probably a 3 to 4 block radius of this area. that's what they have been searching. they seem to be focusing their attention on this area of the dollar store on seventh street and several vehicles parked in front. a few minutes ago we saw two of the vehicles parked in front of the dollar store toed a way, unclear who they belong to -- towed away, unclear who they belonged to. the 17-year-old was stabbed in probably life threatening condition, police looking for who stabbed him and why. in d.c. a traffic stop turned violent in northeast. an officer pulled over a car on pawn street with two men inside who ran. during the chase one of the suspects fought with the officer who opened fire critically wounding the suspect. investigators found two guns. they're now searching for the second man. a developing story in maryland, a dangerous recovery process underway in prince george's county. investigators are trying to trove a body from a well. it was discover -- retrieve a body from a well. it was discovered this afternoon on an anonymous tip. to fix 5's maureen umeh. reporter: this is now being called a death investigation. the body has not been removed from the well because there is concern the well could collapse. it's not known who the victim is, but there is speculation that victim could be a missing alexandria man. the 20-foot well sits well off old fort road in ft. washington on an abandoned property. you can't see it from the road. neighbors say if someone put the body there, they must have known exactly where to go. >> i drive by. i've seen the house sitting there, but i've never seen anybody go in and out of there. reporter: an an anonymous call thursday afternoon to police led investigators to the well. a camera lowered in helped confirm a body was there. police say it will be days before the body can be retrieved and identified. the structural integrity of the well is a concern. >> this is a vacant home. the well is not far from the home. so there is the concern about shoring up the well properly in case of collapse. reporter: alexandria police were also on the scene. they have a high profile missing persons case connected to the area. 53-year-old lenny harris of alexandria disappeared september 21st. his 1994 toyota corolla with virginia tags xk g-8 385 was found days later near ft. washington in prince george's county. surveillance cameras also captured a man using harris' credit card on king street in alexandria after an attempt in prince george's county. wanda gromes new harris' family. she lives near the well and says she's shocked by the discovery of the body and saddened that it could possibly be harris. >> regardless of who it is my heart goes out to the family, but i'm just waiting and hoping that it is not lenny harris. if it is, i pray for his family and hopefully they can get some closure. reporter: now again the identity of the victim is not known that. could take days because bringing up the body we're told could take days. the neighborhood is a quite remote areas, neighbors very shocked at what happened. old fort road will remain closed while investigators continue to come to the scene to try to trove the body and gather whatever clues -- retrief the body and gather whatever clue -- retrieve the body and gather whatever clues they can find. the fbi arrested a former corrections officer charging him with the death of an inmate. in 2008 ronnie white was arrested in the death of a county police officer. corporal richard finley was killed after being hit and dragged by a stolen car. white was found dead in his jail cell two days later. corrections officer anthony mcintosh found white unresponsive in his cell and didn't call for help. he's also accused of falsifying medical records. white died of strangulation. no one has been accused of his murder. >> the fox 5 forecast, looks like rain and perhaps heavy winds headed this way, sue palka in the weather center. >> i think the morning rush hour might require a little extra time. what it won't require is an extra jacket. it's going to be pretty mild tomorrow morning, temperatures rising overnight believe it or not. we'll start out with a look at radar because there is nothing going on at the moment. it will be a few more hours before we see anything that. red line is the leading edge of warmer air. that warm front is trying to push through the region. i'm going to click on the temperatures so you can see it is dividing a lot of 50s from 40s and 30s to the north, but even with that warm front slowing down it will still be able to progress northward overnight. i think all of us will rise through the 50s and a few spots to the south could be in the low 60s by the time the sun comes up tomorrow. we have to deal with the rain, so over to sentinel radar to show you most of this rain is well to our west, but it will begin to fill in. you can start to see that down through southwestern virginia. we will be on the lookout for some thunderstorms. i think the best chance of that is through lower southern maryland and the delmarva. a few of those could pack gusty winds and we'll all start to sample the winds later in the morning. tonight we're keeping an eye on the potential for severe thunderstorms down to the carolinas and southern virginia. tonight there were two reports of tornadoes, one in louisiana, one in mississippi, looks like that severe threat will continue through the noon hour to the south and east including st. mary's county down through the northern neck of virginia, but temperatures the big story. we're holding at 51, fredericksburg 59 and hagerstown 38 degrees there. more on the forecast for the rain tomorrow as well as the weekend in detail in a couple minutes. >> you can track the headquarters on the one year anniversary of a winter storm that left thousands huddled in the dark, fox 5's beth parker with details. reporter: they wanted to start at the top with pepco president joe rigby. rigby did not make an appearance, but provide testers from the group our d.c. -- protesters from the group our d.c. certainly let pepco know they are unhappy about the proposed $42 million rate increase. what did you think when you heard they wanted to do a rate increase? >> i thought it was preposterous because they made $800 million in profits and we think that's too much. we want them to take that $42 million off the table. >> it was disrespectful and it's unfair. i have to choose whether i want to keep my lights on for my children or buy food for them. reporter: the original plan is for the protesters to go right inside, but if you look over here, you can see what stopped them, a rove mpd officers. they -- a row of mpd officers. they say their message is still being heard. >> more of us together make us have more power, so i think something can happen if we keep doing what we're doing. reporter: protesters brought pennies saying it's all they have left. think say considering the long outages after big storms pepco has a lot of nerve. >> pepco has the worst customer service in america. >> corporate greed has overshadowed your community's need! >> any company that pays more to lobbyists than they do in taxes is doing something wrong. reporter: in a statement pepco says, "we are investing approximately a half billion dollars over five years to improve reliability and our focus right now -- chiefing that goal for our customers" -- is achieving that goal for our customers." the customers say they won't give up. >> we'll be back. we'll be back. introduced legislation to close a loophole that allows convicted felons to stay in office before they go to prison. leslie johnson wanted to stay on council until sentencing. johnson eventually resigned after a public outcry. a maryland man pleaded guilty trying to set off what he thought was a bomb outside a military recruiting station. an fbi sting caught antonio martinez in 2010. agents provided the phoney car bomb and arrested martinez trying to detonate the device outside the armed forces recruiting center in baltimore county. martinez will be sentenced in april. 12,000 people packed penn state's basketball arena today to remember former football coach joe paterno. the public memorial wraps up three days of remembrance ceremonies on campus. paterno's wife, children and other family members attended the service. paterno who was 85 years old died of lung cancer sunday. up next stunning video of an ex-marine who fired shots at the pentagon and other military at its. news edge at 11:00. a plea deal today for the man who fired shots at pentagon and other area military installations. 23-year-old yonathan melaku, a former marine core reservist entered the plea in federal court. he admitted firing shots at the pentagon and a military recruiting station in virginia. during one of the attacks he brought a video recorder with him. [ shots fired ] >> the video begins with melaku wearing a mask when he fires. he later takes it off. investigators found the video when they searched his house. as part of his plea deal he'll get 25 years in prison. now time to settle that unpaid parking ticket, shawn yancy back with your fox 5 top five. >> up first tonight if you owe any unpaid parking tickets or moving violations in the district, no. 5 is for you. you have until tomorrow to pay without penalty. the ticket amnesty program in d.c. is for anyone issued a ticket prior to january, 2010. the city says maryland drivers account for nearly 38% of unpaid fines. no. 4, how about breakfast at taco bell? the chain introduced a breakfast menu at 800 restaurants. the western states are trying it first. if all goes well, taco bell will offer up breakfast burritos and hash browns nationwide. no. 3, not enough americans are screened for common cancers. according to the cdc only 72% of women are being screened for breast cancer below the target of 81% and only 58% of americans are screened for colon cancer below the 70% target. no. works your itunes downloads could -- no. 2, your itunes downloads could be taxed if maryland's governor gets his way. you'd pay $1.05 instead of 99 cents. the governor wants the 6% sales tax to cover everything you download. no. 1 tonight, metro is also considering raising rates again. that's right. they have 50 possible fare changes on the table now and they range from raising the basic rate on metrorail to $2.10 during peak hours and $1.70 during off peak hours. metro will hold public meetings on the proposed hikes and that's tonight's fox 5 top five. >> i guess the question when does the rain start and when does it leave? >> between 2 a.m. and 3 a.m. getting started around the region starting southwest movin be out of here for most places by the noon hour, but it will linger longer south and east of town. now it's dry across the entire area. the rain should get started quickly in the next few hours as it's being transported on a speedy jet stream and the jet stream level winds may contribute to some thunderstorm development later tonight. here is the bigger picture what we've been watching. we know some of this rain will get in a bit later. we expect to pick up maybe on the order of 1/2-inch. i do think this will affect your morning commute. here's the skinny line we've been watching, a few reports of whacky nothing terrible, not like in texas -- weather, nothing terrible, not like in texas. wanted you to see the temperature contrast here. in the blue we've got colder air, in the green temperatures in the 50s. that's where the warm front is now. check out how the temperatures line up with that. it is at or above 50 in most of these spots, fredericksburg 59 degrees, leonardtown 54 and also salisbury. this will push north up to the mason dixon line. we'll see 60s spike in, still 64 degrees at raleigh, beckly 58, pittsburgh up to 54 degrees. there is a cold front coming that will eventually sweep the rain out during the day tomorrow and temperatures will begin to drop a bit. now saturday about 53 degrees. so it's a mix of clouds and sun but not a bad day. sunday will be colder. there is going to be a clipper on the move coming across the midwest and great lakes. we'll have some sunshine, but our futurecast is trying to suggest could there be a flurry sunday? we'll wait and see. most models seem to think this will dry up before it comes across the mountains, but let's check it out. at 11:00 tonight all the rain north and west. by 3 a.m. we're starting to see showers. in the yellow we see where there's more embedded heavy rain. by 8:00 not that rainy. so maybe the worst part 69 commute will be the earlier part -- part of the commute will be the earlier part and right around the noon hour there's that line that tries to get going, might start across southern maryland and move over to the delmarva. you might see that at the beaches. we'll begin to see sun in the suburb at the noon hour. the snow continues for the mountains that. does not get in here. saturday at 1:00 we have a little cloud deck in here. this isn't the clipper snow that's left from the northwest winds we'll have around tomorrow. by sunday watch what happens, our futurecast trying to suggest sometime in the afternoon maybe a little of that tries to hang together and bring us some flurries through town. we'll wait and see on that. other models are suggesting that won't be able to hold together. tonight it's all about temperatures. they'll either be steady or rise. we'll have showers, maybe a rumble of thunder, temperatures easily staying in the 50s. some of you will be closer to 60 by morning. morning showers, a couple thunderstorms around. the afternoon is a totally different story. it's drier, the sun comes out and blustery with winds out of the west, northwest with winds 15 to 25 potentially gusting to 30 miles an hour. we'll start out mild with showers and begin to drop in the afternoon. 62 at the noon hour and 42 at 4:00. our average is 55 degrees. in terms of rain we're thinking it's going to be about 1/2-inch locally, maybe a bit more if you get a thunderstorm. here's your five-day forecast, a couple warm days, a little cooler sunday and monday at 42 degrees, but we don't stay down long. tuesday's temperature is about 53 degrees. so if this has given you a little spring fever, dave feldman will continue that theme. he's got a report on pitchers and catchers. your sports start now. this is your local nissan dealers sports desk in hd with dave feldman. >> thank you. we're just three weeks away from pitchers and catchers reporting to florida for nats spring training. you know what they say, hope springs eternal. besides hope brad lidge will be coming to the airport agreeing with a one year deal with the nats. last season he threw only 19 1/3 innings for the phillies. he didn't pitch till late july because of elbow and shoulder issues. that was with his right arm. he'll be reunited with former teammate jayson werth. randy whitman is perfect as the wizards head coach going for two straight tomorrow in houston, baby steps. yesterday he made his debut against the bobcats, a combined five wins between the two teams. early 1st half kendall walker high off the glass but the wizards come right back, john wall to nick young, young with a game high of 20. 2nd half john wall leads another break to andray blatche who had 17. wizards dominate 92-75 for their first victory in a week. randy whitman doing his best to change the culture at verizon center. >> it's like any bad habit we've had. if you're a smoker, you ain't going to drop those cigarettes first day, all right?
