think some of the wind gusts have been stronger and they're not going to be as long as a duration. reagan national had a peak wind gust of 58 miles an hour; dulles, 59; bwi to 60 and get this, restin, 67 miles an hour wind gusts. this has brought down trees and has caused power outages. and temperatures have really changed and there is that strong cold front coming through and that is why we're getting the big winds. we have gone from 67 to 45 degrees and in gaithersburg, 39 degrees and plenty of cold air is going to come crashing in, and that is why the winds have been so strong because of the great temperature contrast. check out raleigh, still at indictment, richmond, 58; pittsburgh to 31 degrees and prepare for a cold night. going to be windy and you will have gusts to 30 and 40 miles an hour through the midnight hour. d.c. dropping to 32 degrees and a windchill, too. columbia, 28; gaithersburg, 26 degrees and back to reality, a cold night and we lost power at my house. we need to have flashlights ready to go for the power outages. this is the third high wind event we have had. >> and thank you very much. as sue mentioned, many homes and businesses have lost power. pepco regional president thomas graham joins us on the phone. thank you for joining us. i should mention i called your 800 number because i lost power at my house. the recording said you brought in additional crews in anticipation of the high winds. how many additional crews? >> good afternoon. we have over 650 contractors and employees, internal and external working on the restoration of power and a mutual assistance call this evening where we will try to secure another hundred to 200 additional crews and tomorrow morning, another 70, 80 contract crews will come to our system. >> and i understand, we all know because we have been following this that you have been working on taking branches down or possible power lines down. how much of the previous work you have done in the past few weeks will help in this storm? >> i think there will be a great benefit. we have trimmed over 1500 miles of tsince september. i think we have -- we starting to get a little bit of traction. when you have the wind gusts of over 55 miles an hour, it really does make it tough. >> and certainly you can't control the wind gusts. >> can not control the wind. you're right. >> we're look at video of power lines down and trees down across our region right now. how many outages do you have at this point? >> reporter: right now, we have 34,000 customers out of service. >> and where are the majority of those? in montgomery, prince georges county and the district? >> reporter: they're broken down and the district of columbia about 3700, montgomery county, 28,000 prince georges, 2700 customers. >> what do you expect the rest of the evening? are your crews fanned out across the area in anticipation of problems? >> actually, they're out there working now and there is a bit of a safety concern if they're sustained winds, over 40 miles an hour and at that point, we would have to suspend operations. currently, they're out working and will continue to work through the evening and until every customer is restored and we're seeking additional report support from other utilities and contractors coming in and more will come in and we will try to secure additional resources and that is all hands- on deck right now and we're working as safely says and quickly as possible. >> sure. >> for people at home right now who have no power or who are watching us another way. >> right. >> what is your advice to them? >> i would make the allegations not true. >> right. >> i did not tell mr. brown you threatened my nomination. >> and had i? >> no, you had not and we had a conversation where you told me to expect questions on it. >> and let's switchgears to the suv issue. chairman brown has been criticized for leasing an expensive vehicle and hearing about a full investigation into all district vehicles and those who drive them. what is happening with this? >> he told me today and this afternoon, he's in the process of looking at all vehicle records and wants to know who has a car and why do they need one, especially if it's an suv and he wants to know who has a driver and if they do, why? he's concerned the district law may have been violated when the suvs were ordered in the first place. all district vehicles must get 22 miles per gallon or better. cars.com reports a 2011 lincoln and a half get oner similar to the ones ordered by the city only get 13 to 14 miles per gallon in the city and 18 to 20 on the highway, laura. >> matt ackland, thank you very much. >> uh-huh. the rules for abortion clinics in virginia are about to change. the state lawmakers passed a new law requiring a borg clinics to comply with the same regulations as hospitals. what does that mean? john henrehan has more. >> reporter: let me clip it back on. and some parts of the legislation are in the air. in general, this is a victory for the pro-life side and a defeat for the pro-choice side of the abortion debate in virginia and let's start with the basics. at the moment, they're regulated as if they were doctor's offices. for decades, the pro-life side tried to find ways to titlen control on the clinics to protect women's health, they say. routine enabling legislation came before the general legislation, on the house side, an amendment passed that defined facilities in which five or more first trimester abortions per month occur as hospitals. the wider hallway the currently required in hospitals may mean that many of the clinics will either have to move, change their interior architecture, or close down. pro-lifers are happy, pro choicers displayed. >> i know there is little regulation now, and so there are not protections for some of these desperate mothers. i call them mothers. not just -- they're mothers. >> abortion is one of the safest procedures that a woman will ever undergo. the risks are very low. and the -- having those kinds of architectural requirements are unnecessary to the risk involved, the very low risk involved. >> virginia governor bob mcdonald said he will sign the new law which redefines abortion clinics as hospitals. the uncertainty comes from the fact that the virginia board of health must promulgate regulations for the clinics, now legally defined as hospitals. will the board require food service as it does in the left of the state's hospitals? one abortion provider told me by phone she doesn't think so. others, not so sure. we'll find out in 280 days after the governor signs the bill. that is when the new regulations on abortion clinics take affect in virginia, laura? >> john henrehan, thank you. keep it here. the power block of news continues. up next, he's accused of raping more than a dozen women. tonight, police hope's new tool will help them catch a rape identify the run. fox 5 news at 5 is coming back.  >> the man known as the shotgun stalker will not get a day pass from a mental hospital. a d.c. judge rejected james swan's jr. 's request to leave saint elizabeth to spend the day with his father and said swan would be a danger to himself and/or to others. he was found not guilty by reason of insanity by killing four people and shooting five more in 1993. he shot his victims at random in the mount pleasant area. for years, a man known as the east coast rapist has terrorized women and girls. and now a task force is creating an entire website devoted to tracking him down. he hasn't struck in more than a year but investigators are hoping that site will bring new leads. paul wagner is live with more to show us how they're using it to find them. paul. >> reporter: this is the website here. you can access it by going to eastcoastrapist.com. it contains sketches and all sorts of information about how this man operates. investigators think that he may have grown up in prince georges county. they have a job that takes him up and down the east coast. on halloween night 2009, three teenaged girls, age 14, 15, and 17, had just finished trick or treating in dale city when they were accosted by a masked man who forced them all into a wooded ravine. while holding them at gun point, the girls were sexually assaulted. the dna he left nfirmed to poli attacker was the same man who assaulted 14 other women and girls from rhode island to virginia. have been assigned to the case full time. the man keeps slipping away. the task force turned to the web for help. >> it's a proactive way of reaching out to the public with as much information as possible so that they can comfortably look at the information and weigh it against what they know, people they encountered over the years. >> reporter: the task force eliminated 700 people so far, but investigators are looking for more information. do you know who this man is? the website will tell you everything you need to know. places, dates, what the man was wearing, his m.o. >> and most of the cases, he is just loitering in an area where he waits for a vulnerable target and unguarded females, so to say, and when the female passes by, he measures her up and appears for an attack and may follow her for some distance to where he can isolate her and then attacks and commits the assaults. >> reporter: investigators have so far been baffled by a five- year gap in which there were no attacks from 2001-2006, but since then, he struck in new haven, connecticut; cranston, rhode island, and prince william county. there are numerous theories on how the man eluded capture. they think he could be in the military or drive a truck and may have relatives in all of these locations. if you go to the website, you have icons here, go to case details and the suspect and see the composite sketches and you can contact the police. they have the phone numbers for all the detectives assigned to the case. what is unique about this is that you can go on and is a tip anonymously. because of the digital world, they can actually take a name and check the person out by never going to see the person. you can look at the records and determine whether or not this person is a good match as a suspect, and see they never have to go and knock on the door. so far, they have eliminated 700 people. shawn. >> paul wagner, thank you. the saudi arabia man attending college in texas will remain in custody. he appeared in court today in lubbock, arrested on wednesday charged with attempted use of a weapons of mass destruction. he is in texas studying chemical engineering and pleaded not guilty. winds are picking up out there and how strong will they get? and let's go to gary mcgrady net weather center. >> reporter: i would like to say the worst of it has passed and we noticed in the new round coming out. you can see that they have come down a bit. patuxent is up a bit. winds along the shore would be going up and that is happening. ocean city, 40 miles per hour gusts. dover, 48; wilmington, 54 and hagerstown, 30; frederick, 31. here in the city, we brought 56 miles an hour gusts to a 43 miles per hour gust and basically the next few hours, this trend will be for the winds to diminish a little bit and that does not mean it's not going to be windy this evening and tomorrow morning, they'll be at 5 miles an hour and that is kicking the showers to the east of us. in the city, down to 45 degrees and at 7:00, the temperatures in the 40s and some 30s as you saw there to the north and west and the temperatures at 9 in the 30s and 11:00 in the 30s. i still think that windy is probably the right word for 11:00 and the winds will gust over 20, 25 miles an hour and again, the trend here is going to be for the winds to diminish overnight tonight and with high pressure building in and i think we're going end up with a very, very light wind by tomorrow morning and we'll talk about the weekend forecast and if there is rain coming up. >> i hope there is no rain. thank you. and a dog in desperate need of a loving home winds up being a lifeline for a child with autism. >> it's a unique relationship that changed the dynamic of one local family. we'll met them next.  we'll meet them next. l of cereal change your life? [ green giant ] ho ho ho. ♪ green giant >> the high wins are causing weakened trees and branches to come crashing down. the power lines are coming down with them and that is what happened here. you can see the folks trying to get by, dodging the wire and dangling over the road. it's a problem in northeast d.c. that is where audrey barnes is live tonight. we hear the wind blew the roof off of an apartment building and forcing people out of their homes. >> right, that is right, shawn. i'm at the kennel worth park side co-op on coral street and anacostia in northeast. this is the 14-unit building, and the officer has just been ripped off of it like an old band aid. these parents are from d.c. fire and -- pete from d.c. fire and ems is joining us live to talk about this. what did neighbors say happen? what is going on? >> we were getting some high gusty winds around 4:00 and the initial report was a roof blown off the building. when we got here, we found significant damage to the three- story apartment building. the good thing is even though there are people home, there were no injuries and there were a number of people outside. there was debris flying all around and the good thing is no injuries. >> and looking at the picture, it's very precariously perched and dangling off the side of that. what are you going do to secure that? >> our special operations personnel of technical rescue got into the building along with the building inspector. we have secured it as best we can and have set up a collapse there and a safe perimeter around. the building is non-safe to occupy and the building has been evacuated for the most part. the neighbors are being kept safely away, but there is -- there is still a danger of more damage. >> and this who one of the number of incidents around the district? >> we have been busy and things are manageable and with a lot of resources in place. this one, we had a light pole that came down across the metro tracks earlier and has been busy. that is the most significant. a lot of trees and branches, a lot of years down. >> and in this a, they won't be able to come back here. this is condemned? >> in this is a co-op, 13 units of 14 people or so and determined unsafe to occupy. i don't know how long they'll be displaced but significant damage. >> thank you very much, pete and we're going to stay on top of this and i want to let you know that earlier this was a tree that came across military road by utah and saint john's college high school. that was a significant traffic backup and we're on the way to this incident. there are trees coming down. anything that is not secured has the potential to be a flying projectile and they're out there and so people need to be careful, stay away from downed power lines and pete said that they have evacuated this building and that is not a danger but that looks like the roof is coming down any time now. back to you, shawn. >> audrey quickly, i don't know if you know. the folks displaced from the apartment building, have provisions -- provisions been made for them tonight? >> right, and in the last few minutes, a lot of families were packing up and heading out to relatives and other family members for the evening. like pete said, the building has been deemed unsafe. >> thank goodness no one will be hurt. thank you. >> yeah. and there is a new campaign aimed at protecting teenagers. they're reminding them not to have kids and that babies are not dolls, they're forever. brenda rhodes miller of the d.c. campaign to prevent teen pregnancy is here with more on the messages behind the ads. thank you very much for joining us. >> i'm glad to be here. >> thank you. >> why are teens having kids? is it because they want them or that a lack of information? or is it a lack of access to birth control? the ads seem to suggest it's because they want them. >> the ads have three really important messages. the first is be a kid, don't have one and the second one, don't have sex or if do you, use birth control every time. and the third one said that teen pregnancy is in no one's best interest. i think that is the message we're trying to promote. the teen pregnancy is not good for the boys and girls who have b parents and not good for the children or the community at large. >> and what else is being done to meet this goal, as i understand it, to cut the rate in half by 2015. >> and that is -- we work with a lost other non-profits and some churches and community groups around the city to help teens develop the motivation they need to avoid pregnancy in the first place. >> are you going into the schools? >> obviously, birth control is not as good as it should be. and what we're saying is for young people to make the decision to avoid pregnant net first place, they need motivation and need to believe that they have a good future ahead of them, and that comes from things like school success at an early age and comes from having a close caring relationship with a trustworthy adult. ideally, that is their parents and that could be a coach, a teacher, a councilor, a mentor. kids need a sense of belonging and the healthcare they need and they made to make a decision they going to postpone pregnancy until they're adults. >> it takes a village in this regard. why do you think the types will pay tag to the ads? >> and one of my board members ran focus groups during the summer with young people and the summer youth employment program, the center and youth build at covenant baptist church and asked them what did they think it would take to reach their peers and they said they thought having babies taught to the audience would be an effective tool. we tested messages and faces and they're the result. >> perhaps spending time with babies. >> and you would think that and that on-the-job training isn't protected. >> and we wish you luck in this campaign. thank you very much for being with us. >> thank you so much. >> we'll be right back. aoacaoeieiayaiana+÷óog,'o >> it's high school basketball playoff time. the clarksburg coyotes and north oak gladiators and lindsay murphy has more. >> reporter: good evening from northwood high school. this is a school full of so much energy and so much school spirit. everyone is encouraged to wear all white today and are expecting a whiteout. i'm here with the head coach of northwood, anthony dickens. you beat clarksburg the first time you played. what was that like? and this is a lock for natalie portman and black swan will shine. she's getting rave reviews from the critics and fans a like. >> okay, pete snider, thank you very much, we're looking forward to watching sunday night. >> thank you, laura. >> thanks. >> and i have to admit, i haven't seen any of the films that are up for best picture. >> yeah. >> and toy story 3. >> actually i have. >> and there is a lot of wind going. >> the worst of this is over. >> that's good. >> the 65 miles per hour wind gusts and there could be a 50 or two out there and things are dieing off in terms of the wind, the colder temperatures are coming in, too, and i think that generally speak, it's so windy now and it was saturday we had another windstorm like this and this may have been more severe than what we had on saturday and saturday's windstorm was logger lasting and tone, the winds will diminish a bit. we have gusts out there and in the city, 43 miles an hour and that is down from 56 miles an hour and thing are getting bitter in town and can fluctuate. out west, cumberland, 21 and with that winchester 28. most was ahead and behind the cold front and in some things are weakening a bit. dulles, 39 miles an hour winds and the weather service agrees, they cancelled the counties and on i-81 and south of louden, southwest of louden and that looks like frederick is out of it, too and for winchester, front royal, we're there until 7:00 and they may make a few adjustments and reissue a wind advisory or something like that and some things are better. i think windy at 9 and technically speaking, still windy at 11:00 and maybe going to change that and could have said breezy and that is with sustained winds, 20 to 30 miles an hour and there could be an occasional gust over 50 miles an hour and the headlines, winds diminishing overnight and with if that high pressure can diminish, the winds are calm and around 5 miles an hour by tomorrow morning and this is that future cast with the wind gusts here and exceeds 50 miles an hour and watch the winds diminishing here and we're windy here. again, not what we are and tomorrow morning, we're not worried about it anymore and wind gusts are less than 10 miles an hour. the high pressure will spill in overnight and to help things out. the temperatures, down to 45 degrees now. gaithersburg, 39 and temperatures well back to the northwest and that is much colder, raleigh now, holding on to 69 and that warmth is pushed off to the east. clearing skies, colder overnight, lighter winds by sunrise and about 1, 2 in the morning and i still think we'll have the wind gusts at 20, 25 miles an hour and chilly tomorrow morning, the temperatures cooler and up to 48 degrees and for that high temperature. this is 5:00 tomorrow and it will be cool with the temperatures in the 40s, the winds about 5 to 15 miles an hour and that is looks like a nice saturday and sunday. the future cast is not showing rain to us and the rain is to the west of us. i will say this, though. some of the guidance is suggesting that late on sunday afternoon we may have a good band of clouds move across and in all fairness, we may change things the next 24 to 36 hours and with this sunday forecast. again on monday, we're mild and waiting on more showers and monday, too, that looks like a good likelihood we'll have a thunderstorm around as well and another mild day on monday and windy. not as windy as today and that is going to be breezy after that and enjoy the weekend, mainly dry, the next chance of thunderstorms comes on monday. >> thank you, gary. >> thanks, gary. >> and i spent close to the last decade, magically and effortlessly turning your tin can into pure gold and the gratitude i get is this charlatan chose not to do his job is write. clearly someone believing he is above the law. well, you have been warned, dude, bring it. >> that is the voice of charlie sheen lashing out at the scrattor -- creator of "two and a half men." hours later, cbs cancelled taping of the show the rest of the season and sheen's rant is the talk of the town on tmz. harvey levine live tonight. many people are saying this is the end of two and a half men because of that. what are you hearing about this? >> and i am hearing it's unlikely, given the two personalities, that either will work with each other again and i would be shocked, actually, if it comes back. it's interesting because yesterday, charlie talked to one of my guys here and gave him a statement way beyond the radio issue. it was graphic, i can't repeat it here and we ended up contacting the people at warner brothers and people at 2 1/2 men and what we have. they said look, you have to publish the story, you have to do what you have to do but it's going to end the show and this is a story. we published it and an hour later, cbs and warner brothers issued a statement saying that the show was cancelled the rest of the season and charlie came back to us and gave us even a more scathing statement about chuck lowry. it's pretty much war, shawn. >> at this point, you know, we know he has had trouble with drugs and alcohol and was he sober during the interview yesterday?
