This is fox 5 local news at 10 00. Right now at 10 00, a fifth body pulled from the rubble at the scene of an apartment explosion in Silver Springs. Are the buildings Still Standing safe . We do begin with the heavy rain thats been pouring down across parts of the dc region. Im tony perkins im shawn yancy. The storms are creating problems in maryland. Trees fell over several areas including here near the olney town street. We want to standing by. Reporter tony and shawn, were going to have to keep rain in the forecast little bit longer, i dont have severe storms at 10 00, but a lot of rain pounding down, and of course, the evening storms, which caused all that tree damage had gusts 55, 60 miles an hour. Of hail, heavy rain, and lightening, this is whats left tonight. These are still pretty strong storms, and really dropping an awful lot of rain, we had Flood Warnings a little bit. None right now but a lot of lightening as we look down to our south, lightening was a real big story with thousands of lightening strikes in the evening storms. It settled down a little bit in some areas, were still getting about 636 lightening strikes every 30 minutes. One or two storms producing a little bit of hail. Including this one north of saint michaels. Everything moving to the northeast, generated storm reports. All of these little balls indicate where we either had hail or wind damage. Thunderstorm damage caused by strong winds of what happened around the reap region. Catholic University Reported hail about eight 10th of of an inch. Strong winds in Washington Grove at 5 35, 58 Miles Per Hour winds in Montgomery County. And one more to show you, and this is very representative of what happened around much of the region, multiple trees down on wires, thats coming from the city of laurelly lots of damage. Lots of heavy rain from these storms. Just in the last 12 hours, about three inches of rain especially north of the city, and down to the south weve had a few spots toward culpeper, heartwood, 2. 7 to 3. 5 inches, more rain, the good news is it did bring it brief heat relief and we needed it. We turn now to Montgomery County where safety inspections were underway this evening at a Silver Springs apartment complex chris pulled a sixth body from the rubble from an explosion and still looking for one the other person, there was good news today, police realized a man who was believed missing is safe. He moved and was living in another complex lindsey you have been at the apartment complex on piney branch road all evening. You watched as the gas Company Conducted tests, did they find any dangers for residents still in the area . Reporter tony, you can see that the gas Company Washington gas is still on scene now, i got an update from them. Im told everything is safe in that building. They were testing today. Battling the rains to do that. You could see the building from where we are here. Right next to the explosion site. Thats why there were concerns. Of this is ahu community, and hundreds of folks have continued to live here after such a catastrophe. People watched as the testing was underway. Residents told us theyre re worried worndering could is there be another disaster. We dont know what caused the building to suddenly explode and go up in flames last week. Fire investigators tell me it could be days or longer before a cause and or engine is determined. Ive spoke to people who lived in that building destroyed. They smelled gas here before some feel their concerns and complaints to management have been ignored. Most people who live here speak only spanish. Days and weeks leading up to the explosion. For her, it was right before the explosion that she smelled a lot of gas in the air. Theres now a huge investigation exactly what happened. Not only involves Montgomery County fire and police. The gas company, but also the atf and we spotted officials with the nstb here today. Were told theyre here because that agency oversees incidents involving gas type infrastructure. Tonight, officials are reminding people to always call 911 if you should smell gas in your home. As we have been reporting on the tragedy, were also reminding you that you can buy gas detectors for your house, they work similarly to smoke detectors. You can get them at home depot about 40 bucks and youll get an alert if there is the presence of any kind of gas in your home. Live in Silver Springs, Lindsey Watts fox 5. Maryland is trying to clear up a little confusion over paperwork residents of the Flower Branch were asked to sign following the explosion. Residents were concerned they were saning away their rights to they told us that is not the case. They were presented forms, they did not know what they were. As there also is in this community, there is high level of mistrust of people in government, et cetera. And so i believe that some of the confusion came from that. As an organization, we have had meetings with the management and we feel pretty confident that they are doing everything they can to provide assistance to the families in those destroyed buildings as soon as possible. Theyre not asking them to release liability in exchange for that. It is monitoring the situation and working to help the buildings residents. Were tracking metro tonight. A new report from the federal Transit Administration shows metro needs to further crack down on operators who overrun red stop signals. The fta found metro experienced 68 stop signal violations since the start of 2012. Now, the transit directing metro how to fix the it. Sarah simmons joins us with more. Reporter the report shows theres a significant problem with signal overrun since 2012, metro averaging more than one stop signal violation per month. Even though the fta report credits was already taking steps to correct the problem. The agency says metro rail still has a long way to go. The fta says it found three areas of concern. Train operators were not familiar with the route. Operators were unaware of speed commands and attention or confusion towards the problem. Also, poor communication between the operator and the rail operations control center. Now, i talked with wamu transportation reporter, he explained part of the signal overrun problem dates back to 2009. One reason why there have been so many red signal overruns is that metro train operators were override a trains have been manual mode since 2009 for disaster. So metro is years away from returning all six of its lines to automatic train operation but the fta federal Transit Administration does credit metro for investigating possible implementation of another automatic stop system that would prevent trains from going through red signals, even if its at a low speed. The entire. Reporter the fta report was not all bad news, the agency credits metro for expanding training for rail operators and trail Traffic Controllers but the fta is it telling metro to expedite its corrective measures. Metro also discovered more defective rail if askers outside the Eastern Market metro stop today. Those fasteners basically hold the tracks together and in line and prevent train derailments like we saw at the eastern falls church station recently. We turn now to Prince William county where were learning more about a major drug bust selling of a popular prescription drug. Police began their investigation last october after discovering a website that allegedly was involved in selling illegal prescriptions of xanax. 28 people now facing charges including psychiatrist police krauss. The xanax he was prescribing was being used and distributed by one of his patients. Investigators say despite the warning, he continued to prescribe the medicine. He was selling to one of our suspects. We approached him, advised him of what was going on. Hopes that that would, you know, cease the activity. Unfortunately, it did not. We learned that he had sold to other suspects and other operations that weve had in the past. Krauss is back at work after posting bond. We made several attempts to speak with the doctor but he did not want to talk to us. A 15yearold is inside of dc mcdonalds. The shooting happened last week at the mcdonalds near the central detectives center on f street. Officers believed the victim got into a confrontation inside the rest room with another group moments before he was shot in the face. Of the 15yearold is charged with assault with intent to kill. Police are still searching for two other persons. In the district, local leaders reacting to the sudden death of Christopher Berry, the own son of the late mayor marian berry. Businesses and restaurants along the popular strip remain closed, fox 5 tisha lewis joins us live with the story. Tisha . Reporter were learning tonight that here a main street in Ellicott City will remain closed. Will be closed three weeks to allow Public Workers and crews, the critical time they need to complete very important work. Even some of the Business Owners we spoke with said they anticipated it could be at least a year before things are back up and running. As usual, that means theres a lot of people who will be out of work. One restaurants owner turned to crowd funding to help his workers with that transition. Took a lot of thinking. Restaurant where i worked pretty much got wiped off the side of that hill. I had to find something else. Just to be able to receive the money from the gofundme made that transition reporter hes one of the lucky ones able to find work bartending in no time after the massive flooding forced them to shutdown, he worked there seven years. The new job didnt come with a bonus and impending bills were mounting. I pretty much got the amount of money i need to cover my budget, car payment, rent, car insurance, health insurance, all of going to be taken care of. Reporter his boss mark hemis started the gofundme page for its employees. So far it raised about 30,000 we put out this gofundme and told people were doing this as a benefit to our employees, im surprised at the shock were actually doing that. Flooding severely damaged the city two weeks and main street, of course, was a specially hard hit. People have access will have access to main street until next monday. The 65yearold man died when part of a Hotel Ceiling collapsed on top of him. Dozens of homes and building crumbled, many roads are impassable. Controversy is centered around a special promotion involving teachers Marina Marraco joins us with the latest. Seems like this would be something they want. The whats the deal theres a lot of background that extends way past this program. Of course, the union has a strong opinion as do most unions. Walmart now has a new contest where the companying its customers to theyre legible for a 490 gift card. Walmart believe on average teachers spend roughly five hundred dollars out of their own pocket to make sure their students have emg they need for the school year, thats why they launched this contest, not everyone is thrilled about the program. Washington Teachers Union says walmarts pretenses are everything but genuine and contends the Walton Family foundation. Is looking to privatize Public Education and therefore undermine Public Schools by providing large sums of cash to charter schools. Theyre largely divided between fully publicly funded schools and charred schools. Washingtons Teachers Union says walmart is helping perpetuate the two tier system and this program is another ploy. It is not right now when walmart is cloaking that campaign of wanting to help. With teachers buying supplies. I know that and because walmart wants to give this as a donation to students, irrespective of the conditions we should want it. We need to be more conscious, we need to teach our students gifts that appear to be free are not free. Reporter this is another company youd be opposed to that money as well if another company had the same track record as walmart, yes, we would be opposed. Reporter on the other hand, there are those that that he see this as the argument is more political and believe it should be taken at face value considering how many families cannot afford the long and Expensive School supply list especially for families with more than one child. For one child, it costs at least 150 to buy their School Supplies. If theyre willing to give five hundred dollars to a teacher doing a great job to help her classroom, then i think its ridiculous for the Teachers Union to fight that. It doesnt matter if theyre giving it to a private a public or a charter school. It should be about the children and not about, you know, their agenda. And we reached out to walmart corporate and the Walton Family foundation but have not heard back. This turns into a controversy i get it but. I understand the Teachers Union position but what about individual teachers . It can certainly help. A lot of times they have to come out of their own pockets the union saying on average teachers spend about a hundred dollars out of their own pocket. Of we spoke to a former teacher. She takes the stance of the union. The union is saying teach students about social justice. This is a prime example but at the same time, theres students cant afford the supplies i was surprised when there was a controversy, sounds like a promotion. Walmart gets a little advertising out of it. I dont know that theyre trying to achieve other things on their adjourned through this one act, but you know, we all know that the teachers can use that extra money.
