beaten is asking why doesn't other officers try to stop it. >> when you look at the videos, the guys on the horseback should have stopped those guys. they should have said wait a minute, you're committing a felony here. this kid didn't do anything here. they did nothing. >> reporter: we asked police if any other officers may be in trouble for not trying to stop the beating or not reporting it. >> everything is on the table and not just what we see in the videotape but if there were other uses of force that was improper and also our procedures. >> reporter: police say the tape is prompting threatening phone calls from around the country. the department is fresh off federal scrutiny and is pleading for the public's patience as it investigates. >> an isolated incident will not take us back. this department has worked too hard to work with this community to provide professional policing and provide for public safety. >> reporter: now, police tell us once all the suspensions are in place, they will release the names of those officers involved, even though tonight there are concerns over their safety. at prince george's county police headquarters, aim roz plater, fox -- i'm roz plater, fox 5 news. in january donald gates was exonerated after spending more than 28 years in prison. he is -- his wrongful conviction for murder was based on faulty evidence by an f.b.i. analyst. now a d.c. service wants a broad investigation into the lab. a partial review was done in march. d.c. prosecutors have reviewed 20 cases but found the lab examiners didn't play a big role. a d.c. jury has acquitted a man in the murder after young woman. back in 2008 the woman was sitting outside her northeast apartment eating a hamburger when she was shot. court documents claim terence jones asked her for that burker and when she -- burger and when she refused he returned with a gun and shot her. jones' attorneys argue police arrested the wrong man. the jury acquitted him on all seven charges including murder. another big story we're following. the mass mistake that's dividing d.c. schools. teachers are outrained after chancellor michele rhee admit add clerical error led to the firings of more than 200 teachers. bob barnard live with the news edge. >> reporter: you would think calculating teachers' salaries would be an easy math problem to solve but when the numbers are wrong, teachers get fired, not the money crunchers. and that's not sitting too well with some elected officials. d.c. public schools are said to be operating with a $34 million budget surplus right now. a far cry from the $43 million shortfall school officials had predicted for this fiscal year. who's to blame for this mixup? >> the responsibility frankly lies with our chief financial officer. there's been one constant in the school system the last ten years. we've had different mayors and different systems of government but one chief financial officer. >> reporter: he is being blamed for the budget math mixup that may have led to the firings of some 266 d.c. public school teachers. >> the chancellor stated that the teachers were terminated because of the budget, not because of performance. >> reporter: but some of the fired teachers staging this demonstration outside school headquarters say they were targeted. >> it appears what we have -- we have done a lot of research that they identified certain people of age, of color, and they moved them out. >> reporter: brendan cassidy says he got his pink slip from mckinley tech's principal. >> in his estimation, i was the weakest performing of the eight english teachers that were on the staff at that time. >> reporter: frances simmons was fired from her job as a special ed teacher. >> we have to think about the d.c. school's children. how does this impact our children? i mean, are you going to treat the teachers like this, then it shows you don't care about the success of the children. >> reporter: d.c. mayor adrian fenty says it's all about what's best for students. he calls the budget mixup an honest mistake. >> you know, one week an agency is spending less than they have and another week spending more. my team has to keep it all balanced so by the end of the year we have more money in the bank than we spent so the budget is balanced. >> reporter: mayor fenty and chancellor rhee says the surplus should go toward merit pay raises for high performing teachers. the fired teachers say they should get their jobs back. council members are calling for hearings. stay tuned, brian. >> we will. bob barnard live in the newsroom. as far as the money in your pocket, looks like you're spending more. at least you're willing to. retail sales went up for the third straight month. financial leaders are a little less confident, though. the chairman told congress there is a modest sustainable rebound but the unemployment rate is still high. the national debt could top the value of all the country's goods and services by 2020. >> of course that would be unsustainable but that's not going to happen if congress adopts a a policy the president has laid out. it would be important that we have a strong recovery going forward that congress demonstrates that we're able to make some tough choices to bring those deficits down. president obama's revising his long-term plans for nasa. several former astronauts including neil armstrong say they don't approve the decision to scrap the program for the space shuttle. the president is expected to announce he's salvaging part of that plan. it will create an escape capability that will increase the safety of americans on the space station. the race is on to find survivors following a series of earthquakes in china. shawn yancy is everywhere at 11:00. >> they hit the mountainous tibetan region of china killing 600 people and injuring 10,000 others. they're using bare hands and shovels to dig through the rubble. the remote location is making it difficult to get through. 58% of the structures in --85% of the structures in that area were stroid. iraqi force -- [ inaudible ] officials say the alleged plotters are part of an al qaeda in iraq. they weren't far in their planning but were apparently plotting to hijack airplanes and target shrines. a former field hockey coach at towson university will spend the next five years in prison. he was sentenced for hard time for possessing child porn. he thought he was chatting online with a 13-year-old girl. turns out it was really an investigator in california. authorities contacted baltimore police who made the arrest. in the next few weeks you might notice something unusual around town. these sculptures going all over d.c. and they carry a big message. the artist behind it all explains the campaign coming up next. chances are your office has this computer security measure but experts are now calling it a waste of time. we'll tell you why. quick check of our rundown. a few of the stories we're working. we're back in one minute. hang tight. if a d.c. artist has his way, you'll see these sculptures popping up around the city. we're talking hundreds of hands and one message: give me a vote. the artist is trying to draw awareness to the district's lack of voting rights. wisdom martin caught up with the man behind the hands. >> reporter: artist peter crisco came from eastern europe to d.c. in the late '90s. he said he was excited because their political system was a lot different. >> [ indiscernible ] you didn't really have the choice to vote for. >> reporter: he says he was stunned when he found out people in the district could not vote. >> i don't understand why people are for the allowed to vote. >> reporter: so now through his artwork, he plans to give the district a hand. 100 sculptured fiberglass hands in three different sizes will soon be seen all over the city. >> hopefully we'll sprout to something that will lead to voting rights in d.c. >> reporter: the hands are part of a campaign called "give me a vote." the voting arm represents hope and a chance for people in d.c. to participate in the political process. >> these hands are made out of insulation foam and are carved with a chainsaw and regular knives and then they're just covered with durable coating and then painted. >> reporter: the sculptures will start showing up next week and it's perfect timing. congressional leaders plan to revive the d.c. voting rights bill on the house floor as early as next week. >> i think we have to be very optimistic about the cause. i don't think any cause is lost cause as long as people really believe in it and they fight for it for the right reasons. >> reporter: in southeast, wisdom martin, fox 5 news. up next, the town that citizens against government waste released its 2010 congressional pig book today. the annual report exposes pork barrel spending. the nickname for earmarks the lawmakers add in bills to send back to their districts. the number fell during the 2010 fiscal year but there were still more than 9,000 worth $16.5 billion. some examples, $2.5 million for potato pest research, more than a million for mosquito trapping in florida and 200,000 for the washington national opera here in d.c. the town of tracy city, tennessee has a new mayor. the problem is he's dead. carl dreary died suddenly a few weeks ago. he received 268 votes in yesterday's election. incumbent barbara brock only got 85. the election board isn't sure why he got so many reports. his death was reported in the area. the city council will have to appoint a mayor now. back to shawn yancy we go with your fox 5 top five. >> up first tonight, why all those frequent password changes to your online accounts are a big waste of time. number five, cyberexperts used to say frequently changing passwords kept your accounts more secure but new research proves it doesn't make a whole lot of sense because someone who gets your password will use it immediately and not wait a week for you to change it. mcdonald's is getting a makeover. they plan to spend as much as $5 billion to remodel thousands of restaurants over the next few years. look for mass that tvs -- for plasma tvs, lounge chairs and free wi-fi. great news for anyone affected by and heimers disease -- ams heimers disease. scientists have discovered a gene that weekend. track work will force trains on the red, blue, orange and green lines to single track. metro is advising riders to add an extra 40 minutes to your travel time. and that, brian, is tonight's fox 5 top five. did you know crabs are making a comeback. an annual survey found the blue crab population shot up in 2009, higher than in seven of the past ten years. despite the jump, officials aren't ready to ease up on crabbing restrictions just yet. they say it is too early for that. i had some crabs this weekend on the eastern shore. you never know whether they're from here or texas. >> what size? >> we got the large. >> i think the last several years they've been pretty small. they continue to grow but such a good sign. we need bait to stay healthy for sure. beautiful day today and that's a good 8 degrees warmer than they were yesterday at their warmest point and we're continuing to see more mild air that will be pushing in. not much to see in terms of cloud cover tomorrow. i think it's going to abreally sweet day. we are watching a front that's on the move. here it is. it will be in our area although it's very slow running out of a little bit of steam but it will be approaching friday night and we might have a chance for a shower from that. the only other thing going on, they're continuing to see through the monsoonal type moisture starting to affect texas. they'll get some decent rain out of that in the southern part of texas. what about rain for us? there's nothing going on tomorrow so that's good news. you can see not finding much through the day. friday night at 7:00 not much going on for d.c. but notice we're starting to see showers from frederick and on to the north and west and even a couple of places indicating some thunder possible through southwestern pennsylvania. we'll take this out to 11:00 if you have plans on friday night. perhaps we're seeing a few showers from baltimore and frederick on north. we'll have to watch this because this could continue to sink on south but the farther south you go, looks like you get most of your friday night in dry. but this front is going to swing through on friday night. showers are out of here by 8:00 in the morning but i wanted you to see it is going to be snowing in parts of new york state and higher elevations of new england. so we'll be missing out on that but that's a sign that it's going to be getting cooler and in fact the weekend will feature cooler temperatures. here's how the weekend is looking. saturday 67 degrees. a low of 43 and sunday 63 degrees. so sunday will be more sunshine but cooler temperatures. but again tomorrow looking absolutely glorious. we're heading for 74 degrees after a cool start. low 40s, maybe some upper 30s in a few spots overnight tonight. check out the high temperatures we're expecting tomorrow. 73 for lusby. baltimore 72. fredricksburg 75 and with this front slowing down, it's possible we could hit 80 degrees on iday. here's your five-day forecast. a couple of real warm days coming but again we'll watch for showers. maybe this thunderstorms really late friday into the first part of saturday. and morning showers only for
