satellite radar. and that even suggests cloud cover moving over the region and it's pushing off to the west and that's leaving wuss a fine start to leaving-- leaving us with a fine start to the day. right now our current temperature not too bad. we are at 64 degrees. there is your humidity, 84%. winds are calm. barometric pressure 40.01. so isolated thunderstorm possible this evening and look for a high of 89 degrees. yes, you read that right, 89 degrees. now let's get an update on traffic from julie wright. >> you stepped outside and you didn't bring me back any apple juice? >> apple juice? >> don't you like apple juice? >> we don't have an apple juice truck here. >> hailing it like a cap. okay. northbound 95, slow traffic from newington all the way up to duke street on 395, early morning crash has finally cleared. finding traffic still slow out of germantown south bound along 270, farther actually toward 370 and then falls toward the split. and we talked about metro's red line. they had a piece of track equipment that rerailed. that has been resolved but metro's red line is still single tracking between judiciary square. pick up the green line at fort totten. that's a check of your fox 5 on- time traffic. let's get the latest on the effort to stop the massive oil leak in the gulf of mexico. we're taking a live look at the oil continues to spew out of this leak underneath the water. >> this morning b.p. began a fix known as the top kill hoping that they will be able to clog up the pipe that's been spewing oil for over a month now. fox's craig bosswell joins us live from the lousiana coastline. craig, good morning? >> reporter: good morning to you, allison and steve. there is question about whether they can begin this top kill maneuver today. they're wrapping up pressure tests on the blowout preventer. they have to find out if this five store struck can take this cement and mud they're injecting into it. bp said if they can do this there is a moderate chance of success, 60-70%. but for those that live here along the gulf coast, success is crucial. bp is banking on top kill to shut the well down. it's never been tried 5,000 feet under water. >> this is a tremendously challenging problem that no one has ever dealt with before and we're scrambling for solutions. >> reporter: if it's not done right it could make the leak worse. b.p. had to delay it several times as crews exambled to assemble equipment. crews will inject thousands of pounds of fluids into a stack of pipes to clog the well. it could take from a few hours to two days to determine whether the top kill is working. >> we cannot do anything until b.p. stops the leak. >> reporter: the president is expected to make a visit to the gulf on friday. b.p. has agreed to show live video of the top kill maneuver today. and an honor of the crew members killed. b.p. organized the event. >> these men are heroes, all 11 of them. >> reporter: now b.p. said the only guaranteed permanent solution are the relief wells being drilled but those won't be completed for a couple of months, probably mid- august at best. back to you. >> thanks very much. tough situation. box. new this morning, talk about a computer crunch. you know how tight it is in alexandria already. so imagine thousands more drivers on seminary road off of 395. >> that's where the department of defense wants to move 6,000 workers but congressman jim moran is saying not so fast. sarah simmons is live with more. good morning. >> reporter: good morning, allison. even at this time of day, as we're heading into rush hour it's already very busy the at intersection of seminary and beauregard but it will get worse. as you mentioned, there is a new department of defense building back here still underway and it's getting pretty close to being complete. this is part of the 2005 base realignment and closure plan. this facility is at the marks center at the -- off seminary and 395. 6400 employees specifically would go to this location. and a reminder hoar, there is no metro rail access to this area so it would create quite a crunch, additional cars that would be here. so congressman jim moran has introduced language into the defense authorization bill that would put a cap on sparking spaces at 1,000. he is expecting this proposal to force the department of defense to come up with some sort of traffic solution so they can lift that cap. and so they have to get congressional approval the way the language reads now and they have been pushing to get a direct ramp off of 395 but at this point things have been held up. but we're on a tight deadline right now. september of 2011 is when this facility is expected to open up and allow workers inside. now jim moran said our goal is to force the army to put a transportation facility in place before they are allowed into the building. under the current plan, traffic will be in tolerable. this did pass the subcommittee on friday and it is expected to head to the house floor for consideration. but again a tight deadline. this is expected to open up next year, september 2011. live in alexandria, sarah simmons, fox 5 news, back to you. >> sarah, thank you. a school bus driver accused of molesting a little boy faces a judge today. police arrested scott smallwood last friday. investigators say he performed sex acts with a 7-year-old and videotaped it. today the school plans to send a letter home and parents say they're outraged it's taken so long. they didn't understand why school officials canceled a pta meeting. >> this is a major incident and the principal should be willing to meet with parents and discuss the issue. >> he may have done this to other children but they haven't come forward because they were scared. >> investigators say the alleged sexual abuse happened during sleep overs with the boy and not on buses. smallwood has been driving with them since 2005 and the school spokesperson said they are gathering the facts before sending home a letter to parents. stunning acquisitions against a teacher in howard county. 51-year-old charles ray moore of bowie has been charged with having sex with a 17-year-old student at a high school in columbia. police say the female student hold her mother that she had sex with the rotc instructor in a classroom twice earlier this month. her mother called the police. moore was arrested and is now out on bond. police are urging any more potential victims to come forward. another day in the trial of the three men accused in the obstruction of justice for the murder of robert wone. things got hostile as they zeroed in on the fact the defendants are gay. all three maintain it was an intruder that killed robert wone. go to myfoxdc.com for the latest response to the issue. so far china, north korea's main ally has taken a neutral stance. secretary clinton is asking that north korea be held accountable for its provocative behavior. >> no one is more concerned about the stability in this area than the chinese. we know this is a shared responsibility and in the days ahead we'll work with the international community and our chinese colleagues to fashion an effective and appropriate response. >> the sinking of that ship was south korea's worse disaster since the korean war which ended a with a cease fire. and let's go jamaica where security with julie wright. >> right now busy commute for those stacked up in virginia. but first let's talk about montgomery county. northbound georgia avenue before you reach 108 we have some delays here. the problem is just around the curve there is an accident tieing up the left side of the road, north of 108. southbound is open. in virginia the hard spot is up at duke street. that's where an accident has cleared but it's cleared to the shoulder so it's still the focal point of the delay on 395. delays beginning back near dale city toward lorton and then newington toward duke street toward the 14th street bridge. that's a check of your fox 5 on- time traffic. the impact of toyota's accelerated problems may be worse than thousand. the government has raised the possible number of deaths to 89. complaints where drivers reported faulty gas pedals stand at 6200. it led to the massive recall of 8.5 million vehicles. automaker said that toyota sympathizes with the individuals and families involved in any accident involving our vehicles, saying we are making an all-out effort to ensure that our vehicles are safe and remain convicted to investigating reported incidents of unintended acceleration of our vehicles quickly. they paid a fine for failing to alert regulators about the problem. cnn money.com reports there were reports of serious side effects. tylenol, motrin and others are recalled. congressional hearings into the recall start tomorrow. a disturbing new drinking game is popping up on the internet. people are pouring vodka into their eyes for fun. karen gray houston eyeballing? >> no. that sounds very dumb. no, i've never heard of it. >> i haven't seen any students doing anything like it? but i've heard of it. >> reporter: but why in the world are students doing it? >> i have no idea. i guess it gets them drunk quicker or gets into their system quicker? >> reporter: the experts say that's not why they do it. so it's not to drink it to get more drunk, they are doing it as part of a fad. i dare you to do this. >> reporter: kimble is sending out e-mail alerts to parents and authorities for them to be on guard. he remembers how impressionable young people of the maryland optometry center said it can have damaging results. >> it is 40-50% of alcohol which can take off the top layer of the cornea. >> it can cause scarring. >> can it make you go blind? >> >> i said this a month ago. i said the thing that has to happen, the president has to hope that this ends quickly, because the longer it hangs in there, the longer he starts to blame. and if you look at poll numbers, his approval numbers were bouncing up about 48-49. now rasmussen the other day put him at 43. and the longer this happens, the longer he becomes hostage to the oil spill and crisis. i think at one point everybody wants to see the president do something. >> how do you make that better? >> i think the president going down there is good but you have to hold the line on b.p. the secretary of interior said it right. we have to keep our foot on their float. and the united states is not an oil company but you can push this thing hard he. and i think one of the things that has happened, even though it's not his fault, no one is blaming him for it, they want action and want to solve the problem. the other thing he'll do tomorrow in a press conference is say, look, we have to have tighter regulations on this. we've had trouble in that department for a number of administrations, we have to make sure that these folks, when they say it's safe, it's really safe. clearly this is not safe. >> and we have states, governor jindal saying the federal government is not cutting it here. we need to push and get things done. will this run deeper than president obama, are we looking at a political spectrum fallout from this. >> well yeah. it's the ineffectiveness of government. there is an anger toward government right now and anger towards bigger government and this is another example of government being in effect as here they are, as peter said they were supposed to control this stuff and they are now and so i think that -- i think if they fix it and clean it up it's one thing, but if they don't, there's an anger toward government. >> you're right about the anger towards government, but look, you're not blaming government for the oil spill. >> no. >> the problem is -- this is what i kind find of funny, we can talk about sarah palin and drill, baby, drill all we want. but for conservatives saying that government can't get anything right and now saying that government should handle this, and that's interesting problem to have here. >> everybody is favoring the environment here. just because we're republican doesn't mean we want to drill in your backyard. >> but the question is the resources. >> that's right. and the reason people were pushing for off shore drilling after not doing it a while is that we want to reduce our dependence on oil and we're not in a position to do this in the united states. and liberal friends are angry at me, but i said we need nuclear power and do more in alternative sources. we have to look at -- >> and we need to drill and build refineries. but the question will become after this, what is the political will of wanting to drill in this country after this. >> look, you're right. [ overlapping speakers ] >> you have to remember when three mile island happened. >> i was 6. >> you're old enough to remember? i was 4. but it stopped -- the building of nuclear power plants. and i thought it was a mistake. >> and i don't think anybody wants to be the next lawmaker in the next step in the process. and let's talk about something else. and we were going to talk to the president before border security and now the president saying he wants to send troops to the boarders. what do you think is going on? >> i think what he's trying to do is get the talks back on track on a comprehensive immigration reform and a lot of folks on the republican side have said we want to do more on the security side and the president is saying okay, we'll put 1200 national guard folks down there and we'll try to boost it up. the drug stuff is amess in mexico and it's coming across the boarders. and so they're hoping he can get real reform. >> if he had to do this, he would be pullying. and the governor said the other day maybe if you would protect the border we wouldn't have these pro -- these problems. they probably have to do more but he had to do this in order not to look bad. >> we haven't done this in a while. but do you want to throw out bone head picks of the week. >> jim russell said that -- joe biden said that if i go to the other side of the ocean they won't notice what i'm saying. he still needs to put a sock in it and he needs to be the one. and he cannot figure out to take his libertarian views and put them together. he'll have a tough race. >> clearly answering the question how you want to rather than how it was asked. >> we'll see you again soon. we are not promising that your ride will be traffic-free. but v-dot is trying to do what it can to make your morning. hopefully they'll learn about catching because that's what making fishing so fun. this is a great event. but more than anything it is a great opportunity. and there is a lot of people that come together to pull this off. two of them are with me right now. john dill is the executive director of living classrooms and marty geary is with the maryland department of natural resources. good morning to both of you. >> good morning. >> reporter: what a morning it is. >> it is gorgeous. >> reporter: good morning to be on a vote and doing some fishing. i know it's only the third year of the event but it's part of something bigger. >> it is. this is the facing's river bass tournament. so this is the third annual bass tournament and it helps living classrooms and we are a nonprofit classroom and we're about education and getting kids out doing activities, helping teachers in the classroom. so there is a lot of stuff going on every day but what a better way to getting your day starts than getting on a boat and going fishing. >> reporter: and the kids were already on their way. we took some video of them getting ready and getting out on the water. so what is happening as we speak. >> there are about 17 boats out on the water and each boat has a bass captain on board and on board with the bass captain is a youth who participates in our education allen richment programs or work -- all enrichment programs. and they'll bring back the largest fish. >> reporter: and they're going for bass, how is the bass out there? >> well the bass fishery here in the potomac is great. this is different from most bass tournaments which are held in lakes and freshwater. but this is a unique ecosystem. it is one of the best in the entire country and just a great day for all of the folks to be out here and experience. to have the kids experience something that the pro bass fisherman experience. >> reporter: to learn from the pros. how do we get that. people would pay for that. >> reporter: and you're investment in this is what? >> we're here for living classrooms and john and his colleague's efforts. but also we're both in the same boat. we have fewer and fewer kids fishing. they are doing other things, in stand gratification, video games. we want them outside, outdoors on the water, learning and being -- that will teach some of the good -- teach them to be good stewards going forward. that is the at core of what we are looking to do. at same time we're in partnership with living classrooms so we'll take one lucky kid and pull them into our contest in september, the maryland fishing chal everything and award that young angler a dream trip with a guide and the mentor of his choice because it's really important, just like the guides that john has set up with his group, to take the kids fishing. the mentors, it's their job to keep the kids engaged. >> reporter: so it's not just a one-time thing. to get them to get the bug for fishing. and for a lot "know the species, know the stain." lanolin-free coat, i know it's an alpaca. walks in here, looks says "hey look, it's a llama!" cleaning the stain like he would a llama stain. time he's wasting. ♪ call 1-800-steemer the plan to plug the leak in the gulf of mexico continues to develop. bp about to make a decision to go forward with the top kill method. how likely is it to work and what impact could it have during the up coming hurricane season. and news that could impact the work life and commute for tens of thousands of you. a local lawmaker may put the brakes on a plan to a move to a new building in the area. and we find out who the newest american idol will be. our idol panelists are here. they'll weigh in on who they think will win this year's title. thank you for being with us. i'm steve chenevey. >> and i'm allison seymour. and tony perkins is here with news of a hot and steamy day. >> going to be a lot one. let's take a look at what is going on out there. we'll start with the satellite radar. and we have pretty blue skies here in northwest washington as we've seen the clouds that we saw this morning break up quite nicely, bringing sunshine to the region. during the course of the day today, pardon me, i do think we'll see a good amount of sunshine but there will be clouds hanging around later today. current teams look like this: we've been in the 50s and 60s this morning. 65 in washington. 64 at dulles and 64 in baltimore. psm -- patuxent naval air station is 61 and in winchester it is 60. your forecast for today, partly cloudy and hot. isolated showers and thunderstorms are possible. 89 for the high today. more details on the forecast, including a look ahead at the weekend coming up shortly. >> and now the all-important holiday weekend. and let's check in with julie wright. off to a crazy start this morning. >> we've been busy all morning long and still have massive delays out there, especially on the top stretch of the beltway leaving route 1 toward georgia. slowdown as long 270 out of clarksburg down to the crash south of 118 off the road to the shoulder. slow traffic continues 370 toward the lane divide. you'll notice along 95 in maryland, we're slow in between 216 and 198 and 212 down to the beltway, northbound 95 started off with an accident up near 395 and duke street. that is cleared for quite sometime. delays on 95 from the dale exit toward king street. traffic slows again from the pentagon to the 14th street bridge. that's a check of your fox 5 on- time traffic. our big story this hour, more for commuters. this is a live look at 395 north heading up to seminary road. it's already crowded at 8:00 a.m., the height of the rush hour, so imagine what it would be like when the defense department's new massive office facility at seminary road opens up. >> d.o.d. plans to move 6,000 workers to the mark center in alexandria but one congressman is threatening to stop that move until a traffic control plan is in place. sarah simmons is following starty from alexandria. and sarah we just saw how traffic can be on just a normal wednesday. >> reporter: it certainly is. it gets very chaotic in this area. just at a normal time. and so imagine another 6,000 and some people working at the government facility that is going up here. and it's well underway. of course not expected to open up until september 2011. but in the meantime, we have a traffic problem to deal with. and congressman jim moran has introduced language into the defense authorization bill that passed out of committee last week. tell me about this proposal and how you hope this holds people's feet to the fire to do something. >> there are approximately 6,000 people coming to this facility. my language said they can't use more than 1,000 parking spaces. in other words one sixth of the personnel because that's all the roads can absorb. any more than that and it will mean an extra hour of commuting for everyone living south of seminary road trying to commute into washington in the morning on 395. it's 395 that will be getting backed up most severely. so this basically tells the pentagon that they are going to have to keep people in their -- in the current office buildings where they were, which are near metro stations, instead of getting into their automobiles and having to drive out here to seminary road where there is no metro station. if they come up with a transporation plan that is acceptable and construct it so that it's in place, then the cap is released and all of them can move here. but the own us should be on the pentagon to mitigate the transportation problems. >> reporter: what is the desired plan right now? i knows there been talk about a direct access ramp off of 395 to get on to here. do you think that's likely? >> i don't want to prescribe to them how they are going to do it. i think that's probably the best idea, to take the traffic off of 395 on to a specific access ramp because it is 6,000 people. so this is a major development. and it brings them right on to the site directly rather than going through the series of stoplights that currently exist at seminary and beauregard. >> reporter: and that will take a couple of years even to construct that. a lot of people have been wondering, this facility has been going up for a while. we've known about it for a while. why wasn't something done sooner? did your office push before this to got something done or the city of alexandria? what has been done to even try to prevent this bottleneck that is anticipated? >> i've been trying to stop this move until transportation -- adequate transportation measures were in place for the last four years. we've been frustrated. sometimes i get it passed by the house only to have the senate take it out because the senate, at least up until now, wasn't fully aware of the impact upon commuters in the -- to the washington area. and i think they're learning that we are getting close to the deadline next year and in late summer people will be moving and they realize, this is the 11th hour and there is no transportation mitigation in place. so we have to act now. i think we'll get this language through the house floor this week and then i trust the senate will keep it in and they'll do what they should have done in the first place, keep the people where they are until there is adequate transportation in place to move them here if that's what they insist on doing. >> reporter: congressman jim moran, thank you for talking to us about this. this is next fall they are planning on opening up the facility but the construction on the traffic solution would take longer than that but something needs to be done soon before this opens. back to you guys. >> sarah, thanks very much. d.c. council expected to vote today on the 2011 budget. a mix of service cuts and fee increases is part of it in the hopes of closing the city's $550 million deficit. they plan to tax soda, a tax on medical marijuana and a cutback on the summer jobs program. new this morning, steve, a police chase from prince george's county to d.c. it started in temple hills and ended on 15th street southeast when one police officer's cruiser hit a pole and then the airbag deployed. officers were chasing a vehicle they believed was involved in robberies in the area. we haon any arrests. the officer is in stable condition. a teacher in howard county has been charged with having sex with a 17-year-old student. 51-year-old charles ray moore is an rotc instructor at appleton high school in columbia. now police say that the 17-year- old girl told her mother that she had sex with moore inside a classroom there twice earlier this month. moore was arrested and suspended. he is now out on bond. police are asking any more potential victims to come forward. a prince george's school bus driver accused of molesting a little boy is expected to face a judge today. investigators say scott smallwood performed sex acts with a 7-year-old and videotaped it. it happened on a sleep over and not on a school bus. and some parents are upset they have heard nothing from school officials. a spokesperson said a letter will go out today. now to the latest on the efforts to stop the oil spill in the gulf of mexico. right now engineers are running tests to determine if it will proceed with the top kill method of sealing the blown out well by force feeting it with mud and cement. under water cameras are catching the work as it is happening and that's what you are seeing live right now. bp said the method has a 60-70% chance of working but it also runs the risk of widening the pipe making it worse. with the hurricane season around the corner there are concerns that strong storm winds could scatter the oil even more. >> the flow of where the oil is going could impact the coastal zone and the hurricane system and so that's some of the concern we have. >> because of what happened in the gulf oil spill, is we put a scenario in that hurricane prepared drill to actually help us try to work through how we would respond to -- during an oil spill and a hurricane simultaneously. >> maryland governor martin alley will discuss the impact of the gulf spill on maryland waters and beaches as he hosted a cabinet world preparedness this morning. and before the april 20th explosion that started this mess bp admitted that it made several mistakes, like including not -- like not monitoring gas properly, the natural gas. and ignoring signs that there could have been a leak in the blowout preventer. well there are plenty of companies with ideas that could potentially help clean up the oil in the gulf. problem is weeding through them all and we'll look at some of the promising ones still ahead this hour on fox 5 morning news. then mortgage rates are at their lowest level of the year. so is the time to refinance or better to remain cautious. we'll talk with an expert about that. and coming up next after the break, it's idol chatter. hello, panel. everybody is here with us for the last one. how can it be, it all comes down to this for the last two american idol finalists. who will win? >> june 1st. >> that's why. we're going to be sunny today, humid out there. and because summertime temperatures are in no hurry to get out of here and in fact we'll be hot and steamy into both this afternoon and tomorrow afternoon. want to start with the temperature trend. yesterday we were 81. >> and now -- is this the trend, up, up. >> up, up and away we go for the next few days. we'll cool down for the weekend and i'll show you why. upper 80s today and even low 90s and then pretty much low 90s, area wide tomorrow with an increasing chance we'll see showers and thunderstorms approaching as we have a couple of cold fronts moving in here from both the west and north as we get into tomorrow. 69 right now in wash. we'll be in for a hot one this afternoon. yesterday we were in the low 80s and today upper 80s and low 90s. temperatures starting off on the mild start. 69 in fredericksberg and 68 in leonardtown. a couple of features. the area of storminess, there it is, spinning off the carolina coast. less of an influence in the washington area as we have just a few fair weather clouds out there. but the flow is out of the west and southwest, so very warm temperatures out across middle sections of the country last couple of days and that will come streaming in here later today as our jet streams retreated to the north. hot temperatures today, maybe an isolated shower or thunderstorm. a 10-20% chance. and then friday we'll watch a combination of that one fade off into the area. and we have a good chance of a rainy day. today hot out there. isolated thunderstorm. 89 degrees for the afternoon high. here is your five-day forecast. tomorrow, 90-degree and there is your rainy day for friday. 76. it looks like we get it out of here. it should clear the coast by early on saturday. so weather conditions this weekend should be ideal. mid-70s on saturday and 80s on sunday. looking good for monday. that's it. back to you. a month later and oil still continuing to spew from the oil pipe. and today they will try the top kill method. a missouri firm is lobbying bp to take a look at their machine that can separate oil from water. how does it work? we find out from fox's betsy bruce. >> reporter: it's thick as molasses. a nasty looking brew of crude oil and water. yet in minutes this fluid separating much pulls most of the oil out of the water. it's a one of a kind prototype. but this form is ready to start production and put the machines to work cleaning up the gulf oil spill. >> diesel and water. animal liquids, processed liquids, anything with a difference in density. we can separate it by spinning, as long as it doesn't mix together. >> reporter: this machine clearly separates crude oil from water. but the developer, camber lock, is having trouble breaking through the more than 4,000 suggestions that have flooded the bp website. >> getting ahold of the firm is difficult. >> reporter: they sent their idea to bp in early may but so far no response. >> it's frustrating. we would like to be able to pursue it. >> reporter: kevin costner has pursued a similar cole investing in another company. bp and the coast guard plan to test six of costner's machines this week. but for this businessman, this dream remains just that, a small dream. >> i think a small boat and out in open portions where they can work. >> reporter: and bp promises to respond to every plan eventually. >> betsy bruce reporting for us. the findings of the spill are due out tomorrow. the president will head to the gulf on friday. more disappointing news involving the toyota recall now. the federal government has announced a number of deaths and complaints tied to claims of sudden acceleration has increased. the investigation goes from may of this year back to the year 2000. the reported deaths over that period of time climbed from 52 to 89. the agency received 6200 complaints where drivers reported faulty gas pedals and that number is up from 2600. the safety problem led to the massive recall of 8.5 million vehicles. >> miles of trash from the floor to the ceiling. a nightmare hoarding scenario in chicago. >> but wait until you found what investigators found bury add live under the trash coming up. and then a new species of animal found on an expedition and a smithsonian expert was there for the discovery and they'll join us with live and with photos in the next hour. so stay tuned for that. it's now 8:36. making headlines now, another videotaped interrogation will be played today at the trial of three d.c. men accused of the obstruction of justice in the murder of robert wone. the two other interrogation tapes were front and center yesterday. things got contentious when it was brought up that the defendants were gay. the prosecution said they have built their case on homophobia and not facts. all three men claim an intruder killed wone. a chimpanzee who had attacked has died. the friend survived but has undergone a slew of surgeries. the chimps owner was 72 years old. buries alive in their own home, an extreme case the hoarding has shocked a chicago neighborhood. neighbors got worried after not seeing an eldery couple for weeks. officers arrived and found trash everywhere. they let it build up inside and outside for years. police think they were buried under the trash for three weeks. time now is 8:40 on this wednesday morning. coming up, is this a good time to refinance? >> well i think the market is stabilizing right now. we had a big april. everybody crashing to get into the doors before the tax credit ended. i think may is adjusting a little bit. all of the numbers were up in april. the average prices were up. the number of sales units were up in april with everybody taking advantage of the tax credit. i think where we go from here in the d.c. metro area is that we have a stable market going forward. our biggest challenge is we have a real lack of inventory out there. we are in a more than balanced market at the present time with inventory somewhere around 4 months overall, which is historically pretty low if you look at the last several years. we're in a well-balanced market here so i think prices will hold stable for us. >> what about for folks maybe considering refinancing at this point. we talked about the interest rates being at the lowest in years. is it a good time to refinance and obviously what works for one person might not be best for others. how do we know what works best? >> there's an easy way to determine this. most people will refinance to reduce the mortgage monthly payment. so let's do a calculation. for each half of a percent and get a lower rate, you will save roughly $125 less. if you get a one point less it's aprobably $225ment and we have a cost to refinance. but the hard costs for a refinance is roughly around 1%. so if you have a $400,000 loan you want to refinance, figure 1% of that is your hard cost to close, so that's about $4,000. if we are going to take a advantage of a half a percent reduction in our interest rate, we'll take that $125 a month in savings, divide it into the hard costs of $4,000 and see us how many months it will take us to recoup and that will be around 32-33 months so roughly three years out. are you going to stay with that mort and in that house for longer than three years, it could make sense to refinance. if you are staying less than three years, it's better to stay where were. >> and when we have a good percentage of people out there who maybe picked up their mortgages at 6-7%, now if you get a chance to refinance you can knock off half a percentage point. >> very easy to do that. >> and we talked about washington, d.c. more stable housing market and not the most affordable but there are opportunities out there whether or not somebody is looking to keep something for themselves or a rental property. >> rental properties are a great idea to move forward with. the deals that we heard about a year and a half or two years ago are probably gone for the time being. >> paul, we'll take a break from talking about this to watch the shuttle come down in cape canaveral, florida. this is the final mission for this particular space shuttle. we do understand it will be on stand by later this year if there are other necessitates. and it's the end of an era when we talk about the space shuttles. >> it sure is. and perfect picture standing there. thanks so much, steve. right now we want to head back out to the national harbor and our friend holly morris is there with excited young men and women. good morning. >> reporter: the young member and women are still out fishing. they went out at 7:30 this morning and they'll be coming back just after 11:00. and this is an amazing opportunity for them and this is the third year. it gives them an opportunity, many for the first time, to get out and enjoy water sports but it also teaches them the importance of being safe on the water. because sometimes that is overlooked and that can be very costly and that's where the next two guests come in. that is scott mons forward and carrie scott. and let's talk about what you are teaching the kids and everybody as we head into the summer. >> holly, it's very important when you are on the water to wear a life jacket or a pfc. these are the latest models and these are called inflatables. and if you just yank this cord and it inflates. we're fortunate that the district of columbia and the maryland have underage 13 all children have to wear a life jacket. unfortunately the commonwealth of virginia have not passed that law. but it's important that all children wear life jackets in the water because this will save their lives. >> reporter: i think in the last decade there has been 7,000 deaths voting, and 5,000 of those were drowning. >> that's correct. and it's a very serious issue and one we have to be cognizant of. and we're happy to have you here today and because it's important to have this televised to discover the importance of a life jacket. >> reporter: and being et straighted about -- educated about boater education. and a lot of the deaths were without boater education. >> some states have some sort of mandatory education. you can take a class online. boater exam offers the online courses and they run students through everything from how to dock a boat, your navigation rules, what is your obligation when meeting other boats on the water. those that need the course, tends to be younger, but verge is phasing in all boat operators over the next four years. >> reporter: and to see this, this is a wonderful opportunity to get your message out. >> sure. >> absolutely. >> reporter: how did you do in your boat ride? >> this is our ranger boat simulating simulator. just like you're on the potomac but you're in the safety of the simulator here. >> reporter: hello. did you take your drama mean before you got in. let's see how many points you can score. >> and i see that the kids should be outdoors and on the water and here we are saying play this video game. >> and a lot can't get on the water and this is a good experience. and we have a beautiful day and a lot of kids will get the best of both worlds. >> and the truth of the matter is there is only so much they can actual experience today. they can be with a proand go out and go fishing but they can't drive a high speed boat out there on their first go- around on the water. >> that's the beauty of this. the kids can get behind the wheel of this boat and drive with total confidence. and there is even a learning experience here. you can set up a program where you can teach navigational buoys and proper boating etiquette. >> reporter: someone can drive this smoothly. it takes someone with courage to get out here and hit it on the water. are you holding up?
