Ive been looking at the observations through kentucky and it has not been able to produce over 2 inches in any location. Were thinking here it could be a dusting to maybe an inch, but i would not be shocked if a couple spots fluff up into a couple inches. Thats the system were watching, a clipperlike system, very dry air overhead, not as cold as some of the last couple systems that came through for us on the ground. I think this quick burst of snow may slow you down a little bit in the morning. Lets talk about again light snow expected for the morning commute. It will begin before the commute, too by the way, minor accumulations, grass, perhaps sidewalk. In terms of sticking on the roadways, i know theyre scrambling some trucks. A lot of the heavy rain yesterday got rid of the chemicals on there. This thing will be gone way before noon, probably on the Eastern Shore by 9 00 and then get ready for the bitter wind chills and real strong wind again tomorrow. It could be a second clipper to watch over the weekend. Well talk more about that in the full forecast. Continuing to follow our big story tonight, the Civil Emergency has been lifted for laurel, maryland. Not before some people in the low lying areas evacuated from a potential flood, though. All day people watched the Patuxent River as it rose and hoped it stop before disaster struck. It rose 8 feet higher than normal forcing wssc to open floodgates. The water caught many off guard including some Homeless People living in nearby anne arundel county. One woman drowned in the floodwaters. There shouldnt be anybody who is forced to live outside in freezing cold conditions and to lose their life because theyre homeless. Many residents were asked to leave their homes ahead of the rising water and as the day went on parks and playgrounds disappeared under the cold and cloudy water. Reporter people are being allowed to return home just off main street in downtown laurel after an anxious day of watching the water rise and lap at their backdoors. It happened in an instant. 59yearold joseph lyons was standing in the road near his house in triangle today when a car hit him and took off leaving him to die. He was found unconscious here on Woodland Drive and later died in the hospital. Neighbors say its very possible he died doing a good deed. He was retired and spent a lot of time outside and neighbors say he was known to pick up trash along the side of the road. Woodland drive is very windy and theres no sidewalks. Neighbors tell us drivers are known to speed through here. Youve got to ally be careful. When i walk on these roads, i walk with the traffic coming towards me so i can see whats coming. I dont be out here picking up any trash. Thats for sure. It happened during a quiet time of day and apparently no one saw the car that hit mr. Lyons. So police arent sure what the lookout information should be at this point. They dont know what this car looks like. If you have a tip, this is obvious, but well say nevertheless. Court of appeals overturned the conviction of the man known as the georgetown cuddler. 26yearold todd thomas of sentenced to 26 years in prison in 2010 after being convicted of 11 counts of burglary and sexual and simple assault for assaulting five Georgetown University students. The court is overturning that ruling saying the superior court judge who oversaw the trial allowed thomas prior conviction to be present to the jury. The Appeals Court says thomas is entitled to a new trial. Firefighters responding to an accident on beltway between a fire truck and a tractor trailer we told you about last night, seven people hurt including a firefighter from west lanham hills. Tonight fox 5s beth parker has more on the amazing surgery that literally gave him his arm back. Literally right through the elbow joint. Reporter that is the spot where lieutenant ryan emmons arm was severed in an accident on the beltway. So we received a call from the outside hospital at approximately 3 30 or 4 a. M. Reporter and the work began. Now in these situations the preservation of the limb and also the timing are both important. For example, this firefighter was driven to baltimore and was actually in the operating room here at Medstar Union Memorial Hospital just three hours after the accident. Fortunately this patient was very young, very healthy and we received him very quickly from a very efficient field system. Reporter that means the severed limb was properly packed on ice and quickly transported. His fate was up to surgeon dr. James higgins of the Curtis National Hand Center in baltimore. It was by no means me alone performing this operation. There was a team of nurses and hand surgical assistants. Reporter higgins gives credit to his colleagues, but hes had quite a week. He was part of a team of surgeons who made National News at Johns Hopkins earlier this week for performing a double arm transplant on a Wounded Warrior named brendan morracco. Thats certainly one of the best parts of the job is the sense that you have made a huge difference in someones life and that you have redirected the course of their future and there are a lot of things that we do that are routine and there are some things that we do that are quite impactful. Thats where the wind chill is. 29 is what it feels like in the district, 21 in frederick and 26 in annapolis, but earlier tonight we saw the wind chills even worse. This is what were tracking. Well call it clipperlike, a weak system riding the leading edge of more arctic air coming into town. Its trying to cross into west virginia. As ive been telling you, it dropped an inch or 2 in kentucky, but as it comes across the mountains a lot of times these dont hold onto their moisture, certainly doesnt have a lot of moisture, but in some spots its been able to put down that coating. This is what were expecting. It doesnt really get down into Southern Maryland for the most part, but well probably see these areas in the light blue getting anywhere from a dusting to 1 2inch or maybe 1 inch of fluffy snow. Sometimes people can fluff up a bit more. I think the best chance of that might be far to the west and maybe a bit to the east if we pick up a bit of moisture along the bay. We wont see any of this for a few more hours, but at 4 a. M. Our futurecast suggests its moving into those western suburbs. These types of snows tend to stick very quickly. Thats something we need to remember even if it only lasts four or five hours. At 7 a. M. This is about the most enhanced it gets. Its not quite continuing on in Loudoun County and Frederick County or western montgomery, but its moved into the Eastern Suburbs and is dropping a coating to 1 2inch. I think it might get a bit more enhanced in these areas and get an inch or 1 1 2 inches, obviously not a big deal, but timing is everything. Its out of here by 9 00 in the district and 10 00 for the Eastern Shore. Then its those whipping winds and real cold temperatures. Its only going to be in the 30s tomorrow.
