expect some relief from the extreme heat? we'll begin tonight with the debt debate on the hill. good evening and thanks for joining us. i'm will thomas. democrats and republicans remain deadlocked as a critical deadline looms. now lawmakers on both side are trying to come up with emergency backup plans to protect against a government default. meanwhile president obama held another rare sunday meeting with top democratic leaders. fox's mike emanuel starts off at 10:00 with what happens. >> reporter: president obama and top democratic leaders trying to reach an agreement on the nation's debt limit. harry reid and nancy pelosi and vice president joe biden attended the meeting sunday evening to come up with a man to prevent the first government default in u.s. history. >> the congress must pass this. it is their responsibility to extend the debt ceiling. >> reporter: senator reid is reportedly working on a fallback plan with at least $2.5 trillion in spending cuts raising the debt limit through the 2012 election without any tax increases. meanwhile house speaker john boehner is working on his own backup plan hoping to have a bipartisan agreement but he says if democrats don't go along, republicans will act alone. the house speaker supports a two-step process with a short term increase in debt limit and $1 trillion in cuts to be followed by future cuts guided by a new legislative commission. president obama vowed to veto any deal that doesn't extend till 2013. >> i know the president is worried about his next election, but my god, shouldn't we be worried about the country? we've got a budget deficit of $1.5 trillion. we're borrowing 42 cents on every dollar we spend. we have a $14.5 trillion national debt. >> reporter: the government will run out of money to pay bills unless the debt ceiling is raised by august 2nd. treasury secretary tim geithner says the congress must act. >> our plan is to get congress to raise the debt limit on plan. that's their plan, too. it will happen this time, too. we do not have the ability, chris, to protect the american people from the consequence of congress not taking that average. >> reporter: republican leaders plan to have their own meeting tomorrow afternoon to discuss debt limit legislation, but all eyes now are on the financial markets in asia, a concern being if there's a big selloff there it could have a similar effect here in the u.s. at the white house mike emanuel, fox 5 news. coming up at the bottom of the hour we'll go in depth as the stalemate continues on the hill. analysts on both sides of the political aisle will join us live in the studio at 10:30 tonight. the death toll in norway now tops 90 and we're learn morgue about the suspect believed to be behind the -- more about the suspect believed to be behind the attacks. thousands around the world tonight are mourning including some here in the d.c. area. fox 5's roz plater is in the newsroom with the latest. >> that tragedy a world away hits home harder for some folks in our area who survived a homegrown terror attack at virginia tech four years ago and tonight they wanted to show their solidarity. >> reporter: sunset at the washington monument and four friends holding candlelight vigils all at the campus of virginia tech four years ago when a gunman killed 32 and wounded 25 and they share a bond with the people of norway. >> we are receiving so much global support and it was one of the things that really helped us get through it, just to know everyone was really there for us. >> tragedy of this scale affects all of us and so it's that need to be part of it and to really show your support and just do something. >> reporter: at the same time in oslo hundreds raised the emotional candlelight vigil paying tribute to the victims of the attack. we learn more about the man carrying out the deadly norwegian terror attacks. police say 32-year-old anders breivik has confessed to the attacks. >> he has admitted to the killing of those people. >> reporter: so far investigators have no motive but uncovered a chilling 1,500 page manifesto online that reads in part once you decide to strike it is better to kill too many than not enough. meanwhile the death toll surpasses 90 and police are still searching for the missing. survivors are being hospitalized and recounting some amazing stories. this man talks about a 10-year- old boy stood up to the gunman even though his own father had been killed. >> the boy defended himself and said leave us alone. go away. we had enough now and i'm too young to die. he was so strong in the words he said and he was so brave. it was amazing. no one had the guts to go up to this man. >> reporter: in a ceremony outside rome the pope asked worshipers around the world to keep the victims in their prayers and to abandon forever the path of hatred. oddly enough we're told parts of that manifesto were taken almost word for word from the writings of the u.s. unabomber ted kaczynski. the suspect will be arraigned on monday. turning now to the heatwave that's gripped washington all week, take a live look outside right now, still muggy out there even at 10:00. gwen tolbart as we said at the top tonight enough is enough. >> we'll get a little break, some good news for everybody and we no longer have a heat advisory or excessive heat warning in effect. look at the numbers we hit today for our daytime high, 97 degrees at national airport, 94 at dulles and 98 degrees at baltimore. i want to tell you right now with our temperatures we've got 87 at national, 87 at dulles and 81 degrees as far as baltimore is concerned, but here is a look at the heat indices where what it actually feels like outside, 85 at baltimore, 95 at d.c. look at fredericksburg, 101 the current heat index value there. so here's a look at what's going on on satellite and radar. there's a few isolated storms popping up here and there, a majority of them moving east tonight, not too bad, but 78, warm and muggy, still an isolated storm, but finally ahead a dip in those temperatures. i'll have those details coming up later. >> that's a headline we all love. investigators in montgomery county are trying to find out what caused a house fire at gaithersburg. flames were spotted just before 6:00 this evening at this home on mustang hill way. it took firefighters about 45 minutes to knock it down. fortunately no one was hurt. some people are recovering from injuries, several others looking for a new place to live after a fire here in northwest d.c. three people went to the hospital after the fire broke out on new hampshire avenue this morning. it started in someone's apartment kitchen. >> the gentleman in apartment 6 said he mistakenly turned on the burners rather than the oven and he had an empty pizza box on top of the stove when he turned the burners on. >> not a good mix there. the people who went to the hospital were treated for smoke inhalation. we're following a developing story out of baltimore tonight. police are searching for a 7- month-old boy who disappeared friday. the child was last seen with a 16-year-old girl in baltimore, but police say she does have ties to the d.c. metro area. fox 5's audrey barnes is working this one for us. good evening, audrey. >> good evening, will. ki'yauhn birch is the little boy who is missing. i could yawn was -- ki'yauhn was with his dad dad friday when a friend renee boozer took off with this little boy. no one has seen either of them in nearly three days. coming up stories we're following in the week ahead, do you think teenagers should be off the streets by 11:00 at night? you'll have a chance to have your say tuesday. the montgomery county council will hold a public hearing on a proposed curfew for everyone under the age of 18. it would force young people off the streets from 11 p.m. until 5 a.m. sunday through thursday and then from midnight to 5 a.m. on the weekends. the bill is aimed at reducing gang activity, violence and crime. the hearing is set for 1:30 tuesday afternoon at the county council offices. also tuesday d.c.'s pepco task force will be asking for your input on power outages and getting the lights back on. meeting is for anyone who lives in ward 3. pepco has faced criticism as you know for frequent and prolonged outages, especially the last couple years. the meeting will be held tuesday evening 7:00 to 9:00 at the mary bladen center in the middle of american university campus. the official closing ceremony at walter reed army medical center will be held wednesday. the hospital is moving to the national naval medical center and reopening in september. former and current patients and staff are invited to the ceremony wednesday in front of the campus' main hospital building. in mid-september the state department and the city will use the current medical center campus. if the music doesn't get you in the mood, maybe this will get you excited. it's looking like the nfl lockout will be send ending soon. major step is expected to happen tomorrow right in our own backyard. fox 5 sports director dave feldman is all over it and joins us from the newsroom with the latest. >> the players executive committee will meet tomorrow here in d.c. its lawyers worked through the weekend on the issues holding up an agreement with the owners. hopefully the players will vote tomorrow on the settlement. it is expected. owners approved a tentative agreement to end the four-month lockout thursday, but the players needed more information before they could vote and took issues with portions of the proposal. several players didn't even see the full proposal until late saturday. if a vote comes tomorrow, team facilities would open wednesday. players can get physicals, sign union cards, receive playbooks and agents can negotiate or renegotiate contracts. no contracts should be signed, however, until saturday when camps would open if the nflpa is back to being a union and the agreement is approved. >> so when could training camp begin for the skins? >> it was scheduled for thursday, the 28th, put i don't think that's going to happen -- but i don't think that's going to happen. i think it's probably going to push back till saturday or sunday. the thursday deadline has not been ruled out but more likely would be the following weekend, maybe a week from today or perhaps a week from yesterday. >> it's more complicated than a new york times crossword puzzle. thanks, feldy. another celebrity couple calling it quits. people magazine is reporting chicago bears quarterback jay cutler and reality star kristin calvalari called off their engagement. wedding plans were reportedly underway in april, the venue book and registry submitted and calvalari was planning to move to chicago. her rep had no comment. a history making day for gay couples in new york. wedding bells had been ringing all day long as the the state became the sixth to legalize gay marriage. >> i now pronounce you legally married. [ cheering and applause ] niagra falls, the backdrop for one of the first same sex marriages in new york state. two gay rights activists said i do just after midnight sunday. >> it's something about the law that brings -- love that brings us all here, but more importantly it's about equality for everyone. >> reporter: a similar scene on long island where a couple exchanged vows in the middle of the night. >> i can't believe the experience. >> we did it in canada and for our 20th anniversary. now it's more meaningful. now we can truly take care of each other. we can truly be married. >> reporter: more than 800 couples signed up to tie the knot in new york city including this couple who had been together 23 years. new york city councilwoman christine quinn who is gay was on hand to witness the historic occasion. >> the law of the state of new york is a law that's about equality, a law that says that every family is as good other family, that every family is based on love and is exactly the way god wants it to be sent a chill up my spine. >> reporter: new york becomes the sixth state to legalize same sex marriage. four states have civil unions while 39 have outright bans on gay marriages. >> we should add mayor bloomberg officiated the wedding of two city officials as well today. meanwhile maryland governor martin o'malley issued a new statement on his effort to legalize same sex marriage reading in part, "marylanders of all walks of life want their children to live in a loving stable committed home protected under the law. the legislation we plan to introduce in the 2012 legislative session will protect religious freedom and equality of marital rights." the illegal immigrant in- state tuition bill could wind up on the ballot this fall. a delegate trying to undo the law says there's almost twice the number of signatures needed to bring the bill to referendum. democratic delegate pat mcdonough is working on the referendum effort and says giving illegal immigrants in- state tuition is just bad policy. she's so young and it's just such a waste really. >> remembering amy winehouse, fans trying to come to grips with the sudden death as the late singer's mother reveals new details about her daughter's last day. a deadly shooting spree at a roller rink of all places, the 10:00 continues in just a moment. [ male announcer ] get your own bbq pulled pork sub at subway®. tender, slow-cooked pork with irresistibly bold barbecue sauce. subway. eat fresh®. mother of singer amy winehouse says her daughter wasn't well the day before she died. janice winehouse told a british newspaper she believed it was only a matter of time before her daughter died. she went on to say amy seemed out of it when they meant, but her daughter's sudden passing still hasn't hit her. meanwhile no word on what killed the 27-year-old singer, but tonight music fans are trying to come to terms with her sudden death. people in london are leaving flowers, photos and candles outside the townhouse where the multiple grammy winner was found dead yesterday. winehouse made headlines for her battles with alcohol and drugs, though it's still not clear if that contributed to her death. >> she's so young, so talented and just such a waste really. >> she was a beautiful amazingly talented girl. >> police say right now her death is categorized as unexplained. preliminary autopsy result aren't expected before late tomorrow. a birthday party took a tragic turn in texas. police say a man shot and killed his estranged wife and four of her relatives at a roller rink before turning the gun on himself. it happened last night about 20 miles outside of dallas. detectives say the rink had been rented for a private birthday party for the man's 11- year-old son. they say he told the children to leave before he opened fire. investigators believe the couple's marriage problems may have led to the shootings. that was just one of several unusual shootings across the country. police in stockton, california, say a 15-year-old died and eight others were hurt in a backyard birthday party shooting. the gunman was in an a jibe joining yard. in florida nine -- an adjoining yard. in florida nine teenagers were shot at a birthday party when a fight broke out. in washington state four people shot at a casino in seattle are improving. police say the man went to a casino looking for a specific woman, found her dancing with another man and opened fire on the dance floor. there is a new twist in the scandal surrounding domonique strauss-kahn. his alleged victim is speaking out tonight. find out what she wants back to the former head of the imf. plus another sex scandal rocks capitol hill, the congressman at the center of it all trying to clear his name as shocking allegations surface. plane tickets, hey, they were supposed to get cheaper as a handful of federal taxes expired, but now some airlines, get, this they're throwing a curve ball at us. we'll explain as we continue. fox 5 news is brought to you by sleepy's, the mattress professionals. >> you're watching fox 5 news at 10:00. taking a look at some of our top stories tonight, the search is on for a missing baby from baltimore. the 7-month-old boy was last seen in his father's home in baltimore friday night. the father is telling police 16- year-old janee boozer stopped by and then took off with the little boy. that's her photo. no one has seen them for three days. in norway tonight tribute is being paid to the victims of the island's shooting spree. mean while in a 1,500 page manifesto the suspect anders breivik said he wanted to trigger an anti-muslim revolution and is scheduled for a court hearing tomorrow. the clock is ticking on the debt ceiling deadline and still no deal tonight. president obama met with democratic congressional leader on the debt crisis earlier today. speaker john boehner is appealing to house republicans to back a measure that can pass both houses telling lawmakers they need to make some sacrifices to avoid a government default. government will run out of money to pay its bills unless a debt cap is raised by august 2nd. let's dig deep are into what's going on with negotiations. jack burkeman, a republican strategist is here and alan l lichtman is also here, a democratic strategist. what's the deal here, guys? do they have to figure out how to overcome the distrust between them? >> you call me a democratic strategist, but i'm actually not involved in partisan politics. i'm more of a progressive voice and right now i'm happy about that becauplague on all your houses. our politicians have got to learn to do better. that said the public does blame far more than barack obama, the republicans in congress for a simple reason. 2/3 of the american people want any deal to meld tax increases with spending cuts. that's what the president has offered and the republicans have simply absolutely flatly refused. they want to take every -- >> that's a little controversial here. >> let me finish it. >> one more sentence. >> every special interest tax break and loophole for millionaires and billionaires and the biggest corporations -- >> jack, i imagine you have a lot to say. >> i do. let me be a little controversial. there's nothing wrong with the american. is washington is not supposed to work. this is -- american system. washington is not supposed to work. let's be controversial. i hope they don't increase the debt ceiling. that's the only way you can stop this giant out of control federal government from continuing to borrow. in fact, not increasing the debt ceiling is what might be the only thing that can save the long term future of the united states. these ideas, will that, somehow alan has these ideas he wants massive tax increases to solve this problem. if you look at the top 2% of society, they already pay 95 plus percent of all taxes in the country. the top two percent doesn't want a program like social security or medicare but we accept these things as part of the social fabric. it's one thing to say that, but it's quite another thing to say the top 2% >> you philly busterred long enough. -- you filibustered long enough. >> house speaker boehner keeping open lines with president obama. they spoke again today as you know, but at this stage is the senate leader's working relationship with harry reid as important or more crucial than his relationship with the president? >> i think it's very important because any deal obviously has got to pass the house and the senate and boehner and reid can sign off on it. i don't think either side of the aisle will say they have a solution of bankrupting the country putting millions of people out of work, destroying the stock market. >> this idea that somehow the federal government is responsible for managing the dow and the s&p, if the s&p goes down 10%, who cares? that's part of the natural workings of the market. it's not the federal government's job. >> that's what herbert hoover said during the great depression. >> let me tell you, something herbert hoover and andy mellon in 1929 were right about most of what they said. the issue here >> that i've never heard before. >> the issue here, your question going back to reid and boehner, that relationship is not terribly important. the real political dynamic is boehner and the tea party republicans. boehner is running a terrible risk running too far to the left. if boehner goes much further left seeking votes on this deal, he could keratan stability in the house leadership and lose his speaker -- create an instability in the house leadership and lose his speakership. >> i was saying the relationship with reid is critical because whatever the house does, the senate has to approve as well. >> let me follow up by saying is the country going to be held hostage to a few tea party activists? it's the dow jones -- if the dow jones goes down 10%, millions will be out of work, trillions of dollars will be lost because of the ideology of a few people in the congress. my god, if we've come to that point. >> gentlemen, we are out of time. we could go on all night, always so lively with both of you. let me thank you for coming in on this sunday, a lot to talk about in the days ahead and we'll have you back. congress failed to put together a deal to keep the f app and running causing 4 -- faa up and running causing 4,000 employees to be furloughed without pay. the move means a tax discount on some air fares but not all airlines are sharing the wealth. fox's peter ducie has the details tonight. >> reporter: a handful of federal taxes on plain plane tickets just expired, so that mean -- on plane tickets just expired, so that means cheap flying everywhere? not on u.s. airways or american airlines. because congress was not able to pass a bill to keep the faa running, the faa has to furlough 4,000 employees and some federal taxes are being taken off the top of ticket prices, but american airlines and u.s. airways flyers will pay the same price even without the taxes because those carriers jacked up their fares so prices will remain the same and those carriers are going to pocket the difference. southwest and airtran both raised their prices by about eight bucks a round trip. spirit airlines customers won't see their prices budge a penny. on the sunday shows today we heard that the big problem with the faa right now is purely political. >> the american people are paying $1,000 a ticket in subsidy to people that are riding from airports with six passengers on a plane when they could drive an hour and a half and get an airplane and we wouldn't be paying the $1,000. so continued waste and duplication in the federal government. >> reporter: the president's chief of staff chose to focus less on waste and more on what he sees as republicans blocking an important bill. >> this dispute between the house and senate broke down and 4,000 people were laid off on friday because of a political inability for the house and the senate to get together. the republicans in the house said it's our way or sorry. 4,000 people are laid off. that's not the way a government is supposed to work of. >> reporter: air traffic controllers will not be affected by any of this mess. in washington peter ducie, fox news. >> we think it's worth pointing out other airlines including delta, continental, united and virgin america have not raised fares. an oregon congressman is accused of unwanted sexual encounters with a teenage daughter of a friend. the oregonian is reporting representing david wu told senior aides there was an encounter last november but it was consensual. the exact age of the girl in question was not given, only that she graduated from high school in 2010. wu reportedly spoke to house minority leader nancy pep lois i about the accusation today. his office issue -- pelosi about the accusation today. his office issued a statement saying he wants no unwanted publicity for the young woman and her family. the maid accused of being raped by domonique strauss-kahn speaks out fourths time telling news week she wants the former im -- for the first time telling news week she wants the former imf leader to go to jail for assaulting her back in may. lawmakers for strauss-kahn are calling the interview an unseemingly circus designed to inflame public opinion. we've seen fists fly on the football field, the ice and more, but what about the track? the fact of the matter is the debt ceiling talks in washington have destablized the marketplace and so that has pushed gas prices up. you know, the lack of stability is the worst thing for the marketplace, the lack of certitude can destablize the marketplace, so crude again is floating at $100 a barrel and as a consequence the price of gas has gone up 16 cents a gallon since june 30th. >> you're saying it's all related to the debt ceiling? >> not only the debt ceiling crisis in washington, but also the debt crisis in italy and greece and also the debt crisis in all of europe. so the combination of both those and the uncertainty narcotic place across the globe, the global uncertainty -- uncertainty in the marketplace across the globe, the global uncertainty about whether europe can pay its debts, the united states can pay its debt, that throws a monkey wrench in the marketplace. >> so uncertainty is really the key word here whether we're talking about international economies or our own. despite its recent gain gas prices remain 41 cents below the all time record high of 4.11 a gallon in july of 2008, i believe. do you expect gas prices to remain below four bucks a gallon in the near term? >> we think it will hover around 3.75, but keep in mind the price of gas tonight is $1.02 higher than this time last year. so we're paying about $20 more a week for a fillup. >> metro looks really good right now. we often hear about the lundberg survey, always wanted to ask you this. the survey as i understand it compiles pricing data we rely on from 7,000 gas stations. how does aaa get its information from pricing at the pump? >> we search 100,000 gas stations across the country in every zip code, so we know what the price of gas is and it's the most accurate measure out there. >> do you use credit card information as well? >> i little break just because we didn't have the extreme temperatures we've had the last couple of days am we still have the humidity, but -- days. we still have the humidity, but we're going to get even a better break. look outside, warm, hazy, a little sticky. we just had all this humidity and heat in place, but a little break at least that good news is coming your way relatively speaking, though, of course. we're talking more cloud than sun moving into monday and also the week will start with a chance of some thunderstorms and we had some of them racing through our areas tonight. we'll talk about that as well. temperatures will drop to the low 90s. that's what i'm saying when i say relatively speaking in terms of the break we'll get. you have to remember where we've been, but the humidity will increase once again heading into the later part of the week. now today's highs not quite as high as yesterday. we reached 102 degrees at national airport yesterday, so 97 today, 94 at dulles and 98 degrees at bwi airport. right now it is 87 degrees in d.c., 87 at dulles. we've got 86 for fredericksburg, 75 at gaithersburg, 8th1st baltimore, 80 degrees at a -- 81 at baltimore, 80 degrees at annapolis. look at boston, boy do, we wish we had this, 69 degrees, 79 in new york city. let's look at the heat in did i sees to see what it actually -- heat indices to see what it actually feels like when you factor in the heat and humidity. 92 degrees, 95 at national airport, 92 was for dulles, 85 at baltimore. still a little on the sticky side but not quite as bad as it has been. we do have some improvement now across the country still dealing with all the heat here, 85 degrees in nashville, 99 degrees as far as dallas is concerned. you can still see the heat is lingering through. about we've got this moist unstable air mass that we're dealing with. [ audio difficulties ] >> tomorrow, look at, this 92 degrees, didn't think i'd ever say 92 was going to be a welcome sight, but it definitely is for everybody and we start to heat up more towards the end of the week, but i think everyone will welcome the rain. we need it badly and a little break. >> thanks, gwen. still to come on the 10:00. >> when it's this hot, even the cows get a bath at the national zoo. coming up we will tell you why the cows and alpacas and everyone at the petting zoo is here to stay. >> that story from tisha thompson. coming up on the news edge at 11:00 the latest on the desperate search for a missing boy from baltimore. tonight relative speak out as the search widens to the d.c. area. the national zoo threw a huge party today to celebrate one of the biggest donations its received in years. it's going to let dozens of animals stay in washington, but we aren't talking about the popular pandas, tigers or prairie dogs. instead as fox 5's tisha thompson shows us, this party was all about the cows. >> reporter: do you think he likes them the best? >> yeah. >> reporter: there's nothing quite like a cow getting a bath to excite the mind of a 2-year- old. this father and daughter come to visit the cows at the national zoo's kids farm once a month. >> you actually have like a chance to be up close and actually touch animals here. i don't know what she would do without them. >> reporter: but rose the cow and her buddies the alpacas almost had to leave the zoo because the zoo didn't have enough money to keep them here anymore until they got a last minute donation. >> hee-haw. >> reporter: the zoo announced it would be forced to shut down the kids farm and send flash the donkey, ziggy the alpaca, lucy the goat and all the other animals here away. >> we've all heard it a million times. when you're in trouble, state farm is there. we were in trouble and they came. >> reporter: bob lam is executive director of friends of the national zoo and says local state farm agents like keith edwards convinced their company to donate $1.4 million, enough money to keep the farm going for the next five years. >> you can't save the zoo today and not save it tomorrow. the bottom line is the petting farm needs to be preserved long term because it's an important part of this community. >> we were overwhelmed. this surpassed our expectations, but i think it's a really
