merchandise and walk right out the front door with it. >> reporter: the store's surveillance cameras captured pictures of about 19 teenagers coming in all at once making a beeline for the high end denim fashions and men's wear. an employee who did not want to show his face said she knew right away this was trouble. >> the group that came in just started leisure leisurely grabbing merchandise looking for their size taking whatever they wanted loading up their arms until a large group of them ran out of the store. >> reporter: the employee said they called 911 right away, but officers didn't arrive for nearly 10 minutes. >> they didn't seem to think that there was a physical threat. >> reporter: commander michael reeses they're looking into the incident -- reese says they're looking into the incident but so far says their response time was appropriate. >> we're looking into our records. the response time was pretty good. the way the call came in they actually were doing a canvas prior to coming this trying to get a lookout because it's such a large group. >> reporter: and it's not just g style rob that's fallen prey to these teen thieves. >> it's happened from georgetown to chinatown and it's happened before in dupont circle and it's happened before here where a large group of kids know that they have their numbers on their side. they walk in, intimidate, think what they want and leave. >> we have had -- they take what they want and they leave. >> we have had a few incidents but not this large group. this is quite unusual. >> reporter: the commander highlights the need to work with kids and their families to prevent violence. declaring we don't have time for this kind of silliness president obama released the long form version of his birth certificate today trying to put an end to the controversy over where he was born and the legitimacy of his presidency. it's a controversy that's followed the president for years now whether he really was born in the united states. i'm met in the newsroom with laura evans who is covering the story. of course, the big question everybody has is why now? >> well, as you know this issue has made headlines in recent weeks and donald trump, the potential political opponent against him driving a lot of the questions about it recently. >> maybe perhaps driving the polls might have played a role as well. >> four in 10 voters thought there was cause to wonder in a fox news poll if mr. obama was born in the united states. so the white house wanted to put this all to rest for once and for all today. >> reporter: president obama unexpectedly taking to the podium wednesday hoping to finally put to rest an issue that'sing to him for years. was he born -- that's dogged him for years, was he born in america? >> i've been puzzled to the degree to this thing kept on going. >> reporter: to quiet the controversy before the full swing of the 2012 campaign version the white house released the long form of mr. obama's hawaiian birth certificate. they earlier released a short form. the president called the entire issue a sideshow. >> we've got big problems to solve and i'm confident we can why didn't he do it a long time ago? when hillary clinton was asking, when everybody was asking why didn't he do it? >> reporter: managing editor bob cusack of the hill newspaper expect disappear from the mainstream but not go away entirely. >> i don't think it dies down. i do think that there's going to be some so-called birthers who will never believe that he was born in the united states. >> reporter: now on conservative blogs some condemn the birth certificate as being fake. some of them just don't believe it. the bottom stamp on the bottom of the certificate he released today certifies it may be an abstract of the record on file, so some continue to question the reality. >> how is this different from the original birth certificate he released? >> right, a short form as we said earlier. this one has the mother's signature and the doctor who delivered him, his signature as well and obama's attorney actually traveled to hawaii, got on a plane, picked up the certificate, two of them, and then flew back with them in hand. so the president says these are the real thing. >> about as good as it gets. i know a lot of people are talking about this on president obama's facebook page today when he posted the link. there were 7,000 comments and a lot of people were commenting on our facebook page as well. >> that's right. we asked people to weigh in about whether they think this issue has been put to rest. love allen wrote i hope so because this is such a waste of time. congress should be focusing on fixing our nation. sarah wrote it would not have become an issue if he produced it at the beginning of his term, seems like he created the sideshow. president obama is now shaking up his national security team. the official announcement is expected tomorrow. cia director sexual abuse case against albert haynesworth as the defensive lineman is offered a plea deal. fox 5's bob barnard sorting out the latest details. >> a grand jury just indicted albert haynesworth charging him with misdemeanor sexual abuse. now we learn the government is willing to drop the charge to simple assault in. these court documents the highly paid nfl player offers a reason why he believes he's in this legal mess. >> reporter: it allegedly happened in the rooftop lounge of the w hotel near the white house around 2 a.m. february 13th. prosecutors say albert haynesworth was trying to pay an $800 bar tab and placed his hand holding a debit card deep inside the server's bra and fondled her. >> we have four or five witnesses that have provided sworn statements that it did not occur. >> reporter: now we're learning from court documents that right after the incident haynesworth allegedly told a hotel security officer, "i didn't touch her" and that he doesn't even like black girls later telling a d.c. police detective. i know what this is about. she is just upset i have a white girl friend. i couldn't tell you the last time i dated a black girl. scott boldin is haynesworth attorney. >> for those beefed up details are only allegations quite frankly. we don't have any independent confirmation that that, in fact, occurred or those statements were made. >> reporter: boldin says haynesworth will not accept the plea offer to drop the charge to a simple assault. >> that's a fake plea offer. a misdemeanor for a misdemeanor is not a plea offer, so there's nothing to consider quite frankly. >> reporter: at redskins park today head coach mike shanahan was asked about the indictment. >> albert is not guilty at this time. i know it's alleged and i am definitely going to give him the benefit of the doubt until i talk to him and he expresses to me exactly what did happen from his perspective. >> reporter: the waitress at the center of the case claims haynesworth stuck his hand in her shirt with his debit card because her hands were busy carrying a tray. his attorney many boldin says big albert is red -- mr. boldin says big albert is ready to fight back hard to clear his name. the name of a washington nationals player came up in the trial of a convicted drug dealer. prosecutors in puerto rico say drug dealer angel vasquez has several deadly police shooting in the district. the teenager was identified as 18-year-old rafael brusco who reportedly pointed a gun at officers who fired back at him. police recovered a bb gun. it's often difficult to tell the difference between a bb gun and the real thing. police are now investigating. a brawl breaks out at an ihop all caught on camera. we'll tell you what led to the melee between a group of women and police. plus now at this virginia restaurant for some people the check never comes. that's because a stranger is picking up the tab. i'm beth parker, the story of this mysterious do gooder coming up. we continue to watch the tornado threat and now you can see we have evidence of that low level circulation on the tornado warning that is in effect for culpeper and fauquier until 10:30. we are concerned about circulation near remington heading toward opal, midland. this is a dangerous storm, folks. you need to take shelter. we're now getting reports of strong winds in and around this area and in the south tonight because of this deadly tornado outbreak the death toll is now up to 54. it's a very serious situation. we will continue to follow it. fox 5 news will be right back. back in the weather center we continue to watch a rotating storm that is capable of producing a tornado in the culpeper area and more specifically right around remington. we're not talking about the whole region. we are talking about these storms southwest of d.c. moving to the northeast at a very rapid rate. at least check moving at about 35 miles an hour. we're worried about remington, bealton, lois, opal and midland. gary, you've got a closer look at this storm on radar. >> these are the same storms down south kicking off tornado warnings as they came up. this one has a propensity to rotate. it wrapped up pretty good a moment ago. it's weakened a little bit but not by much. it is still rotating right over elk run moving quite quickly, too, to the north and east between 40 and 50 miles per hour. elk run, calverton, right up here towards actually it starts to move into prince william county pretty soon. so some of these small places, but if you're around them, you'll want to go ahead and take note that this potentially could be trying to produce a small tornado, if not that, certainly some strong winds that could do some damage, 40, 50, maybe even a couple gusts up to 60 miles per hour, definitely not weakening much. it's still a very, very potent storm. >> be aware of that if you live in these areas. it would be a very smart move to get to the lowest level of your home. manassas, that may be the next place that goes under a tornado warning. we aren't issuing that. we're watching it and will continue to do that the next hour or so. back up to shawn and brian. caught on tape, a fight involving police officers in an atlanta ihop. this video on youtube shows a woman who appears to place her hand on an officer and it looks like the officer then punches her and takes her to the ground. the statement from the atlanta pd said the matter has been referred to their office of professional standards to determine whether department policies and procedures were followed. a virginia restaurant is serving up free meals, not a groupon deal. it's a mysterious stranger picking up the tab. fox 5's beth parker shows us how this good samaritan is leaving people with full stomachs and curious minds. >> reporter: it's not on the menu, but somebody is serving up a big helping of generosity at this ruby tuesday restaurant in winchester, virginia. >> sorry to interrupt you, but we aren't going to be giving you the check this evening. somebody else in the dining room asked to take care of your check. >> you can hardly believe it that people would do that, just so generous. >> we had a serviceman in here, full uniform. the gentleman decided to pick up his tab. >> maybe we should start doing this. >> we also had a party of six senior citizens dining with us and he bought their check and actually brought them to tears over the whole deal. >> they were actually choked up when this happened. >> i can understand that. >> another one was a younger couple with a newborn that he picked up their tab as well. >> reporter: people have lots of questions. >> why here? >> how long has he been doing this? >> a couple months. >> i like to know how he picks them. >> reporter: and the first question these ladies ask, is he single? we're told he's not single and people speculate he's not even rich. >> no, i don't think he would be a super wealthy guy. no, don't think so. i think that's probably not the sort of thing that a super wealthy person would do. >> reporter: we can tell you that sometimes the mystery man sits at the bar, sometimes in a booth, an open wallet and a big heart. >> a beautiful thing. >> i think it's wonderful. >> i think that's the ultimate plan where neither party knows each each. >> reporter: does it make you want to eat here more? >> yes. >> the world does have a lot of good things going on. >> nice, very, very nice. >> puts a smile on every one's face. >> reporter: brightens your day. >> sure. >> it's given from the heart and it touches the heart of the people that he's given to. >> reporter: did you tell this to everyone else today? >> everyone we see. we're not quiet. >> reporter: generosity that keeps flowing. in winchester beth parker, fox 5 news. >> cool. >> great story. wonder if we'll ever find out who it is. >> i like keeping it a mystery. it's probably cool for him, too. >> he's probably not tweeting about it or putting on facebook, not shouting it to the hilltops. a political legend has been laid to rest. when we return, a look back at the life and legacy of william donald schaefer. president obama tried to put the controversy surrounding his birth certificate to rest. did it do more harm than good? we'll hear from those on both sides of the aisle live next. si we've got another tornado warning to tell you folks about for manassas, iness william county and -- manassas, prince william county and caw fear county. this storm is it -- and fauquier county. this storm is kind of strengthening. >> i would say of everything we've seen so far this evening let's take this very seriously because we're getting the indicators now that this storm is rapidly rotating. we've been watching it for a little while now and it'sed haded to the northeast at about -- and it's headed to the northeast at about 43 miles per hour. when we last talked we said moving towards manassas and that's what happened. these are very, very small communities in fauquier county. as it begins to move up into prince william county, you get into more population dense centers there. i think what we're seeing here is a lot of rain around the center of circulation, too and it seems to be bouncing around just a little bit. so it's not like you'll be able to see it this dark anyway. you may have a lot of rain and then something -- the big wind come blowing through there. even if it's not a tornado, it's still capable again of producing winds that will do damage, 40, 50, 60 miles an hour. >> so if you live in these communities, it would be wise to seek shelter now, folks. get to that lowest level of your home. if you don't have a basement, get to your interior room, closet, bathroom. get in the bathtub. pull something over you. especially if you hear this rain start beating down, our tornado index has really grown. it's the strongest thunderstorm we've seen all day and we've been tracking these since about 5:00. so take this very seriously and seek shelter now. this is for manassas and prince william county until 11:15, fauquier county. bull run is impacted. falls mills, you're tess eustice corner. seek shelter and be safe. shawn and brian will be back as soon as we have new information on this. >> keep us posted. maryland said a final farewell to a political giant today. funeral services were held in baltimore for former governor william donald schaefer who died last week at age 89. fox 5's tom fitzgerald reports. >> reporter: for six decades william donald schaefer loomed large over maryland. >> but he was at heart just a good decent man who cared about people. >> reporter: so fittingly it was a large group of people who came to say good-bye. >> gutsy, tough, tender, difficult, let's just say really complicated. >> reporter: the former governor and mayor of baltimore was eulogized by u.s. senator barbara mikulski. >> he did know baltimore. he did know its people. he did know its neighborhood and he came to know the state the same way. >> reporter: and his famous political feuds brought smiles to even sometime foes. >> no one irritated me more than him and no one irritated him more than me. well, maybe parris glendening. >> reporter: schaefer became a baltimore councilman in the 1950's, council president in the '60s, mayor in the '70s, governor in the '80s and finally comptroller in the 1990's until 2007. not surprisingly these services show a who's who of maryland in baltimore, all with their own memories of william donald schaefer, the man and the politician. >> he never viewed life as a function of r and d. it was always are you doing the right thing? are you trying to help people? >> the fact is he had a broad vision for our city and had a very broad vision for our state. >> he's a bigger than life authentic colorful never to be repeated personality. >> reporter: william donald schaefer died last week at the age of 89. for many his impact on baltimore and maryland is ageless. tom fitzgerald, fox 5 news. as we mentioned, the white house released president obama's long form birth certificate today trying to put the questions to rest once and for all. it shows what was already known and proven that the president was born in the united states. his message? here it is. now let's move on. so will this be enough to put an end to the birther debate? we'll bring in experts from both sides of the aisle now, republican strategist jack bergmann and democratic strategist alan lickman. i've heard a number of claims today all this illegitimacy argument is a cover to racism. do you think there's any truth to that? >> i think that may be a small part of it, but look, there is a long history on the right for trying to look at their opposition, not just as wrong on the issues, but as illegitimate. they said franklin roosevelt was really a jew whose name was rosenfeld. the john burke society, which was very important about 50 years ago, said that eisenhower was an agent of the communist party and we know right wings circulated the clinton chronicles which claimed he was running a dope operation and was murdering people down there in arkansas. you know what i think about this? i think about what clarence darrow said to william jennings brian. i don't know what you think about when you do think. we now have two birth certificates. every single independent organization that looked at this before the second birth certificate said there was no truth to it. every single court has rejected it. there's about as much evidence for the fact that he wasn't born in the u.s. as there is for, you know, the proposition that the earth is flat. the flat earth society goes on. >> do the majority of americans laugh this birther stuff off but it seemed like the longer this went on the majority of the republican party started to look like they were on the fringe. did obama do the right a favor by putting this to rest? >> the only person, brian, who has kept this going is barack obama. this controversy has gone on for three years for one reason and that is because the president wanted it to. this could have been done during the '08 campaign when hillary clinton asked about it. it could have been done in 2009, '10, '11 and now donald trump. the president is the one who has kept this going. at any point he could have ended this. here's the problem with barack obama. he's similar to bill clinton in one respect. he does not understand that he works for the public. the public is his employer. when your employer wants to see your birth certificate, it's your duty to turn it over. you don't live in the palace of versailles. you don't live in buckingham palace. >> he called this silliness, but in the press conference it seemed like he was the only adult really in this whole conversation. politically wasn't this a heck of campaign move? >> it was a grate move for barack obama. look, you know -- great move for obama. look, you know, when i listen to this stuff it's blaming the victim. he didn't gin up this controversy. the crazy folks on the right the same crazy people who called franklin roosevelt rosenfeld. >> but why would he hide for three years? >> he didn't hide. he already released his birth certificate. >> why wouldn't he release it, though? >> he did. >> why did it take so long is the obvious question? >> he released it a long time ago. >> but clearly the public wanted to see the full form. >> not the public, the nuts. there was no public demand for this. >> explain his reluctance. instead of chasing red herring with roosevelt and eisenhower explain carefully his reluctance to release the full form. why would he not do that? >> because doesn't have to give credence to the nuts who are pursuing this. it turns out that this thing wouldn't go away and it was distracting from the real issues because so many on the right were grasping it. so finally he put an end to it. every organization that looked at it before this rejected the idea. >> alan is a brilliant professor and knows full well that's not an adequate explanation to the question of why. i'll tell you this. suspicions in my mind and i'm not one to give into keeping this issue going, but suspicions remain. i certainly have no reason to believe that this is not authentic. i'll take the president at his word. he dispatched his lawyer there. the news organizations confirmed that, but i will tell you and the president should know this there will be an exhaustive effort to make sure that this is authentic, that this is the kind of paper -- >> what errant nonsense. >> i don't think it gets any better than it does today. thank you both for coming in. as always, it's a pleasure. a wide variety of information and people traditionally will use the same password on many different accounts. so for anybody that's done that it's an important thing to change those on a regular basis. so you're using that two-ier old password. it's time to change -- two-year old pass world. it's time to change it. >> is -- password. it's time to change it. >> is this the same advice you
