I mean, baner said lets hand it over to the senate and the assumption was we all do what the senate comes up with. Obviously, theres been a breakdown in communication. Theres this thought going back to the election, the republicans are blindsided by how badly mitt romney was beaten and see this going on in the Republican Party itself.
