This is fox 5 local news at 10 00. Right now at 10 00,s a 911 system meltdown in the district. For more than an hour, callers were unable to reach the emergency dispatch center. And tonight, fox 5 has learned officer radios went down too. Leaving those officers on the streets cut off from communication. Could it happen again . And disturbing threatening emails into students at virginia tech. How the school is reacting. More cases of hepatitis are surfacing in our area after a popular smoothie chain was linked to the illness, fox 5 news at 10 00 starts now. Welcome, apparently from what were being tolding all it took was the flip of a switch and the entire 911 system shutdown in the district. Im tony perkins. Im shawn yancy. Early saturday, a Maintenance Worker the system. He was trying to turn off an alarm indicating a water leak in the building but flip to do the wrong switch we begin with sarah simmons, we understand that the 911 backup plan also did not work. Reporter startling when you hear that, tony and shawn, for a minute i want to give you a comparison. This is command central for us at the station, this is what keeps us on air. If this goes down our news will go off the air, this is our life line. This weekend, this citys life line went down for an hour and a half, 911 calls were not getting through. The it was not working. Lets take a look at the timeline of what happened here. At 11 35 p. M. Saturday, 911 went out. We understand that 11 39. The backup center also was at midnight. Public was notified and there were alternative numbers given out to anyone who needed to call 911. By 12 25 in the morning, a limited number of 911 calls were able to get through. It wasnt until 1 15 a. M. That all of 911 was restored. How could this happen . Multiple features to a system that are down. Right now, the city officials dont seem to have an answer for thi this. Late saturday night, the worse possible scenario for Emergency Services in the district. The 911 system completely shutdown, dc home land security and Emergency Management agency says a Maintenance Contractor accidently hit an emergency shutoff switch. How could Something Like this happen . Theres a large investigation going on into exactly how it happened, and what training the individual had. He had to be trained to be here. And he had to receive the the mistake is huge but the district still has a backup center where 911 calls should reroute to in case of a failure. In that event, every dispatcher in the 911 call center has to physically move across down to the backup center near Howard University. That is a 20minute drive away. We now have on a bigger problem than rolling to a backup center. Reporter city officials including the mayor dont have much to offer in terms of answers we have certainly asked people to let us know we reached out to Major Hospital and and the like. Whats unclear is why this knocked out police and fire dispatch radios, dc Homeland Security are saying that didnt happen. However be tony, Police Officers out there are telling a different story. Its a big mystery. Were going to continue our teach coverage. Marina marraco is live at the office of unified communication in southeast with new details on what happened when the outage occurred. Reporter it was roughly two hours of sheer confusion, panic and overall frustration from the First Responders who you could hear in these radio transmissions to speaking and waiting for a response from ouc here in southeast and virtually speaking to themselves. As we assisted through those radio transmission recordings, it is obvious that problems were starting nearly 20 minutes before dc Officials Say the outage happened at 11 35 because as we assisted through those radio transmissions at about 11 15, you can hear officers medics and firefighters start calling for radio checks and never hearing back from dispatch. Roughly ten minutes before the residents are made aware of that this outage that you start hearing that panic behind the scenes of the citys emergency response. Dispatch is on the everything is shutdown. Citywide, nothing is working the radio came on, the phones are out. Everything is blacked out up appear for communication. Officer safety then roll call we have all officers give a role call. They come over the air. One unit at a time. Whoever is calling communication, the system is down. I understand, were trying to to put medic 27 back in service. Do you want us to stay out of service . Use a land line, larry. I cant. The phones are out. Tried calling by phone. Computers are down, radios c were making a move up to mcmillons at this time. Phones are down. Lines 1, 2, 3, 4, 5. Reporter mayor bowser said she was unaware of this time period 11 35 to 1 15 sunday morning of any serious emergency. We found several incidents including a Domestic Violence assault that took place roughly 12 30 in the morning. And we want to show you this call log from one of the witnesses who called for help during that domestic situation. Neighbors tried calling 911 to no avail. Unaware that the outage had happened. You see the call log. First happened at 9 00. The victim was in and out of consciousness after being hit in the head several time with a hammer. Heres the call from First Responders.
