assault with intent to kill while armed. >> reporter: tips from community led police to an apartment on downing street blocks from the rite aid in northeast. vinston is accused of holding up the drugstore last friday manager albert mcduffie. mcduffie was left paralyzed and has been recovering at medstar washington hospital center. his brother said the arrest is long awaited relief. >> at this time there isn't enough room in our heart and lives for hate. we are again extremely thankful that he has been apprehended so no one else has to suffer through what albert is suffering through. >> reporter: he says his brother is doing well considering what he's been through. he's grateful the community came to mcduffie's aid with information that led police directly to a dangerous shooter. >> we're extremely thankful that the community rallied around albert and someone came out and identified him as being the person who injured our brother. it's going to be an uphill battle, but he is in great spirits and we're happy he's alive to be with us today. >> mcduffie is a father of two kids including a 3-month-old baby girl. he continues to recover, but his long term prognosis is not clear. rite aid has been helping the family. developing news in prince george's county now, police arrested a man 19-year-old joshua barlow. he's accused in the death of a woman found dead in a vacant apartment at the marlow plaza apartment in temple hills. the victim was identified as 32- year-old latoya hall. we're told barlow lived at the complex and the motive for the killing was robbery. barlow is facing a first degree murder charge. a reduced sentence for a drunk driver convicted of killing three friends and injuring another. a three-judge panel reduced kevin coffay's sentence from 20 to eight years, a decision that stunned the victims' families. fox 5's audrey barnes joins us with reaction from the family. >> you could almost hear a pin drop and a huge sigh of relief from kevin coffay in a faded prison jumpsuit with his mother and sister hugging behind him. coffay who left his dead and dying friends at the crash scene is eligible for parole next may 15th. relatives of the friends who died, john hoover, spencer datt and haeley mcguire, said the judges' decision sends the wrong message about drunk driving. they called it a slap on the wrist for coffay whose blood alcohol level was still twice the legal limit when he was arrested three hours after the crash. coffay requested a review of his 20 year sentence in february calling it unusually harsh. today the judges panel agreed reducing it from 20 years to eight, a move prosecutors and relatives found hard to stomach. >> with the sentence today has effectively turned a knife that has been stabbed into our back. >> it sends a message that this kind of wanton excessive, willful and reckless conduct is more acceptable here in montgomery county, maryland, than it is in frederick county where judge theresa adams felt that a 20 year sentence was appropriate. >> before the judges made their ruling to reduce coffay's sentence, coffay told them there's not a day that goes by he doesn't regret his actions thabout 50 people wearing brigh green t-shirts with messages about the dangers of drunk driving left the courtroom almost in stunned silence. one woman told me there were no winners in there today. three more secret service officers resign following that prostitution scandal bringing the total to six officers who have lost their jobs following last week's trip to south america. agency director mark sullivan visited the white house today to personally brief president obama in the oval office. there's speculation members in the white house may have also been involved. >> from the moment this was made public and an investigation was launched we have been in regular touch with the secret service and obviously with the pentagon about this incident. what i'm not going to do is give a play-by-play or speculate about every rumor that you may have heard. >> the alleged prostitute at the center of this scandal was also speaking out saying she will cooperate with investigators. she says a secret service agent agreed to pay her for sex. her attorney says the 24-year- old left colombia following the scandal saying she's concerned for her safety. there is another scandal brewing tonight, more bad press for the u.s. in afghanistan. there are new allegations that u.s. allies are dealing drugs to u.s. soldiers. we have the latest. >> reporter: afghan forces are being trained by the u.s. military to take over the mission by 24 by 2014, but new -- by 2014, but some documents are showing drugs are being dealt to the u.s. soldiers. >> evidently our allies there are acting as drug pushers in some ways. >> reporter: between january, 2010 and december, 2011, the army investigated 56 soldiers in afghanistan for the possession, use or distribution of opiates. heroin was cited 26 times. at a forward operating base the drugs hash, pot and heroin were purchased from various afghan national army and afghan national police personnel. in another case an afghan interpreter sold various opiates and the documents show other drugs were also available. one soldier admitted buying drugs from a local national while attempting to purchase steroids in. a separate incident a soldier bought heroin and xanax, an anti-anxiety drugs from local juveniles on multiple locations in afghanistan. during the same two-year period the investigations show at least eight soldiers died from drug overdoses including oxycodone, heroin and morphine. in one death announcement the manner of death was described as noncombat related. >> what's concerning about this, we're not interested in invading the privacy of those who died or their families, but it looks like you can't find any public reporting about this. >> reporter: regardless of the circumstances an army spokesman told fox the notification team provides as much information as possible about the death adding every effort is made to assist the family as look as they need it. judicial watch says they're still -- as long as they need it. judicial watch says they're still waiting for responses from more military in afghanistan. the man accused of killing 17-year-old trayvon martin could be out of jail in days. the judge agreed to set bond at $150,000 which is much lower than what prosecutors wanted. also today in court the neighborhood watch man took the stand and apologized to trayvon martin's parents for killing the unarmed teenager. >> i wanted to say i am sorry for the loss of your son. i did not know how old he was. i thought he was a little bit younger than i am and i did not know if he was armed or not. >> i think everyone knows when you give an apology, the time and the place is to do it face to face sincerely and you make it meaningful. this was the most unmeaningful apology we've ever seen in our entire life. >> if and when zimmerman is it released he will have to wear a monitoring device, follow a nightly curfew and have no contact with the martin family. an ocean city hotel faces a multimillion dollars lawsuit after an outbreak last year. >> a virginia man suing an ocean city hotel after being diagnosed with ledges in a disease days after vacationing there. -- legionnaire's disease just days after vacations there. health officials confirmed six cases of the disease, one fatal in people that stayed at the hotel last summer. a deadly crash on the dulles toll road, a passenger in a cab, 36-year-old daniel hartung from utah died. police are investigating the cause of the crash early this morning. a lasting memorial to those who made the ultimate sacrifice in montgomery county. officials and relatives of fallen public safety officers dedicated the memorial today at new public safety headquarters in gaithersburg. it's engraved with the names of the county's 30 public safety personnel who have died in the line of duty. it was paid for by a public/private partnership. critics called it revenge porn, but tonight an x-rated website that linked newt pictures help really form a fairly significant coastal area of low pressure and that will start coming on up sunday. tomorrow we'll have showers and thunderstorms in advance of all of this. as we get into sunday, as this coastal area of low pressure rides up the coast and as is always the case with these big coastal low pressure systems, it really depends on the track where the heaviest rain is going to be or typically in the wintertime we talk about where's the heaviest snow band going to be? in this case it will just be rain for us and the thinking here is that most of the heavy, heavy rain will stay east of i- 95 along the shore and farther up to the northeast. the cold air behind this storm system there could be some snow back down in the higher elevations of west virginia, maryland and maybe western sections of virginia. some cloud overnight, fairly mild lows, but it will be down in the 50s for about everybody. warmer tomorrow. we're headed up to about 80 degrees and we'll have a threat of some p.m. showers and thunderstorms. we'll go 80 in town, warmer south and west. this is tomorrow at 3:00. we should be all dry in the metro, beginning to see some showers and thunderstorms move into the west and then by 5:00, 6:00, broken line of showers and thunderstorms. some could be strong with gusty winds, maybe one or two go severe. that's about it and that depends how much sunshine we have tomorrow. heavy rain starts moving up with the coastal area of low pressure. look how wet we are sunday. notice the orange and yellow, the heaviest rain stays to the east of uses. at least that's the way it is now and monday morning, that's snow, folks, western and central p.a. down to the higher elevations. will we get some lakes? i think there will be a little -- some
