in the string of robbery this is sun trust bank here has been hit twice once last january when the man walked in and announce add robbery 1:30 p.m. in the afternoon and most recently this past july when a man walked in with a gun and announce add stick up just before 10:00 a.m. in the morning. that is not the only place he has hit twice. at this m and t bank on new hampshire avenue white oak police say this serial robber stole cash from a teller on october 14th last year and just 33 days later, came ore >> often times with any crime when we release a photo to the public, and ask for their help identifying a suspect we generally receive a tip that says this is a man or this is the woman i know who that person is. in this case we have received tips but we just haven't received that tip that helped us identify this bank robber. >> last december in arlington, the man was unusually busy robbing three banks in less than two weeks. paul wagner, fox 5 news. a fairfax county teacher is under arrest accused of soliciting a minor online this man was arrested wednesday as part of an ongoing investigation he works as a band teacher at robinson secondary school he is charged with solicitation of a child under the age of 15 the alleged victim was not a student at the school or anyone under cook's supervision. police are stepping up patrols in the northeast after a group of teens on bicycles opened fire on someone in a car they have been looking for those teens since saturday night when residents called 911 after hearing gunshots two teens chased after the driver firing a handgun at the vehicle the driver was not hurt police will stay visible to make sure nothing else happens there. a monassis park police officer is recovering after allegedly being run over after the officer responded to possible drug activity early yesterday morning. 21-year-old robert washington the third struck the officer and took off running he was taken into custody a short distance away, police say washington was shot during the incident but are not saying the the wounded officer fired the shot. latest jobs report is dismal no new jobs created in the u.s. last month the first time it happened since 1945 and unemployment is holding steady at 9 .1%. today president obama used this labor day holiday to promote his plans for job creation. >> reporter: it is a tough lay door bay for many -- labor day for many getting companies to hire more workers is one of the toughest challenges as all. outside the trial of mubarak clashes broke out between supporters of the ousted egyptian leader and relatives of those killed during the revolution. >> reporter: cameras weren't allowed inside the courtroom, the judge at the last session banned them because he said it was becoming too politically charged with people playing up to the cameras but it appears the tension resurfaced outside of the courtroom today. police arrest add number of people for disorderly conduct outside of the courtroom. pro mubarak supporters clashed with relatives of those killed during the revolution some of the injured were transferred to nearby hospitals. former egyptian president mubarak was wheeled in on a stretcher, into the courtroom, four policemen took the stand to testify against mubarak and his top security officials these men worked in the police headquarters room during the 17 day up rising. ten kuwait lawyers have joined the mubarak defense team they says the their way of showing support for the former leader who got a u.s. led coalition against iraqis who tried to invade kuwait in 1999. a group of warriors are proving their strength goes beyond the battle. they took on a team of quasi cemetery you will find an arlington lady there for every service involving the army navy coast guard or airforce to make sure no body is ever buried alone. >> this were many services out here where there were only chaplainbody bearers in atten dense they felt there should be a member of the military family at each of those services that our military members deserve at least that. >> arlington ladies have been volunteering their time for decades often former or military spouses they meet family during the service and offer cardcondolences to let them know how special they loved one was. the family of sergeant hackmore didn't know an arlington lady would join the more than 150 friends and family bidding him goodbye at his august funeral but his sisters say their family was incredibly touched. >> it just melts my heart. >> they just say they come up to you they are wonderful, they just really truly and firmly believe, this is important and it is important. >> reporter: though they attend as many as six emotional services a day, many of the arlington ladies say they have no plans to retire or walk away from this job. >> almost every arlington lady will say they want to be an [ male announcer ] wanchai ferry. restaurant quality chinese in your grocer's freezer. >> the latest from the aftermath of hurricane irene. the power is finally on in an anne arundel schools they will open tomorrow if that changes the district will notify parents and employees through facebook, website automated phone messages. >> thousands of students head back to school in virginia. school speed zones will be in effect prince williams, fairfax arlington county schools take it easy. >> alexandria city schools chairman is here, dr. sherman thanks for joining us. >> i am happy to be here on labor day. >> we know alexandria schools will be increasing their enrolment how much of an increase and what are you guys doing to prepare. >> we expect a 4% increase, each year for the past 3 years we have had a 4% increase so they were up 20%, 18 to 20% over the past couple years a lot of enrolment increases have caught us by surprise as the economy has turned we have had students come to our wonderful and friendly city for a great education to get ready we have added modular units at elementary schools, refurbished many schoolheld class sizes down as we have made these changes increased the facility capacity. >> let me ask you ability that you have -- about that you have kept class sizes small how are you doing that? >> we take a position in alexandria our teachers are the solution not the problem we don't want to get caught up in the national argument of bashing teachers or teachers unions we think that is wrong. we deliberately invested in teachers over the past couple years we have added teachers, held kindergarten class sizes to no more than 20, 1st and 2nd grade, 22 and third, fourth and fifth grade no more than 24. that has unanimous support of our board of education. while others have gone in a different direction we have made that a priority. >> high schools like tc williams saw big gains but your overall elementary reading scores are not great what is your plan to bring them up and improve them. >> let me comment about tc williams first. last year, we received the designation as persistently lowest achieving school we didn't necessarily think that was the right designation we think they have the right school and this year we had some of our highest scores ever, 94% in reading and mathematics, extremely high scores, 83%, mathematics, and reading and math and english, that is a result of deliberate effort to transform that school, we are seeing similar results of one of our elementary schools, they had 97% of all their students pass elementary math scores we see a 1% dip in reading scores across the school division and somelessenning in achievement success we want to pay attention to that. >> what is the plan? what sort of things will parents see different this year or students see different this year to bring those test scores up? >> we are not focused entirely on test scores that is not the be all and end all but a broken law that needs to be fixed. when we look at scores we want to be held accountable we want to have a more language rich environment. in alexandria we more than doubled our learning population in the past three years, we have gone from 1400 students to 2800 students nearly 25% of the entire school division are what we called esl. those students bring challenges in language acquisition and we need to address how we address those students many students are achieving extremely well it is a balance across the board from a full range of students. let me ask you about this, obama administration assessing the overhaul of don't ask don't tell what is your position on that. >> i didn't mean don't ask don't tell excuse me. >> well, i have an opinion on that but i would rather talk about no child left behind. >> excuse me that is what i meant no child left behind. >> we believe all students should be held to higher expectations and achieve. whether you lived you were born kindergarten by next may, next june you are expected to have exactly the same score we support the president's decision and secretary of education's position to have a growth model if you come to us tomorrow from honduras we will welcome you but at the end to have year we want to demonstrate one years growth or two years growth or more than that but not the same cut score for everyone, this law is destined to fail within the next year or two unless they change it. we think it is our responsible to take care of america's children. >> dr. sherman thanks so much for coming in we wish you guys a tremendously successful school year. >> thank you >> we will be right back hi honey, what are you doing? just having some chicken noodle. starting my progresso soup for lunch plan, huh. nope, just having some tender chicken and some tasty noodles. let's see... south western vegetables... 60 calories, oh beef pot roast... ...ya' know those jeans look nice. they do? yup. so you were checking me out? yup. >> reporter: good evening actually got some peeks of sunshine that is a welcome sight here in new orleans where it has been raining day after day after day, now that lee has moved on to the north and east, dumping that heavy rain in those areas, but i tell you there are still areas outside of new orleans, dealing with those flood waters. >> lee is dumping steady rain across the south, causing scattered flooding and power outages. >> overwhelming. a lot of water. >> the subdivision in slidell is inundated people are waiting around to their knees. >> we are up 5 to 6 feet right now, and looks like it just is keeping on coming in, and we could probably handle another 5 feet, before it gets into our homes. >> it remains a race against the rising water in plaquemines parish there is talk about cutting a hole in a levee to drain water from a main highway. >> the frustranghing the money is sitting in the bank to build this levee and we are out here flood fighting. >> along lake pontchartrain people are taking it in stride. >> every time this happens, we have to clean everything out. despite the soggy welcome. >> when a storm like tropical storm lee comes through you hope for the best in this case we did well. >> back out live now you can see we are shooting down towards past cafe de monde on the french market jackson square in the french quarter new orleans one thing you can see people are not wearing their rain jackets finally getting a break-in this rain getting out to enjoy a little bit of labor day and you will also notice the swing of the leavemaybe some of the jackets the winds have shifted that is a welcome welcome sign here, you get the winds out of the north helping push some of those waters out of flooded areas. what are they saying about this forecast versus the reality, leading up to this people were thinking 2 feet of water in new orleans which could have been disastrous we also know the pumps can't handle that kind of water and looking behind you looks like a regular old monday labor day. >> reporter: yeah, after 4 days of rain we got a foot of rain so it didn't get to 20 inches but 12 is a lot of rain it was a test for the pumping system certainly a chance for the levee protection system like you say officials are quick to tell you every storm there is a lesson in every storm they will look at this like they did back in gustaf labor day weekend 2008. they will want to fix somethings certainly we talked to people in plaque mines parish they want some serious work done there before they get a category one or two storm. >> run inside and get a cafe ole there in cafe dumonde. a storm chaser captured this image in amsterdam some people lost roof and siding from their homes 34 buildings all together no reports of serious injuries. >> tenth anniversary of the 9/11 terror attacks is less than a week away. we are taking a closer look at a question many people are asking are we better prepared to handle an attack today than we were in 2001. sarah simmons reports. in less than 90 minutes, high jackers crashed four airplanes, nearly 3,000 people died symbols of a powerful nation were gone or heavily damaged the attacks of september 11th, 2001, fundamentally changed many american views of the country's security. >> i think the greatest lesson we learned was two broad oceans, do not protect us from the tide of history. >> while there are other successful strikes on american targets including the 1993 world trade centre bombing and 1999 oklahoma bombing, nothing shaped action like those of 9/11. they say the u.s. did what it had to in the face of an unpredictable enemy >> i think we basically took a sound approach obviously in some cases we maybe did a little too much and others too little but the proof in the pudding is that we were successful averting attacks. >> american people are they safer now? >> absolute grid lock that is it in a nutshell. you mentioned a moment ago, the construction project, 70,000 -- let me back up for a second. there are 70 road construction projects in the district of columbia alone, and when you talk about people pouring in to the city tomorrow, for the first time since summer, 1.7 million people driving along 3 million workers in the area, 750,000 kids, and 5400 school buses that is a recipe for the worst grid lock we have seen in three months. >> john you are good with those numbers let me ask you are there any specific spots expected to be worse than others. >> several spots including all of the belt way, which you will have 200,000 cars, i-95 will have 300,000 cars both morning noon and night and you have the base alignment, coming into place now, right down the road from us at bethesda, you will have an additional 2500 workers, you know, you have almost 3,000 people that cross the street from that metro stop every day, that number will jump to 7,000 it will be incredibly busy not only in bethesda but at the mark center where 6500 new workers out there and then down at the fort that will be a spring board for 19,000 new jobs in our area and so, you are going to have not only absolute grid lock but the worst in the nation which you always have every month of the year except the summer months, we will feel the forefront of it starting tomorrow morning. >> what advice do you have for motorists, whether they are new to the area or been here a long time what should we do? >> call in sick. >> can we quote you on that? >> yes, you can. but one of the things we should do, this is the biggest growth area in terms of changing face of the community, is number of people tele working and tele commuting any given week we have 600,000 workers in our area that commute that way each week when you look at the fact 74% of people drive in cars, and 64% of them drive to work alone, the biggest change in our commute over the last decade has not gone to mass transit or rail but to tele commuting and tele working that is the way out of this problem. >> well, john we have been asking them to let us do the news from home there. >> that would be great i vote for that. >> me too. triple-as john calvert thanks for coming in we appreciate the numbers and information. >> that man is my next agent. he is doing contracts from now on. >> tele work, work from home. did he mention it is going to rain tomorrow. >> put that in there with all of it it will be nasty. what are we looking at shawn? >> you can't tell. is that like -- are those clouds? i understand this is national cathedral are these clouds? steam on the lens of the camera. >> condensation, clouds, rain a little bit of everything. i can see the cathedral in the hd monitor but not the other monitor it is out there the rain is starting to move on across and i will show you where it is basically i think that is pretty heavy rain coming on in and the rain is on the tower cameras, some times it may help a little bit maybe it is not on this evening, sentinel radar, we will show you there is this band of rain coming up and it is quite heavy too, no thunder we are not getting any indication of lightning on this, we can see that but we are not seeing it now. look at the reds here we are getting a little tighter so you can see, pushing motion this is the current picture light there, that is that little cell coming up to the city right into the northwest and extends all the way to charles county. another batch of heavy rain well up to the east, this is 95 going out of baltimore, up towards philly, very big pocket of heavy rain everything is kind of coming up from the south that was a real fast move there, get you or yen tated, take you down to the southeast, memphis on the edge of the rain, here is atlanta, firmly in the rain a lot of severe weather down here too. tornado watches through the southeast now, what is left of tropical storm lee is coming up to the southeast, we have had very very heavy rain we continue to have heavy rain complete heavy rain shield northern alabama, huntsville on up to central texas and tennessee and down most of georgia into alabama and also into florida, that is where they are getting the thunderstorms here and potential goes with tornadoes too. computers are a little bit slow here, if we wait a second there is rainfall totals for us, this takes us back to the last 24 hours notice all the pink and blue coming up through mississippi, heavy rain there, not as heavy as rain as expected down through louisiana and new orleans that is good news right along the florida panhandle we have had very heavy rain the haviest stayed off towards us a little bit these have been the rainfall estimates from doppler radar, central louisiana around 7.5 inches, sections of mississippi, 7.5 inches and they picked up higher than that around jackson up towards northern mississippi more than 8 inches the rain hasn't completely gotten up here into west virginia we are sighing pockets close to 7 inches of rain offshore, around mobile alabama, close to 16 inches of rain, mobile has been the heaviest, not mobile but slidell louisiana the heaviest of the rainfall totals up over 15 inches of rain confirmed. >> now we are looking at satellite view where we are getting the red, deep convection that extends all the way down to the gulf of mexico there is a tropical feed of moisture from the bay all the way up to the storms and the southeast it will rain for awhile and be very heavy we watched the bay this week because we may actually get another system developing down there, tropical characteristics and oh, yeah, not to forget about hurricane katia this now a major hurricane moving on off to the northwest, and it still looks like all indications are, it is still trying to split the difference between bermuda and the east coast, we will have high surf, riptides hopefully she stays out to sea and will be a marine hurricane wouldn't that be good news. >> future cast tonight at 8:00 p.m., notice heavy showers heavy showers back out to the northwest and get used to the rain because it is going to stay with us all that tropical weather flowing up here for the next several days, this is tomorrow 6:00 p.m. we are off on and off all day tomorrow lasting through wednesday some of this on wednesday may be in the form of thunderstorms coming across we will watch that very very closely too and looks like as we carry on through the week it will stay wet on and off through the weekend flash flood watch overnight, heavy rain at times, 67 for a low, looks like we start off tomorrow upper 60s. traffic, wet commute, watch out for the kids at the bus stop tomorrow definitely a wet one. we are wet on through the day i know it is not creative but tells the story pretty much wet all day long showers and thunderstorms possible wednesday, thursday, showers and thunderstorms cloudy and saturday, stay in the 70s with all the rain next several days probably end up with 2 to 3 inches of rain before this is all said and done. >> do we need it?
