palka monitoring what's going on outside right now. sue, how's it feeling at this point? reporter: it's cold but dry. we have yet to see our first flakes here in northwest d.c., darn, it but i bet it's going to begin here in the hour because we are getting reports just south and west of d.c. that it's beginning to snow and people are definitely aware that we've got a combination coming. we're going to get a little snow and sleet tonight, maybe enough to measure in many areas and then the concern that is tomorrow this may change over to some freezing rain closer to dawn. we can see the businesses across the street here from fox 5 the salt is glistening in the streetlights and people know the bigger concern won't be snow, but it will be ice. we'll start out with a look at radar so you can see what we are seeing. what you'll notice first on radar, we've eliminated anything that is not hitting the ground, but in these areas and you can see it expanding in pink and red is where we've getting our heavier snow and it's starting to come down and will, in fact, stick and the temperature will drop. when we turn on all the other levels of the radar, there is a lot of snow aloft, but it's not hitting the ground because it's so dry. bigger picture, sentinel radar putting it all in motion. this is a big storm system. it's going to drop about 6 to 8 inches of snow in chicago. they've gotten most of it already. the heaviest snow will go to our north, but we will get a little and we have winter weather advisories posted. you can see across the area probably the most widespread advisories so far this winter. this is for a combination of snow and sleet is the first part and then that changeover to freezing rain with even a little bit of ice accumulation. temperatures around the region hovering near 30 or 32 degrees, definitely cold enough to snow and the problem is those temperatures may not budge in the morning. with we start getting freezing rain because the warmer air is coming in aloft, that's when that rain freezes on contact with the surface with temperatures below 32 degrees. gary, we're lucky this is happening on a friday night, make not too many people having to deal with it. the buses won't necessarily have to roll in the morning. >> all that exactly right, sue, and i did want to mention this because we got a call from guy red fern who is sky guy who does our blog on www.myfoxdc.com. he's down around culpeper and he's saying it is snowing moderate, maybe heavy and that matches up very with our confirmation there that basically we saw a minute ago on max hd. let's tell you what you can expect here. this is just going to be enough to be more of a nuisance than anything else. it's starting obviously as some light snow. there apparently will be moderate to heavy pockets in it as well and some sleet mixed in, too. that could eventually be the big problem for some of you that we don't actually get the changeover to freezing rain or rain. freezing rain is not a good thing either. the metro will definitely change over to freezing rain by tomorrow morning, probably a little before sunrise. the big question is how much of the metro will actually switch over to rain? we do believe it's a pretty good forecast to call for most of the area south and east of i- 95 to go over to rain and it looks like this all dries out by tomorrow p.m. we may even see a little bit of sunshine before the sun sets and temperatures tomorrow will be in the mid-30s at its high with potentially a little bit of sunshine. cold air wedges in place, so we definitely have this cold air and we watched that over the next 24 hours. that will really determine exactly what falls and where it does fall. we'll send it back outside to sue palka. are you seeing any snow yet? they're reporting it in alexandria. reporter: we are beginning to see the first of some very fine flakes in the street light here. coming up with our full weather forecast of this ice. fox 5's roz plater is covering that angle for us tonight and joins us now with the latest. reporter: i'm in alexandria where it's just beginning in the last couple minute to snow. it's very tiny little flakes that are wet, not sticking so far but just beginning to fall. these crews began lining up about 8:00 or so tonight. the trucks lined up round and round this facility getting loads of sand and salt. once they get loaded they head out thousands of miles of roads in northern virginia. up until now this side of winter has been a figment of our memories and after mild weather so far folks are telling us bring on mother nature. >> i actually like the snow. the kids like it. they'll be out there playing in. we're going to be playing it in, you know. i'm ready for it. >> yes, always ready for snow. coming from west virginia this ain't nothing. reporter: but your footwear, are you ready? >> oh, yes. i got my flip-flops on ready to slide in the snow. it don't matter. i got two pair of socks on. reporter: the regents departments of transportation say they are ready. roads have been pretreated and crews are gearing up to work all night, more than 600 trucks in northern virginia alone filled with salt and sand, their weapons as they battle to keep one step ahead of the elements. >> we try to prime minister as best we, can but we -- prepare as best as we, can but we still ask motorists to be careful. we get a lot of ice and rain and it turns to ice quickly, that could still be a major issue. reporter: the temperatures bitterly cold tonight, so ice is expected to be the major problem in the morning. the good news, tomorrow is the weekend and probably not much of a rush hour to speak of. >> good news indeed. we want to let you know several school districts are android market on your smartphone for d.c. weather. new tonight the huntous in northern virginia for a veal robber. what makes this one different -- a a serial robber. what makes this one different is a woman and she's packing heat they say. >> there have been four robberies since december and in each case the female subject has had the same description. investigators hope the video they are looking at tonight will lead them to the late night robber. this is surveillance video from the suspect on her first robbery that occurred december 29th. around 10:30 p.m. the suspect walked into the shell gas station on lee jackson highway in chantilly with a silver handgun and demanded camp she got the money and sped away in a -- cash. she got the money and fed away in a dark colored station wagon. i spoke with a worker who she almost ran over trying to get away. he said she knew the area because she parked away from the cameras and drove it into a neighborhood behind the store. the police's spokesperson bud walker. >> it's unusual to see a woman committing these type of robberies, especially with a fair amount of. reporter: this is the same night just after 11 -- firearm. reporter: this is the same night just after 11 p.m. but before the clerk gave her the money -- >> one time she was interrupted by a citizen who came in and spooked her. so apparently she is trying to hit these places when clerks are alone. reporter: she ran to a parked car and got away empty handed in that one. then january 1st around 2:30 a.m. the woman walked into another 7- eleven store in manassas with a handgun and stole money from the clerk. she ran away after the robbery. >> what she's doing is going into convenience stores or service stations that are open late or early in the morning, displaying a weapon and demanding cash. reporter: the most recent robbery was january 10th at 10:05 p.m. at an exxon gas station in falls church. again the woman came in with a small handgun, took money from the clerk and ran away. >> she hasn't done anything violent, but because she has displayed a firearm we do not recommend that anyone approach her. >> the suspect car is described as a dark colored small station wagon style vehicle that looks like a subaru forrester or outback. fairfax county police are working with prince william county police and manassas park police to investigate the case. in new carrollton tonight the huntous for a man involved in a home invasion -- the hunt is on for main involved in a home invasion that happened this morning. three men baird house on carrollton parkway. they fought with the people -- entered a house on carrollton parkway. they fought with the people inside and took off. a pilot taking off from college park airport reported seeing someone with a gun in the nearby. four nearby schools were locked down until police made sure the area was safe. voters head to the polls in south carolina in just a few hours and the results of the primary there could shape the future of the republican presidential race. fox's karl cameron has the latest. reporter: surging ahead in south carolina polls after another commanding debate performance newt gingrich sounded increasingly confident of a first in the south primary win. >> tomorrow is going to be a very, very important day. with your help and with the help of other folks have a choice, too hot, too cold or just right. reporter: ron paul had a rough week in south carolina and his crowds are dwindling. one event had only a handful of people turn out. >> we will not be declared the winner tomorrow night or the nominee, but i tell you, what the momentum is going to continue, because if nothing else out of necessity. reporter: romney said gingrich should give up all paperwork related to the ethics investigation that made him the first speaker in history to be reprimanded by congress. gingrich said he will not take seriously any such challenges by mitt romney. there's a new battle brewing inside a local fire department. fire uniform changes in one year have pushed them to the brink. plus new video from that sinking cruise ship shows the crew telling [ speaking italian ] reporter: the new video demonstrates the confusion on board the ship shortly after it crashed into rocks off the tuscan coast. the captain under fire and house arrest as he faces possible manslaughter and abandoning ship charges. relatives of the victims who died in the crash laying a wreath near the water next to the cruise ship. friends and family of the passengers and crew who remain missing continue flowing into the area hoping their loved ones will be found alive. meanwhile crews laying down the groundwork to begin pumping out about 500,000 gallons of fuel still on board the ship. officials are concerned that if the ship shifts, it could damage the fuel tanks resulting in an environmental disaster. e translator: we're working to find ways to safely transfer the fuel through pipes to a tank boat. that tank boat is here already. reporter: salvage crews are waiting until the search for survivors and bodies is called off before they start moving into the ship to get the fuel out. on giglio island greg burke, fox news. back at home firefighters are trying to get a handle on a wildfire burning near reno, nevada. 26 houses have been destroyed and 2,000 people remain under evacuation orders. the stair started yesterday afternoon, the cause still -- the fire started yesterday afternoon, the cause still under investigation. rain and snow are in the forecast which could help douse the flames, but the charred land now creates the chance of flooding. d.c. firefighters tonight taking a stand against their chief. 11 days after fox 5 first aired footage showing firefighters turning their jackets and sweat shirts inside out to comply with the latest uniform change here comes another. in fact, it's the fifth change in the last year and tonight firefighters are refusing to comply. fox 5's paul wagner has the story. >> i know it looks like home shopping network, the display here, but this is kind of what we've gone through. we started out at the end of the year that this t-shirt here, this sweat shirt here were both acceptable uniform items. as of january 1st these items are done, can't wear them. so this jacket as well because it has dcfd on the back and this is a winter jacket purchased with my own money which makes me clearly identifiable as a member of the department. that's no longer good. reporter: what's infuriating to lieutenant robert alvarado and others on the department is the fact these changes don't come cheap. the fire department does not pay for winter outerwear and the only option for firefighters to remain compliant and not be disciplined is to buy additional outerwear with the proper identification or wear their turnout gear around the clock. >> i don't understand how in good conscious this man can put on the chief's uniform and issue an order that sends his people into inclimate weather with no protection in. my opinion it's uncon shall be and shows lack of leadership. reporter: -- unconscionable and lack of leadership. reporter: union president ed smith says he's behind the lieutenant along with every other firefighter who decided to take a stand. >> if they want to make uniform changes, they should purchase all articles including the cold weather jackets. yeah, they're taking a stand on their own most of them. they don't have to be told, but yeah, we're taking a stand. we want the stuff bought. reporter: but as you may imagine, chief kenneth ellerbe sees things differently. >> what i did was took away the ability to wear any personal equipment that does not readily identify employees as firefighters. it seems there's been a movement to wear just a plain blue or black jacket, but that creates a problem for otherring as in terms of identifying -- other agencies in terms of our members. plus it creates a problem for our public because they don't know who works for the fire department and who doesn't. a food fight now morphing into some new rules of the road for d.c. food performance. northrop grumman. a world war ii hero received full military honors today at arlington national cemetery. lieutenant colonel luke weathers jr. was one of the last tuskegee airmen. he served in a prestigeous group, the first black pilots in the u.s. armed forces. reporter: arlington national cemetery, a holy place for the nation's warriors and their families. a team of six horses pulled a cason carrying the casket of world war ii vet ran luke weathers jr. weathers was a rarity for that era. he attained the rank of officer as a tuskegee airmen, a select group who mostly flew fighter planes as effective protectors of american bombers. ironically a major movie about the tuskegee airmen is opening this weekend. lieutenant colonel luke weathers was the real thing, a decorated pilot. family members say immediately after the war he almost never spoke about the aerial combat he experienced. >> my dad never talked about the war. when we grew up daddy was daddy. he wasn't a tuskegee airman. he was daddy. reporter: as the decades passed more and more americans learned of the black pilots who trained at the tuskegee institute. >> everywhere i went with my father when i was young people used to always say hi, mr. weathers, can we have your autograph and i come home and say mom, they think he's michael jackson. reporter: even after medal winning combat service in world war ii life was sometimes not easy for african american veterans like luke weathers. >> i don't think they were even allowed to be a part of the parade in new york at the end of world war ii. those were things that he wasn't bitter. he was accepting. reporter: 66 years after his combat service a grateful nation said good-bye to tuskegee airman luke weathers. cream truck rule and leave their location if no one is waiting in line. the new regulations proposed by the department of consumer and regulatory affairs would change that. >> for trucks that serve prepared food they would be able to park in a legal spot, pay the meter and then remain there for the time of the -- the length of time allowed by the meter. >> i'm excited to see new regulations in the city. i think it's time for washington to come into the modern age of vending. reporter: another reg change would set up vending development zones so community groups and business organizations could let the city know how many farmers markets and food trucks they'd like to see in their neighborhood. >> if people try to use those to limit vending opportunities, it's going to be bad for consumers and business. reporter: ask customers what they want and it's for those trendy food trucks to stay. >> that it's stump an integral part of d.c. and it's -- such an integral part of d.c. and that's what's so unique about it. if it went away, it would lose some character. it's already a pricey ride and now the loudoun county board of supervisors wants to examine the rising cost of the dulles greenway. the board asked vdot to study whether it's possible to implement distance pricing. it currently costs $4 to ride the greenway and 4.75 during rush hour and if drivers continue on the toll road it's an additional 75-cent fee. a victory of sorts tonight for members of the tech community. controversial bills to stop online piracy are on load. leaders decided to shelve the legislation pipa have been shelved indefinitely. several lawmakers have withdrawn sponsorship that once championed the bills. >> this proposal while well meaning has some difficulties and i expect the chairman like any chairman to build more consensus before trying to move this bill out of committee. reporter: the sudden turn of events coming just two days after the largest internet protest ever. wt craigslist going dark. the measures would block access to overseas websites that share stolen content like bootleg movies and music. many hollywood movie and recording studios were in favor of the legislation claiming online piracy costs them billions a year. they're now fuming saying washington cave under pressure from protesters and critics who argue the bills would have undermined internet freedom. the fast moving legislation already had more than 40 bipartisans co-sponsors but now a tuesday vote is scrapped. the white house is now hoping another bipartisan solution can be reached. >> it's important for both sides on this issue to come together and work out that solution that both deals with online piracy and continues to ensure a free and open internet. reporter: while congress sleeper playing on a small stage in high school quietly dominating his opponents. one man in particular took notice and now porter is a hoya. reporter: it was well worth the plane trip to st. louis and two hour drive to missouri on multiple occasions to see otto porter play ball. at least that's what john thompson iii says. it was in that small town that jt iii found his diamond in the rough. >> he's the most prepared freshman that i've ever coached. i'm not necessarily saying he's the best, but just understanding competing at this level, understanding how hard you have to work, understanding the commitment that goes into being a successful player. reporter: porter's success comes as no surprise. his father, three uncles and mother all won state championships at scott county central high played a lot of ball against a lot of good competition right in that small town because a lot of people in his family played as a youngster. he grew up playing against men. reporter: from small town ball to the big city lights porter now plays for one of d.c.'s most storied programs. as a freshmen he's leading georgetown in rebounds and is third on the team in minutes played, not bad for a kid who never played aau ball growing up. >> whenever coach thompson first saw improvement he saw and in me that he never saw. so i think he just believed in me and i kind of believed in him. >> he's not thinking about shots, minutes, points. he understands that a deflection is valuable and he understands that pursuing the ball on every trip is very important. he understands that communication on defense is important. reporter: porter caught jt iii's attention in high school in. his first season with the hoyas he has his teammates impressed as well. >> when you're from a small place you want to go out and see everything. i think he's been very focused and keeping it as okay, i'm here to do my job. >> toward on the street, the first time he go airplane was his first official visit to georgetown. that's how small town this guy is. >> what a story. he's doing a great job. >> his family is really good. so i'm sure he would have been disappointed had he not gotten the basketball gene. ultimate terrain vehicle. sciences are trying to make that a reality. fox's chris gutierrez shows us how. reporter: nasa would like to explore an astroid in the near future, but you have to remember our astronauts haven't ventured out past low earth orbit since the last apollo 19 moon mission and back then our astronauts drove around in a lunar rover. they were able to actually drive on the moon surface, but an astroid doesn't have the same gravitational pull as the moon, so they have to develop something that hovers over it. this is the new sev or space exploration vehicle that will allow our astronauts to hover in and around an astroid so they can collect data and work around it. here's what one astronaut told me about the future of space exploration. >> if we're going to break back out and explore the rest of the solar system, the astroids, go back to the moon, go to mars, we need capability to do things besides plant a flag and believe a few footprints around. reporter: the next few days the sev will go through a lot of tests. this thing is actually floating across the floor at the johnson space center in houston. the way it works, as i roll back this rubber mat, this is a stainless steel floor here. it's an air bearing floor like an air hockey taken, but instead of the air pushed out -- table, but instead of the air pushed out of the floor, the jet pack pushes down to and allows it to float here on the space center floor. this is a huge step forward in advancement for our space program. i'm chris gutierrez, fox news. >> pretty cool. >> we were just asking sue farcing lot. we're hearing from -- parking lot. we're hearing from everybody the snow has started. it's almost a shock to see. if only it would stay all snow, it would be he'sier to deal with, but there's this transition toward morning where -- easier to deal with, but there's this transition toward morning where it's going to change over to ice. some of you will change over to rain. it's not a major storm, but sometimes these little ones cause trouble and we are hearing reports of some trouble on the roads tonight already. heads up if you're traveling. heads up, laura and shawn, who will be seeing this aloft for a number of hours. with this radar we can take away some layers and show you where it's actually it's coming down moderately and this area has been expanding, moderate to maybe a little burst of heavy snow coming through even for southern maryland. we're all going to see this start as snow. the changes will come later. you may begin to hear it dirking later as sleet mixes in and when it looks -- ticking later as this sleet mixes in and when it looks like it's raining, liquid surfaces falling to surfaces below freezing means we are in freezing rain temperatures. it is going to change over. you'll begin to see this mixing in down to our south and west where some areas will stay all rain, but most significant accumulation will certainly be up through pennsylvania, across illinois, indiana and ohio 3 to 6 inches in those areas. about the most we'll get locally, 1 to maybe 3 inches of snow. those bigger totals will be to our north. this is a messy storm. the next 24 hours we thought we'd give you a big picture. it will likely stay snow east and west, but in this pink zone generally we'll see it start as snow with sleet mixing in and a changeover to freezing rain. certainly things are a bit slippery now as the snow is just beginning. south and east mostly rain, although you begin as snow and change over. lots of advisories to tell you about. first of all widespread winter weather advisories for our area beginning at 11:00. it started sooner down to our south. good thing it did, too since it's already beginning and it will go until 1:00 tomorrow. not the biggest snow we've ever seen, but here is the snow potential. in the light blue area we're thinking it's a coating to about an inch. some of this will melt off as we get our rain, but a little coating of ice on top of that tomorrow. 1 to 3 inches up to our north. this is about the next 12 hours, so between now and say noon. for some of you this will stay mostly as a frozen variety storm and here is an area we wanted to show you for potential for ice accumulation. this is not 1 to 2 inches of ice. this is maybe .1 to perhaps .2- inch of ice on top of some snow. that changeover will happen later tonight toward tomorrow morning, might hang around until about the noon hour as well. so be thinking in terms of holding off just a bit if you don't like to deal with the roads and slipperiness because it won't last all day. quick look at futurecast. you can see the pink areas. i'm running this out till 11 a.m. we're starting to see most lane, but some areas hang onto that freezing rain. that's where we may see some issues until the noon hour. the afternoon should dry out. we may get a little return moisture sunday. we think it will be very light, maybe a little sleet or rain mixing in and more wholesale rain coming in the end of the day sunday and into monday, but for tonight as we look at your five-day forecast, it's going to be a combination of snow changing to sleet and eventually freezing rain. if you can hold off until say the noon hour tomorrow, i think things will be in pretty good shape. the farther south you go you run out of this thing, but lots of reports of thing sunday morning and have the candidates' reaction and have an exclusive interview with mitt romney's chief strategist stewart stevens. he's either going to tell about how mitt romney has sealed his deal in south carolina and is on the way or a race that looked like it was going to be over quickly may not be and we could have the republican version of clinton versus obama and then the country still has to be governed. the president gives his state of the union address next tuesday. we'll speak with the speaker of the house, onboehner, the man sitting right behind the -- john boehner, the man sitting right behind the president as he delivers the speech. >> let's go back to the primary for a second. at this point we've been seeing the polls go up and down. one minute mitt romney is ahead, the next minute newt gingrich is surging. what does this say about voters? is there still a dissatisfaction among the gop voters? >> there's some polls that indicate there's a lot of satisfaction, some that indicate less so, but clearly people aren't sold. ronald reagan isn't in this campaign and even if they're satisfied with him generally, i don't think there's strong attachment. i think they see them all somewhat as imperfect. i think santorum and gingrich speak more to the soul of conservative republicans, especially social conservatives. on the over hand, a lot of them thinking with their heads say mitt romney might do the best with independents and moderate or conservative democrats in going up against barack obama and boy, do they want to beat barack obama. so i think there's a lot of uncertainty about this field and this kind of heart versus head choice they have to make and with the extraordinary events on thursday with, you know, the flip and the results in iowa and pare dropping out endorsing gingrich -- perry dropping out endorsing gingrich and mrs. gingrich's comments and that fiery debate. i think it's probably more undecided than
