>> i think, first, i would take exception with the notion there is an increase in the number of incidents involving dogs labeled pit bulls. the term pit bull defines the way a dog appears. the dog's physical appearance. it's not a breed of dog. not a coherent group of dog. to say there is an increase in incidences, it's more that there is or not an increase of incidents with dogs labeled pit bull. >> i would say this is going on for a long time and you would have to admit n. prince georges county, the last decade, there is an issue with pit bulls attacking people and kids and they have taken steps. >> i was invited to testify before the pit bull take force a few weeks ago when this first came up before the state legislature, and the animal control officer from prince georges county testified before the hearing, before the task force and identifying dogs called pit bulls is very difficult toco and there is -- to do and there is no definition of the subjective opinion. >> and why is this happening to the pit bulls? you don't hear about golden retrievers being able labeled as inherently dangerous. >> it's unfortunate and true. when you say the two words, pit bull, whether it's good or bad, people come in droves to hear what you're saying and that is exciting right now. >> and the law addressed in annapolis is to shift the responsibility right now from the law to landlords and the tenants to pit bulls and to the owners of the pit bulls. is it not fair to move a law so that people whoen a dog and have a -- who own a dog and have a dog who misbehaves are responsible for that dog? >> a dog owner should be responsible for the dog, regardless of what kind of dog it is. the legislation that passed through the committee is one that will take the burden of liability off of the landlords and make all responsibility for the actions of the choice of getting a dog. >> you support the law? there is nothing confirmed and dealing with the heavy downpours and there is a lot of available moisture and i always say that this is estimated by doppler radar and this is in extreme northern sections of frederick county here and there is that bull's eye. to the west-southwest as well and this is some active warnings, morgan county until 8:15 p.m. and frederick county, virginia, watch out for flooding and streams and roadways and with three, four, five inches of rain and that is into 270, urbana and to green valley and to new market there and to mount ayr. and they have been under that storm and that is no severe severe thunderstorms and we could have some before the sun sets and with that 93 in town and that is cooler and there is not that much and this is future cast and tomorrow morning, it's showing activity in the area and i will leave rain overnight tonight and leaving them in through the day tomorrow and not everyone gets them and that is looks like by widetread is storms and the future cast is showing improving conditions and some rain might pick up into the east and that is not an all- clear situation for saturday, the way it's looking now and see the weekend forecast, 85 with clouds and showers on saturday. sunday, that is looking pretty good and we look at the five- day forecast. we get into sunday and monday, and lower humidity, slightly cooler
