steve chenevey. we take a look at live pictures from chile as they have just brought to surface the 9th of 33 miners. that's one of his loved ones. each miner allowed to have two loved ones to be the first they see. we believe this is mario gomez. he is the oldest miner that was trapped for some 33 days -- or one of the 33 men trapped. he is 63 years old. [ applause ] >> you see him giving the thumbs up. the flag of chile. we see the loved one there waiting. just a little bit more on this gentleman. we learned that a lesser to his wife was one of the first items coming out of the mine and it said they are all okay. now proof today they will be reunited today. >> when they first put that -- were able to reach them for the first time with that first shaft, he said put the letter in the mine and send it to his surface and it was to his wife and that was the first time the outside world realized they were okay. the personnel giving him a quick checkover. he's been in the mining business for 12 decades and started mining when he was 12. the last couple are the ones that have had illness or weaknesses. they wanted to make sure they were among the first to get out of the mine. he also lost a couple of fingers in a previous mine incident so this has been his life for the last 51 years. and -- and he was supposed to retire, within days of retiring before he got trapped underground and he went underground to test a new truck and see how that worked underground and it just happened to be the wrong place and wrong time. he was there when the collapse happened. that's where he's been. but there being reunited with his wife. >> you know they say perhaps there are no accidents. we told he became the spiritual leader down there as one of the older gentlemen down there requested a cross and a few statuettes. he was down there to be one of the 33 trapped miners and perhaps offered some solace as you see him praying there as we watch him do this. >> he will be whisked off by the medical personnel to get checked over and decide if he needs immediate treatment or be held for observation for the next 48 hours which is the pattern for the miners who have come so far. mario gomez, the 9th miner to be rescued. these started at 11:00 last night and it's just under the rate of one per hour. we'll stay on this throughout the morning and continue with the live coverage as they bring more and more miners to the surface. but a very happy mario gomez raising his arms there, saying his little prayer and thanking everybody who helped bring him up from underground. >> a world is united today as we watch this. in the meantime, let's check on our local forecast and turns things over to tony perkins. the world has been filled with wonderful moments so far. >> it's good to watch. tough not to get checked up watching that. let's turn our attention to the weather conditions. wild have a -- we'll have a fine day but expect cooler air. here is a look at the satellite radar. this is a good am edge because you can -- a good image because you can see some clouds streaming through but for the most part, mostly sunny skies and a very pretty day. a cool start, 56 degrees in the nation's capital. 52 in baltimore. 52 at dulles airport. patuxent naval air station is at 58 degrees. hagerstown maryland is at 46 degrees. your forecast for today, a lot of sunshine and much cooler. we look for highs today in the upper 60s to about 70 degrees. that's a look at what is happening with the weather. we'll have more for you coming up in a little bit. right now let's look at traffic with julie wright. we'll start off in virginia. it's been busy, especially on 66 where we had the crash at the virginia visitor's center and that's moved to the shoulder. now behind me, this is the camera we move from 50 fair oaks. right here accident activity with fire and rescue showing up, right side of the road blocked off so again on the brakes leaving 7100 headed eastbound in the direction of 123. we've been talking about the change in the traffic pattern in the tysons area. it has happened. the ramp from 123 northbound to the inner loop of the beltway is closed for this long-term construction project. so now to exit on to the inner loop, from northbound 123, you will now share the ramp with the commute coming off of southbound 123. so it is a change. it will be complicated but again you can access the inner loop. traveling the outer loop of the beltway, you'll find delays out of montgomery county leaving 95 to georgia. southbound 270 delays out of germantown and out of mva and again through rockville. that's a check of your fox 5 on- time traffic. we'll get back to the chile mine rescue in just a moment. but we begin with breaking news from northeast washington. right now d.c. police confirm that one person has been shot near a department of public works facility at 1241 w. street. there are reports a second person has been shot at this location. we don't know the extent of their injuries. we're looking at live pictures of what is happening there on w. street. we're hearing the gunman was wearing a d.p.w. uniform and has not been caught. right now workers cannot get into the facility. it is roped off by d.c. police. we have crews on the scene and we'll bring you more as we get it into the station. now back to our breaking news out of chile this morning as one by one the miners who have been trapped underground in the mine for two months are now finally being brought to the surface. you are looking at the san jose mine in chile when the rescue operation began at 11:00 last night. a custom made capsule has carried the 9th miner, mario gomez, to the surface. 28 more wait below. some have been calm and others have been more emotional such as this one. [ chanting ] [ cheering and applause ] >> you would think they want to keep the cheerleader down there to keep the spirits up. but he was the second one out of the mine. and a similar scene here in the district last night at the chilean embassy gathered to watch. we want to get a better understanding of the mine rescue and some of the technology that is going into freeing the miners still left underground so let's head to virginia tech university and check in with eric westman from virginia tech in the department of mining and minerals engineering. hi, eric. >> hi, how are you. >> this is so fascinating. to us that are not as educated as you and your colleagues. this looks like a lot of work to locating them and getting them out, isn't it? >> it really is. and you have to take your hat off to the chileans. they have done an outstanding job of taking care of every last detail and doing a safe, careful job. >> how do they locate them and decide what size shaft to drill and what size capsule they need to get them out of there? >> i think they had a good idea of where the -- the cave-in was and they have an idea where the openings are underground. now the size of the capsule is similar to the one used in que creek in pennsylvania a few years ago. >> i covered that story extensively when i was in pennsylvania and a day of great excitement. since that time, it's been a decade since that happened. now we're seeing more technology advancements. what do we see now for the future as we look to mining, which is not just in chile, but here in the u.s. continues to be such a huge thing. >> mining is important. and so with the electronics and everything we use day-to-day we take for granted all of the minerals that are involved in that. and we are seeing an increase in technology that is available for the ability to visualize what is going on ahead of the mining operation, better information about the ground stability and the technology is actually being adapted from the medical field to allow us to better understand the conditions in the rock around the excavation. >> as we wrap things up, eric, what do we learn from this? we look at great joy seeing the men come out alive and healthy. what will we learn from what happened in chile? >> any time you have a success on this order, there are a number of lessons that can come out of it, but one is just not give up hope, take care of the details and do the best that we can to keep people safe. >> well, eric, we appreciate you joining us this morning. best wishes for you and your colleagues in virginia this morning. d.c. school chancellor michelle rhee plans to step down. an official announcement is set for this morning. gurvir dhindsa live back in studio with more now. >> reporter: good morning. michelle rhee spent three years on the job and now she said she is leaving. news broke last night as vincent gray was holding his third town hall meeting. sources tell fox 5 news that the two couldn't agree to work together so michelle rhee is going to walk away from the school system in the middle of a radical reform. the two met after the election on september 23rd. michelle rhee walked out of gray's office tight-lipped. she's faced criticism for firings and accused of manipulating dollars within the school budget. during the election michelle rhee campaigned for adrian fenty and called his loss devastating for the children of washington. her announcement is expected at 10:30 this morning at a news conference at mayflower hotel. this comes a few months into the new school year. fox 5 did speak with the former d.c. school president on the decision and she said she was surprised. that is peggy cooper kay fritz who say that. kiah henderson will fill in. the d.c. school website said henderson has been in charge of human capital. she was vice president with a teacher profit. the announcement of a permanent placement is not expected until november. we'll have live coverage of the education. cuts that will lay off teachers and increase class sizes. that's not a budget. and bob ehrlich's not the kind of leader... we can trust. we continue to follow breaking news. huge breaking news out of chile this morning. moments ago a 9th miner was rescued. 24 remain underground for now. rescue crews are bringing the miners to the surface and greeted by family members. i believe two are allowed at the site. as well as cheering onlookers. the chile health minister said eight of the miners have been checked out and they have in good health. the half mile trip to the surface is happening quicker than predicted because the capsule isn't rotating like they expected. so far there has only been one- half hour delay so they could change the spring-loaded wheels. we have complete coverage and pictures video and diagrams on myfoxdc.com. and that wheel is steady, so i guess we're right in the middle of another rescue. >> the capsule is still there at the surface so they are getting ready to lower it back into the mine to pick up miner number 10 and bring him back to the surface. so that whole process will take 30 minutes or so. so at some point before 8:00 we should see miner number 10 back on the surface. >> in the meantime about 7:18 on this day of -- can we call it a day of transition? it was nice yesterday. >> yeah. >> tomorrow will not be so nice. >> today is okay. i think it will be another pretty day and cool. that's what we have to get used to. i know you've enjoyed the warmth. >> i have. >> starting today the highs in the 60s, maybe 70 today but that's about it. let's take a look at the current temperatures around the region. they've dropped in parts of the area, as you might expect just before sunrise which has just occurred. 54 degrees at reagan national. 51 at dulles and 51 at bwi marshall and there are some spots in the 40s. here is your national map. it's going to be mild to cool here. it's cold out west. 42 degrees in denver. 42 in salt lake city. boise, idaho, at 45 degrees. check out eugene, oregon, it is 39 degrees there this morning. and slowly but surely we'll see more of those temperatures. here is a look at the national map. the western u.s. is pretty quiet. we do have in the east plenty of cloud cover. so some precipitation just to the south across southern portions of virginia. a little frontal boundy moving through atlanta at this hour. we've got high pressure in control for the time being. that's going to start to break down tonight. here is your five-day forecast. high today 69 degrees. so obviously a cooler day. but with a good amount of sunshine. tomorrow rainy and clouds and even cooler. 62 degrees. it will be a raw type days, not real comfortable and downright windy on friday with morning showers, lot going on out there this morning. we have delays, route 1 college park toward georgia. southbound 95 slowing from 212 out of beltsville. the crash inbound 66 from fair oaks now pushed over to the shoulder so the lanes are open. change in the traffic pattern out of tysons. no longer can you access the inner loop from northbound 123. instead you make a left turn at a turn signal and now sharing the ramp with southbound 123 to exit on to the inner loop. there is a turn signal and that's helping to direct the traffic through the area but that is a change to get used to. inner loop slow from robinson terminal to 66. 270 on the brakes out of germantown past 370 and with delays from montrose road to the split. that's a check of your fox 5 on- time traffic. 7:20 now. let's give you more on the breaking news out of the district. a shooting in northeast in the last hour. d.c. police confirm that one person was shot near a department of public works facility. this is on w street. we're hearing reports of a second shooting victim. the shooter was wearing a d.p.w. uniform. detectives are not letting workers into the building. they are cordoned off the scene. we'll have a live report coming up. an attack outside of a bar near a university campus and the police are calling for a last call for the bar. the thirsty turtle patrons are said to be too drunk and they often include underage students. three students were stabbed during a fight at the bar. many were too drunk to give statements to police. now they want the liquor control board to shut the bar down. >> they serve 20-ounce drinks for $2. this is crazy. they're an attractive nuisance and harmful to the student body here at college park. >> college park is not always the safest area, but the violence like that, that happened last night, is kind of scary. right down the street from my house. >> police released this photo of the suspect. they are also asking anyone with information on this person or the expected to announce that she is stepping down. she's expected to make that announcement today. we'll look at what this means for the d.c. school system and what it may mean for the next move when we talk with former d.c. school board president peggy cooper kay fritz coming up. as we look at another mine rescue. you can see the wheel to the left means the capsule is going back down to the mine to pick up miner number 10. crews began bringing the first of the 33 miners up to the surface at about 11:00 last night. we'll check in live once again from the scene coming up next. it's now 7:27. it is 7:30 this wednesday morning and the entire world breathing a sigh of relief as one by one the trapped miners in chile are being brought to the surface. the rescue capsule attempting to pick up number 10. the 10th miner, believed to be alex vega, will be coming up shortly. once he is in the capsule it will take 15-20 minutes to bring him to the surface. we expect that to happen before 8:00 this morning. rescue effort started at about 11:00 last night and again so far nine miners have been rescued. so far, only one miner setback with the capsule. about a 30 minute delay to fix the wheels on the capsule but everything else has worked well so far. all of the miners are said to be in a good condition which is great news. and 24 miners still 2,000 feet underground. you can watch this people were shot on w. street northeast shortly before 6:30 this morning. here are live pictures of what is happening at the scene. investigators tell fox 5 that one victim is in critical condition, the other in stable condition at this hour. and no official word on the suspect, though we did have reports that the gunman was wearing a d.p.w. uniform. that person has not been caught that we are being told. right now workers can not get into the facility. it's been roped offer by d.c. police. let's check in with tony perkins and look at our forecast for today. another great day yesterday. >> degrees today. let's check the current temperatures around the region as we get off to a cool start. right now here in d.c., the current temperature is 54 degrees. got 55 down in quantico. and also 55 in cambridge, maryland. 46 in gaithersburg. 51 in dulles and culpeper virginia coming in at 52 degrees at this hour. here is a look at the satellite radar for the region. we have pretty much a mix of clouds and sun this morning. to the north sunnier skies. to the south more cloudy skies. and as the day progresses we'll get more sunshine working in here as the clouds suppress down to the south. got scattered rain showers across the southeastern united states. those won't impact us today as we expect high pressure to control our weather just for today. that changes though tomorrow as a frontal boundary will come through in advance of the front. rain showers will be squeezed out. we'll have a good amount of rain across much of the area during the day tomorrow and then cooler air comes in behind the front. essentially we'll have a nor'easter as the area of low pressure i showed you moves up the coast and brings rains in. also brings in wind from the north so i think a windy night tomorrow night and a windy day on friday. forecast for washington for today, enjoy it. plenty of sunshine. much cooler. high of about 69 degrees. but still a very nice day. then for tonight, cooler temperatures, maybe some overnight showers possible as that rain gets closer. we'll see an increase in cloudiness. your overnight low in town, 52 degrees which means many of you will be in the 40s on- time traffic. well elections are three weeks away now and mudslinging is the preferred form of exercising many campaigns and we're seeing the silly season is now upon us. joining us now democratic political strategist peter fenn. and republican strategist jim innocenzi. i want to start with west virginia. these ads, sometimes the candidates get overzealous. this first one, we'll look at it. this is an ad with governor mansion. and i'm going to ask you, is this questionable oro kay, what he's doing. you see him here with the rifle and the point being he's going to take aim at the issues and the tough talking. and my question, peter, for you, is this a good thing or a bad thing? and must we also consider the state, regardless of the party? >> you obviously do have to consider the state. this is a state right now that is not in very good shape for the president. his popularity there is one of the lowest of all of the states. the one issue that he's taking aim at, and he evidently hit, is the sign on cap and trade, saying he's going to be against cap and trade. he's trying to translate his popularity as governor to that he's going to take on washington and be an independent voice. he's not going to be a rubber stamp. jim has been pushing that pretty hard, doing a good job with his ads, talking about rubber stamp governor, becoming a rubber stamp senator and he's trying to take care of that. >> that's not fair. >> i'm just giving you a plug. >> i appreciate that. i'll mark that down on my calendar. and cap and trade is house bill 103 and now the governor feels like he has to tell everybody who he is and know all of these accusations aren't true. frankly i think the best part of the ad is that he's endorsed by the nra. the rest of the ad is mean spirited. the woman in my office are offended and it -- offended and it looks like he's going out to shoot somebody. and the president's popularity is down around 28%. joe mansion i think made a big miscalculation so far. he thought because he was a popular governor he would be a senator. he forget about the fact that it's a totally different set of issues on the federal rather than the local level. >> and no pun intended, but is his opponent shooting himself in the foot with his ad. >> that was not an ad. but what happened is the fashional party decided to produce a commercial. they hired an agency that hired a casting agency and the casting agency wrote the letter saying that -- >> they called for a type, and this is their words when they put up the cast, blue-collar hick type of west virginia and talking about the issues that are important. >> and then the campaign committee shot it down. >> this is the ad right here. >> there are the two "hickey" guys. this was a dumb move. and jim and i have been in this business a long time. i don't know what bone head firm did this. but you're going to get caught. it's going to come back to haunt you. and you know, it got bill clinton into the state. he came in and said, i'm a hick. they're calling me a hick. >> and he did call it ridiculous. >> and the campaign immediately asked for it to be pulled. they did pull the ad. but the different ad now. but peter is right, this is a distraction, like you are seeing across the country now by the democrats who some of which would like to trade places with the chilean miner because they are so -- >> they are coming up out of the mine. >> but what i think has happened is this is a distraction from the issues. instead of talking about issues we're going to talk about a memo. >> and that does happen and you get a lot of side issues out, the silly season we call it, prehalloween period. and going back to doug clinton, he said i came here because i think it's only fair that instead of florida having three senators, west virginia they shouldn't just have one senator, they should have two. and that was the reference to the fact that he lives in florida and the wife and kids live there. >> peter, if you are going to spread lies, get them correct. >> but his wife is registered in florida. >> she lives in florida. she can't vote for him. >> he pays taxes in florida. he pays taxes in west virginia and he has businesses in west virginia. again it's a distraction. >> we're sorting it out as we head to the poll. >> no one is talking about the jobs, the economy, health care. and so it's sort of like pay attention to the man behind the curtain, it's the wizard of oz going on here. >> got to end it here. so this will continue. we'll let you know, thank you very much, this is former d.c. school board president peggy cooper cafritz. good to have you here. >> good to be here. >> if we look back at the three years that michelle rhee was here, how would you evaluate the job she's done? >> well first of all, let me say that i'm really sorry that she's leaving after the school year has started just because of the children and i know that kids really, really hate change. >> some kind of continuity. >> and yet i think that michelle got some things done. there is not one thing that she has put forward that wasn't in the speech i made when i was sworn in as school board president. but we could not get done because we did not have the support. with the support and her gutsiness, she got it done. i do think you can get the same thing done with a bit more consensus. but make no mistake about it, it will be difficult and we have to continue down the rough road of reform. we have schools, particularly in ward 7 and 8, that have barely been touched in terms of results and product. and i think that as people begin to understand the nature of reform, they will thank michelle for. did she make any mistakes? of course she did. but everybody does that. i think she was extremely scared when she came here. i think everyone told her not to trust anybody, not to trust anybody. so she became a bit insolar. but she made historic changes and got them done and we have to appreciate that i think and wish her well. >> let's go back to what you said right off of the top and that is going back to the changes that you had called for in your first speech. now that's been a decade ago. >> yes. >> and now as you said, she's able to get some of the things done. it has certainly been a challenge over the past decade to get some things done. now with her leaving, how do you attack that challenge of staying on that path, on that pace to continue to get things done? >> well first of all, i don't think you backtrack at all. and i think we must all remember that the key is a really smart teacher in the classroom with the children, whether you're talking about pre-k, or great 12. you've got to have the spark teacher who has aspirations for her children. i have a friend who is a math teacher at ballou. she's a great teacher. she's very, very young. all of her kids got into college in the two years she was there and they absolutely loved her. so i mean, it's the research about the teacher and classroom. it's been out there for years. >> it's a very important point, but also very important is there has to be a leader in any situation. >> yes, there does. >> what, in your opinion, and as somebody who has been there and head of the school board, what do you think that the city needs to look for now in the next leader or the next chancellor for d.c. schools? >> well i think the mayor has to decide that. and it depends in part on whether he decides to go outside of the system, or stay inside of the system. >> what characteristics, though, would you want to see? >> i want to see someone who -- who is very, very strong. i want to see someone who can analyze b.s. and see what is happening. i want to see someone who can really create something called all deliberate speed and give the kids the civil rights we've denied them of so many years. we must, must have a longer school day. absolutely. a longer school year. we have to have activities and clubs as a part of the curriculum. we have to have field trips that are tied into the curriculum. we must do those things. but first we must make sure that we have a topnotch teacher in every single classroom in the city. >> and we must make sure, as you said, we don't take any steps backward. >> not at all. not even an inch. >> so good to have you with us. arts are struggling so much and it's good to see kids wanting to be a part tv and being allowed to be a part of it. >> we're hoping that this will be a show case where we can increase the number of bands come out on saturday. we have three this morning and we're going to start with the gwen park high school yellow jackets and william lake is the director. how are you? >> hello. >> what are your applause ] that is one of the chilean miners, very enthusiastic because he is above ground and celebrating the rescue of his comrades. the 33 men are being pulled back up one by one. our live coverage of this ground breaking event occurred here at 8:00. and fox 5 has learned that school chancellor michelle rhee is calling it quits. an official announcement is expected at 10:30 this morning. we'll have more on that and plus reaction from george parker, the president of the washington teachers union. he'll join us ahead here at 8:00. good morning and thank you for being with us. i'm steve chenevey. >> and i'm allison seymour. and we're following breaking news in the district. a shooting at the department of public works in northeast. d.c. police confirmed two people were shot in the parking lot of the dpw facility. this happened before 6:30 this morning. one victim is in critical condition. the other is in stable condition. no official word on the suspect, though we had reports that the gunman was wearing a dpw uniform. that person has not been caught that we know of here in the news room. right now workers cannot get into the facility. it has been roped off by d.c. police. >> we do have a crew down there and we'll check in with them later. but first let's check in with tony perkins and look at the forecast for the mid week. >> not a bad forecast today. we'll see cooler temperatures and a lot of sunshine. i stepped outside a short time ago, it's cool and pretty with mostly sunny skies. take a look at the satellite radar. there are just a couple of clouds here and there. skies are primarily clear. the clouds are being suppressed down to the south across southern virginia. it's cloudy. in fact they've had rain and some thunderstorm activity in southern virginia. but not here. we are free of that. we could see some rain showers late tonight and then certainly during the day tomorrow. here is a look at the temperatures across the region. 54 in the district. so a cool start to the day. 50 in baltimore. 61 at dulles. ocean city is at 51 and winchester is at 49. your forecast for today, a lot of sunshine today. but much cooler as opposed to a high in the 80s. on- time traffic. an amazing story continuing to play out this morning in chile. one by one that missile-shaped escape capsule pulling 33 miners to fresh air and freedom. >> here is a live look at the san jose mine in chile where the men have been trapped a half mile underground for two and a half months after 700,000 tons of rock collapsed sealing them in. so far ten miners have been pulled to safety. first one out was florencia avalos to wore sunglasses to protect his eyes from the light. he's sobbing and hugging his 7- year-old son. and the president and his wife there. >> and the second person could be heard before the capsule surfaces and then handed some souvenir rocks to the president of chile and then jumped up and down. >> the third, an electrical men amic was pulled out an hour later and then the youngest miner, jimmy sanchez was 5th. >> next was a man who turned 47 on monday and he was a diabetes -- a dia bettic -- a dia bettic but he was fine. >> and shortly after 7 the oldest miner was pulled out. he is 63 years old and getting ready for retirement when the man collapsed. after a tearful reunion with his wife, he was put on oxygen. he suffered from black lung disease and only has two fingers on one hand due to previous mining accidents. and then live moments ago, alex vega salazar was pulled out. he is 31 years old and a heavy machinery mechanic. his father also was a miner. he's married and worked in the mines for nine years. he also suffered from hypertension and has kidney problems. the last few miners who have come out have been among those with existing health issues. so ten miners up so far. another 23 to go. we're expecting the next to be pulled up within 45 minutes. other stories we're following this morning. the president praising the rescuers including a team from berlin, pennsylvania. that's who built and managed the piston drive hammers that pounded the hole open. >> chile is promising the care of the miners will not end for six months, not until they can be sure that even miner has been readjusted and that could take some time. coming up, lisa van sustern joins us in studio with more on the battle still ahead for the 33 men. another big story we're following this morning. school chancellor michelle rhee now calling it quits after three years on the job. the official announcement expected to come in just under 2.5 hours from mayor elect vincent gray. he'll hold a news conference with michelle rhee and outgoing mayor adrian fenty at the mayflower hotel. >> her future has been in question. word is that michelle rhee will leave her post at the end of the month. deputy chancellor kiah henderson will fill in. the school website said henderson has been in charge of human capital. she was previously a vice president with the new teacher project nonprofit that michelle rhee founded before coming to d.c. the announcement of a permanent replacement is not expected until november. joining us now karen gray houston who helped break the story last night. >> love being here in the morn. this played out as some would expected. but the timing different than some would guess. >> this wasn't a surprise. we knew this was coming. you talked about the meeting gray had with michelle rhee. i wasn't there that day but people who were there said she came out looking like a ghost and looked shaken. i don't know if she got bad news in this meeting. the way they are painting this is that it's a mutual decision but you knew there was a relationship problem there for a while. michelle rhee campaigned for adrian fenty during the primary. some people thought that was hurting the edge of of the violation act that bars federal government employees from campaigning. she said it was going to be devastating for d.c. public school kids if -- the gray win would be devastating and she had to clean that up. so we knew this was getting to be rocky. and that was a distraction. every place we went, reporters, teachers, parents were asking vincent gray if she is staying or going? so now it's not a distraction. >> it comes after the school year has already started but with the timing of the election cycle is tough to manage. karen, you covered d.c. politics for a long time, how much pressure is on vincent gray to pick the right person to replace her? >> a lot of pressure. and i think people think he will pick the right person. that there is probably going to be a nationwide search and look really closer in. there are people suggesting that kiah henderson who was michelle rhee's number two person might be a good person to stay in there permanently. i don't know about that. the teachers union liked her. she's -- she worked very closely with michelle rhee before she came on board here. in fact, she was probably the first major appointment that michelle rhee made. but they liked her during the negotiations and people respect the job she's doing. don't know that she'll be the person. there are people who are suggesting robert bobb under tony williams. he went on to head up the school board and he's now doing some work with the detroit school system. don't know if he'll be the person. look for jamie. he's leaving the school system in newark. so there is probably just going to be a search. >> lots more to ask, including, and i'm going to sneak this in, did he have to do this for his base and for people that voted for him and for character that was found. >> you're assuming that she did -- that he did this and she had no say. >> but does it help? >> the teachers union back gray. people are still angry and there is rancor about the firing of teachers and so it didn't hurt that this happen now and sooner rather than later. >> karen, thank you so much. she's going to cover it more morning. >> reporter: good morning, steve and allison. what we are hearing from police, chief cathy lanier gave us an update on the scene. several police officers are still here investigating this morning. but here is the latest update. we know that two people, two department of public works employees were shot at the parking lot at this facility. this is the 1200 block of w. street northeast. you're taking a look at video now that just came into us a moment ago. the two people that were shot, one is in good condition, the other in very grave condition. now witnesses are telling police that the gunman was wearing some sort of uniform. that's what police are confirming to us right now. we have heard reports that it was a department of public works uniform that this individual was wearing. but what they are telling us for sure right now is that they were wearing a uniform. that person is still on the loose -- the shooter is. the two people that were shot were public works -- were employees of the department of public works and that there was some sort of dispute here at the workplace. that is what chief lanier was telling us. at this point workers have not been allowed back into the building here in the background, but they are still investigating and trying to track down where the suspect took off. two people shot. one in serious and one in grave condition, taken to the hospital. but again, though, the other thing is there were surveillance cameras in the area here. several other businesses besides the dpw facility, we understand they will take a look at those cameras and seeing if they can get any evidence from that and see if that shooting was indeed caught on camera. they don't know right now. they are in the early stages. we'll bring you more details as latest on-time traffic. it hasn't been easy on the roads this morning. still dealing with delays out of germantown toward rockville and toward the lane divide. they were checking for a crash at montrose and came up empty handed so the main line is open. may have a stalled car here. now moving slow by but surely in the locals continuing southbound south of 28. northbound 395 delays out of newington. extending up toward duke street and beyond shirlington. cross over the 14th street bridge. crash at telegraph road. outer loop slows into the sunshine leaving van dorn. that's a check of your fox 5 on- time traffic. it is 8:17 right now as we look at live pictures of the capsule heading back up with miner number 11 inside right now. so it's 8:18 right now. it takes about 15 or 20 minutes for that capsule to get back up to the surface to cover the 2,000 feet. so we should have miner number 11 back on the surface a little bit after 8:30 this morning. after all of this time underground though, a new ordeal may be awaiting the miners as their normal lives resume. >> joining us now to discuss the perhaps rocky road that may be ahead, dr. lisa van sustern a psychiatrist who has worked with victims of -- severe trauma. and we use rocky roads, but is there a prototype for someone in this similar situation for a long period of time? >> no. it will depend on the miner himself and the person who went down will ultimately be the first person to come back up. the situation will be different and there will be a gap that he'll have to close and can either make wise decisions or do some dumb stuff and i'm sure we'll see a little bit of both. >> well speaking of decisions made, we've seen everything from people getting engaged or accepting proposals while underground. i'm sure there have been many more promises that have been made. if you think about being in a situation like that, you don't know how the rest of your life will come out, if it will continue at all. now they face the task of being back in the real world. will they honor these statements and commitments they made in the meantime. >> if they act quickly, they probably will. there is a a momentum that is surreal of the reese coup and the relief that they are live and well and the international community gathered around them and that will carry them a great deal. but eventually the girlfriend that got proposed to, we'll see how that works out, whether she agreed to marry him because of who he was or who he became will mean the difference between a success or not. and then of course the issue of a girlfriend and a wife showing up at the mine. so there are some wrinkles here. but we're obviously thrilled today that the community around the world was behind them and that their returning safely. this is a real thrill. >> you spoke to the personnel that goes down, it is the personality that comes up. we've seen a wild swing of emotion as. one gentleman falling to his knees and praying and we heard he's the spiritual leader. the second person leading the crowd in a chant. and my question is what about the family members. we've seen little kids at the scene. what is their adjustment period like now that the personalities are back and they might be bigger personalities? >> well that's the issue, is that the world doesn't want them to be hereos and the family -- heroes and the family is there in -- not a circus, but a circus-like atmosphere and everyone is excited and wearing hats so they'll buy into this initially and then of course the temperment of all of the people will come out as the cameras recede and we go on to the next big story. >> we expect everybody to respond differently again on their personalities as to how they adjust to life back on the surface. how much of a difference does it make as far as their mental state or somebody with a stronger mental state before this happened as to how well this adjustment period may be now. >> well that's going to be critical, because the resilient people will come back people very resilient. they'll see this in all its perspective and they'll be getting help from experts to help them realize what has happened to them and what the implications and demands are. but we will see those personality traits that we saw down in the mine, leadership or interest in religious aspects or all of the other attendant attributes, we'll see those coming back up once they get on the stage here. although it will take some time perhaps for some of the excitement to wear down and see that more clearly. public works facility no northeast appears to be a work-place dispute. that's the word from police chief cathy lanier who confirmed two workers were shot at the dpw facility around 6:20 a.m. one is in grave condition. the other is in good condition. we're going to have a live report from the scene coming up at 9:00. heartwarming reunion for a miner and his wife just about 30 minutes ago. he was the 10th miner to be rescued from the collapse mine in chile. the 11th miner now on his way back up, should be back up within the next 15 minutes. crews began bringing the miners up one by one to the surface in a custom-made capsule around 11:00 last night. in addition to the one on his way up right now, there is another 22 still underground. so far the miners are said to be healthy and the rescue operations have gone smoothly. >> and d.c. school chancellor michelle rhee is stepping down after three years on the job. an official announcement is expected at 10:30 this morning from mayor elect vince gray. he will be holding a news conference with michelle rhee and outgoing mayor adrian fenty at the mayflower hotel and you can catch it here on myfoxdc.com and on fox 5 news. not a bad day. >> toward st. louis and chicago. it will get in here later tonight and watch an area of low pressure blow up off of the delmarva peninsula and tear up the coast and that will be a nor'easter for tomorrow. so bottom line, rain in the forecast for our thursday and cool temperatures with blustery winds around here by tomorrow afternoon. forecast, lots of sunshine and cooler. 69 degrees your afternoon high temperature. and again the next couple of days you can see that as we get into the daytime tome -- tomorrow, plenty of rain shower activity. weekend forecast doesn't look bad, particularly on sunday, highs in the low to mid-60s on saturday, supper 60s by sunday. back to you. miner number 11 just brought to the surface. he is 56-year-old jorge galig os. comes from a family of 13 brothers. so you know he's used to being around a bunch of guys but didn't expect to be with 32 others down in the mine for the last couple of months. he is -- we've mentioned they have been bringing up some of the folks who have medical issues. he's one person they were worried about because in one of the videos that we saw down there, as he gets hugs from family members and coworkers, he said he didn't feel well. this is a gentleman with serious back and rib injuries recently before he went down into the mine. and he also suffers from hypertension. so they are particularly worried about him. but at this point, he looks good. he is back on the surface. he's been working in that mine for 30 years. so you get the feeling somebody that can handle making a living underground for 30 years will come out okay. and interestingly enough he has a love for folk music and he said send some music down here in the mine. >> music does have a healing power and it kept his spirits up. >> everybody has their own story. so 11 miners underground and they'll take a short break and send the capsule back down and you'll see it here from chile. this is october and national disability awareness month and warrenton, virginia, opened up a new playground. >> it is one of two in the state that meets guidelines for special needs kids. it's called the claude more fun for all playground and gurvir recently checked it out and here is what she found. >> reporter: on a picture perfect day the park is bustling with young children and parents and grand parents. the emphasis here is on all. >> you can't tell the physical from the nonphysical. >> reporter: children with special needs playing alongside other children. >> oh, my goodness. >> reporter: watching 2-year- old max who has an undiagnosed rare condition. >> this offers him so much colors, textures, feel and an opportunity to learn how to go up and down ramps and steps. and just -- we don't have anything close to this. and so i would take him to parks but it was limiting. >> reporter: helping children reach beyond their limitations was a dream for linda redos 18- year-old daughter has autism and is visually impaired. >> i see myself as an advocate for my daughter and my family and any family with a child with special needs. and i just think you have to gain as much knowledge about the disability that she has and no woe is me. just pursue your dreams. >> after three years of fundraising, if september linda's dream became a reality. one of only two playgrounds, this has a special certification. >> op times in my work i'm asked to access environments for kids and people are surprised at how many little things can impede a childs a access. >> reporter: kelly hill is a physical therapist who served on the a committee who brought this playground to life. >> for kids that can't see well, it places objects in proximity. and with the surface we are walking on right now, it allows crutches to be planted firmly or wheels to roll smoothly. for kids it has sensory issues. it provides strong visual queues and places for them to go and calm. >> reporter: perhaps more importantly for many children this playground is one place they find common ground with other youngsters. >> look rebecca. you can turn this for me. >> reporter: it's opened up the world for 11 and a half-year- old rebecca who has angelman's syndrome. >> just being able to play with other children made her very happy. so many times when we are at other playgrounds, he's the only special needs child there. >> and parents like tammy can rest assured that their children are playing in a safe environment. >> the playground officially opened in mid-september in large part with a helicopter of private donations and they still getting at some of the problems and issues, like analyzing what we need to do to repair and replace the escalators to make that better. >> the report also found that safety findings were immediately on fox 5 morning news. stay with us. ce one of our top stories right now. fox 5 has learned that d.c. school chancellor michelle rhee is calling it quits. >> joining us in studio now, george parker president of the washington teachers union. good morning. >> good morning. >> your reaction to this news? >> i think we should all commend chancellor michelle rhee for making the decision sooner rather than later. it helps the school system move on. i think a state of uncertainty could put the school system that can't move forward so she should be congratulated on making a decision. but if deputy chancellor tye henderson is appointed, i think that is a great step forward because she has the same type of aggressive agenda in terms of making schools better for kids but i think she's easier to get along with, a little more of a people person. >> how would you address it or describe the differences between the two where you feel like if -- and granted on an interim basis, how that would be with the teachers union? >> i think we've had a very good relationship with henderson and she's more inclusive in how she approaches things. but she's very aggressive and serious about reform. >> the qualities that you would like to see in a new chancellor, be it ms. henderson or not, what are some of the things or lessoned learned as far as the cooperation and the washington teachers union and the chancellor. >> you have to be willing to be inclusive. you have to be willing to hear the voices of our teachers. because those are the practitioners in the classroom each and every day. i think that deputy chancellor henderson is more of an inclusive type person. though again she is definitely a very, very strong, reform- minded individual. >> and one of the controversy moves that michelle rhee was the elimination of 100 of teachers from the school system. is there any chance to get these people their jobs back? >> i think we would want to the mayor to look at the situation. none of us want teachers not performing in the classroom. the union doesn't want that. but we want our teachers to be treated and evaluated fairly and we want teachers in the classroom who are going to move our students forward. >> earlier peggy cooper cafritz was in the studio and she talked about the unfortunate aspect of the timing of the resignation. you said that it's a better thing because we know what will happen now. >> yes, i think so. i think that it is important to note what the chancellor is going to do. and i think for her to step forward and say she's going to be leaving, i think it takes away the suspension. we know how to move forward and that's a good thing for children. >> if i may, does that effect the child at all in the classroom or should this be seamless until the end of the 2010 or 2011 school year. >> i guess it would be a process. i think we could see a difference in terms of personality. i think that henderson is much more inclusive, and i think that would be good for both parents, teachers and students. >> we still don't know if this was a decision. we're being told it was mutual. we don't know if this was solely her decision or chairman gray's decision. we do know the teachers union supported gray for run in the mayor. did you know this would happen or expect this to happen or did you put any pressure on vincent gray to bring in a new chancellor. >> no. and if you know vincent gray, he's a very capable guy and he has his own ideas and opinions. i don't see the teachers union or anyone else telling gray what to do. we supported him because our numbers overwhelmingly supported gray and we've seen some problems with the mayor and the pagek of that on the union. and i think it's going to take all of us, the deputy chancellor who then becomes the chancellor, will take the teachers and the students and the parents to turn this system around and make it world class. >> and george parker, we appreciate you coming >> reporter: nothing beat the battles of the bands. especially when you are talking about marching bands. and one of the teams competing is the northwestern wild cats and devon smith joins me. and what year? >> a junior. >> reporter: how tough is it out there? do you get nervous? >> kind of. but it is what it is so we have to do our best. >> reporter: what do you think about? is it hardest to remember the music or the marching pattern. >> well thinking about everything is important. so we sweat the details and that's what you get. >> reporter: i like it. meanwhile i'm going to bring in anthony towns. good morning. it looks like you're coaching them well. >> well thank you. i have a good group. >> reporter: you do. how do you do when you compete in this kind of competitions. we win often. at oxon hill we've been overall champion a couple of times and we usually place high. >> reporter: is this a high- level competition. >> it's a very high-level competition. there are bands from out of state. >> i heard there were 3 bands coming from north carolina alone. >> reporter: what is your big pregame motivational speech for the band? how do you get them pupp -- pumped up? >> i think you tell them you don't want your parents to see you not doing well and that usually works for them because a lot of the kids are good -- have good parent structure and love their families. >> reporter: they have the full package. do you think they're ready to take the field for us. without further adieu, here it is, the northwestern marching wild cats.
