edge exclusive will. >> reporter: brian, he did speak with me on the phone from his hospital bed today. scotty burrows is the teenager's name. we just returned from the teenager's home in lusby maryland about an hour ago. the father is also speaking out tonight. he's talking about what happened monday evening and what could have happened. >> i couldn't believe it when i heard what happened to scotty, something so tragic that would occur just from kids skateboarding. >> reporter: his 15-year-old son is in the hospital recovering from a gunshot wound to the leg. after three hours of surgery and three days of round-the-clock care, scotty burrows says it's all surreal. his father put him on the phone. >> two gunshots the first one i heard and i had to run, and my friend tom told me to run, and the second one i just started hearing a ringing noise and then i dropped on the ground. >> reporter: here's the back story. scotty, along with four friends, were skateboarding on private property at solomon's landing condominiums. neighbors shooed them away but the sheriff's office says this neighbor, charles arbinger wasn't satisfied. the 66-year-old is accused of using pepper spray on the boys and then retrieving a 12-gauge shotgun from his home and firing two rounds. one hit scotty while he was standing outside the condo complex on a public road. >> i really wonder why he would shoot me when i'm off the property. >> i was scared that, you know i may lose my child at 15 years . >> reporter: he was arrested and charged with first and second-degree assault. his bond is set at $50,000. at 1:30 this afternoon brian he made bail. >> getting facebook and tweets about this. saying listen, skateboards are no angels, of course they don't deserve to get a shot gun pulled on them. what's the buzz in the community. >> reporter: the family says they're getting a lot of buzz and a lot of slack saying hey scotty and the other guys were trespassing. the closest skate park keep in mind is an hour away from where those boys live. the kids admit sometimes they do skate where they're not supposed to to find those real sweet spots but the sheriff says trespassing or not you can't shoot people when you're mad period. breaking news coming into the fox 5 newsroom. a new audio message from osama bin laden has surfaced. investigators say it appears it was recorded shortly before his death. in it, bin laden praises the protests sweeping the middle east. both bin laden and the west supports the movement. interesting allies in that case. difference is the us and its allies want to lead to democratic reform. bin laden hoped it led to a strict forming of islamic law. luckily he'll never know. a new warning for women tonight. police are looking for a man suspected of attacking a fairfax virginia woman. she woke up with a man standing over her bed with his hands over her neck. she screamed and he took off through the window. police are asking people to be vigilant while he's on the loose. a vicious dog attack on a school bus in prince georges county. police don't know who owns that animal tonight but the american bull dog started biting children in clinton and followed the kids onto the bus at a bus stop before police shot and killed it. matt ackland is following this one, matt. >> reporter: tonight, authorities really want to find the owner of this dog. they want to know not only why it was roaming the streets but also if it may have been infected with rabies. it all happened this morning as school children in clinton maryland, were getting onto a bus. we're told the dog chased some of the kids onto the bus and then started biting them. four kids who were heading elementary school were bitten and taken to the hospital. when police arrived on the scene, they shot and killed the dog. we spoke to some of the victims today, they showed us their injuries and they described what happened. >> the dog comes behind him and everybody started screaming. >> i was scared, my feet did not -- i was jumping over the seat and he was chasing me. >> this boy named rashawn got bit in his rib caged and i was so scared so i kicked the dog. >> officials would really like to have some help finding the owner of this dog. if you have any lead animal management in prince georges county would like to hear from you, brian. >> what about the health risks? the next fear parents might have is rabies, right? >> that's true. officials said they saw no signs that the dog had rabies but just to make sure the dog is being tested tomorrow morning to be on the safe side. >> matt ackland tonight. the dc council wants brown to appear before vincent gray's hiring practices. so much so court papers were filed today. brown's refused to respond to the council's past request. this time if he doesn't show up on june 6 he faces a $5,000 that day and $5000 every additional day. brown said he was given cashed and promised a job by gray's campaign staff and was fired less than a month after being fired. we are learning more about how far the corruption scandal in prigs county could reach. jack johnson two ranking high officials have pled guilty. it shows the corruption extends all over the government including johnson's wife, a council member. there may be more people involved, but none named. >> the reason for that is is that we're prohibited from naming them as being involved in criminal activity unless we're prepared to charge them and we haven't done so at this time. >> will campos now in his seventh year on the council told fox 5 he finds it hard to believe others may be involved. to virginia now, the projected cost of completing the silver line to dulles airport and beyond is so high one of the counties involved is considering backing out of the deal. fox 5's john henrehan explains. >> reporter: metro's silver line in virginia is already under construction between falls church in reston. phase 2 which would carry it into dulles airport and beyond the airport into loudoun county is now projected to cost $3.5 billion, a billion more than earlier estimated. the board plans to pay for the rail project by continuing to hike the cost for drivers using the dulles toll road. local and state legislators are screaming on behalf of those future drivers. >> to say that they're going to have to pay $21.50 to use the road, back and forth from work is ridiculous. it's absurd and people aren't going to be able to afford it. >> reporter: scott york and other loudoun supervisors have directed their staff to figure out the implications of simply withdrawing from phase 2 of the project altogether. opponents of using car tolls to pay for the rail project aren't even sure the loudoun county stations make economic sense. >> the issue for loudoun county is that over the next 30 years they only project $234 million in net economic benefits from the rail project. and the total cost up front they project is $300 million. >> reporter: so far, the airport's board is sticking with its plan to build a closer underground metro station at the airport, rather than save $300 million with a further away alternative. >> but what we have on our agenda is to visit with the secretary of transportation and our partners, and work out a solution. this is a vital project, the secretary says it is we say it is. our partners say it is. we're going to work together until we find a solution. >> reporter: officials in loudoun county are expected to decide in the next few weeks whether to bail out of metro's silver line project. john henrehan fox 5 . >> one complication for officials in loudoun county, even if they decide to pull out of the deal, the station at dulles airports will actually sit in loudoun county. the local government would still likely have to pay out some money for the project. a developing story out west. a military jet crashed and burned shortly after take off. laura evans is everywhere at 11:00. >> reporter: the boeing 747 burst into flames in california about 40 miles northwest of la. a spokesperson says three people on that plane made it out with only minor injuries. the tanker is used for fleet operations, support and transporting fuel. no word on where that plane was going. use of the numbers 93 and 175 prompting an apology from the united airlines tonight. those were the numbers for the flights that crashed on 9/11 and recently the airline started using the number again -- numbers again. tonight, united says it's not going to happen again. a spokeswoman attributes it to a technical error. flight 93 by the way crashed in pennsylvania and 175 went into the world trade center towers. developing news out the syria the us issuing sanctions after the government's increasingly violent crack down on protesters. president obama signed an executive order imposing sanctions against syria's president and other top leaders freezing all assets in us jurisdictions and barring americans from doing business with that country. a war of words among the remaining redskins' quarterbacks, and now donovan mcnabb is weighing in. plus, science fiction is now a reality. jet packs are actually on sale right now. how'd you like to see your neighbor in one of these? >> they're backed up with orders and will do well. >> makes parasailing kind of lame. >> i hate to see that. >> it's fun to watch . >> oh, well, still trying to break this pattern and it's a mess in certain spots. >> it's not broken yet either. we're going to do it again tomorrow. i want to show you some pictures that were sent in tonight. thank you all for sending pictures to myfoxdc.com. this was sent to us from leesburg, virginia. steve scamp watching the hail pile up on his deck. it looked like it snowed and steve put everything into a big pile and wouldn't you know it's christmas in may in leesburg as there is so much hail covering the ground. hey leesburg wasn't the only place that got hail. there were a lot of reports coming out of fredricksburg as well, as these storms were able to lift high enough into the atmosphere to really find cold air aloft to produce the hail. we have a patch moving across the bay that will clip the eastern shore and most of the batch that we were watching near fredricksburg and hagerstown has moved into pennsylvania. probably be a few leftover showers tonight and that is it but we build up for another round, especially tomorrow afternoon, quickly over to true view because you can see the whole pattern here, everything really spinning aloft as our big area of low pressure still is close enough to tap the atlantic and send these huge feeder bands of moisture in. so that's what we've been seeing and unfortunately so many of the same areas get hit over and over, and then the pr becomes flash flooding. more of the same tomorrow. we have a flash flood watch until midnight for the rest of the area but thought we'd start with future cast to show you the rest of the night and the remaining days that remain in this pattern. tonight, most of our storminess is up to the north. that's what future cast is seeing there. 9:00 in the morning, most areas will be dry. watch for some fog in the overnight hours. what happens is this builds up again in the afternoon. you notice on future cast instead of moving from south to north, our moisture is moving from northwest to southeast so more of a traditional pattern and really what that's showing us is that the area of low pressure is going to be almost on top of us and moving to the east. beginning to get that kick, you can start to see this flow as we go into friday. yes, there could still be a few more showers on friday especially down through virginia. but watch what happens as we keep moving this on friday night at 10:00 the pattern is winding down. saturday morning, looks like it's out of here, looks like we'll have sunshine and a day of dry pressure moves in for the weekend. we could still have maybe a couple of evening storms on sunday so we haven't been completely cleared of this, but we have certainly been waiting for saturday 80 degrees it looks like a great day perfect for preakness fans. sunday could be warm and maybe a late storm around but not talking about the persistent pattern we've been seeing. what are we talking about in terms of rain? if you get a shower or thunderstorm, it could easily produce an inch or two so be aware of that so we think the worst of that will be tomorrow and less coverage of those storms on friday. we're working our way out of it heading toward a weekend that should be mostly dry in comparison. couple of scattered thunderstorms around on monday as well as we head for a summer-like 84 degrees. spring, summer, take your pick of the seasonses. what's always in season in dc is who's going to be the quarterback for the redskins. dave feldman has that when we return . owt trgot >> good evening i'm dave feldman. quarterbacking the washington redskins is no doubt a powerful position in a city that loves power but the politicking that is going on to get that gig is pretty severe. first, there's john beck a shanahan guy launching his own media blitz saying he sees himself as number 1. he did not mention he hasn't played in a regular season game since 2007. then there's free agent rex grossman who started at the end of last season and went on local radio saying he's the guy. what about donovan mcnabb?
