the wind and the high tide action. we had the full moon this weekend so be aware of that. 45 degrees in washington. same in baltimore. dulles airport at 43 degrees. ocean city is 49. winchester is 44. forecast for today, mostly cloudy skies, periods of rain and thunderstorm activity early this morning and then again a possibility this afternoon around 2:00 with isolated thunderstorms. temperatures though will be fine. in the mid to upper 60s, depending on where you are. winds could become gusty today, gusting up to 30 miles per hour or so. that's a quick look at the weather. now let's find out what is happening on the roadways. we have julie wright standing by with that. tony, wet pavement means a number of accidents and checking for yet another crash, this one possibly in the inner loop headed for the wilson bridge. so out of oxon hill, watch out for fire and rescue responding there. 295 in a jam, up toward the suitland parkway, only two left lanes able to squeeze by at the scene of the accident. inbound along south capitol street, a lot of slow traffic there for folks headed across the douglas bridge. eastbound along route 100, approaching, 295, accident tieing up the right lane. and on 295, accident at 197 left lane. jammed up out of jessop into laurel. and 95 on the brakes at potomac hills toward the occuquan. 395 from the beltway toward duke street, slow traffic across the inbound 14th street bridge. also finding delays traveling the inner loop toward 66. beach driver over at the tunnel reported. the outer loop below speed at 95 college park through silver news. another night of air strikes over libya. in the capitol, gadhafi forces fired heavy anti-aircraft fire in the area. it hit a trent in tripoli. the u.s. insists gadhafi is not a target. and gaudy a did declare another -- gadhafi cleared another -- lek laired another -- declared another cease fire. >> reporter: the u.s. military said this has been successful so far. but gadhafi vows this is the beginning of a long way. anti-aircraft fire in the skies over tripoli. but there is little to do to stop cruise his -- hisles. on his way to russia, robert gates sought to play down the u.s. role. >> we will continue to support the coalition and be a member of the coalition and have a military role in the coalition, but not the preeminent role. >> reporter: but some have questioned what the goal is. the air strikes have gone beyond just targeting air defenses. advancing columns of his forces have been hit and part of his personal compound was struck. although the pentagon said gadhafi is not a target. rebels in the east has cheered the attacks, hoping the tide will turn in their favor. but the president has continued with his tour of latin america, taking in the sights with his family. it may be another part of a white house effort to deemphasize the role in libya but critics wonder if the goal could expand to include getting rid of gadhafi. >> that is quite important because if we turn this into a war to remove gadhafi, who knows where it could go. >> reporter: and there is gumbling -- grumbling on capitol hill that the president needs to explain exactly what u.s. intends to do in libya. >> the crisis is causing more energy spikes. oil jumped to almost $1.03 a barrel after gadhafi vowed a long war over the weekend. average price of a gallon has jumped other 7 cents over the plant in japan. workers evacuated after smoke was seen. they are trying to restore the electrical lines to avoid overheating. government has design described to scrap the complex. the death toll now expected to top 18,000. an amazing story of survival in japan. nine days after the earthquake and tsunami, a 80-year-old woman and her teenage grandson were rescued from their flattened home. the boy said he was able to reach a refrigerator for food and water during the ordeal. fairfax county urban and search rescue team arrives back home early they are morning and all 74 members of virginia task force 1 spent the last seven days in japan on a search and recovery mission. they say the devastation is much more magnified when you see it up close. the team was thanked by japan's ambassador to the u.s. when they returned home. >> all americans are so proud of you and people in japan are so grateful to you. >> to walk through there and to see the devastation, when you first pull up, and to look at everything is overwhelming. >> everything was very devastating. you can imagine -- you can't imagine losing all of your possessions to include family members. yeah, it was very devastating. >> the team found many victims but did not find anyone alive while in japan. there are still many opportunities to help the people of japan. we have links to several charity organizations on our website, myfoxdc.com. the suspect in a crime that shocked the bethesda area due in court today. for days police were on the lookout for two men they believed sexually assaulted two women in the lulu lemon store. >> that story was a cover-up, the surviving woman is now under arrest. and there is more on the truly bizarre murder case from sherry. >> i'll take it. more than a week ago everybody thought brittany norwood was the victim and not the suspect. and she's due in court today. she'll be facing murder charges. norwood was arrested on friday charged with killing her co- worker at the lu lu lemon store. one woman was found dead. police say the two women went back to the store after closing it that night to get norwood's wallet. she claimed two masked men attacked and left her tied up. police say her injuries appeared self-inflicted and a witness inside the apple store next door heard two women arguing. >> we are able to say that a motive could likely be a work- place dispute involving those two employees. >> police say other things didn't add up and that norwood left valuable evidence inside murray's car after moving it. there were also only two sets of footprints inside the store. a review of court records show norwood had financial struggles a few years ago, including a lien for student loans and an eviction. >> we'll have more on this information coming up later lightning we've been talking about. right on cue. and we'll see maybe more of that. and tony perkins joining us now. and the one benefit is that the storm is moving very quickly. any chance it gets out of here as quickly as it got here? >> yeah, the storms are moving through the region at about 50- 60 miles per hour. so they are fast-moving storms. we're seeing that activity as we speak and that live shot there really showing you the lightning strikes that we're seeing across the region. now what is interesting is we're also getting some hail, some strong gusty winds and downpours with these thunderstorms as they come through. so it's wreaking havoc across portions of the area but it is moving quickly. let's take a look at the radar image. we'll show you the latest image that we're seeing. and again, it's a wider area of heavy rain. the thunderstorm activity really embedded where you see the areas of red and orange. there you go. up to the north of baltimore and around baltimore, there they are getting hit hard right now. the heaviest thunderstorm activity has now come through the washington area and going through prince george's county and moving into anne arundel county -- in fact it's moved into anne arundel county. and to the north still getting rain in montgomery county and again down to the south, fairfax county, places like that, where we are continuing to see the heavy rain and thunderstorm activity with lightning and some hail being reported as well. let's take a look at temperatures across the region. they remain consistent. in the 40s, cool with the winds blowing. right now current temperature in washington is 45 degrees. we have 43 at dulles. 45 in baltimore. fredericksberg 46. ocean city 49. hagerstown 42. here is your wind gusts. as the storms come through, winds now gusting up to 17 miles per hour in washington, 21 mile-per-hour in annapolis. 21 in manassas, 22 at dulles airport. so another part of the storm system coming through. the forecast for today, cloudy skies and periods of rain and more thunderstorms could develop during the course of the afternoon, again with gusty winds and lightning. high today in the mid-60s, possibly the upper 60s down to the south. we'll have more on all of this coming up in a little bit and we'll continue to monitor it as it was happening. >> it was just 70 something the other day. >> and by the end of the week highs will be in the 40s. >> okay. >> man, that's pretty depressing. >> you know what that means? earmuffs, julie wright. and not to keep them warm, either. >> you can't handle the truth. >> not when it's like that. not with 75 or 80 degrees on friday. i was in love with you then and then it changed. on the roads, wet pavement causing problems out there. but the crash on 295 northbound at suitland parkway has cleared. big delays from the naval research lab into southeast washington. we also have the delays on the southbound side leaving the 11th street bridge toward howard road. southbound bw, crash at 197 still in play, delays before 175. crash at route 100 at 295 has cleared. beach drive at the sousa tunnel crash, follow police direction to get by. and falls road before the pace improves. westbound 50 at the severn river bridge, authorities checking for a crash there. that's a check of your fox 5 on- time traffic. 7:17 now. the d.c. mayor's office feeling the heat of several investigations, including a house oversight committee probe for the pay for play investigation with sulaiman brown. joining us now bob mccartney to talk about this. bob, happy monday. >> thanks. >> a little wet outside today. you escaped the rain? >> no, i got caught in a major thunderstorm. >> that's what we're dealing with. and city probably wishes that is the least of our problems. >> amen. >> and congressional over sight going on now. are we just not getting enough information in this case? >> i don't feel like i have enough information. since sulaiman brown, the former mayoral candidate first made the allegations that he was promised a job and slipped money secretly by the gray campaign in order to make these attacks against adrian fenty, the former mayor, since he made those allegations we've heard nothing new since then. we've had sort of routine denials from gray and then the two key campaign aides who allegedly did the wrong things, all according to sulaiman brown. but lorraine green, the chair of the campaign, she hasn't said anything. we haven't heard from howard brooks, the consultant who was supposedly brown. and sulaiman brown is talking to the fbi but then he comes out and he won't tell us what he said or what they asked him. thous oversight committee has announced investigation and haven't scheduled hearings yet. the d.c. council has not had any hearings on this. so basically all we have are these allegations hanging out there and no sponsor nothing to advance the story over crucially let the public know whom to believe. the public doesn't have enough information yet to make a credible judgment about whom to trust. >> and no guarantee even if they do testify before the house they wouldn't take 59th any way and not say anything. >> but that would be anything. they haven't said anything, much less under oath. i want to see the people who these allegations are against go under oath and i want to see sulaiman brown go under oath and repeat these incendiary things that he say. and if others come and take the fifth, we'll know more about what they are saying. >> now let's talk about the mayor now, vince gray. he's taking the heat because everybody happening since he took office a few months ago. has he taken any steps forward now to try to clear things up or at least lead this city? >> well i think that you have to make a big distinction between the sulaiman brown stuff, the allegations about the campaign, and then the other scandal about the hiring and over paying of people on his staff. because this was one of the most explosive things that first came up, that they were paying more money than they paid to people who had similar jobs in the fenty administration, that they hired four children of top officials or aides or campaign people of gray's and i think he has taken steps to deal with that. of the four children who were hired, three are now gone. the several top officials' salaries have been reduced and he's instituted a much stricter vetting procedure and emphasized they would look more carefully than before but he has taken steps to deal with that. >> there is movement there. and kwame brown, everything coming out about the suv situation but you say this could be something bigger? >> we've been waiting for a long time for an office of campaign finance report on the campaign finances not in last year's election but in the election in 2008 when he ran for d.c. council and there were questions then about his finances and his campaign. and we're expecting an official report, along-awaited official report on this soon, and it was released mistakenly -- an early version was released mistakenly and we got a look at it, and if that holds up, we're talking about a lot of money. we're talking about a quarter of a million dollars of questions about a quarter of million dollars or more of campaign finances. that's more money than involved in the suv. >> they were leased at government rates in the district, then maybe it's two or three suv's. >> everybody wants to talk about the suv's because it's so crass, spending of government money so you can have a fully loaded lincoln navigator. it seems so selfish. but the money is $1,900 a month times two, versus a quarter of a million dollars and that's a big difference in money. >> we'll wait morning. while facing an uncertain situation in libya, the president is visiting brazil. and one of the president's possible opponents makes a trip to the holy land. more on sarah palin's jerusalem visit coming up. 7:26 now. president obama's five-day trip to latin america takes him to chile today. he spent the weekend in brazil where he received three briefings on libya. there have been lighter moments. he stopped by a neighborhood in rio to play soccer with some youngsters. and later he spoke to the nation of brad ill and touched on -- brazil and touched on what was happening in the middle east. sarah palin is in israel. she and her husband arrived yesterday. she was coming from a trip to india. there is word she is brushing up on her foreign policy credentials before returning to the united states tomorrow. it is 7:27 and we are continuing to track the developments in libya this morning after another night of punishing attacks on gadhafi forces. a no-fly zone over libya still in effect. we'll get more on the situation just ahead. and a live look outside. wet roads slowing down the commute. we'll have julie's word on that and the latest weather from tony when we come back. 7:27 now. 7:30. and look at the water on the road this is morning, on this monday morning. an hour ago nothing was falling and then the thunderstorms moved in. so be aware if you are getting out the door this morning. >> how long is it going to stick around, tony? >> that's interesting. >> the precise minute. >> i can't give you the precise minute but they are moving at 60 mile-per-hours so they'll be here through quickly. in the meantime we're dealing with -- with the effects of the storms. this is a picture of hail this morning. agnes vannic sent this in. and it is small hail but collected quite nicely there and we've had reports of hail across the region, in rockville earlier and farther out in maryland and now report of hail in pea-sized or in some cases dime-sized hail. and we're going to radar. we have the lightning scan turned on so you can see where the most recent lightning strikes are appearing. for the most part they are to the east. they've come through the washington area but still quite a bit of lightning. in fact we showed it being picked up by our camera in oxon hill. there you see the lightning showing up near easton, to the east of baltimore, heading toward delaware. across the washington area, we continue to see areas of heavy rain occurring and still hearing some rumbles of thunder. but as can see, this is tracking to the east. once the heavier rain gets through here we'll be left with lighter to moderate rainfall. to max 2 to show you another radar image and another view of what is happening. there you go with the strongest precipitation coming through as we speak. most of the thunderstorm activity now off to the east but we do have a bit more to get through in terms of rainfall. and then once we get through that, we'll see clouds and then we could get more rainfall moving in here later on today. maybe some more thunderstorms as well. high temperatures yesterday into the low and mid-50s. that was it. 54 degrees at reagan national. 53 at dulles. bwi marshall is 50 degrees for the high yesterday. today we'll see higher temperatures than that. right now we're in the 40s. 45 in washington, 47 down in fredericksberg. baltimore is at 45 degrees. the forecast for today, you know this, it will be cloudy all day. rain this morning and some isolated thunderstorms, rather gusty winds when the storms come through. maybe gusting up to 30 miles per hour later on today. then this afternoon more isolated showers and thunderstorms are possible. we're looking for a high of about 65 degrees. for tonight, an overnight low in town of 48 degrees. clouds continue and some showers, maybe a couple of thunderstorms during the evening as well. the winds will gradually diminish. and then your five-day forecast, we begin to cool off. tomorrow 63 degrees. not too bad with morning sun. but mostly cloudy for tbulk of the day. chance of showers late on tuesday. and then a cold front on wednesday, a high of 50. and the low 50s on thursday and by friday a chance of showers again with a high only in the upper 40s. kind of a crazy week around here with active weather. that's a look at the weather. now let's find out what is happening on the area roadways with julie wright standing by with that. >> i like that. i'm going to steal it. active. it's very active this morning on the roads. so i'm going steal that. on the roads you'll find that we do have a couple of problems to report. the latest popped up westbound on route 50 as you try to work across the severn river bridge. accident tieing up two left lanes across the river toward bowie and toward the capital beltway. so accident in the two left lanes. still have the crash on the southbound stretch of the baltimore-washington parkway, tieing up the left labor. big delays from jessop. live shot of 66 inbound from manassas, heavy, slow and steady, working in toward centreville. traffic slows again 50 to 123. and the beltway slowing from braddock to 66. live shot of 270 out of germantown, heavy toward the lane divide. the outer loop is john jested -- congested from 95 to georgia avenue. that's a check of your fox 5 on- time traffic. let's get an update on the crisis in libya. more punishing air attacks on gadhafi forces for a second night in a row. the bombardment is targeting his air defenses and is clearing the way for a no-fly zone to protect civilians. now the united states military is involved in a third muslim country, the pentagon said the u.s. will soon hand over control to a coalition but some are asking what is the mission for the united states? joining us to talk about the crisis in libya is roll call staff writer emily gooday. and thank you for being with us. and congress and john boehner and we all want to know what we are doing in libya? >> right. the president tried to laid that out in his speech on friday, saying it was a humanitarian mission and the end goal is to protect sievivans and -- civilians but the question is what happens if gadhafi doesn't leave. most have said he needs to go. but if he doesn't leave, what will happen then? and then we've heard mixed things. the british are saying he still has to go and the u.s. is hedging and so i think there are still questions people are raising in congress, throughout the world, about what exactly the end goal is here. >> and hand in hand with us doing all we can, is we're doing this for a little while. it might be u.s. led right now but that is not how it will be in the long run. what are we to make of that? >> i think the white house has been careful to say this is an international coalition and the fact that the gulf states and the arab league are supportive of this. i think they've made clear they are not taking the lead in pushing for this because they want the muslim world to know that muslim countries are behind this. the u.s. has been lending some commander control structure and other technical capabilities in the beginning, but the french and british have been flying most of the missions over libya and i think the u.s. would like to keep it that way and would like to nato come in and take over. but there are meetings going on in the next few days they are hoping to be a nato umbrella over this whole mission. >> this is really something. i think this whole mission here sort of snuck up on the american people, if i might speak for us. and i'll say it went from 0-60 in this. is that what the feeling is, would you think in congress? >> i think that's fair. i think there have been a lot of talk from a small group of members on hill pushing for this but the administration has been holding it off at arm's length. we heard that a no-fly zone was a complicated act, an act of war in fact. bob gates, some of the other military generals had come up to the hill and really thrown some cold water on the whole idea of the a no-fly zone. so the fact that in about 72 hours last week we saw a reversal from a very pragmatist, noninterventionists coming to saying no, to all of a said we have a u.s. resolution and u.s. marines in the area firing tomahawk missiles. >> and we've heard punishing and bombardment, no civilians are hurt and they are saying gadhafi is not the target and also saying that his safety cannot be guaranteed. what is this message they are sending? >> this is a mixed message. they are certainly not taking him out. that's not the goal. but they are also firing on government structures. they fired into tripoli in fact. and so i don't think they are necessarily avoiding if they happen to hit him. i don't think that would be something that they would terribly upset about. but right now they say the goal is to protect the humanitarian actions on the ground and protect civilians, and keep gadhafi from killing his people. >> again secretary gates said they are expecting to turn the mission over to coalition in a matter of days. how likely is that to happen? >> i think the earliest we are meeting with those in nato now would be tuesday or wednesday. so it can be a matter of days but this is fairly complicated and we don't know who we are on board besides france and britain taking a lead on the air strikes over libya right now. >> let me be cynical just for a second. there are a lot of areas in our world that humanitarian mission or safeguarding is not the number within priority yet we have gone in here saying we want to protect these civilians. what is the larger story here and what is at stake here? >> i think because it's a critical part of the world right now, and one of the reasons for some of the confusion, is because there is a lot of humanitarian crises. but this is concern about gadhafi stabling the region, including tunisia and egypt which have just gone through their power trips. and you do have support of other muslim countries calling for gadhafi to go. and so i think the fact that those countries called for u.s. and western assistance made many here in the international community and in europe feeling they couldn't say no because they wanted to show they were standing up for the values that we so often say we support. >> emily caday with role call, we appreciate you coming in. thank you. time now is 7:40 on this monday morning. since the earthquake and tsunami in japan, there has been a tremendous response in forms of donations and we'll see how they are being put to use. after claiming she was the victim of a deadly attack, a woman now a suspect in the murder ata lulu lemon store in bethesda. we'll get the latest on the investigation from montgomery county police chief tom manger when he joins us in a little less than an hour here on fox 5 morning news. making headlines in sports, george mason university looked to repeat friday's win. took on ohio state yesterday. they got off to a good start, going up 11-2 but then the buckeyes powered back in a big way. taking a 52-26 lead at break. second half not much better. buckeyes lit up the three- pointers andrew out george mason 98-66. the game in cleveland with dave feldman. here is what he had to say. >> george mason had the season come to an end on sunday. a season that boasted the best record in school history. >> i made 27 of 7. and most of those games that we lost was to good teams, great teams like that. and then going out this way, to ohio state, was a real great ball club. it might have been an ugly game, but if it was to lose to somebody else, it would be somebody i would expect to beat them. >> reporter: and if that wasn't enough, mason had to play short- handed. luke hancock got sick last night, never felt good today and spent the first half throwing up with an iv in his arm at the team hotel. he got here at halftime but the hero on friday never got on the court on sunday. >> it was bad news. you hear about teammates being sick, you're not happy about that and at the same time all we could do was accept it and try to go out here and get the victory for them. >> reporter: early on it looked like they might. mason jumps out to an 11-2 lead but cam long knew it was very early in the game. >> it was 11-2, so what. with a team like that, i knew it wouldn't be that way -- i know it was going to be a battle regardless and they showd it to us. >> reporter: boy, did they. ohio state started making everything in sight. david lighty made his 3 point attempts and mason was down 26 points at the half. by the second half, the game was over. the number one seed moves on to new jersey in the sweet 16. mason heads back to fairfax, hoop season is over. >> it's pretty tough. losing by a lot, it's just em basearing, even though we're in ohio and it's a home game for them. it was really embarrassing to go out like this. it's not like you can come back next year and play. you have to deal with it. >> i think this team has put a lot of effort into the entire year and one of the reasons we were so successful is the effort was there every day in practice and in every game. >> reporter: in cleveland, ohio, dave feldman, fox 5 sports. >> and they gave it a good run. so congrats on a great season and all of the local teams that are done for this year, but come back strong next year. >> you don't have anything to say to me? >> what was i going to say? >> about hampton. >> did they win? >> no. but they gave it a good effort. they were there. >> go pirates. >> they gave you and all other of the alumni a chance on friday. >> at some point i stopped watching. >> but you were pumped up. >> no shame in it. >> none whatsoever. let's look at what is going on out there. we'll start with radar. we'll show you the rain showers and thunderstorms coming through. some of the storms have been strong. now you're beginning to see the heaviest rainfall move out of washington, d.c. proper. it is still in prince george's county, anne arundel county, and elsewhere and pushing of off to the east, southeast, moving quickly. but as the storms move through and there is still lightning associated with the storms, then we'll see light to moderate rainfall and then a break in the action. all right, now also want to mention that there is a coastal flood advisory in effect for this morning. not really related to the storms necessarily but it's due to high tides, tides maybe a foot to a foot and a half above normal. counties in green, that's where the coastal flood advisory is in effect. it includes hartford county, anne arundel and calvert county so be aware of that. the tide is higher than normal. don't forget we have the bull -- the big full moon. 45 in baltimore. 42 at dulles airport. ocean city 49. winchester, virginia, 43 degrees. forecast today, a lot of clouds around. more periods of rain this morning and again this afternoon. could see more thunderstorms this afternoon. that is certainly a possibility. maybe with winds gusting up to 25 miles, maybe 30 miles per hour here and there. highs hi, julie. >> a lot to see out here. tony is talking about the wet pavement and a number of accidents to report on the wet pavement. starting off westbound 50, where we have the accident tieing up the two left lanes as you try to work across the river and head into annapolis and back out toward bowie. also going to find trouble southbound on the bw parkway, crash southbound at 197 in the left lane causing big tie-ups from 195 south. heavy out of laurel toward the capital beltway. 66 congested leaving business 234 past the virginia visitors center, more slow traffic from fair oaks to 123 and nutley street to the beltway. reports of standing water on the beltway in tysons. they've been busy doing the hot lane work and water accumulating there. beltway to the inner loop, 123 to tysons. no problems at the wilson bridge. 95 checking for accident activity north of lorton before reaching newington. below speeding leaving the potomac mills sign toward the occuquan and with delays from beltway to king street and over the 14th street bridge. downtown, alabama avenue at martin luther king, accident involving a bus there. 295, accident activity is clean past the suitland parkway. look very active weather across the region, we've seen strong thunderstorms. no reports of severe weather but plenty of lightning and hail as well. here is a look at the latest radar image. the heaviest rain has come through washington, d.c. itself. but we are still seeing heavy rain off to our east and to our south and even to the north and east and it's moving south and east at about 50-55 miles per hour. so southern maryland, you are still going to get this coming through, eastern maryland is seeing it right now. some southern portions of virginia, you still have to get through heavy rain and thunderstorm activity as well. we're not out of the woods yet. but right here in washington, d.c., we're mainly seeing a moderate rainfall right now and not thunderstorm activity. all right, temperatures across the region, 45 degrees now in washington. 45 in baltimore as well. dulles airport is at 42 degrees. ocean city is 49 degrees. and back in winchester, it's 43 degrees. a lot of clouds today. we'll see periods of rain, some rain heavy this morning off to the east and south and east and then more shower and thunderstorm activity possible for the afternoon as well. highs today this morning. >> you guys, just now receiving word from police they are still on the scene of the crash at beach drive at the tunnel. follow their direction to get by. finding the lanes open on 295 headed north of the suitland parkway but inbound at the 11th street bridge is where the stalled car is tieing up the right lane. behind me, this is a live stretch of traffic on kenilworth south of 50 toward east capital street at minnesota avenue, authorities checking for a crash at that location. new york avenue on the brakes leaving northeast to northwest. but here all lanes are open. southbound 270 struggling on time, delays out of germantown leaving father hurley toward the lane divide. the outer loop is tied up to georgia avenue. the crash reported at westbound 50 at the severn river bridge has cleared. that's a check of your fox 5 on- time traffic. operation odyssey dawn continues in libya. a weekend of air attacks have been effective in scattering gadhafi forces. they believe his military is, quote, under significant stress. in the meantime it's not known where the leader was when a cruise missile went into his residential compound yesterday. marianne rafferty where more on the assault. >> reporter: the british say their submarines fired two missiles at gadhafi's come bound in tripoli on sunday. some speculated it might have been american missiles. british ministry of defense said the libian leader was not the target. they say it had significant military presence. >> we expected in a matter of days to be able to turn over the primary responsibility to others. we will continue to support the coalition, we'll be a member of the coalition, we will have a military role in the coalition, but we'll not have the preeminent role. >> reporter: heavy fire erupted in libya on saturday night. in benghazi, rebel fights are hopeful. they are showing off military equipment they claim belonged to government forces before fierce fighting took part on the out skirts of the city. >> people have been under this regime and [ inaudible ] and it's over. it's over, over. >> reporter: gadhafi continues to fight and adding that libians are now armed with weapons. marianne rafferty, fox news. now to latest on the disaster in japan. and more problems at a nuclear power plant. workers were evacuated this morning after reports of smoke coming from a reactor. the evacuation brought to a stand-still some work to restore electricity to reactor cooling systems. now the death toll following the earthquake, tsunami and nuclear disaster stands at 18,000 people. officials believe there are between 9,000 and 13,000 people still missing. and there are still amazing survival stories coming out of japan. nine days after the earthquake and tsunami an 80-year-old woman and 16-year-old grandson were found alive. the teen was able to dig out of their home and call for help. rescuers found his grandmother, both were weak but relatively okay. and the fairfax urban search and rescue team is back from japan. 74 members were sent there to search for survivors in the hardest-hit areas. >> as you walk through there and to see the devastation when you first pull up and to look at everything, it's just overwhelming. >> everything was very devastating. you can imagine -- can't imagine losing all of your possessions to include family members and it was very, very devastating. >> now the team found no survivors, despite their around the clock efforts but many say finding victim was helpful because it gave the survivors closure. new this morning, a new jersey man under police guard at a maryland hospital after being shot in the hand by a state trooper after a chase down 95 and on to the beltway. started at about 9:00 last night when police noticed a stolen suv going through the fort mchenry tunnel. a race went through town as they tried to arrest the man. the lulu lemon charged with beating her cowork and trying to cover it up. suspect scheduled to appear in court today. sherry ly joins us with the latest on this case. >> reporter: steve, this case unraveled over the last week. at first it seemed like a violent crime of a robbery gone bad but now one of the victims is due in court instead of the killer. brittany norwood is charged with the murder where she and the victims worked to the. 30-year-old jayna murray was killed. murray was killed and norwood was tide up but investigator size the story didn't add up. there were only two sets of footprints in the store and norwood's injuries appeared self inflicted and she left important evidence inside the victim's car after moving it. a witness at the apple store next door heard two women arguing the night of the murder and police are investigating whether a work-place dispute may be the motive behind the killing. after a week of working the evident, including using surveillance on a person of interest based on a tip from the public, all roads led back to norwood. she due in a rockville courtroom likely viaa closed circuit tv for a bond review hearing. in our next hour montgomery county police chief tom manger will join tony and allison with more on this case. steve? >> high. fire investigators say after crews knocked down the flames of a home, they searched the house and found non-safe cigarettes. only cigarettes sold in maryland is designated as safe because they are designed to extinguish themself. heavy rain causing big problems from santa basha to downtown los angeles. potential mudslides are causing a handful evacuations. the higher elevations got hit with a dose of snow. cherry blossom festival kicks off on saturday. here is a live look at blossoms around the tidal basin this morning. peak bloom expected to start next tuesday. i was down there on to the south and east. southern maryland, eastern maryland, the chesapeake bay, places like that, are seeing heavy rain. we were seeing some lightning and still there is a little bit of lightning showing up in eastern maryland, delaware and then across mid portions of the chesapeake bay at this hour. let's go to the graphics to show you the temperatures across the region. finally some movement, in the wrong direction. we've dropped down to 43 degrees in washington. 43 in baltimore. dulles is at 41 degrees. fredericksberg is 44. and in frederick, maryland, it's 43. winds are still gusting as these storms come through. gusting up to about 22 miles per hour at dulles airport. 17 miles per hour in washington, d.c. 20 mile-per- hour wind gusts reported in stevensville, maryland. five-day forecast, look for a high today in the mid-60s. a lot of clouds. periods of rain and maybe more thunderstorm activity later on this afternoon. tomorrow, clouds for the bulk of the day, maybe some rainfall the latter part of tuesday, 63 for the high. cold front comes through. wednesday our high only 50 degrees with rain showers on thursday. low 50s and chance of rain on friday. and highs japan as we mentioned this hour, the death toll following the earthquake and tsunami now raising. and joining us now with the latest on what people need there, john hecklinger with global giving. thank you for being with us this morning. >> thank you. >> we tend to hear the death toll and we don't think about if the death toll is 18,000, how many more people are affected by something like this? what are you hearing from the people on the ground and who are in japan and talking to folk there's? >> well the good news is that most of the people who are stranded have now been moved to shelters. and they're basic needs are being met. they're getting fed and getting medical care but it still leaves us with a staggering problem. there are 375,000 plus people in over 2,000 shelters and that doesn't count the number of people staying with family and friends and they need on going support. >> what is the best way for people to try to help. a lot of times we talk about giving a donation, donating to an organization such as yours, is that the best support or do people want to collect supplies? >> cash is the best approach. we had e-mails from many very well-meaning people who want to send items, but the best thing to do is to get cash into the organizations that need the right relief to the right people at right time. >> and there are a problems with people skeptical about money getting to the right place. how you can reassure that will take place. >> we work with a network of trusted organizations. some japanese organizations on the ground are all working closely with the authorities there to make sure that people are getting supported, medical supplies are getting in, people are staying warm and the right shelters are getting the right materials and supplies at the right time. >> what sort of things are happening? if somebody goes on your website and you see the first donation box and what is great about helping out is you don't have to donate thousands of dollars, even hundreds of dollars, a few bucks goes along way. so if somebody goes on your website and see $25, $50, they can click on that and donate. what is that doing and where is that money going? >> one of the things that strikes close to home to me having small kids is imagine your family is at a shelter and you have kids and you need to figure out how to get your life back on track. and they are setting up safe places for kids so parents can stand in line, register for aid and go back home to recover things and someone has to take care of kids and that's what they are doing. >> as we look at pictures, every time we see a situation like this, it is unbelievable to see the amount of damage that nature can cause. when we look at this situation compared to other events that have happened in the past couple of years, what do you think about when you see this and what is happening in japan and the scope of the disaster? >> well i just think about what the gulf coast went through after hurricane katrina and rita. here we have a wealthy nation and we're still trying to recover and that's the same situation japan is in. this is a multi-year, complex effort to get that part of japan back in shape and get those folks either reelected in some cases because the land even shifted so that certain areas that were now -- that were above water are now permanently below water. >> is it tough because of what we've dealt with here because of the economy in the last couple of years to get people to continue to give? >> at global giving we've seen a tremendous outpouring of generosity from individuals and corporations, giving directly to us or doing various employee or consumer programs. and even $25 helps. global giving makes sure it gets to the ground right away, we'vetive percented already -- disbursed already thousands of dollars to japan. >> and there is great support right after the situation happens and then in some case it's will take years and years to build. how important is it to continue that support through the long haul and how long is the long haul when you look at something like this in japan right now? >> the situation is so complex it's difficult to say but we're definitely looking at years and years of recovering and rebuilding and re-election to help people get lives back where they were before. >> best website or way to help out? >> thank you so much, grewen. well this time of year many of us get motivated to get the little dusties from behind our couch and do some spring cleaning around the house. throwing out items that we don't need and finding better ways of storing whatever is left over. but it's a good idea to applying the principals to getting your financial house in order. that clutter could cost you time and money. and here to sort it out, portfolio manager at sbb capital partners. you caught us talking, trying to get advice here. good morning, nice to see you. >> thank you for having me. >> i think it's very clever, the financial spring cleaning and getting rid of the clutter. why is it a good time of year to do that? >> well a couple of reasons. when i was here three months ago we were talking about end of the year and if you year's resolutions so it's a good time to check in and see where we are with the resolutions and if we're kind of on track, that's great f. we're ahead of the game, fantastic. and if we're not where we thought we would be, that's an area of improvement. >> start over. you've passed over great tips. first of all, it seems to go against what we say, you say save financial statements for 7 years. >> it's a good idea to follow the same rule of thumb with your taxes and you want to keep importantly any documents that has cost basis information on an investment that you may need further down the road. anything beyond that, you can certainly shred. you don't want to throw it away because of identity theft concerns. so be sure to shred it. but to go forward to decrease clutter around your house, can you sign up for electronic statements, electronic confirmations and get your bills for your utilities sent electronically. >> and we should look for a broker who can do that. >> or a broker or a fought -- mutual fund. and they'll keep your information for 7 years. >> and it maybe seems frightening to think it's all there on a computer and not just a security risk but suppose something happens to that file? >> yes. most of the stuff, you can save the pdf on your desktop and most is housed in the cloud so to speak. so the actual company, if you log on to schwab or fidelity, there is another level of security and if your computer crashes, that doesn't effect the data. >> i have to start thinking like a younger person. automated savings. >> this is going back to its resolution. ifer not where you wanted to be, this is a great way to get started. and you can start -- the beauty is you can start with as little as $25 a month, $100 a month and you can automatically have the money moves to a checking or savings account or 529 account or ira. it's like the 401k, you never miss the money from a month to month basis because you never see it go. and this is the same idea with additional savings. and the other good thing is if you come upon hard times where you need the cash, you can turn it off or pause it. but in the meantime, it's getting you on the right track to accumulating some wealth. >> let me ask you, i try to do that and i put money in a different account but i see it right there when i log on to my online banking. is there another place that it can go that is not too -- too complicated that we can put moneys that not a 401, perhaps? >> the easiest thing to do is pick a good mutual fund company and choose a fund that is well- aligned that you can read a paragraph of the objective fund and if that matches with what you are trying to do, then every time you send that $50 it gets invested and will give you more bang for your buck than the money market. >> and a big tip. don't use your tax money for other things. so i can't buy a wardrobe?
