 that they would put on your smart trip card for people per month if you can prove that you drive through here and affected by this. so there is a whole process you have to go there but you have to sign up through d-dot. they are allowing 2,000 people to sign up for this. from what we understand they do not have that many people signed up as of yet. so it is your time to participate if you want to do so. but again, it's going to be for two years, two lanes in each direction. it could be a headache so it might be worth your while to sign up for that program. that's the latest here in northeast. back to you. >> sarah, thank you. early voting is underway in a special election in the district. voters are now choosing a new at-large d.c. council member. nine candidates are vying for the seat vacated by warmy brown. two seats on the board of education are also up. a decision handed down by a judge after a rabbi took the d.c. government to court and one group of voters traveled from their synogogue to the only open polling place in judiciary square. >> i find it very meaningful that people are actually working on easter so that people like myself who can't vote on tuesday can have an opportunity to vote today. >> there will be early voting again today from 8:30 to 4:45 and registered d.c. residents can vote in the special election tomorrow. joining us now for a look at this race and it's candidates is bob mccartney with the washington post. good to see you, sir. >> hi, tony. >> we were just talking during one of the segments there and i was going to ask you, it seems to me that in some ways there are no true front-runner, but you were saying that vincent orange is the front-runner in it case? >> i think vincent orange is the man to beat in this race. he has the most money by far. he has the most name recognition. he was on the council for ten years. the d.c. council for ten years representing ward 5. and he has a strong base in the eastern part of the city. from ward 5 and also east of the river, ward 7 and 8. so i think that he really is the man to beat and i think the big question in this race politically speaking is whether the people who don't want vincent orange are going to focus on one candidate and come out for one candidate in order to stop him or whether -- and i think it is a good chance, whether they'll be divide add mong various other candidates, especially patrick mara, kubittle, running with the support from kwame brown and the democratic party establishment, and brian weaver who is the new urbanist candidate. >> and we should point out there are nine candidates altogether. so that's a lot. >> quite a list. >> so vincent orange does have the most name recognition. but saco bitle has been out there. >> he's from -- he's an education activist and wants to make schools first. he was -- he actually is on the council now on an interim basis. he had the democratic party committee endorse him. and they put him on the council early so he's sort of running as an interim incumbent, if you will. >> and is the fact that he's focusing on education, will that help him because this is a core issue in the district. >> i think that helps him. i think people who will care only about education will probably vote for him. but i think that mara -- patrick mara, he has the washington post endorsement, he got the endorsement of washington -- a lot of other commentators, especially the white establishment i think is behind patrick mara. >> and he's the sole republican. >> sole republican. and he's promising to really be an outside independent voice and i think he benefits from the -- a lot of disenchantment with the opening months of the gray and kwame brown leadership period. >> he's been pretty blunt about that. >> oh, very. >> in some of his appearances that he's from the outside. >> he's a republican, but we think of him more of an outsider in the district as a republican. i mean three quarters of the people -- three quarters of voters are registered democrats. >> so here is the question about him, because there may be some appeal there for voters who are a little chagrined about what is going on with the gray administration and the calmy brown -- the and kwame brown fiasco? >> i think he could win. i think the post endorsement helps him. the washington post editorial board, which i have nothing to do with, by the way, i think that helps him. but then you have other unconventional candidates. josh lopez is running. he's a latino and he was very active in the adrian fenty administration and so sort of people loyal to fenty could be for him. brian weaver has the endorsement of the city paper and he's running as a new urbanist, bike lanes, smart growth, modern city transit- oriented development, greater washington, which is a pretty well-read blog that is for smart growth and transit- oriented development, they endorsed him. >> it almost seems like there are too many choices because most of these candidates do have viable platforms with interesting components, but there is no one or two that have all of that altogether. >> well it is certainly true that it is -- to my mind this is quite an impressive list of candidates and you have a lot of people here who are very thoughtful about the issues. i was a moderator at one of the forums where they discussed the issues. they know the issues, they have a lot of experience. this is an impressive list and there is a flavor for every taste. >> we'll have to see how it goes. voter turnout, high or low? >> well i think it will be low. it's a special election. it's just one seat. it hasn't gotten at tension that the mayoral race had. we have a story this morning by tim craig in the post that subjects that hundreds of votes -- a few hundred votes could determine the outcome of this race. so it's going to be close. every vote is going to count for sure. >> it will be interesting to watch. we pay foe late in the day tomorrow. bob mccartney with the washington post. thank you. today will begin three days of honoring former maryland governor and mayor of baltimore william donald schaefer. this morning he will lie in state in the state house in annapolis. the public will be invited inside in under an hour. and then this afternoon he begins a journey to the city of baltimore, to the place with he grew up. he led that city for 16 years and many believe that he made it a better place to live. schaefer will lie in state there tonight and most of the day tomorrow. many say it's a fitting goodbye for a man who did so much for the people of maryland. >> i look at it this way, britain has the world family -- the royal family, we have governor schaefer. and he mean that's much to everybody in maryland. he'll be greatly missed. >> schaefer's casket will leave annapolis around 2:00 this afternoon and it's expected to arrive at baltimore city hall around 5:00 this evening. new this morning, prince george's county police are investigating a deadly shooting in maryland. it happened just after 1:00 this morning in the 700 block of caddy drive in ft. washington. authorities say a pan was found laying in the street. he was taken to a hospital where he was pronounced dead. there are no motives at this time. prince william county police have identified the woman found dead in a trash bumpster. the victim is 25-year-old erica maynard. last month firefighters found her badly burned body on bayside avenue in woodbridge. police don't know how she died or what started the fire. anyone with contact with maynard around the time of her death or knows her is urged to contact police. the hunt is on for four girls that ran away from a temperature center in south carolina. a 19-year-old is still on the loose. all for were committed to the palmetto behavioral health treatment center in somerville, south carolina, by courts under the d.c. department of youth rehabilitation center. no word on why they were being treated. critics say the facility locks the proper security. tracking your movements without you even knowing it. what some experts say smartphones are doing. so how to keep yourself off the smartphone grid and we have an expert in to talk about that next. and a change by a major airline. how you can track every movement your luggage makes. back in a moment. don't go anywhere. dave wolf is with a software designer. and so location services, why would an app developer such as you want to put location services into the devices? >> there could be all kinds of things. you take applications like yelp that are making recommendations about a restaurant and you want to know a restaurant nearby. but it could be for instance a gps application. this last weekend over easter, how long does it take to drive from richmond to washington, d.c. on a easter day and the gps will track movements and get smarter over time. >> and so there is some value to collecting this information that we've learned now that iphone and the ipad and perhaps some android devices are collecting. there is a value to that. >> and there are applications every day. living social offers coupons based on where you are and so there is huge value to know where you are and being able to track local things. >> and in most cases, consumers are sort of led to believe they can opt in and opt out of this tracking? >> right. for the most part, so it might be on your iphone, it will ask you if it's okay toison the location-- okay to turn the location service on. >> and you are assuming that you are allowing the applications to know where you are. >> you're assuming your allowing the application to know who you are and you're also assuming that that's anonymous. so for the most part, take something like a yelp or living social, it says the phone is located here and wants to know a nearby restaurant and not you are. >> and it brings up the question of if law enforcement has access to that data without a search warrant, the idea that we don't have a problem, if we're allowing those location services for a purpose that we okay, but we haven't necessarily allowed law enforcement to know where we are. >> so the big difference here is that for the most part, if you're using a yelp or living social, it's telling a server, i have a phone here and can you tell me what is important that is nearby. what is different in this case is that it was storing the location data without access. >> we have video that shows what that looks like. i'm sorry, please keep going. >> it shows you that the device was at this location but storing that on the device. so it was impossible to deny, as you're seeing here, this is the track of somebody, they were moving around through a period of time, it's tracking them through cell phone tower movement. and all of this information was stored on your device and stored there unencrypted so you or anyone could look it up. >> and that means somebody can go on to your device or on to your -- sneak into your hard drive, break into your hard drive and get that information? >> either on the phone or if you back up to your local pc so that file is out there. the imagery was from two researchers who wrote an app and can read the file and list off where you've been. >> and what can we do? so location services is part of the deal. you almost opt in by skimpy agree -- simply agreeing to use the device. >> there is no mention except for the writing that people don't read. and enter a pass code, like a four-digit pin like you use on your atm machine and lock your phone up. and when you do back up, you can encrypt that file. >> and we have a full screen on that too. and so this is talking about on your computer? >> right. so on your iphone, choose to encrypt the back-up file. and finally and there is a new follow-me app function. this used it be a mobile me on the iphone but it is now free. it will ask you to track your phone, but most importantly to wipe it if you left it. so if you dropped it off in a restaurant, you could wipe it and lock it and make sure it is safe. >> so one issue would be if you have your device and it is stolen, people could access the data that way. the other would be if they are going through the back door into your hard drive. so where is the future of this going? because it doesn't really sound like we're ever going to say, you can't track people. there is definite reason and need for that function. >> there is huge value. what kind of tracking and what kind of permission they can get from you. you are getting better services, learning more about where you are in your environmentment i think people need to be diligent and the device manufacturers have to give us those right protections to keep this important data safe. and then get to the legal issues of what the courts or lawmaker can have access to. >> and it seems that transparency is always a good policy. >> absolutely, right. >> tony and allison, back to you. >> mel, thank you. delta airlines is starting to let passengers track the status of their checked baggage. the move comes as the government will require airlines to issue refunds to passengers for lost luggage. it's an online service that will allow people to follow their checked bags step by step, including the steps from scanning the luggage at the check-in line to the flight they are placed on and then to the arrival at baggage claim. delta is the first major carrier to offer this service. we have some sad news to report out of prince william county. another teenager has died after that car crash last wednesday. 15-year-old savannah heidis died on friday we're told. 15-year-old kendra tucker was pronounced dead at the scene. they were riding in an suv when the vehicle hit a deer and slammed into a tree. there were five teen-agers in the car and none were wearing seat belts. several teenagers have died in car crashes on long mill road over the past few years and now officials are working on improving safetily bevel -- safety by leveling that road thought. and a travel warning. where you should avoid visiting next. >> and a check on things at the annual easter egg roll. >> generally, loudoun county into montgomery county and heavy rain here in the district last night, three quarters of an inch of rain and widespread reports of hail did. >> was a mess at my house. skylar is extremely afraid of tornadoes in any way and when she saw that scroll that said montgomery county she burst into tears. >> that's no fun. it woke me up too last night. i won't say what time i went to bed, but it was early, sadly. we saw the live shot. a beautiful start now. very nice conditions across the area. bright sunshine and it is warm and humid. you are going to notice the humidity today as the dew point temperatures are going it be in no hurry to fall. in fact, they'll be in the mid- 60s later today. there is a live look at your hd radar and the thunderstorm activity is out of here. much quieter weather and rain showers to the north of us in southern pennsylvania up toward harrisberg. so if you're watching southern pennsylvania you might see a light shower. but here close to washington, very quiet conditions for much of the day. let's push on to the next satellite radar and show you that the frontal system is not too far away. it is hanging off just to the north here. and we're into a southerly flow. high pressure off the carolina coast, this will be more typical summertime pattern, a june or july pattern with an area of bermuda high pressure and that will pump in the unseasonably warm air. eventually the pattern will break down and this cold front well out to west will come grinding in here thursday and cool us down for the weekend. but until then, we'll be unseasonably warm around here with a pop-up thunderstorm each afternoon. so i think most of today should be dry and the thunderstorm activity will be less numerous than yesterday. but still can't rule out the possibility of an isolated thunderstorm later today. we are warming up. 67 in washington. 70 now in frederick and baltimore. patuxent naval air station is 72. and 71 in fredericksberg. remember, you mix in the dew point temperatures and it will feel even warmer. all right, here is a look at the rest of the eastern seaboard. 52 in rochester. 50 in detroit and 53 in boston. our forecast for today, let's switch maps an 85, mostly sunny skies, very warm temperatures later today. remember, our average daytime high now upper 60s and low 70s so 15 degrees above where we should be. and later today, mild overnight and 67 the overnight low. might have to turn the air- conditioner back on. winds out of the south at 5-10. and pop-up thunderstorm the next couple of days, tuesday and wednesday, isolated thunderstorm risk, maybe a 10 or 20% chance. good chance we'll see thunderstorms and showers on thursday with a cold front and then notice temperatures by friday, only in the upper 60s to about 70. that's springtime weather and that will be back. that's a look at the weather forecast. tony and allison, back to you guys. >> thank you, tucker. >> that wasn't me. >> i know. there is a dog in the studio with an allergy problem. thousands of kids are enjoy the sun and fun at the white house easter egg roll this morning. >> paul raphel was with them as the activities got underway. >> reporter: the 133rd annual white house easter egg roll and 30,000 people will be on the lawn, and five groups will come through 6:20 testimony. and there is so much else going on, including the rocking egg roll stage which will feature acts like colby collette, grayson chance and willow smith. they'll also have celebrities reading story time at the story time stage. they have the hop to it instructional dance party. and one of the other things they have is the mascot, so i took the time to speak to some of them. >> smoky the bear, how do you think the national park service is doing today? [ laughter ] >> allison, why that fan was excited, is because the big three played like the stars they were. and it was great to see because people were saying ovechkin was not being himself. and semin had the overtime goal. and mike green got it all started on saturday with the first goal right there. great pass from ovechkin. and watch this, allison. the back hand by ovechkin, no chance for lundquist to give us the second goal. and then the final goal by semin, 3-1, caps win, they win the series if five games. the impressive thing about each one of these guys, ovechkin, you know what you are getting. green is one of the best defensemen in the league. and semin is the difference maker and when he scores they win. and here is what the coach said. >> it's nice to see them score. they are our best players and that's the reason why we do so well in the regular season because they are scoring huge goals for us and we're going to need them if we have any hope of going all the way. >> when your best players are your best players and the rest of the team just sort of picks up from it and they play accordingly and i thought our best players were our best players tonight. >> they have been. and semin, again, is the other guy. that's the one guy, again -- ovechkin you expect him to be the superstar. but when semin plays like a superstar, they are unbeatable. they have not lost a game this year or in the playoffs when semin has scored a goalch it's unbelievable. >> literally. >> so they're that good. and we were talking before the segment, the coolest thing about hockey, you don't see this in every sport, after they get done beating on each other in this case for only five games and sometimes seven games sh the coolest ritual in hockey is this -- look at what they do after the game is over. they sit there and shake hands, they go through a line. it's one of the niceities in sports that you don't see in football, you don't see it in baseball if you win the world series. here is a hard-fought series and it's mutual respect. it's not forged. they are looking eye to eye, good job, pat on the back from mccabe to ovechkin. and i heard people saying this weekend, why doesn't every sport do this? i don't know. they do it in boxing and mixed martial arts. they will beat each other up. >> maybe that is what it is -- to show it's not personal. >> maybe. >> you don't see it everywhere else and i think people are saying why can't we see that in baseball to get sportsmanship out there. but it is not contrived. for hockey it's a mutual respect and we need to see more of it in all sports. that's my public service message for the day. >> good stuff. more handshakes. >> that's what we want. >> thank you, sir. >> handshake right there. that one was contrived though. well last week we told you about an and pal hoarding case where more than 60 dogs were rescued from a home in petersberg, west virginia. >> a couple of shelters were able to take in a few animals. annie yu is in studio with those. >> these stories tug at my heart and the good thing is there are local shelters doing their part and one of them joins us now. it it's kelly bar from the washington animal rescue league. good morning, kelly, thank you for being here. and kelly, can you tell us about the recent rescue and the type of condition these pets were found in? >> so 57 dogs and 6 cats were taken from a absolutely filthy home in petersberg, west virginia. and the owners voluntarily surrendered all but two of the cats and the league took six cats, 14 of the dogs came to our facility for rehabilitation, medical treatment and eventually adoption. >> and here we are clovey who is just the perfect lap dog with her legs crossed. and then he had -- and this is ed ison. >> they are 1-year-old and they are chihuahua mixes and they are available for adoption at the league right now. so you can come on down and meet them. >> how great. and we think they might be siblings? >> they could be. a lot of the dogs that came from the hoarding case look very similar. they could be. >> so are they already vaccinated, cleaned up, good to go? >> they are ready to go. you can come down and meet them. they've had a full course of vaccines, they'll be -- well neutered and spayed before they go home. >> that's a big plus there. >> it really is. it is absolutely necessary. >> awesome. and now you have an event coming up to help these little guys, its rescue me gala. tell us about that. >> so the gala is on saturday, april 30th at union station at 8:00 p.m. and brings dogs like ed ison and cloe from natural disasters and extreme large scale cruelty cases. so puppy mills, hoarding situations, dogfighting rings. and it brings -- the fund helps us bring the dogs into the league for rehabilitation and adoption. >> let's talk a little bit about hoarding and puppy mills because there is a difference there, right? >> right. >> so can you tell us what the difference is between the two? >> so puppy mills are mass breeding factories for -- and they largely supply puppies for pet stores and things like that. so there have been absolutely awful conditions. tiny cages and what. >> and in feces and no water. >> in them. and puppy mill cases are terrible and the dogs bare the scars emotionally and physically for a long time. and the same with hoarding situation. they can start out with good intentions like a rescue organization that just don't have the resources or the knowledge to care for a large number of animals at one time. >> we hope to help find these guys a home. and tickets are still available for the rescue me gala. i went last year and had a great time with my dog. it's for a good cause. there is a lot of activities and great food and company and hopefully people will log on and buy those tickets. back to you guys. >> thanks, anne. >> they are cute. the answer to today's trivia question coming up after the break. and do you have a question you would like answered?
