flooding. meantime, the fallout from last month's derecchio storm claimed other life. dillan cooper was found unconscious near his home the night of the storm. fairfax county believe he came in contact with a downed power line and the police are trying to determine what happened. if you have any information, call them. angry 59co customers, hundreds of thousands of them are reeling from going without power during last month's devastating storm. it took days, almost a week for some people to get their electricity back. today, montgomery county council put pepco officials on the hot seat to answer questions about their response. fox 5s karen gray houston is back with the details. karen? >> reporter: pepco's president and other officials got an earful from county members to lash out about unreliable service. they say it should be fined or have the franchise yanked. the council heard from the state public service commission and some state lawmakers, and we spoke to some disgruntelled customers. >> six long days in a hundred degrees. the people sweat from the corporate greed. >> reporter: that theme song from the packuppepco.com movement was not far from the lines of the minute groomery county council members recovering the suffering from their constituents from the june 29th derecchio. they have lots of questions. >> did they use outside crews efficiently. the bottom line d they restore power as quickly as other utilities in. >> reporter: in its own defense, pepco said the derecchio was a big storm not predicted and the utility did the best it could considering. >> this 4.3 million customers that were impacted over 700 miles and 10 states felt the storm as we did. we experienced over 200 wires down, 242 polls that had to be replaced and 214 transformers that had to be replaced. >> reporter: the public service commission is promising tough enforcement if necessary and said now regulations requiring penalties if new standards are not met and should be helpful but it's just beginning the investigation. >> i don't know if there are, if there are violations of our law or regulations. i don't know if there are practices that could be improved or need to be improved. >> reporter: council members and customers who turned up for the hearing are not letting pepco off of the hook. >> and i think it's fine to talk about things like undergrounding and hiring new linemen, improving communications. y that not the problem itself. the problem itself is pepco. >> they were reporting restoring as when they weren't. they were reporting they were not aware of outages that had been reported and they were reporting that there were crews and mr. their weren't use. >> reporter: congressman chris van holland is upset and sent a strongly worded letter to the council president criticizing pepco's storm performance and he said it was a part of a pattern of underperformance. he strongly urged state utility regulators to reject the 4% rate increase. pepco requested a decision on that rate hike that is expected tomorrow. >> i am sure a lot of people have something to say about that. >> exactly. >> thank you, karen gray houston. fox 5 is monitoring metro for you tonight. a big problem on the tracks at metrocenter last night. a woman tried to get from one side of the redline platform to the other by crossing the tracks. she made it halfway before riders yelled at her to stop. can you see her standing there in between the tracks while the power to the third rail was shut down. metro workers rescued her. she said the woman has been here in the u.s. for about a week and didn't speak much english. she will not be charged. and a news alert out of virginia where a california mother accused of kidnapping her daughter 11 years ago ended. robin resavich was raved at dulles international airport on saturday n.2001, she took her then seven-year-old daughter out of the country with permission for the summer and never returned. her daughter, who is 18, was with her when she was arrested. the pair flew to dulles to spain and preparing to catch a flight to san francisco. breaking news out of the district. the police made an arrest in a debbie stabbing. it happen period in the 500 block of florida avenue northwest in may. audrey barnes is live on the scene now with the d.c. homicide branch in southwest. audrey? >> reporter: d.c. police arrested 30-year-old jonathan dawkins in southeast and charged him in the stabbing death of brain brisman of upper marlboro. he was a ct person and he was voted a superstar because of his exceptional interaction with patients. on may 1st, he was coming home from a party to celebrate his promotion. he got into an argument with a man on the street, he stopped his vehicle, and when he got out of the car, they say he was stabbed in the deck neck. now, brisbane tried to get away. he got back in the car and tried to get away. he ended up crashing his vehicle into a light pole in the 500 block of florida avenue. and after an extensive search and surveillance video and talking to a lot of witnesses, police today came to this conclusion and they have arrested 30-year-old jonathan dawkins of southeast, charged him in the death of dwayne brisbane and is facing second- degree murder charges. shawn? >> audrey appearance reporting live. thank you. there is a new report focusing on prostitutes in d.c. and other major cities, showing the risk between sex workers who used condoms for protection and those who do not to stay out of jail. the offer -- author of the report of the human rights watch said she found police often used condoms as evidence of prostitution making sex workers more reluctant to carry and use condoms. >> to take away one thing that is legal for them to carry that they are using to protect themselves is not acceptable and how rights laws will hold city officials accountable for this. human rights lolaws will hold the police accountable for this practice. >> the human rights watch said the solution is for d.c. and other major cities to figure out a balance between enforcing prostitution laws and public health. washington, d.c., has the hiest -- highest aids diagnosis rate in the u.s. for any metropolitan area. several u.s. members are being punished in their -- for their role of the prostitution secret service. seven soldiers and two marines will receive punishments and won't face criminal charges. investigators claim that they joined a dozen secret service agents who party with call girls in colombia in april. one air force member was reprimanded and a final decision is still pending on two marines. we're less than two months -- four months away from the presidential election. a new poll shows president obama still leading republican challenger mitt romney. the nationwide poll gives the president a four-point advantage, 45- 41-45%. the president is spending time in virginia. and this poll shows a dead heat in the race for president and the state's u.s. senate seat. and while there is encouraging signs for republicans in these findings, it's still a tie in both races. tom fitzgerald has been going over the numbers today. what is the good news here for republicans? >> reporter: there is a lot going on in this poll. the presidential side, mitt romney appears to have erased an 8-point lead and as recently as march. in the senate race, george allen is ahead of tim kaine by 2% and they're smaller to declare any of them a front runner. president obama flew to florida on thursday after mitt romney brought it back down to earth. a new poll in virginia shows president obama is tied with mitt romney at 44%. four months ago, the president led 50-42%. >> and if you look at the poll, it's extremely divided between republicans and democrats. >> reporter: professar ann kadinean is the director of the virginia tech school of public and international affairs. she said independence will decide virginia. >> and i think that is probably a heavy concentration in northern virginia. again, in a statewide perspective, you can't ignore the entire state. >> speaking in another battleground state, florida. the president sought to reconnect with people who voted for him in 2008. >> and the people i met in that first campaign and every campaign since, they had all kinds of different stories and backgrounds. >> reporter: while mitt romney was off the campaign trail on thursday, his wife ann did make news telling abc her husband would not release anymore tax returns. >> we have given you all you people need to know and understand about our financial situation and how we live our life. >> reporter: while virginia voters appear deadlock, it's almost the exact same story when it comes to the commonwealth candidates for u.s. senate. quinnipiac's pole has former gop governor george allen leading former democratic governor tim kaine 46-44%. but that is in the margin of error. >> and that voters are making a distinction. they making the decisions based on how they feel about their senate candidates. >> reporter: and, unless either side breaks through, virginia's battleground is showing every sign of remaining a political locked ground until election day. the one thing that appears clear from this poll is there appears to be no coattails at work here in virginia. 61% of the people say their choice a presidential candidate will not influence their choice of a voter candidate. just because they vote for one person, doesn't mean they won't switch over. >> very interesting. >> it is. and we have four months to go. tom fitzgerald, thank you. there is some bad news on the job front. a new report shows the number of u.s. workers foiling for unemployment spiked last week and up by 34,000. economists are skeptical of the numbers due to seasonal factors and temporary summertime layoffs. the labor department said last week's gape was the largest since april of last year. coming up, yahoo!'s new ceo has ignited a maternity debate. why her recent comments in a magazine have some people fired up. the government releases stunning statistics about the number of women who drink while pregnant. and a missing three-year- old boy found in an unusual place. we'll have details on this one. sue. >> could be another stormy night tonight and that is looks like it will be, laura. we'll keep an eye on the storms as they're closer and closer out of western pennsylvania. maybe they'll weaken as they get closer to d.c. and we have to keep an eye on them. certainly the last few nights have taught us that this atmosphere has a lot of energy and we'll have another look at the radar come when fox 5 news at 5 continues. obama ] i'm barack obama, and i approve this message. >> it's sixism -- sex e. the ceo of google announced after he was ceo, it came to light he was expecting his second child and there was no coverage on it. i think it's time that we stop evaluating women alone for our family decisions and start talking about a society that value ours families. >> critics of meyers said she needs to be more concerned about bonding with her baby than being at work and show needs to take more leave after having that baby. is that a fair argument? >> and i am confident she's capable of making her own parenting decisions and working decisions. i don't think it's fair for us to judge her; how far, i think this is sparking a lot of debate and the question is why? and this is because parenting policy in this country is not working. only 11% of workers in this country employees have access to paid maternity leave or parental leave. and less than 50% of the employees are covered by even unpaid leave up to 12 weeks and that is atrocious, not befitting in industrialized country. it means that we're not taking advantage of our full workforce and is that part of the reason why we're now seeing that it's 4% of women are -- excuse me, 4% of the fortune 500 is led by women? [ laughter ] >> and i would have gone for. that they were calling out the lineup for the chicago cubs last night and had fun with the introductions. ferrell got to throw out the first pitch before the game and they must be good luck. they went on to winter marlins 5-1. >> they're always a riot. >> they are. >> and they open their mouths and they're funny. >> they are. >> and the trailer for the movie, the candidate or something like that. hilarious. >> that's right. >> and very funny, very funny. hot again out there. >> yeah. >> and rain is headed our way. >> probably between seven and 8, the western suburbs and eastern suburbs, 9, 10, 11:00 and they'll move on through. the main thing with them, they seem to have heavy rain with them and we're going to see the showers and storms firing up. i would be on guard that they coming and prepare for possibility of heavy rain. first up, looking at weather headlines. the storms we're watching are on the way and through western pennsylvania and they are moving east at 30 miles per hour. friday looks wet and stormy. week get an inch of rain tomorrow, maybe two inches of rain and we need this rain. we're terribly dry, as you know n a moderate drought in some parts the region -- of the region and looks like they could be strong to severe tomorrow and we're outlooked for that more so than today. you going to be surprised by saturday. there could be a couple of lingering showers. more importantly, much cooler and maybe near 80 degrees on saturday and on sunday looking great. the weekend not to bad if you don't mind lingering show or saturday morning and later tonight, things will get busy area now. on sentinel radar, there is not that much going and that is that stronger storm weakening by. nearby, the closest storm is north of baltimore and this is to that east-southeast and there is a weaker line here firing up in the potomac highlands and doesn't seem to get stronger and there is some more energy through southwestern virginia. i have been looking at the stages and this is producing one half to one inch of rain per hour and can you so the early part of the line is starting to get closer to hagerstown and over the next few hours, we'll see how this holds together across the mountains and expect some lightening with it and hopefully they will diminish as they get closer and happy rain is expected as this comes on through and in terms of severe threat,d biggest area cover side through west virginia and the ohio valley. and we're not outlooked for that much widespread severe but with this frontal boundary around, that can trigger something here and there. tomorrow, we have a possibility again that there will be the severe risk over our area. before the storms arrive, we looked out at 95 degrees and about 2:30 this afternoon. dulles, 94; bwi marshal 95 and the storms will do a number to get them comfortable and we'll be in the 80s tomorrow, too. the showers and storms on the way and being triggered by this boundary. tomorrow, the area of low pressure is closer to us. when that happens, there is another round and some showers in the morning and more showers and storms in the afternoon. more widespread and with some heavy rain. we'll watch for some of the storms to drop heavy rain, possibly strong, 76 degrees for us and that is probably dropping to 76 later tonight and some on the strong side again and we'll watch for a possibility of strong winds and some heavy rain. we have three days of 80s coming and that is a nice break. we back with some isolated storms on tuesday. busy later tonight and tomorrow, and literally, i think tomorrow people are surprised at the amount of rain we might get in the afternoon. one to two inches more widespread. >> okay. >> and farmers are great 68 for it, to. >> thank you, sue. >> sure. you might be able to hear me right now, i am not sure of that, but we're not having any lights in here. power's knocked out. >> interesting. don't adjust your set and this is what happened when severe weather pounded boston yesterday. the forecast was hijacked by the storm. the lightning hit the station and knock the spire -- power out. that didn't stop him. he carried on with his forecast in the dark. new tonight on the news edge, gray days ahead for d.c.'s mayor. amidscandal, mayor vincent gray is losing popularity month voters. what he had to say about the startling results after a -- of a new poll. and another spending scandal at the gsa. you won't believe how much mean was spent on a one-day conference here in our region. and casino competition, why there are new calls to abandon a vegas-style resort at the national harbor. those stories and more just ahead on the news edge at 6.
