across the upper midwest coming up in a couple of minutes. allison and tony back to you upstairs. we begin now with breaking news. the world's most wanted money is out with a new terror tape. al jazz ear a television said they received an audio tape from osama bin laden. he threatens to kill french citizens for their participation in the war in afghanistan and a new french ban of covering veils. they say france is killing muslim women and children and said, quote, if you kill, you will be killed. the hunt is on for the gunman who shot at two military buildings in virginia and may have done it a third time. the fbi is connecting shootings at the marine corp museum and the pentagon. now investigators want to know if a shooting at a marine recruitment center is also connected. sarah simmons is live with more on the top story. >> reporter: that's a total of three shootings they are now looking at in the past nine days at different military buildings. now at this point, as you had mentioned, there was the shooting last tuesday at the pentagon but then it was october 17th that there was one at the marine corp museum in quantico. and now this third one, this is in chantilly, and investigators from the fbi have been there overnight. and if you take a live look right now at that area, it's metro tech drive, at this shopping center. it was a marine corp recruiting office. and the fbi in their investigation is far from over right now. they continue to gather evidence last night and well into the night at that recruiting facility. at least three shots were fired into the building at the shopping center. this happened sometime between 8:30 monday night and 8:30 tuesday morning. police say as marine recruiting officer stopped by to pick up a car and found the front window shattered by a bullet and that's the first time anybody realized what had happened. >> i didn't realize it until he came in and said do you have any damage in your window because somebody shot at ours. i went out and said, ohhh. we don't have any damage. >> reporter: and they don't know if this is linked to the previous shootings, the one at the marine corp museum and the pentagon but investigators say they have been able to link the earlier two. the same work of the same guy and also with a high powered rifle they believe was used to shoot at the windows in both locations. so the investigation continues into the third one in chantilly this morning. we're live near the pentagon. sarah simmons, back to you. new details in the murder of an american university professor. sue marcum was found dead in her bethesda home on monday morning. police say she died of blunt force trauma and there were signs of a break-in. officers caught deandrew hamlin driving the jeep cherokee belonging to marcum. he crashed while trying to alead officer -- to allude officers. he has a long wrap sheet and may have escaped from the juvenile departmentp rehabilitation services. levy's father took the stand yesterday and talked about his frantic search to find his daughter and suspected gary condit was involved but now believes it was ingmar guandique. a detective said he thought the investigation was too focused on gary condit. with less than a week to go before the november 2nd elections, the attacks are getting expensive and in some ways ugly. and as doug luzader reports from capitol hill, this could make life difficult on november 3rd. >> reporter: well forget the idea of the quiet mid-term election cycle. this one is already setting spending records and some of the attacks will be difficult to forget. take a look at this picture of president obama filling out his ab sentee ballot, doing an act that crosss party lines. >> you don't have -- you can't have the keys back. you can't drive. >> reporter: the president is now mired in this race. and on the other side of the head of the republican party is driving around the country in a "fire nancy pelosi" bus. >> and now they are sitting here saying, gee, what are we going to do. they are not talking about the health care reform that they voted because that is a death for them this november. >> reporter: and one candidate mailed out a scratch and sniff ad. >> reporter: the stench of washington the ad said. but as the smells subside there will be more republicans on capitol hill. >> we'll see truly divided government. when you add of course the filibuster end of the senate, there is not going to be any change of a partisan passing of laws on the senate side. so i think we'll see a great deal of struggle. >> reporter: a struggle not made easier by the kind of messages in play on both sides of the aisle. and all of this is a prelude to what republicans and democrats are preparing for. the 2012 presidential race. in washington, doug luzader, fox news. now president obama will hit the campaign trail in the commonwealth this week. the president is throwing his support behind congressman tom perilo. he's locked in a race with robert hurt. prince george's county is getting ready for the changing of the guard. rushern baker who is expected to succeed jack johnson announced the leader of his transition team. he has the help and knowledge of prince george's county. there is a lot to be done in the county and at the top of the list is education. >> my plan is to work with the superintendent to make sure we have quality instruction for prince george's county. we need to build a first class school system and i plan to spend the next four years working with the superintendent, the school board and parents to make sure that happens. >> as baker announced his transition, the prince george's county council killed a proposed 2% pay raise for nonunionized employees but it may kick up again next year when their fiscal picture is better. the workers cost nearly $2.5 million a year. several council members said they could not approve a raise until they saw other vacant positions. and those in the commonwealth should not expect any raises. there was lower revenue during the state economy. state workers will get a 3% bonus this fall. a freeze on high pentagon job promotions. gates was told to hold on to employees pending the closure of a camp. yesterday marked the restoration of the reflecting pool and took a stab at metro. >> sam, the key to understanding any city and how it works is the infrastructure. is washington's mass transit also an example of our nation's capital gone bad? >> no, question, john. i'm in washington subway. i'm sorry, the metro. i guess this is kind of near the mountain. more than 11,000 people live on that mountain. and in haiti, the number of people killed by the color out -- cholera outbreak is up to 280. the outbreak is sparking protests. u.n. peace keeping troops had to fire shots into the air after a crowd of protestors threw rocks at a treatment center. those people did not want the clinic set up in their neighborhood. well it looks like an energy drink but it packs more of a whole up -- wall up. and it has caffeine and alcohol. drinkers can keep on drinking. and it's also cheap. so if you can imagine it's catching on with younger drinkers. joining us with more on the dangers is yvonne brock, the director of the business development in chemical dependency in rockville. >> thank you for having me. >> when you are not in the world or the life that you hear about these drinks out there and something pops up and you think, wow, what is this? something new on the market that has been called what they say a blend of flavors, 12% alcohol, modern day ingredients such as caffeine packed into a huge 23.5-ounce can. tell us about for loco. >> this is one of the new energy drinks that they have out that combines alcohol and caffeine. it's very popular among college students and add ole essents -- add ole essents because they feel intoxicated and not passing out and getting drowsy. so the combination of the alcohol and the caffeine gives them a feeling that they can continue on and on and consume more and more. >> which, as we were talking off camera, can lead to your tolerance level being raised? >> absolutely. >> and that could lead to danger. tell us about that. >> one of the problems with it is that it can be very deceiving. alcohol, number one, is a depressant. the formula they have in for loco with the stimulants combined has an adverse reaction on the body. so what it does is it effects the central nervous system and it can cause quite a few problems. it can cause and lead to alcohol poisoning, itects -- it effects ability to drive and motor skills and lead to them passing out and eventually having a coma. and it's very -- how it effects the body, the reactions they have on it can be deadly. >> right. we often talk about the gateway drugs. >> absolutely. >> would this be considered one of those type? >> absolutely. alcohol is a gateway drug. the problem is deceiving because mixed with the caffeine it effects the body quicker than it would with just the alcohol and it puts the body into a shock because you have a stimulant and depressant at the same time >> and i said where does a person buy this and this is sold in a liquor store. it's called an energy drink but you find it at a liquor store. >> you will. the content is 12% alcohol and you can find it where they sell beer and wine and liquor stores. >> and parents are gone so you don't know, but how do we begin to talk about something like this. you deal with this all of the time. like i said, i haven't heard of this but your kids have. so how do we talk about these dangers and tell them the dangers of death, hospitalization. >> exactly. i think one of the main things is that with the urban legend, if you drink four of them it's equivalent to snorting cocaine. so that in itself, when you educate them about drugs and how drugs effect the body, when you talk about something very similar to this, you can relate and say, this is just as dangerous as snorting cocaine. >> there was also a quote and this one educator out west described it as one can as a six pack of beer and five cups of caffeine. what is the truth of that? what is the equivalent? >> to be honest it's equivalent of three to four beers. it also depends upon, when you look at blood alcohol concentration levels, it depends upon a person's weight, if they've eaten. so it has different reactions on different people. >> but the bottom line is you would not recommend drinking this. >> absolutely not. >> and thank you so much. >> thank you for destroyed and trees sheered in half. there were twisted pieces of sheet metal, the storm leaving a clear path of debris. in wisconsin, things blocking this woman's way to work. >> i didn't make it. >> reporter: his job site has a huge hole in the roof. heather's hand is in a brace, she fell while running to safety. as outages continue, it's tough work for crews paid to be out in the element. >> we are standing on the ground and the wind is pushing us around. imagine being in a bucket truck 20 or 30 feet up above a power line trying to deal with wires that -- that may or may not be live and that's an incredible challenge. >> reporter: drivers of big vehicles were asked to watch out as high winds kicked in. >> the truck is all over the road. have to fight to keep it in the lane, especially in an open area. i can only imagine what it would be like driving a semi- truck right now. >> reporter: as many as 31 states were under some sort of weather advisories, from blizzards to thunderstorms to tornadoes. ainsley earhart, fox news. >> quite the storm system. and really a massive system when you see how far it extends from the northern plains down into the south. >> very, very intense. the pressure was low. it was 157 millibars and that's low. the winds never measure -- but still intense. but now we have blizzards fly ago cross portions of the dakotas. so winter has returned. >> out there. >> out hereumer -- out here it is summery. did you see the sunshine? >> yes. >> we still have rain showers falling and thunderstorm activity to the south and east of fredericksberg. nothing flashing right now. we are not done with rain south and east of the city down toward la plata, leonardtown and across the bay and cambridge and easton. here in washington getting a break. we may see some sunshine start to work into the picture. but not quite done yet. we still have more rain off to the south and west and it is possible to ride along that front. let's push on, if not a few more showers during the course of the day. here is your satellite radar. some of this could slip back into the washington area so bring along an umbrella just in case but the good news is i think the worst of the rain and the thunderstorm activity now behind us. the red box to the south of rich monday is a tornado watch box in effect until 10:00 this morning. so this is a major storm system. we've been talking about it for the last couple of days. there is the area of low pressure reaching 957 millibars yesterday afternoon and now look at what is happening. 60 mile-per-hour winds, a lot of snow on the back side of this. they are expecting up to eight inches in the dakotas later today. so old man winter is back with a vengence. and 70 degrees now. cooler air off to the north and west. that will get in here the next couple of days. 51 in pittsburgh. 49 in cincinnati. so we'll have a gradual cooldown starting later today and your really going to notice it starting tomorrow night and friday. 75, mostly cloudy skies and again maybe a few more showers or a thunderstorm. i think for the most part we should be done with most of it. cooler tonight, 58. and tomorrow looks great, 73 with mostly sunny skies. the cool air gets in here thursday night and friday. friday we'll struggle to 60 and a cold one friday night and saturday morning. most of us in the charlie sheen. the actor has been released from the hospital after allegedly getting drunk and crashing a new york city hotel room. >> i thought it was medication. >> he was allergic to his every other day we're talking about him. but if you have the photos up of his hotel room, we have a bunch of inside shots exclusively. you can see the bed all trashed and chairs flipped over and basically apparently what happened is he went home with some unidentified woman, she ended up being in the hotel room with him. he got crazy. she locked herself in the bathroom, called security. security called the cops and they showed up and he was naked in the hotel room and it was trashed and they said well we'll either take to you jail or the hospital and he said the hospital. he didn't seem mentally stable. but we've been talking to people in his life and they've been worried about him. his friends have been trying to do interventions saying we need to get your life back on track and get you to stop drinking because he's got a huge career. you don't want to mess that up. and any way, the creators of two and a half men, the big executives sent a jet out and got him from new york and flown him back to l.a. and they want him out of the scene and back to work. he has a movie he's doing a cameo on for a friend this week and everyone wants to get him back on track because he was only eight days away from completing the probation for the whole aspen incident. so we're like we hope you didn't mess that up. >> well he messed up. dax, tell us about the chandelier. was he swinging from it when he broke it. i hear it was $8,000. >> i have no idea what he was doing and why the chandelier was broken. but i won't -- it would be interesting to be a fly on the wall of that thing. she was hanging out with him all week. so it wasn't like she has a bad relationship with him at this point. they were all around new york, going to plays, restaurants. obviously there for the girls. but i think she does snicker to herself a little bit in regards to, i've told you guys how crazy he can be and now you're seeing it. >> that's very unfortunate. >> but we like two and a half >> yeah. >> it starts at 7:57 p.m. the baltimore based school sisters of notre dame is auctioning the most sought- after baseball card ever. someone donated a honeus wagner card. only about 60 are known to exist. this one is expected to fetch up to $200,000. a wagner card in mint condition sold for $8.2 million a year ago. this one is in poor shape but they are so rare it will still get six figures. >> it's one of the first ones, it's like a drawing. >> interesting. on this sports field -- okay. want to help me with this. >> sure. on the sports field, in the classroom and on the computer, it seems bullying becomes a more serious problem. >> i can take over now. up next, a closer look at the issue and what's been done to help out. and then the washington international horse show is underway. holly morris is there with a look at competition. stay with us. welcome back. well president barack obama is kicking off a new campaign to put an end to bullying. the new campaign targets schools, colleges and universities driving home the fact that tolerating bullying of any kind is a violation of one's civil rights. the bottom line here is every student should feel safe. >> we have to dispel this belief that bullying is a rite of passage. it is not. we have an obligation to make sure our schools are safe for all of our kids. and to every young person out there, you need to know if you are in trouble, there are who can help. >> in maryland, frederick county public schools are arming students, parents and teachers with the knowledge and resources to fight bullying. they teamed up with experts last night for a panel discussion about bullying and cyber bullying. >> bullying is taking place on all venues. on the computers, on the playground, in the classroom, cameras on our phones, voice mail and technology is a big part of this increase in bullying. >> that program was organized by good will industries good guys youth mentoring initiative. so what is it like for students these days? stacy cohan sat down with youngsters to find out. >> reporter: these are the people politicians aim to protect and so they are the ones we will let do the talking. the saint elizabeth students in grades 2-8 arein -- are informed and candid. >> what is bullying to you. >> it's people ganging up on another person and singling them out of the ordinary. like finding their flaws and pointing them out to them. >> it's people calling each other names or somebody saying, you're weird, wear weird stuff every day. >> when you're little it's not as a big deal when you are growing up. like oh, you love the color pink, huh, huh. but when you are growing up its like i don't like your clothes. >> if somebody is having problems at home they are jealous of other kids having a good life. they look at them like he's got a great life and why don't i make his life like mine. >> social network stuff is just helping people in more ways to bully people. >> you're not face-to-face with someone so you feel you can say more to them and not feel anything. >> reporter: like many schools the halls of saint elizabeths in rockville are filled with anti-bullying signs and slogans but how much do we know. >> and how much is the reality of how much children share with their parents. >> probably not very much. because they feel they don't need to know. >> if was really bad i would tell my parents because i want it to stop. >> i think if you're being bullied it really matters for you, but students that don't take part in bullying and aren't bullies themselves, they just kind of ignore it. >> if a grown up doesn't see it and they tell, they may not believe you fully and since they didn't see it, the bully might be able to tell -- make up some story so the grown-up thing -- thinks that's real. >> if you they will them he's being mean to me, they can make up their own story and say, no, i didn't do that. he started it first. >> some well-spoken young people there. all of the young folks told stacy that bullying is op more -- often more emotional than physical. >> powerful! >> yes. and hopefully with the attention put on it, we can put it to an end. it can be damaging. time now is 9:49 and it is 73 degrees on this wednesday morning. the washington international horse show brings top horses and riders from the united states and abroad to our nation's capital. >> holly morris is meeting some of the participants today at the verizon center. hey, holly. >> reporter: see that participant right there, that is the last one of the group. timing is everything, right. there were 13 riders competing in this particular class that we were watching. but maybe if we're lucky we'll see the winners being brought out. but what you are seeing right now is the beautiful course that the riders were on and i know it was put together by richard jeffy, a course designer, who flew over from the south coast of england to do it. good to see you. >> good to be back. >> reporter: it's wonderful to see your work. do you ever get tired of doing it? >> no. otherwise i wouldn't be here. and horses from day-to-day they jump different and go different. that's the unexpected of horses. you never know what will happen. >> reporter: this guy talks the talk and i think our winners are coming out as we speak. you were out there, i saw you measuring the distance and making sure everything is good. what goes through your mind as you lay out a course and set it up. >> it's different than the regular show jumping because the judges are judging on style but i have to try to find the perfect course and this morning we've seen three different passes and these are horses at different stages of their developments and age groups. so the first group jumping about 3-foot high but then as the jumps go higher we increase the distances to account for the striding of the horse. >> reporter: so what brings you the most joy? is it seeing a rider tackle a difficult course and you're like i've challenged them and they've done it or you tell me? >> probably perfection. you want to make the course look as good as you can to make the horses look as good as they can. and a horse just got 90 and i think that's the highest score all week here. and the fact they can come out and ride the horse perfectly and make the horse look super, that's what it's about. >> reporter: when you see a score like 90, do you think you should have made it tougher. >> oh, no, not here. next week when we do the grand prix, the winner is a whole different story. but for the hunters, it's looking for perfection and the best start of riding. >> reporter: and you have to be careful of materials because you want it to be sturdy and one that breaks away if they hit it too far. >> safety is the absolute most important. and when i came here to washington, probably 15 years ago, we would have jumps that if a horse hit it properly it would fall over. and there is a new thing now that all of the back rails have a breakaway cup and the cups drop out and the horses are much safer. so over the years the sport has gotten safer. >> reporter: thank you. richard thank you for sharing your talent. and if you think why are they doing this?
