except for route 50, the john hanson highway. they are in effect for the holiday. traveling 95, smooth from fredericksburg toward springfield. and good toward the 14th street bridge. and your h.o.v. lane restrictions are not in effect today here on 395. they are lifted for the holiday. traveling downtown, we do have memorial day parade this afternoon. already this morning 7th street is shut down between constitution and independence avenue. we'll have closures along constitution later in the day. that's a check of your fox 5 on- time traffic. well it is memorial day. a day set aside to honor our fallen heroes. >> today's federal holiday commemorates u.s. military personnel who have died while serving the country. and now with more on how they are being honored locally. >> reporter: good morning. preparations are underway at the world war ii memorial where the ceremonies start at 9:00 a.m. there will be a child here from each and every state holding a photograph of someone who died in world war ii and laying that photograph and a wreath inside the memorial. should be a nice day. one person who will not be here, president obama. now president barack obama is in chicago and he'll be speaking at the abraham lincoln national cemetery there. although that move drew some criticism he is not the first president to miss the arlington cemetery wreath laying. george bush and ronald reagan missed those events. and here at 9:00 a.m., the ceremony here. at 11:00 a.m. is that replaying at arlington national cemetery. at 1:00 p.m. the vietnam veterans memorial. at 2:00 the national memorial day parade and at 3:00 p.m. a moment of silence is asked in honor of those fall then battle. now here is what happened last night, in case you missed the concert down on the capitol grounds where they had the memorial day celebration. line ol richie and some other celebrities headlining and thousands of people came out in the nice weather. and they went through security. and the police have increased the number of magnetometers to help those get through and a special service to remember the widows of those who have fallen. and some wreaths are being brought in and we are expecting of oil into water there. this morning bp is trying a new strategy to stop the leak and there are concerns this could be the scene for months to come. doug luzader has the latest. >> reporter: bp engineers think that their idea to cap off the well has a chance of working but there are big risks. a few lonely boats hit the water along the gulf but many just sit. the signs here are not good. and that underwater camera is a constant reminder that the effort to jam up the well over the weekend failed. >> i was very disappointed. i had hope they would cap it. it means a lot to our community here. >> reporter: so now bp tries again. this time used robotics to receiver a damage pipe and attach a new device to collect most of the oil but it's a pros that's -- a process that could take days. >> there is no center --- there is no center but we feel there is a chance we could collect the oil. >> reporter: white house officials insist they are involved in the response. >> we are prepared for the worse. there could be oil coming up until august when the relief wells are done. >> reporter: those relief drills are being drilled but the thought of waiting until august is preliminary. >> you can't sell shrimp and it's a trickle down effect and it's sad. >> reporter: and there is another complication bearing down. hurricane season starts tomorrow. in washington, doug luzader, fox news. >> live underwater camera we've been showing you this morning. new this morning, d.c. police investigating at least four shootings overnight. two happened within five minutes of each other. one on 46th place southeast and the orange here on h. street northwest. police were also called for a shooting in the 900 block of shepherd street northwest around 11:00 last night. then at 2:30 in the morning another at 9th and decatur. so far no word on the victims or if any of the shootings are related. a fire chases a family out of its home in germantown. flames destroyed the home in kingsview area. firefighters say when they arrived heavy smoke and fire poured from the home. two adults and two children were able to make it out safely. another story out of maryland. three young men died of carbon monoxide poisoning. the victims are 22 alan jones and two other brothers. they were found inside the three shared in hyattsville. generators can produce deadly amounts of carbon monoxide in a short period and should not be used inside any structure. a ride on the metro leaves one man dead and other hurt. investigators are still trying to piece together clues. detectives know it started as a fight. police say it appears the people involved didn't know each other. for now they have not issued a lookout for suspects. everything is back up and running at union station after an evacuation on sunday there. a battery backup system malfunctioned and caused delays and the security guard who found the problem was taken to the hospital but no other reports of anybody feeling sick. police want to find out who shot a passenger driving on route 100. this happened around 1:45 sunday morning near interstate 97. the bullet came through the front passenger door, hit the man in the leg. two other people inside the car were not hurt. we're following a big story out of the middle east. israel is telling citizens not to travel to turkey following massive protests against a deadly military raid on the high seas. at least ten people were killed when israeli commandos attacked ships carrying humanitarian aid. they attacked and wounded 30. the raid was condemned claiming israel violated international laws and will suffer consequences. making headlines, the first tropical storm, her name is agoaga. in guatemala 82 people died whe triggered mudslides and more than 100,000 people have been evacuated. hollywood mourning the loss of dennis hopper. he passed away on saturday after a long battle with prostate cancer. he's best known for his role in easy rider, rebel without a cause. and mourning the death of a beloved artist. ben hardy passed away in his sleep hours after performing with chuck brown at the capitol heights ballroom. he's known for his distinctive voice. he was the star of the go-go scene where he made a name for himself more than 20 years ago. so far there is no word on what caused his death. little bennie was 46. well it's one of the largest gathering of its >> yes. a couple of accidents going on. but nothing in delays because of the lighter volume. that's the case right now. but on route 50, 95, north or south of town, you do want to hit the road because around 11:00 a.m. we'll encounter the peak travel time and a lot of folks on the roadways with you. again right now route 50 is great out of the easton, crosss the bay bridge everything is wide open. the h.o.v. restrictions are in effect for route 50, the john hanson highway, but lifted everywhere else around town. an accident on the beltway in virginia, on the outer loop at route 1. right now looking at the trafficland cameras the light volume can't be causing too much of a problem. the accident not causing much of a delay. and watch out for that because you are approaching it at speed. traveling the top stretch of the beltway, everything open here as well. no problems to report on 95 or the bw parkway. that's a check of your fox 5 on- time traffic. this is a litsch look at the oil leak in the gulf of mexico. this morning bb is frying to -- trying to figure out how to stop it. those in lousiana are trying to figure out how to get on with their lives. >> reporter: bp executives say the company is doing everything it can to stop the oil leak in the gulf of mexico. >> the massive disruption has caused their lives [ inaudible ]. no one wants this over as much as i do. i want my life back. >> reporter: the deepwater rig exploded, killing 11 people. >> we're doing everything we can to contain the oil off shore and defend the shoreline and return peoples lives to normal as fast as we can. >> reporter: some people in lousiana aren't keeping them from eating seafood. some showed up to eat seafood this weekend. >> i'm here to eat some oysters before they are gone forever. >> reporter: some beaches are now oil-free that are being cleaned. >> to see it ten days ago covered in thick brown oil was just so disheartening and today you go out there and you can't even tell in many most locations that there was ever oil. >> reporter: one boater said he can't catch fish, he can't catch shrimp and now he's stuck at home. >> and you ask working men who are working what they want to do on the weekend to get away from their wives and now they can't. >> reporter: marianne rafferty, fox news. an associate professor joins us to talk about the status of the spill. good morning to you. >> good morning. >> over the weekend we saw that the top kill method did not work. could you fill us in on the events leading up to this day and what happened over the weekend? >> yes. it was very disappointing to learn that the top kill wasn't successful. so bp has moved on to their next option which is to use a lower marine riser package cap which is -- it's a bit like the attempt they made a few weeks ago on putting the cap on top of the pipeline. but there has been some questions that it may potentially temporarily increase the oil by 20%. others have suggested not so there is that concern. >> and if that process even with the 20% increase could take days before we even know if that worked. your opinion of this method or this attempt now, the secretary one that bb is trying to do after top kill? >> well i think it's similar to the original attempts that they made. i should prefas than i'm an environmental toxicologist rather than an engineer. but it's a similar approach. they're using some warm water to try and prevent the crystals that formed the last time. >> and let's talk about your area of expertise. the oil coming up now, they are saying it could be until the end of august. we are at the end of may. what might the events be? we are video showing this thick, murky substance in the ocean. >> it depends on where the oil ends up, of course the shoreline and marsh lands are sensitive to that oil and that's the way disbursements have been used on the surface of the slick to try and move that into the water column to try to protect the shorelines but that's at an environmental costs to the water organisms. >> and you can speak to the wildlife, the toxins and what they might do to the wildlife in that area? >> well it depends on the species and which form the oil is in. whether in terms of birds -- birds coming into contact with a surface oil slick could be coated with oil and the marsh lands, the grasses would we covered with oil. but in terms of disbursed oil, it is taken away to tiny droplets in the water column and that could effect waters, fish larvae, and little organisms at the base of the food chain. it depends on what spaceys are present at that time. >> and knowing how it moves as you just explained it, can there being in down now to stop the damage that has already been done or is this a phase that just needs to be happen, to go through naturally and then we try to get methods for containing the gushing oil. >> this is an on going process and there are hundreds of people involved in trying to minimize the environmental harm. and of course the oil is toxic and the mitigation attempts are to try and keep that oil away from the shoreline, whether using booms or skimmers or burning the oil, ultimately to try to protect the sensitive shorelines. but the key thing is to -- we can understand the risk but we need to know where th is going. whether it's the disbursed oil or surface applications. we need to know where it is and where it's potentially going to go. >> karen mitchell morris, from the university of maryland for environmental science. thank you very much. >> you're welcome. an estimated 1,000 world war ii veterans die every day. coming up next we'll show you how a special flight is diluting some remaining -- what a special flight is doing to honor them. and championship needed but they have to take down maryland. we'll tell you about that. it is 7:38 right now. mosquitos look like something out of horror flick. >> we'll blame it on the snow. good morning. going to be warm today and it will be hot by this afternoon. it's warm right now. and much like yesterday we'll see high temperatures in the upper 80s and low 90s. we'll start with our satellite radar, here we are in washington. very quiet conditions to stop the day. out to the west, you'll notice the cloud cover and the shower activity down into the carolinas. that warm air mass is hded in our direction. so we have a chance for scattered showers and thunderstorms later this afternoon. most of the day should remain dry and just kind of hot and humid out there. but later in afternoon we'll see if we get one or two thunderstorms popping up. 73 at reagan national. humidity is up 84%. dew point temperatures are in the upper 60s. and once they are in the low 70s people start to complain. so humidity on the increase with highs in the 90s. 91 in town. 93 in fredericksberg, 90 in baltimore this afternoon with a scattered thunderstorm. >> but wouldn't the scattered thunderstorms cool us down. >> it does cool you down but then the humidity goes up. so it might cool us down a little bit. it will be cooler tomorrow with more thunderstorms. >> thanks, tuck sneer let's talk to lauren demarco, she has the latest on on-time traffic. a lot of people heading back from the beaches or still pretty quiet. >> still pretty quiet. we're still hours out from the peak travel time. but you do want to get started with the possibility of heavy traffic. you do want to head out. and right now nice ride over the bay bridge. but first i want to talk about this -- downtown, we do have the memorial street. 7th street is shut down between constitution. and constitution will shut down for the kickoff of the parade as it travels westbound. and three lanes open westbound. you can see it's wide open for those toward annapolis. and two lanes open at the toll plaza at sandy point and everybody is moving at speed there. the h.o.v. restrictions are in effect for the john hanson highway route 50. and at 95 and 395, you can access the h.o.v. it is a nice trip up 95. 395 across the 14th street bridge into the district. it is a little bit hazy out there. that's a check of your fox 5 on- time traffic. well along this memorial day, it is a day to honor those who not and died for our country. >> and we're joined from the world war ii memorial today with stacy. >> reporter: and what a great day to honor those who not and died for our country. festivities get underway in just under an hour and preparations are on going. one person not in attendance today in washington, d.c. is the president. the president barack obama is not knit city today. he has returned home to chicago where he'll be at the abraham lincoln same terri outside of chicago. there were some veterans concerned about his absence at the ceremonies. but several other presidents have occasionally missed that wreath laying. he is not the first to do that. and let me give you a rundown and here is a list of what is going on today in the city. 9:00 a.m. world war ii remembrance and then at 11:00 a.m. is the wreath laying. at 1:00 at the vietnam veterans memorial will be honored and at 2:00 the parade and at 3:00 the moment of silence -- silence will be honored. and last night on the capitol grounds we had a number of celebrities on hand to honor the fallen and there was a special presentation to honor the widows of men who have died in conflict. it was well-attended. security was tight. they increased the number of magnetometers to increase the number of people getting in quickly. back inside, there are people milling about. we'll have quite an occasion. there will be wreath presentations by each branch of military service. and in each state this will be represented by one child who will have an photograph of an individual that died in world war ii and that is placed at various columns around the memorial. and each of them represents one of the states. and it's a wonderful day. if you still have time, come on down and there is a lot to do in the city and it's a reason to honor the ruptured pipe. the white house energy czar said bp's latest efforts could result in a 20% flow increase. it involves rutting and removing pipe until a containment valve is in the way. >> we are story out of the middle east. israel is telling citizens not to travel to turkey following massive protests there against a deadly military raid on the high seas. ten people were killed when commandos attacked ships carrying palestinian activists and humanitarian aid bound for gaza. they attacked with axes and knives wounding 30. turkey condemned the raids climbing that israel violated international laws and will suffer consequences. the search is on to find survivors from tropical storm agoaga, killing 99 people with the bulk in gaut la hurrah. and it also wiped out this bridge. more than 100,000 people have been evacuated. agoagea is expected to dump 20 inches of rain over mexico. back here at home and new this morning, d.c. police investigating four shootings overnight. five victims in all. two happened within five minutes of each other. one on 46th place southeast, another here on h. street northwest. police were also called for a shooting in the 900 block of shepherd street northwest around 11:00 last night. then at 2:30 in the morning a double shooting in the 800 block of crittendon street northwest. the man since died at a local hospital and another man got hit in the rear end is expected to survive. no word on the conditions of the other victims. a family in germantown has to find a new home. flames chased them out this morning and charred their home. a fire happened on mcarthur. two adults and two children were able to make it out safely. no word yet on a cause. coming up next on fox 5 morning news. we'll get a preview of memorial day the direction of the beach, cape hatteras could have a thunderstorm. and ocean city and rehoboth should be cooler and nice. and just an isolated risk for thunderstorm. the beach areas should be dry this afternoon with just a 10- 20% chance of a late-day or early evening thunderstorm. so drat conditions here as we get into the memorial day. here is your five-day forecast. going to be warm tonight and 72. we cloud up tomorrow. that's a cold front. scattered showers and thunderstorms tomorrow afternoon and tomorrow evening. and cooler and drier by wednesday. let's get to on-time traffic with lauren demarco. i'll wrap things up taking about the bay bridge. right now things look great. three lanes running westbound and two running east, that's the case all day. you can see wide open at the toll plaza at sandy point and folks heading west down toward annapolis, nothing in your way. but peak travel time estimated to be about 11:00 a.m. you have two and a half hours to get on the road without a delay. traffic looks good out of easton as well. 95 northbound, smooth trip. northbound out of fredericksberg up toward woodbridge, you can see northbound traffic traveling with ease. h.o.v. lanes running northbound as well. restrictions are lifted for the holiday. that's the case on all area roadways except for route 50 the john hanson highway. no problems to report on the beltway. keep in mind if you are traveling in the district reversible roads are carrying two-way traffic and we do have memorial day parade. 7th street northwest shut down between constitution and independence, and constitution avenue westbound will be shut down at 2:00 p.m. for the parade. that's a check of your fox 5 on- time traffic. well don't ask, don't tell, continues to make headlines as lawmakers debate the possible repeal. some veterans are still having voices heard thanks to messages on their tombstone. jessica stone visited congressional cemetery and has more. >> reporter: as congress inches towards a full repeal of don't ask, don't tell, a million gay service members are watching. they fight for equality that is decades old. where meck orioles -- where memorials are here, some monuments carry a stigma. this man graced the cover in 1975 and now his headstones reads, they gave me a metal for killing two men and a discharge for loving one of them. days ago the house passed a repeal of the controversial don't ask, don't tell policy which prevents gaying from serving in the military. since 1994 many have been fired under don't ask, don't tell. 800 have been mission critical troops and then there are many that continue to activate against the law. this message increasingly resonates with the public. >> it makes no difference to me whatsoever. >> i don't want people to be afraid of saying who they are. >> reporter: and even general colin powell said this weekend he accepts the repeal. >> i think it's perfectly acceptable to get rid of the law. >> reporter: but many hope.pentagon would survey the troops. >> we need to look at how to implement it. >> reporter: pentagon leadership gets the say over when and how the appeal is conducted. but for some, the fight of liberty and justice goes on. the legislation still has to pass the senate and that is expected to take a couple more months. on capitol hill, i'm jessica stone, fox 5 news. >> the pentagon review of red delicious or are you a granny smith? a hybrid apple might show up at your store but it will take an act of congress to make that happen. >> reporter: the u.s. apple industry is a $3.5 billion a year business. but production in es leads behind china. growers hope to take advantage of a u.s. senate bill to let growers offer hybrid apples. they are produced by mixing two types of apples to build stronger and tastier varieties. >> these are the type of animals we want to have to bring forward and they typically bring more money and the demand increases dramatically. >> reporter: the apple act is sponsored by congressman schumer. this is based on a canadian program that boosts apple grower profits by 800% there, a program that if applied here in the u.s., could not only help ip crease the grower's bottom line but create more jobs. >> there has been an eregulation in the apple growers. >> reporter: a team of experts at cornell university have been developing hybrid apples for year and it's these apples which they hope to give a needed spike in sales. >> some remain unsure of the direction. >> i think it's good for the farm hes to make in a decision without having an outside policy influence on that decision. >> reporter: if the bill becomes law, apple growers from around the nation can hope to see the fruits of their labor in around 3 years. in geneva, new york, laura eng ills, fox news. in her new book author kia taylor talks about african- american weddings. we're honored to have her here in the studio to talk about this book. this is a perfect book. this is a perfect gift. would you describe it that way as well? >> it is exactly. it is a coffee table book showing my most inspiring photos and conversations from the ten years i've been shooting african-american weddings. >> that's so perfect. and so your inspiration, is it as simple as that. what made you put this together. >> there were a lot of things but most recently the campaign of president barack obama and his wife. during that campaign people had candid images of them holding hands and fist bumping and they would write with the e-mails, isn't it nice to see a black couple in love. after the 10th or 11th email i said i see black couples in love all of the time. but i realize as a photographer that my experience is not the norm. that a lot of people don't get to see the happy african- american couples getting married like i do. and i said if this kai can company people so much, then how inspired would people be to see 128 pages of couple after couple. >> and some of the pictures from your own family album, even on the front cover. >> what made you want to incorporate your own family memberories into this book? >> it's a very personal book for me. on the cover i have photos of my parents' wedding and the graphic is a scan of their wedding album on the front. and i wanted to do that. there is also an africa simple and a different ra symbol that means i'm going to marry you. i think there are people these days that want what their parents or grand parents had. even though they are in a new millenium they want that happy and successful marriage. and this book says there are people out there who still do want that. >> let's show some of the photographs in the book. and we have several images here. first one, how beautiful is that? >> this is wedding in niece, france. there are weddings all over the world. >> and the next is of a couple, and there is a couple. they are one of the couples that is profiled if the book. one of the things so neat is i interviewed my most inspiring couple. and they talk about how they met working in the community and their journey to engagement is very fun. >> and you can't have a wedding without the brides' maids. look at that one. >> and some of the pictures are elegant and telling and as african-americans we'll look -- and be very proud. but for people who are not african-american, it's even more fun because you have the experience of attending an african-american wedding. but i'm like a tour guide and i explain everything from the meaning of the carrowy shells ant the bouquet to the origins of the electric slide and the soul train line. >> i love the electric slide. here is the sweetness of a couple after they are married. >> exactly. and there are some romantic pictures and so it's for everybody. >> and the last wedding on the beach, the destination wedding. it's so gorgeous. >> and they are from all over the world. you definitely see something you know or resonates. >> it will want to make you redo your vows if you are married. and where the book is unveiled to the public at the long view gallery, which is on 9th street northwest. open to the public?
