have here. thanks for joining us tonight, everyone, i'm shawn yancy. >> and i'm brian bolter. we'll begin with the stabbing at the national zoo. the 16-year-old suspect charged as an adult appeared in dc superior court this afternoon accused of stabbing the victim six times with a pocket knife. meanwhile tonight, we're learning about the chaos inside the zoo from an officer who witnessed the fight. fox 5's wisdom martin is here with the story you'll see first on fox 5, wisdom. >> reporter: brian, the officer was right there in the middle of the crowd and says young people were running in and out of the zoo robbing stores and fighting. he says it was a complete disaster simply because the police at the zoo were not ready. >> i never ever had seen this type of mismanagement and disorganization. >> reporter: this zoo officer, who wishes to remain anonymous, was on duty during the easter monday celebration when the fighting started. he says the initial call was for shots fired. >> you had the miscommunication of shots fired, you had the communication of a stabbing that just occurred, you had kids running in and out of the park, in and out of the exhibit building. >> reporter: eventually, he says they found the stabbing victim on the ground. mpd says he left the zoo grounds and was stabbed again. the officer also says throughout the day, there were kids fighting causing problems. >> you're talking about 45 to 55 kids. they were running right into the main entrance of the national zoo, they were disturbing people, they were toppling over each other, strollers, things of that nature. the officers i was working with had no other recourse but to use their oc and their spray in order to subdue two of them. >> reporter: with an estimated 26,000 visitors at the zoo, the officer says they only had seven officers on zoo grounds. clearly, he says, it wasn't enough. >> it was unfathomable to me of the disorganization and the lack of resources that we had. >> reporter: zoo director dennis kelly wouldn't disclose the number of officers on the grounds for security reasons but he said they did have between 30 and 40 available. >> in my opinion we had enough officers yesterday and responded well, and particularly pleased with the support we got from district 2. >> reporter: the officer we spoke with maintained there was never any emergency plan to deal with the massive crowd. >> it was confusion based upon the fact that we weren't prepared for it. we weren't prepared for it. we were in no way prepared for what was expected, what was going to happen that day. >> reporter: now, the zoo police ended up arresting four persons, including the person believed to be involved in that stabbing, brian. >> what else does the zoo plan to do about crowd control. >> good question. they're still in the process of figuring out what happened and with the increase in popularity, they say they will re-evaluate how they do business, restrict the traffic flow of the visitors when they are at large capacity like they were yesterday. >> that means some 25,000 people were still alert. wisdom martin tonight. a teenager is dead after being shot by dc police and he denies the allegations. he spoke on camera exclusively to fox 5 about the indictment. >> we're prepared to, again, fight vigerously, and i'm confident that in the end, when the facts come out and when the truth be told, as my mother used to say, that albert will be fully exonerated of these charges. >> have you spoken to albert since the indictment was handed down? if so, what was his reaction? >> disappointed, regretful but ready to fight, ready to get it on and to maintain his innocence and to prove his innocence. >> now, if convicted, haynesworth could spend 180 days in jail and have to pay a fine up to $1,000. haynesworth has had his share of legal troubles, including assault from a road rage incident on a fairfax county parkway in february. today was supposed to mark the end of the nfl lockout, but there was a little confusion from players looking to return to redskins park. dave feldman is here now with more on what happened today. >> reporter: shawn, it was a weird scenario. dozens of players around the league having to adjust what they were going to do. they could go to the headquarters. they would let in, but then were told they couldn't work out, no football activity. so this was the scene at the park this morning. reporters told not to come onto the property, and so we had to watch as lorenzo alexander showed up and was told by bruce allen that he could come in but couldn't use the weight room so alexander had to do a public facility in sterling. as did attempt anthony armstrong. all in all, a very strange day. >> there's a lot of gray areas, i guess you could say about can you work out, can't you work out, can you talk to the coach. i picked up some mail and picked up some cleats. it was good to see some people and be back in the facility, but i couldn't do some of the workout i wanted to get done. >> she could have easily ruled that it was a stay, you know, based on appealing and keeping the lockout out in place but she didn't do that, so obviously the law is on our side, the facts and everything as far as what we stand for is on our side so it's all positive for the players as far as getting ready to get back to work and get the season going. >> nfl spokesperson greg ielan issued a statement in part, we'll proceed in an orderly way that's fair to the teams and players and complies with court orders. players are being treated with courtesy and respect across facilities. we do not believe it's appropriate for football activities to take place until there are further rulings from the court. meanwhile, the nfl pa, they'll still call it that despite their decertification, have told agents they can contact teams and shop their services that would put pressure on the nfl to set up a free agency system that complies with antitrust laws. the judge says it will take at least another day for her to consider whether she will put her order on hold. we will know more tomorrow. >> feldy, thank you very much. several states out how severe this thing will be when it comes our way, sue. >> we've been dealing with a few thunderstorms tonight, mainly off to the west. nothing was close to the washington area, diminishing now, check, a dozen and-a-half tornados reported from texas into indiana so it's been very active and unfortunately a very high risk for more tornados touching down tonight. this area is under the gun. i wanted you to see here that there is a great risk, not only down to the south but tomorrow, that is going to be moving into our area, not the greatest risk. that yellow area is going to stay through the ohio and tennessee valley but we have a slight risk of seeing some strong thunderstorms tomorrow so we want you to be ready for that and perhaps the worst of it may hold off until tomorrow night into thursday morning but even during the day there will be a chance. let me give you an idea of what we'll be seeing from these tragic pictures coming out from arkansas. this is an area called garland county. there were 10 people killed in arkansas, tremendous winds and, of course, we had the terrible tornado outbreak, i believe this is the third one they've had this year, coming with the flash-flooding. luckily they had about a 45-minute warning, which saved lives but the people who died were mostly in trailer homes, not a safe place to be. in missouri, the greatest threat of flooding fall. i attributed it to the wet surface and the platform himself. >> reporter: a constituent who stopped to speak with the mayor after our interview stopped to speak with us and she best sums up how the elderly are typically vulnerable. >> an elderly person loses balance quickly and goes right over and with older people you fall, you break. >> reporter: metro is addressing the concerns. this year, crews will install new concrete tiles at the shady grove, rockville, twin brook and white flint metro stations. >> i guess it would depend on how much it costs and how many people slipped. >> reporter: this is the tacoma stop, the preexisting tiles on the platform are old and some even falling out. we found a test patch. it's the concrete application that will show up on the red line and designed to be slip resistant. >> if you don't wear the good shoes or the right shoes, you'll slip and fall and do a number on yourself. they're old, a lot of them are cracked. some of them are being replaced already so i think it's a good idea. >> reporter: metro says the concrete tiles will be more durable and safer. again, this is being rolled out to four metro redline stations as part of an here, rush hour service is remarkable. commuter howard reuben. >> it's every 6 minutes or so, so frequent. >> reporter: adjacent to the center is a parking lot, 180 spaces leased from the adjoining shopping center. the transit center is so popular that the parking spaces with the yellow lines are often full by 7:15 in the morning. many commuters then put their vehicles in the shopping center parking spaces, which have white lines between them, posted signs clearly explain the difference. the management company has begun putting bright orange stickers on commuters' cars which are parked in the spaces reserved for stores. the stickers warn of towing charges. beatrice reyes got one on monday and parked improperly again. >> then i said, i parked again this morning, and there were there were several cars. i said are they going to tow them all. >> reporter: she's not alone. the driver of this volkswagen has apparently been warned on three separate occasions not to park all day long in this shopping center part of the parking lot, but yet again, they're here in the white painted lines. the management company for the shopping center told us by phone they do tow frequent violators, because the tenant stores want parking spaces available all day long for customers. the long-range solution, more commuter parking somewhere. >> the county executive has submitted in his fy '12 budget capital improvements projects for facility planning to identify and plan for additional parking spaces in the german town area. >> reporter: if that solution exists, it's probably one to two years away, so if you want to use this park 'n ride, either come early or take a neighborhood bus here, or come a day or two ahead of time and search nearby streets for legal on-street parking because the shopping center means it, if you park illegally here, you may be towed. in german town, john henrehan, fox 5 news. with the recent scandals of city hall, will it have an effect on the dc voters? we well behind those four. matt ackland outside the dc board of elections after speaking with voters this afternoon, matt. >> reporter: hey, brian, this was a crowded ballot, a total of nine people running for this council seat. the good news tonight is that things seem to be running pretty smoothly. in fact, some of the ballots arrived here downtown sooner than they thought. if this race is close, brian, we might not have a clear winner for some time, about 10 days, because that is when some ballots will be counted. this morning, our cameras were there when three of what many considered because of all the instability that i've seen on the council right now, and just the leadership, and i felt like it was really important to have some representation. i mean, they have some good things certainly that are happening and some things that are not quite -- i'm not quite that happy with. >> reporter: there are reports of low turnout across the district for this special election but for those we talked to, say they're voting for a stronger district government. >> i don't think things are running fine. i think improvements can be made. >> reporter: as i was saying earlier, we may not know who the winner is for over a week, brian. the reason why is in about 10 days, they're going to count the absentee ballots, the provisional ballots, as well as curbside ballots, and that doesn't happen for about 10 days, and typically in the past, election officials say that that makes up about 10 to 15% of the votes, so if this is close, that 10 to 15% is going to mean a lot. >> matt ackland this is a narcissistic version of ripping the band aid off all over again. >> we have to recognize it takes a lot of work to make jerry joan and al davis to look like irresponsible stewards, in that light. >> is he getting good advice? >> i think he's getting good advice. i know lanie davis, one of the best in the business in terms of crisis in the legal profession. i'm sure he's getting ample amounts of advice. unfortunately, when you're counseling celebrities and high-profile ceos, very often, the person giving advice is the person they see in the mirror every morning so suspect dan is national story. he's compounded a bad decision by a paper into a worst decision in trying to explain his reason, many of which people don't care about. there's far more issues that people are concerned about with dan snyder and his ownership of the redskins in the course of the team. really, this is a minute matter that frankly no one cares about. i think he's going to find after some time that this was probably not the best course of action and that he should probably listen to some of the counsels around him. >> i think at a time when people have a lot of mixed feelings about the nfl
