>> i can't comment on that. >> reporter: in 2011, the town earned $1.8 million from speed camera citations, about a third of the town's budget. david embody is a plaintiff in the lawsuit. >> and i would like to get my ticket dismissed once and for all and see all of the other people with tickets get their money back. >> hopefully, the political leaders will come to the conclusion that he is, in fact, the hero of the story. >> reporter: for now, the police department is not admitting any wrongdoing and while corporal archford has been suspended, takings away his badge and career. the lawsuit demands the ticket be refunded and wouldn't be unprecedented. the town of brentwood did it after discovering the person doing the tickets there was not a sworn officer a few years ago. that was only a three-week period. the allegations in riverdale park go back three years. >> all right. the mayor of glen echo, maryland, wants to crack down on bad drivers. debbie boars is -- to put a stop sign. the study last year found 81% of drivers ran or coasted through the stop sign and an officer on the scene made a difference. 65% of cars blew through the sign then. as it stands, maryland allows red light and stationary speed cameras. at 10, the mayor joins us to talk about her plan. a news edge alert from arlington. a man is in critical condition after he was stabd this afternoon. they're looking for the men man's attacker and maureen umeh has more. >> reporter: arlington police are on the scene of what witnesses describe is a brutal tabs and this -- brutal stabbing here and that happened along the wall there we see the yellow car parked. and this is a bloody scene. let's go to video we shot earlier. the police say it began, the incident, when the victim working in a nearby office building spotted a man breaking into his car. the victim chased a man and that is where the fight broke out. the police say the suspect took out a knife and started stabbing the victim in the hands and shoulder and the front and back. witnesses say there was blood splattered everywhere. >> and you could see blood on the wall and the sidewalk. one day you're in your office working and next, you're in the hospital with stab wounds and that is shocking and especially for a busy area like this. >> this happened around the lunch crowd area and about 1:30. they started seeing blood spattered everywhere and that victim was threaten -- taken to the hospital and earlier, you mentioned the critical and we're hearing that and either way, he's in a bad and the suspect got away in a stolen white van and they looking for that and the suspect. maureen umeh, fox 5 news. >> and a popular yoga instructor and his partner were attacked. and they will gath for a safety walk near third straight. they were sent to the hospital and. new details on the story you heard first on fox 5. swearing, punching, pushing. doesn't sound like the environment you want your child in and some say that is what happened in a summer camp that is called camp brown. it was shut down last week after what is described as an inappropriate fight club and which was insty gated by counselors. >> i want parents to know, you need ton who the counselors are before you turn your children over to some thugs for a week. >> the mom said her 10-year-old was punched in the chest and woke in the middle of the night, forced to stand out in the rain. the spokesman denied our request for an introduce and that the safety of children is the number one priority. in annapolis, the top issue is gambling. the governor wants to expand gambling to allow table games like black jack. also up for discussion, maryland's bill on pit bulls. some want the breed to be defined by law as inherently dangerous. critics say it unfairly singles out the pit bull breed stacy coleman joins us to talk about that tonight. >> reporter: we had seen for probably at least a decade now the increased amount of incidents involving pit bulls. why is it unfire label them once and for all, an inherently dangerous breed? >> i think, first, i would take exception with the notion there is an increase in the number of incidents involving dogs labeled pit bulls. the term pit bull defines the way a dog appears. the dog's physical appearance. it's not a breed of dog. not a coherent group of dog. to say there is an increase in incidences, it's more that there is or not an increase of incidents with dogs labeled pit bull. >> i would say this is going on for a long time and you would have to admit n. prince georges county, the last decade, there is an issue with pit bulls attacking people and kids and they have taken steps. >> i was invited to testify before the pit bull take force a few weeks ago when this first came up before the state legislature, and the animal control officer from prince georges county testified before the hearing, before the task force and identifying dogs called pit bulls is very difficult toco and there is -- to do and there is no definition of the subjective opinion. >> and why is this happening to the pit bulls? you don't hear about golden retrievers being able labeled as inherently dangerous. >> it's unfortunate and true. when you say the two words, pit bull, whether it's good or bad, people come in droves to hear what you're saying and that is exciting right now. >> and the law addressed in annapolis is to shift the responsibility right now from the law to landlords and the tenants to pit bulls and to the owners of the pit bulls. is it not fair to move a law so that people whoen a dog and have a -- who own a dog and have a dog who misbehaves are responsible for that dog? >> a dog owner should be responsible for the dog, regardless of what kind of dog it is. the legislation that passed through the committee is one that will take the burden of liability off of the landlords and make all responsibility for the actions of the choice of getting a dog. >> you support the law? drought survey released showing excessively dry conditions continuing to exact a toll on america's agriculture. twenty% of the country is in extreme or exceptional drought. in the midwest, the there is that heavy rain for winchester and, again, occasionally into motion, northern sections of winchester there and on to i-81 with lightning and heavy rain and this is what i am talking about and earlier, we were seeing hail popping up and they capable of that and some thunderstorm warnings and this is out of win chester to the north and to i-81 and that is an active tornado warning here and there is nothing confirmed and dealing with the heavy downpours and there is a lot of available moisture and i always say that this is estimated by doppler radar and this is in extreme northern sections of frederick county here and there is that bull's eye. to the west-southwest as well and this is some active warnings, morgan county until 8:15 p.m. and frederick county, virginia, watch out for flooding and streams and roadways and with three, four, five inches of rain and that is into 270, urbana and to green valley and to new market there and to mount ayr. and they have been under that storm and that is no severe severe thunderstorms and we could have some before the sun sets and with that 93 in town and that is cooler and there is not that much and this is future cast and tomorrow morning, it's showing activity in the area and i will leave rain overnight tonight and leaving them in through the day tomorrow and not everyone gets them and that is looks like by widetread is storms and the future cast is showing improving conditions and some rain might pick up into the east and that is not an all- clear situation for saturday, the way it's looking now and see the weekend forecast, 85 with clouds and showers on saturday. sunday, that is looking pretty good and we look at the five- day forecast. we get into sunday and monday, and lower humidity, slightly cooler
