This is long 15th street where pennsylvania heading fromm the capital to the white house dead ends, and then it juts up north about two blocks and continues further west in frontn of the white house, pennsylvania avenue up there is closed to tourists and other people whoo were in this area have not been allowed along pennsylvaniania avenue that crosses in front the north side of the white housee nor are people allowed on the ellipse right now or on that side of 15 street here along with the one of the main entrances and exits for motorcades of the president , first lady, dignitaries, going to and coming from the white hues. Whatsthe white house. Us whate. You see is these cars coming past constitution which is what this woman did. After the intersection here she headed south and east again on constitution avenue. Right here the white house is where this happened. We have note seen any evidence that shots were fired by any officers here. Not the telltale markings of those yellowsquare notations markings where bullet shell casings end up in shootings and are marked by crime scene technicians. An we dont believe thats. Reporter other Police Officials have repeated what we first reported terry gainer, former mpd, former chief of Capitol Police, and the sergeane at arms of the u. S. Senate. The his first words, were john, tell people that we believe initially that its not a terrorism related incident. Ent. This is some kind of isolated incident. We dont think terrorism is involved. Make sure to get that out, because people are very nervous and very scared. Scared let me tell you, we were a little unnerved. Litt i was with photographer josephp jones, who is holding the camera, we were on Union Station when we heard extremely loud and extremely clear public address announcements in the whole th vicinity of capitol hill. These are the approximate wordse we heard. Theres a shooting incident at the capitol. If you are in a building, stay where you are, stay away from windows, stay away from doorways. If you are outside on capitol hill, take cover. Let me tell you, that got our attention. We did a back turn. Our car is parked highliy local locally over here. We started walking on to the hill. Let me describe the incident. The incident occurred on two parts, of course as paul wagner explained. The incident started at the white house on the other end off constitution avenue. But then there were two shooting incidents here on capitol hill, one on the west side of thethe capitol first. And then the other the fatal fa shooting incident on the th eastside of capitol hill. We encountered a pair of tourists from a small town in iowa who heard the gunfire andan saw some of the chase. They were very nervous talking a to us, they were nervous about what they had seen and heard. Lets just run their interviewti and pretty much in its entirety so you can hear what it was like shortly after the incident wentt down in capitol hill. We were just going to crosscr the street over to the side of the capitol, and we heard shotsh multiple shots. I looked at my husband, those sound like shots. He said, yes, they did. Di within a matter of minutes, there was cops all over the place. How many reports, how many bangs . Five, six, seven, i thinkn, more than five. It was bang, bang bang, we heard them. Could you see where they were coming from. No i just know they were coming from that direction. Did you hear the initial volume . Yes, you question what youre hearing initially, but very quickly, you conclude that is is indeed they were shots. You saw something then involving a vehicle on cons constitution avenue, what didav you see there . I saw a small, black sedan heading west, is it . East on constitution avenue. How fast . Quite fast. Te there were Law Enforcement en vehicles in close pursuit. Do you hear or see it . Could you tell what was in the e vehicle. Could you describe them in anyway . Yw . No. Whoever was driving had a cap on, and i believe there was a passenger as well. Then you see or hear anything else as the car passed by you . About two blocks further dow the street, the Law Enforcementn vehicles, i could see were coming to a halt, i could notno see the car they were chasing ch but i assumed because they were stopping there and because i heard some additional shots at that point. Reporter how many . I were to say three. I think stopped that vehicle,ve and probably after detaininging whomever they were chasing at at that point. Reporter i take it youyo were not allowed any closer tocs see what was going on . , we were not. We were gently moved backward. Reporter what do you two tw make of this . Well, its just one of so many tragedies we have seen. Its sad. Its very sad. Its sad for our country. We know that the woman driver of the car was killed in that confrontation. Sergeant at arms gainer, i asked him, do we know at this point, and that was an hour and a halfa or two hours, do we know if thef woman did any shooting in thins. He shook his head, he thought not. I asked the sergeant at arms,at there was a weapon in her car. We are thoroughly searching theh victim, and that is all he said. After the Navy Yard Shooting ani with a hig highspeed chase in direction of the capitol, people here are quite nervous and this driver refused to stop and they put up the barriers quickly which they have done in the past and other people have been injured, and not just todaysdas capitol hill officer. They take it seriously aroundseo here. If had you drive around the capitol and they say stop oror divert this way, they are not kidding. Kid also, the police who were out, they were out in gigantic force. Many of them with semiautomaticc weapons, some of them with shotguns, i have not seen that for a while. Whi but after 45 minutes after that interview you just saw, the police started relaxing and at that point we were pretty sure that the incident was over. Again, the headline from sergeant at arms gainer, atat first this is not terrorism, he thinks, this is some kind of, o, his words, isolated incident. Do you think its possible that he saw the child. I wonder if there was any indication from sergeant gainer that there may have been a passenger in the car other than the child. They were saying that two patients were brought here, one a Capitol Police officer, and an the other a female. So no confirmation of who the female is, but we have to justju make the assumption that it isis that suspect. There has been a fairly visiblei Capitol Police presence here at the hospital since the incidenti started at the white o the whitd culminated near the capitol. The cruisers parked in the backh by the emergency room entrance. Capitol police motorcycle, and we are not quite sure how the th officer got here, but werewe assuming that he was medevaced. We got those reports from the people at the scene who saw a a medevac and possibly saw the th officer take own a stretcher to the chopper. The hospital officials are being very careful about thel abou information that they release, e and most of the information theh are telling us is going to be be coming from social media. Media. So we are told to be on the look out for twitter on updates. As for the female, we dont knot anything about her condition. We have heard from indications seem to be from the scene and from sources near the where the incident happened sh that se was seriously injured when sheu was shot and possibly shot inbl they neck. No one here at the hospital wil confirm that she was shot in the neck or whether she even is in fact alive. We were out in the balcony outside of the house floor ho talking about the shutdown, and all of a sudden we heard a very loud noise that sounded like the final volley of a fireworks display on july 4th. Th. Quickly we realized that couldnt be fireworks, it must be gunfire. Then we saw a lot of tourists and citizens fleeing here the Capitol Grounds and police running in the oppositee direction with guns brandished and we couldnt see what had caused this noise. It sounded like it was coming from a ray burn Office Building here in the house. As it turns out it came from a a slightly different direction and echoed of off the building. Ildin it was very clear. I would say it sounded likede seven or eight shots, very rapid fire and very intense. Being up here we know that the flow of information came over thein loud speakers called enunciate ors, how were you you informed as members of congress what was going on and what weret you instructed to do. Because of write was, i with security personnel right off the house floor so all of my information came directly from them. Subsequently the capitol hilltol police put the entire compoundte down on lockdown mode, and shelter in place, and people respected those instructions. Stt given the events at the Washington Navy yard only a couple of weeks ago, what do yod have to say to people about security levels not only here at the capitol complex butmplex throughout the city . First indication we had something was going on is the enunciate ors, house speakers, p they were telling us that the capitol complex was on lockdown and we should remain in thee offices we were in. Police officers told us that no one wass going to be allowed id the Capitol Building and that no one was going to be allowed out. That lockdown remained in place for an hour and 15 minutes untit an announcement was made that we were allowed to leave the building. While you were were hearing thethey enunciate. The capitol Office Buildings, both house and senate were undee a lockdown. All people were to remain in ma their offices and close the door. Door we did speak to d d. C. Congressman Eleanor Holmes norton that when she heard this from the staff member that wasat before the announcement camecame over, she saw people running up and down the halls of the the capitol in the rayburn building. After that initial announcemento we heard, those were followed up every five minute or so,so, reminding people that the lockdown were still in place ane they were not to leave their th officeoffices and shutdown the. Once the house was back in in session, they did Something Special for all of those capitoe Police Officers, show the viewers what happened. He confirmed that the driver of the vehicle was quite young, perhaps a teenager. He doesnt know her exact agent, but she did look quite young. She wasnt much older than 18 years old. The baby is going to be okay. The baby was in the back of the vehicle and was not hit by any gunfire. The officer that was injured in the accident that the vehicle that hit the barricade down at firstdo and constitution northwest, that officer had to be extricated out of the vehicle by rescue one and medevac over to med star. That officer does not have lifethreatening injuries atg iu this point, but she did say thay he looked at the video that we h had on theat air, and he had hed from his officers and looked atd the video, and its believed ass well that it looked like she was trying to run officers down at this point. The exact reason why this womans was doing this and why she was driving that way and with the th baby in the car is still stil unclear. We are now told that car has connecticut plates, but we dont know if this woman was living in the area. We dont know anything about her. Theyre still trying to looklo into her background and trying r to determine exactly what mightt have been behind this. A lot of this information willan come out again at 6 00 in a News Conference, were told d. C. Police chief kathy lanier as well as chief, and others will be at the News Conference at 6 00 this evening, will. Ll. Paul, is it your understanding shots were firedfd in two separate locations . Based on your knowledge covering Law Enforcement for as many years as you have been, is there a general protocol for Police Pursuit . We understand it started with the driver, the woman presume plea behind the wheel trying to breach a barricade to the white house, would that have augmented the standard for a chase that ensued . S aneporter that i interesting question. Each department has its own protocol. If this woman did strike that uniform secret Service Office af we heard andfi that officer wenr up on the hood, that could becod assault on a Police Officer, of even attempted murder, so there could be a protocol there forfo police to chase her, absolutely. That could be a felony, and no questions that they would have right to chase. So the police jeanl generally wy chase when its a very seriousos crime, weapons have been drawn or robbery in progress, aggravated assault, things like that when theyre trying to catch a dangerous criminal. If someone witnessed this woman hitting a Police Officer, then absolutely, that would probably, i wouldnt say absolutely, i do not want to be put in the corner here, but its possible that the protocol would allow them to conduct a chase at that point. On the first tweet went out at 2 30 p. M. And it said u. S. Capitol Police Investigating reports of gunshots on capitoll hill. Hi if in a senate office, shelterc in place, if not, go to nearest office. Office then not long after that, just a couple of minutes later, anothe tweet went out, saying u. S. Capitol shelter in place remains. Rem and then goes on to provide details about just what he wanted to do. Close doors and lock doors, move away from most part of office and stay away from external ex doors. The updates continued throughou the incident up until the very end when it says earlier guns shot fired incident appears toao be isolated event, no current threat to senate community. Unity u. S. Capitol, please Senate Sergeant at arms continues to monitor and then eventually goev on toen let people know that the situation is over. But this new alert system was set up by twitter so that theyty could get credible information out there from credible organizations in the case of natural disasters, in the case of major emergencies, so these are emergency officials. Cis. These are fire and rescue departments and the Senate Sergeant at arms here. They have about 100 organizations that have already signed up. S this is a new alert system that was set up and launched lastlast week and this was first real big test, and you can see here, when it came down to it, the Senate Sergeant at arms went in, sentst out those twitter alerts, andal began to get the information ouo there immediately, and this is information that people can countop on. As you know, shawn, so often, when you are looking at social media, a lot of the information coming out may not actually be accurate. So this is one of those attempt by twitter to make sure that they are getting accurateng information out there and this s was coming basically straight tr from the source from the Senate Sergeant at arms, warning people the first tweet went out tellin that there was a shooting investigation at the cap and keeping people informed throughout the incident until the scene was cleared. One the thing you have been monitoring are the images that are starting to pour in that helped to tell the story. Im staring at a close up shot of the suspects vehicle after the shooting and you can see some of the windows blown out. This really does help us tell the story as viewers are sending this in. Theres a lot of people who were out there. Everybody has a cell phone with a camera on it. People began to take pictures. Its really, it gives you a sense of what is going on and the immediacy of what is going on, because people can immediately send the pictures out. We saw pictures of the car thata you can see where the officer was injured, where he had to bee extracted and then you can seee the heavy damage and then the chilling pictures of the Capitol Police officers with their gunsr drawn not knowing what to expect, really, clearly indicating what this situationio was down there. That video, of course, all over twitter right now and social media as we speak. So a big way for people to get information out, but also being used by officials today to make sure that the most accurateaccua information and uptodate information was getting out as well. This would indicate here, shawn, that there were in fact two shooting scenes, one at the white house and one near the th capitol where this all ended and the suspect was killed. I said, lord i thought that all the madness was inside, and somd of it has been unleashed to the outdoors as well. What do you take away from what we know, the response outside of this building, the notifications that went out to employees, and the kind of information that was disseminated to them about their own personal safety.
