>> cantor said house republicans have rejected the president's all-or-nothing approach to the legislation and that republicans have different ideas on how to grow the economy and create jobs. he hopes the party can find common ground with the president. and emergency ethics reform. >> hardly anyone surprised that the d.c. council decided to turn its back on the plan that would launch an ethics reform task force. matt ackland was there and joins us now. matt? >> reporter: the d.c. couple wants to address the issue and do not think the emergency plan is the way to go. this morning, council member ven sent orange proposed a plan to launch a task force. his plan was should the down and he got no -- he was shot down and got no support. he made a promise to voters during the campaign to ethics reform and did that, introducing emergency legislation tuesday morning. >> this will provide a viable solution to restoring public confidence in the integrity of elected and appointed officials. >> reporter: this comes at a time when some city leaders are face alleged ethical violations. the councilman will chair a committee looking into violations and reform later this month. >> and i am frustrated. the residents of the district of columbia are frustrated with the lapses in the government and the skins we have seen throughout the government. >> reporter: and bowser appeared angry that orange tried to get in front of the process she was ready to carry out and accused orange of campaigning from the diet. >> i should remine my colleague it's upon us to separate ourselves from the campaign trail for a half a second because it's our responsibility to govern. >> this legislation does nothing to stop council member bosser's process. she will have her hand on october 26th. >> reporter: council member mendelson said orange's emergency legislation put the council in an awkward place. >> all of us are very much want to deal with the issues, attics and ethics reform. certainly the voters, the public very much wants us to deal with the ethics in government. if we were to vote against the emergency, we could feel as if we're voting the wrong way. >> reporter: again, orange got no support. council member opener asked for a roll call to put all council members on the record. by the way, the committee looking into ethics reform led by council member bowser will take place october 26th. brian. >> and while we're on the topic, did politics play a role in decides whether a city contract was properly awarded to mow the grass in the district? an editorial in the washington post raises the question and now the city council will examine a contract awarded to two companies. one company with a lower price and is gut cutting the grass in six wards and the second company is cutting the grass in two words and charging more money. the company charging more has ties to mayor vincent gray. council member mary shay wants to get to the bottom of it. >> and why did we not accept the nowals in april? it would be -- renewals in april. it would be ordinary, i think, if both companies were doing the right job. >> and shay plans to hold a hearing on the contact this friday. >> four northern virginia men are charged in a $20 million federal kickback scheme. accused of stealing the money for their own use. the men both employees at the army corps of engineers. kahn's son lee and babb are charged. the indictment claims they worked together to steer a $780 million contract to a company of their choice to continue funneling money to themselves. and former county council member johnson won't find out her fate just yet. she was to be sentenced next week. the judge delayed it. johnson pleaded guilty in june to destroying evident that epsnared her husband. the judge set's new date for sentencing and that will take place september 9th. her husband will be sentenced december 6th. >> taking a break from craig for a what. how does that sound?
