>> reporter: mayor gray promised to end the redeployment of detectives and other personnel to patrol duty so they could devote full attention to investigating and closing cases, but according to these two documents that program and all hands on deck will continue. voters say it's a slap in the face for those who expect mayor gray to keep his word. >> if he's not able to follow his commitment is, we've got a real problem because we're only six or seven weeks in and if this is the pattern where he's going to. same sort of shenanigans that the prior mayor, did it's going to be a long four years for everybody in the city. >> reporter: kris baumann said the mayor's actions leave the union little choice than to file a lawsuit. >> he needs to do the things he said he would. >> reporter: we tried to reach mayor gray for comment but were unable to. chief cathy lanier is part of the all hands on deck lawsuit, so she can't talk about the matter. an update on another edge exclusive. three d.c. police officers claim they were told not to answer certain questions about breathalyzers under oath. all three say the requests came from prosecutors in the d.c. office of the attorney general. instead they told the truth and now the fraternal order of police called for an investigation. defense attorney david bet wits says he's aware of the officers' -- benowitz said he's aware of the officers' claims and there should be an investigation. >> if a lawyer is suggesting that a sworn police officer not volunteer information if they're asked about it under oath, that's obstruction of justice. >> acting attorney general irvin nathan said he was and has carefully reviewed the allegations made by the officers and conducted a preliminary in-house inquiry and concluded there's no merit to the allegations. the police department has not responded to our requests for comment. more now on a developing story out of laurel, shots fired tonight outside a rec center. one man was killed, the killer still on the run. it's the 20th homicide in prince george's county this year. fox 5's wisdom martin live at the scene. what do you know, wisdom? >> reporter: this happened at the deerfield run community center which is connected to deerfield run elementary school. police say they got a phone call just after 6:00 today about gunshots in this area. when they got here, they found an adult male dead from a gunshot wound on the basketball court, which is beside the community center, beside the rec center. at this point they're trying to find witnesses, trying to see if there were any people out here at the time, trying to get any piece of information they can to help them further along in this investigation, trying to figure out what led to this shooting. we're also told because this is park property, maryland park police are right now the lead investigators in the case, prince george's county police assisting them. they were the first to respond, but maryland park police have the lead in this case. now about an hour ago i did get a chance to speak with a woman who says she was the girl friend of the victim. she said they had a child together. she was understandably very upset. i only spoke with her for a couple seconds. she was too upset to talk on camera. then she left the scene. that is the very latest we have right here, brian. back to you. the battle brewing between prince william county and the department of homeland security just got turned up a notch. the board of supervisors said they will sue after receiving no information about that man who is charged in an accident for killing a nun in august. there was a freedom of information act request. the county said it never got the info. developing news from the middle east where anti- government protests are becoming louder and more violent. in bahrain the government is intensifying its crackdown with tanks and riot police. at least five protesters have been killed, more than 200 wounded. elsewhere street protests continued in yemen today and lybia and in iran despite a media blackout some pictures of anti-government protests are getting through. the debate over the federal budget is intensifying. while both sides duke it out over next year's spending plan, this year's budget still hasn't been completely funded. many house republicans are demanding deep budget cuts. they're threatening to force a government shutdown if they don't get them. remember 1995? we were still shoveling. there was still 10 inches of snow on the ground in d.c. and 15 at dulles. so this is a nice february 17th, unless you are a big snow lover and then you'd be wondering why couldn't we have a little revisiting of that? we've got a little something in the forecast for snow lovers, too. first temperatures around the region, high temperature in d.c. today 72 degrees, unbelievable, a lot of warmth across the entire country, cincinnati with 65, up toward minneapolis 46, dallas 77 degrees. now you see colder air coming across the country. storminess will stay out west but we'll have a front move across the country and it will slip through our area tomorrow night and put an end to these 70-degree days. if we get another one tomorrow, that's really incredible, three in the same week. 61 degrees for gaithersburg. that's just unbelievable as well. our average high is 47. we're 10 degrees above that now in the district and falling only slowly. so it's going to be pretty mild tonight, certainly compared to other nights. 44 winchester, chantilly 45, we bottom out at 50 in alexandria and the district and baltimore about 50 degrees with a few clouds around. now we will be certainly advertising this mild night with a few clouds and a south wind making a big difference, 47 degrees for us. tomorrow about 70 degrees, again it could go above it. the record for d.c. is 76. don't think we'll get that, but the reason we're keeping it at 70 is because we think there will be more cloud around, maybe a hit or miss shower especially west of d.c., not a big deal in the shower department. breezy, though, and warm. front will slip through in the late afternoon and evening. at 8:00 in the morning we'll already be up to 54. by noon about 67 degrees and starting to cool off a bit by 4:00 at 65. around the region we go to show you some of the other high temperatures we're expecting, 74 fredericksburg, a little cooler in annapolis near the water, 71 for frederick and 72 for front royal. that frontal system will slip through probably during the evening rush hour and drops our temperature saturday to 53 degrees, sunday 502. the big thing about saturday -- 52. the big thing about saturday is it's going to be quite blustery and we could have gusts to 35 or 40 miles an hour. that takes down some limbs. sunday will be chilly, could be light showers or sprinkles hate at night as another warm front tries to swing -- late at night as another warm front tries to swing through. about 6:00 the front slides through and continues moving on. the winds pick up saturday and watch a little moisture sneak in sunday. this won't get too close to us until later in the day. the clouds will increase sunday and we'll keep an eye on what happens with that precipitation, but the trend is certainly for us to say good- bye to us and bring in the cooler stuff for the weekend, but it's not cold. one thing you may want to see on this five-day forecast is what may be going on on presidents day, monday night. we think there will be some rain which may change to snow and continue in the overnight hours into tuesday, perhaps snow or mix on tuesday morning. certainly it will be a little bit colder. at least we've got nats to look forward to. pitchers and catchers are there, even strasburg. feldy is talking about that when we return. 's rig good evening. i'm dave feldman. stephen strasburg was among the nats pitcher and catchers that worked out today in viera florida and no it doesn't mean he'll be throwing for the nats this season, but it doesn't mean he won't either. strasburg made light tosses this morning, participated in field drills and some stretching. it was not the first time he's thrown since undergoing ligament replacement surgery on his right elbow last september. that happened january 31st out in arizona, but this was encouraging. manager jim riggleman said the plan is for strasburg to continue to do some height tossing and progress to longer throws slowly. stephen said this. >> you saw the work that, you know, i put myself through, this entire offseason. you understand that, you know, there's no apprehension of throwing a baseball right now. i feel great. my body is in the best shape i could have put it in this offseason and i'm going to continue to do that. i'm going to continue to put my work in in the weight room, in the training room so, when i do go out and throw hopefully my arm feels the best it possibly could. >> he looked good. strasburg does return this season it. won't happen until september. last week dale earnhardt jr. won the poll for this sunday's daytona 500. then yesterday he lost it when he crashed his primary car. so today at the gatorade dual races the pole is up for grabs again. the daytona 500 is sunday and our coverage begins at 1:00. today ryan newman has trouble real early, second happen of the race, but he would recover from this spinout to finish 10th. he didn't total the car. kurt busch would not have any issues, takes the checkered flag. it's a big win. he moves up from no. 3 to starting position to the pole. so he's up front for sunday's big race. now drama late in the second race, last lap trevor bane and david ragan collide. jeff burton won and will start fourth in sunday's big race. jeff gordon will start on the outside of the front row alongside the pole sitter kurt busch. the nfl's collective bargaining agreement expires in two week. an independent u.s. government agency will oversee negotiations in washington beginning tomorrow. two reports already have said both sides have committed to seven straight days of negotiations. that's good news. caps in san jose tonight, a place where they haven't won since 1993. it wasn't a good start. caps on the power play but here come the sharks, shorthanded bill pavelski beats michal neuvirth. sharks go up 1-0 but remember the caps were on the power play and just 22 seconds later the great 8 with his 23rd of the year and that's where we stand right now, all tied up at one after one period of play. you will never guess what happened to golfer dustin johnson today. he was penalized two strokes when he showed up late to the first tee at the northern trust open. his caddy gave him the wrong tee time. johnson had to race up the hill and arrived within 10 seconds of being disqualified. he marched the first hole which turned into a double bogey because of the penalty. he ended up shooting a 2-over 70 three six shots in back of the lead. his caddy said, "my." remember last summer johnson was assess -- my fault." now remember johnson was assessed a two-point penalty last time in the pga. that penalty kept him out of the playoffs. john wall will compete in the skills competition during nba all-star weekend. that's sports. i'm dave feldman. brian is back with more of the edge after this. have a great night. ♪ i thought it was over here... ♪ [car horn honks] our outback always gets us there... ... sometimes it just takes us a little longer to get back. ♪ we squeals out another fantastic friday, at least -- squeeze out another fantastic friday, at least 70 degrees and if we get enough sunshine in the afternoon, we'll be above it. it does look a little cloudier tomorrow and windier on saturday as the cooler air comes in. taking the edge off tonight, this one is hard to believe, but a man in china has been walking around with a knife in his head for years. he'd been complaining about hehe
