>> well we're hopeful that the president will follow through with his state of the union reparks that he made last week about freezing domestic spending with discussions on entitlement reform because the fact is discretionary spending is only about 13% of the budget. so that means we're not touching 87% of the budget. it continues to grow exponentially and this year's budget is a eflection of that. this year's budget is bigger than last year's budget and last year's budget was the biggest budget in the history f >> and the curbing spending versus stopping spending and there is a lot in here that was put through congress that didn't make it through. what do you expect that will make it through and what will get cut as we go through the process here with congress? >> well there are a number of us on the democraticide of the aisle who are quite seized with the issue of the deficit and the need to have fiscal restraint. and i think on that subject, you can find some cooperation across the aisle unfortunately we didn't see that in the senate when they had an opportunity to cooperate. and we have to focus on the investments necessary to help the economy recovery at an accelerated pace. the key to reducing deficits is economic growth. federal revenue fell in this time period from 20% of gdp, gross domestic product, which is what it's been to 14.8%. so that drop in revenue has helped fuel a lot of the deficit as we look to the out years. >> one of the keys is trying to protect the middle class and that's what the president campaigned on and that's what he's trying to do here. can you continue to reduce the deficit without reaching in and reducing the tax or affecting the middle class? >> certainly i don't favor what the president has proposed in the budget with respect to the tax increases for certain income levels and the curtailing of tax deductions at certain income levels. that would hurt most of my constituents in virginia. and especially given the fragileity of the national recovery in the real estate mark. >> is the spending that is the key for the republicans as far as key opposition? >> definitely. spending is the key. and so i was encouraged that when last week republicans me with the president at our planning retreat in baltimore, that he engaged with paul ryan the ranking member of the budget committee on the issue of entitlement changes. entitlement programs are the big driver in these massive budget increases and unless we begin to address entitlement spending we're not going to make a dent in spending that we need to in order to allow the private sector to flourish. and right now the private sector is being crowded out of the economy by government spending. >> i know one of the keys as we look at he unemployment rate which is still expected to be at about 10%, it may be a little bit under that by the end of the year but right around the 10% mark, obviously with your role on the budget committee, former treasurer for wyoming, you're pretty good at lucking for numbers and where we go from here. how do you see this now, if this passions through now, affecting things in the long- term if we look two, three, four years down the road? >> $2 trillion of tax increases or 10 years and other assumptions upon which this budget is based, so this budget sends us in the wrong direction which is more spending rather than less spending. and we really need to get a handle on the 87% of the economy that is not addressed in the president's proposal. >> do you want to respond? >> yes, i do. i think we're going to have a vigorous debate about this. in the congress, when frankly record deficits were handed to us by three consecutive republican congresses and an eight year republican administration, creating one of the largest deficits in history after inheriting a surplus, four consecutive years of surpluses. so that's what we inherit. but i think it's important when we look at proposals like mr. ryan as the ranking leader on the budget committee and i agree we have to get our hands around the reform but his plan would privatize social security and abolish medicare and replace it with a voucher system. i don't think that's a great idea. >> big changes. unfortunately we'll have to leave it there. but before we do, what do you expect the tone to be in the meeting today with budget director peter or zack? >> well i hope it's not what it has been, with democratsen trenching themselves to defend the president and republicansen trenching themselves to attack this big spending government agenda. i hope we get past who is to blame for overspending and finally start to look forward to say what can we do about this in the future. >> agree or disagree? >> i certainly hope that will be the spirit. it hasn't been in the past. but this is a budget that has some very useful investments in a very difficult time but it also has some problematic suggestions that some of us on the democrat side can't support. >> we'll be following you throughout the day today. we thank you for coming in this morning. >> thanks. >> thank you so much, steve. time now is 7:40 on this tuesday morning. plenty still ahead. miss virginia crowned miss america. we'll talk live with car isu cameron about the experience she plans to do with her new role. we'll be right back. dreams are amazing things. and in hard times, sometimes, a belief in a dream, a belief in what is possible - can transform everything. at at&t, we've never forgotten that our company began in a small laboratory, with a dream and a belief, in the future. today, our wired and wireless high speed internet networks are connecting small businesses across america - in cities and small towns - to markets around the world. we know that investment in broadband high speed internet can create hundreds of thounds of new american jobs. small businesses are being formed - dreams are being launched - and real jobs are being created. at at&t, we're investing billions to upgrade and build out our wired and wireless networks. now is not the time to stall momentum or to stifle innovation or investment. dreams, and jobs, and the future are at stake. at at&t, the future, are at stake. at at&t, the future, has always been our business. at&t... your world... delivered. welcome back to morn morn. just about quarter until the hour of 8:00. and another cold day. >> changes on the way. just enough to keep you busy. >> it will be a busy couple of weeks in the weather center. starting with today, some wintry precipitation on the way. let's take a look at hd radar and show you where it is now. it's out to the south and west. what you're seeing on the radar to the north, i don't think most of that is hitting the ground. some of it might be but most of it is not. a little wintry mix in southwestern and pushing into central virginia. richmond will get some of that not too long from now. richmond kind of the focal point. down there they got a lot of snow over the weekend and they could get hit this weekend too with a lot of know in central portions of virginia. now let's take a look at the surface map and tell you what is going on today. first of all, an area of low pressure forms off the coast. it moves rather rapidly off to the forth and east. bringing with it some precipitation. rain along the coastal regions and to the south and east. snow across the washington area and points north and west and as per usual, they'll get more snow up to the north and west than we get here. but here in washington, i would say anywhere from a dusting to about 3 inches or so and to the north and west, a bit more than that. 4 inches and maybe 5 inches. we'll have to see. it will be a quick-moving system so it doesn't leave a lot of time to drop heavy snow. here is your five-day forecast. high today 37 degrees. all of the temperatures are below normal. our average high for today is 44 degrees. and then another snow event late friday and into the day on saturday. we'll talk more about that later on. that would be the more significant of the two. >> and just for comparison, tonight and tomorrow, compared to saturday, we have about 6 inches officially. >> yeah. >> so we're looking at half or less?
