is wrong. >> the group is getting very specific and today released a number of findings, including the streets here with 20 or more cases of cans or the streets. those streets include old receiver, shocktown and rosemont. there was to be an advisory meeting between the community members and fort dietrich members and that is designed to open the communicate -- commune casing. no one told the community and that was cancelled. and we should mention as always, we have reached out to the frederick health department and fort dietrich and have not heard back from them. >> roby chavez, reporting live for us. mass arrests, missing documents and missing videotapes. part of an unprecedented hearing in d.c. federal court. today's star witness, the man you may know. the former police chief, charles ramsey and paul wagner has more on the story. >> reporter: charles ramsey is the commissioner in philadelphia and he came here to satisfy about what happened in 2002, and when more than $400 people were surrounded and were unlawfully arrested. they were here to demonstrate against the world bank. but since then, those arrests have been ruled unconstitutional and lawyers have been looking for key documents, audio tapes and videotapes to use. all of that stuff banished. on the wit oops the police chief said he never saw a copy about what is called a running resume. he was never asked to preserve one and never asked to look for one. the running resume is an electronic file used to -- feel used to record all the pertinent information during a major event, including command decisions and arrests. ramsey said he knew it was created. he saw it on the screen on the police command post that day. and lawyers suspect the running resume, which would have contained specific details on events and rests and has been deliberately destroyed. the federal magistrate judge is trying to learn what happened to the document. weeklong testimony is focused on missing policero transmissions and vines. one of the key issues has been whether or not d.c. police chief at the time, chief, actually ordered the arrests in the park and he said it was the assistant chief and these lawyers believe that it was chief ramsey on the stand today, he, again, was asked if he did in fact order the arrests and he said emphatically that he did not and one of the reasons why they want this document is they believe the answer is in that document but it's never found. brian?
