self-reports can not rule out other contributing factors like smoking. >> if we don't pass the bill, what is going to happen is catastrophic. >> reporter: maryland's cancer rate between 2003-2007 was below the national average and frederick county is much higher, ranking worse in the state. although the health department found no evidence of a cancer cluster around fort dietrich. >> i don't need a single person in our state who doesn't have a cancer story in their family. >> reporter: senator jamie raskin has cancer, too, like many, this is a personal fight. >> reporter: advocates say blood tests on five out of seven people with cancer in the area showed dioxins linked to agent orange and lawmakers say there is a disconnect between health officials and the e.p.a. and said that everyone keeps passing the buck but by mandating the state now, look at the environmental causes and that will not happen anymore. >> this is going to be expensive. do you know how much would all of this cost for the health department to do this kind of a study? >> the senator's office could not put a dollar figure on this but said that what the legislation would do is not provide additional funding but instead, it would reallocate existing money for the maryland department of health and hygiene and that means other programs could lose their funding if the bill is passed. >> all right, fox 5 is staying on top of this. thank you very much, sherri ly. a metro access driver is under arrest accused of stealing from a medically- disabled passenger in his vehicle and police say he did not work alone. karen gray houston has the story from our newsroom. >> reporter: shape, police say it's a horrible case of a metro access driver preying on the sick. the victim has a car and depends on metro access for transportation on the days he gets his ding alice is treatment. police say not only did the the suspects steal from inside his house, they stole his car and the victim doesn't want people to see his face and wants to be identified as only victor. metro access is a door-to-door transit service for people with disabilities making it difficult to get around. two weeks ago, victor had no idea what was in store when he got a normal ride from the village to a dialysis clinic in bethesda. >> and around 5:25 in the morning a.m., i got a phone call from the metro access driver and he said he is destroying -- trying to find my apartment. >> reporter: nothing too abnormal about the ride to the clinic. when it was time to leave, victor couldn't find his keys. >> and i started thinking, i must have left them in the truck. >> reporter: he called the metro access driver who said he didn't see them. when he arrived at home, he found his apartment was ransacked. >> and noticed that my closet door was wide open and some tools in the closet were scattered on the door. >> reporter: the door to his fish tank was open, he was missing money orders to pay his bills, two flat screen tvs and clothing among other things. >> this is overflow with watches and this is -- had some jewelry in here. >> reporter: and his chevy impala was gone. montgomery county police say alert park police officers found the car a short time later and pulled it over in the district because the registration had expired and found out the driver was eric west. these officers tried to pull the vehicle over. first, the vehicle will not stop. when it does, they run the plates and realize the driver is driving a stolen vehicle. >> they chased him down and he was wearing this coat. >> reporter: later, detectives talked to the metro access driver and determined his vehicle was parked near victor's home during the time of the burglary. >> i was so mad and frustrated and felt violated that i got things and packed up to leave. >> reporter: a spokesman for metro tells us that james williams is not a metro employee but a contract employee with metro access and currently is on administrative leave pending the outcome of this case. >> at this point, do we know anymore about the metro access driver, how long that he works for the company d they do any screening? >> reporter: williams was a new hire, shape, he came on board last september, we're told, and we understand that he did undergo a background check and was released on bond. eric west was arrested in d.c. and transported to montgomery county where he's held. >> a frustrating story, you can't help to think about victor. this is an ordeal for him. did hegate get all of his belongings back? >> he got his car back and clothes and is still missing money and the tvs we told you about and has his sunglasses back. the metro access driver had them in his position when arrested. >> thank you. right now, after an already turbulent week for d.c. leadership, mayor gray's administration is under fire again. this time, a controversial hire in the gray administration is escorted in handcuffs from the building. paul wagner is live with the latest tonight. paul? >> reporter: laura, there is a lot of finger pointing going on and this is developing here in the last hour and a half, two hours that we're able to gather information in this situation. and this is what we know. manney suleman brown who ran for mayor, was hired as a special assistant to work for a man named wayne turnidge at the division of health and finance and there was an unflattering article published in the city paper yesterday. depending on who you believe in this, apparently david katan, a got involved, an at-large council member and made a call allegedly to mr. turnidge and wanted mr. solomon brown fired. now, turnige called mr. brown in for a meeting and let's hear what he said about that. >> i met with mr. brown this morning about 9:15 and had a conversation for about a half hour and we talked about the things about his future. i had to leave to go to a meeting. um, my plan was to meet with mr. brown again this afternoon to discuss some more details. while i was away at the meeting, i was informed he was escorted out of the building by mpd. >> mr. turner said that should not have happened and does not know why he was escorted out. this is the drama. while the news conference was going on and while the mayor was at the podium, solomon brown walked in to that room and didn't say anything but walked in and sat down and started listening. vincent gray, the mayor, he pointed to mr. brown and saw he was in there. the reporters then asked why mr. brown was here and mr. gray said, well, it's a public building. he's allowed to be in here and then the news conference ended and we gathered around mr. brown to ask him about what happened. this is some of what he had to say. >> i was making $100,000 a year when i quit the job and came to run for mayor. it's not like they gave me a big job with big old money. they report paying me more than what i was making already. what i'm saying is that this is totally unfair, and i'm disappointed. >> reporter: solomon brown said that he believes that david katania is behind this and that it was all based on an article written in the city paper and in that article, apparently, very unflattering in which it said that solomon brown is a criminal record and was not qualified to have the job. he said he was told by mr. turnig, he was not a good fit. the rappers -- reporters asked if he had a criminal record and he said he did not and then said he was arrested once for terrorist passing at howard university. >> and many interesting developments. we're going continue to follow this. thank you. a northern virginia man learned his fate for supporting terrorists. 21-year-old zachary chesser was sentenced to 25 years in prison for supporting a terrorist group in somalia and encouraging violent jihaddist to kill u.s. citizens. he posted online threats against the creators of south park for an episode he considered insulting to the prophet mohammad. chesser is a muslim convert from bristol, virginia. tonight, new details in an alleged terror plot in texas. a student from saudi arabia is under arrest accused of planning to blow up the home of former president george w. bush and attack other landmark; authorities said he was planning the attacks for some time. fox's melissa cutler joins us live from dallas with more on this developing story. melissa? >> reporter: and good evening, i can tell you many people here in the city of dallas are on edge and this is the reason why. this is 13 pages of a chilling affidavit that lays out exactly what was in the mind of 20-year- old saudi arabian college student khalid ali-albasuri, and what he planned to unleash around the country and in our area in terms of a weapons of mass destruction. this came to light because an alert chemical supplier from north carolina became suspicious when he allegedly had ordered some toxic chemicals, chemicals that are often used in bomb making and bomb-making materials. once he had alerted that chemical company had alerted the fbi, that set off a chain of events, including surveillance of the suspect's e- mail that said basically e- mails from -- that there were recipes for bomb making and searched his home and found a gas mask and found hazmat materials. they found blog entries about jihad and all paints a damaging picture. what has so many here in dallas concerned this evening was, as you said, there were hard targets and soft targets. among the targets here locally was the fact that he did allegedly target the home of former -- former president george w. bush, lived in a northern suburb of dallas and also, he had search topics in a search engine including party in dallas and can you bring a backpack into a night club in the city of dallas. all of that has folks on edge here and we're all searching for more information as it's available from the fbi. >> and let me ask you, were local police or the fbi at all on this guy's track, tracking him in any way before the phone call came in? >> and that is what is materialing to many experts. the fact that the answer is no and he seems to have fallen through the holes. some say if you have an idea from saudi arabia, he was 20 years old, a chemical engineering student and is on that student visa. if that individual is ingaming in alleged suspicious activities like ordering toxic chemicals and making blogs, he should have been on the radar of the feds a lot earlier than today and a lot of them are grateful that somebody stepped up and alerted the fbi and there is some criticism to go around and the fact that perhaps this should have been caught earlier. >> uh-huh. lots to learn about this one. thank you very much, melissa cutler. to libya new where the violence is not letting up. the white house said it's not ruling out the possibility of sending u.s. troops to the country to stop moammar ghadafi from attacking his own people. hundreds are believed to have been killed in libya in recent days and in his regime, they appear to have lost control of large parts of the country. president obama is talking on the phone with british and french authorities and they're discussing creating a knew no- fly zone over libya. the goal is to keep ghadafi from bombing protestors, something the libyan government denies they were doing. did you see it? bringing much-needed spare parts to the international space station. fox's orlando celinas is in cape canaveral tonight. orlando? >> reporter: laura, this went down really to the last minute with about one minute to go before the launch window expired and nasa's team of experts were able to correct the last-minute computer glitch on one of the weather systems when they got that taken care of. they were able to get a go from all of the managers who have to give a go before this discovery can get in the air and that is what they got with about exactly one minute left to go. discovery up now in the air and as we heard -- and it's now in outer space. as we speak, they're on the 11- day mission and this is going to carry a lot of spare parts, including one large storage closet, if you will, for quite some time and nasa has been hearing from the folks on board the conditions ifs. the astronauts are coming back saying there is no room up there. we need more space. >> orlando -- . >> and then they need more room. >> let me ask you, how emotional is this for the crew on the ground given this is the last takeoff for discovery? >> this is bitter sweet. and they know this is the last time. once the discovery comes back, it will be retired and gutted and that will be sold to a museum for 20, $30 and for those who dedicated their lives and making sure it goes is tough to see. for many folks, there are a lot of jobs leaving once the program shuts down and there are two more flights scheduled, one in april and one more in the summer time. >> how is the community there marking this final launch of the discovery? >> why some say filling your gas tang with gas is putting you at risk. the money team investigating this one. and it's the second busiest transit system in the country. what is being done to curb the crime? we're monitoring metro next. >> another huge recall for toyota. more than 2 million additional vehicles need to have a pedal problem fixed. there is concern the gas pedal could get trapped in floor mats or jammed in carpeting. melanie alnwick is here with the news and more. >> reporter: this is the issue from 2009 when four people were killed in a runaway lexus. the transportation department has been conducting an investigation and toyota agreed to add three models to the recall list. the new models include the rav 4 cross joves for the 2006-2010 model years, the lexus ls 570s, the 2008 on-2011 model years and the 4-runners from the 2003- 2009 model years. toyota recalled more than 14 million vehicles globally to fix gas pedals, another safety problem since 2009. earlier this month, the department of transportation said electronic flaws were not to blame for reports of unintended acceleration. the concern with the recall again is that the floor mats can slip and trap the gas pedal down. they come and break the override system that cuts the throttle if the brake and gas are applied at the same time. of course, you can get the full recall list at toyota.com. >> were there any reports of accidents? actual accidents with the vehicles added to the recall list? >> reporter: none the toyota or government is aware of and that is all that is needed. a problem with the vehicle or the vehicle that poses a risk of accident or injury and there is one group of owners who are asking chrysler to recall the jeep to fix a problem with the gas tank. they say every time they fill up at the pump, the gas spills out from the tank. chrysler and the department of transportation say it's not a safety issue. watch what happens and see what you think. >> reporter: imagine if every time you pulled up to the gas pump, this happened. >> this is not cool. >> reporter: john swan said that it happens constantly with his 2007 jeep wrangler and he carries tow error errorels, wipes and covero alls to keep from getting gas all over himself. >> and that can come with some force in an arc. a foot or so away from the vehicle. >> reporter: jeep wrangler openers are documenting their troubles on the internet and with some different pumps, different model years, different states, same problem. the national transportation safety board opened an investigation despite more than 1,000 complaints and warranty claims, the case was closed, saying, quote, a safety-related defect trend was not identified. people in the path of the gas bill disagree. >> and i don't like having gasoline laying around in places where it's not supposed to be. that is supposed to be inside and not on it. >> and that is a safety issue, certainly flammable and of course an environmental issue and you're pulling gas all over the place. >> and nitsa said the complaints were for the racial- - artificially high. >> and i don't see where that diminishes the validity of the claims here. >> reporter: chrysler agreed to replace the fuel tanks for a small number of wranglers. those built between march 2007 and 2008 and a new valve is being designed. that won't help drivers like sean mccarthy. his model is a '06 model. >> my wife and i did most of the road trips in the jeep and how far are we going, what are we going for a wedding, example, a one-day trip and we need to get there not smelling like gasoline. >> reporter: what is going? chrysler's explanation that the fuel shutoff valve in the '07 and '08 wranglers is being damaged by exposure to gasoline with ethanol greater than 10%. our drivers said they never filled up with anything than what is available at a regular old pump. >> and this is not the first time i spill filled a vehicle full of gas. >> seems like a sketchy excuse for this situation. >> reporter: edmonds.com has been following the issue. senior analyst bill visnick suspects the numbers of vehicles chrysler has to fix will grow. >> and that advice would be hang in there and this is likely to be broadened up over a wider spectrum of model and model years and you will be able to get a solution to the problem. >> reporter: until that happens, these drivers are standing back and covering up when jeff they need to fill up. so, of course, there is still a lost questions here. first of all, chrysler did have a recall for dodge durangos. in 2005 and 2009, right here and that were having the same problem. what is the difference between this recall and this problem in the wrangler problem. >> and in that wrangler case, it's not a safety issue. >> and chrysler's supplying was with the levels? >> and they said the engineers did test and that prolonged ethanol causes the shutoff valve to swell and stick open. i asked the spokesperson where the company believes the drivers are filling up with the gas that has greater than 10s for ethanol and that is available unless you're pulling up to an e-85. >> right. >> and all the driversed they never put anything but regular gas and again, the chrysler spokesperson said we'll get back to on you the issue. >> and -- >> that is happening every time you fill up. >> that is a serious problem. >> i would think so. we'll keep you posted. >> thank you, mel. >> and. we're following new developments tonight in a story we brought you yesterday and that is a spike in crime on metro. and what happened today? >> reporter: the police chief sat down and talked with the board and the chiefed that crime statistics at metro are up in the last year and pointed out the absolute numbers are slow. metro is the second busiest subway in the united states and there is that certain amount of crime in the system. joe lions had his brush with metro crime at gallery place last august. >> and i am having trouble at the turn style, the gentlemen come behind me and pushing me through and also, rifling through my pants. pockets and fortunately for me, the station agent saw it and hustled him off. >> reporter: according to a new report, crime on metro is up and robberies, rapes and assaults all rose in 2010, compared with previous years. bicycles are also being stolen more often. auto theft is down. and the chief had an extended discussion with the board that oversees the transit system. michael taborne reminded the board that two of the sexual assault incidents involved former employees of the metro access service for the handicaps and that not all involved intercourse and that four of the seven cases had been closed with the rest. as for the assaults on metro, some posted online, chief michael blames young people for deliberately bumping passengers to spark fights for the videos. >> and we in the aging now where people get joy and excitement out of recording things of that nature and that is happening quickly. >> reporter: at least one board member wandered aloud about the physical presence of metro transit police officers. >> i have a morning and evening commute and i travel around the city during the day, and i don't see them very often. >> reporter: chief tabourne is concentrating on training more patrol officers and more investigators in the current class of 28 in the police academy. >> and he also told the board of if you compare crime statistics on metro versus the cities and counties of the streets that surround, you're safe or the transit system than walking on the nearby streets. >> and so, john, as you looked over all of this, what is the most common crime on metro? >> reporter: yeah, i mean, chris medina is -- look, a lot of the guys who get on idol, even if they don't make it to the top 24 or top 10, once they get, you know, they get exposure out there, there is always, i mean, there are people all over the recording industry looking for talent, and the fact of the matter is there are a lot of talented people on idol that don't make it to the finals and we're here. chris may have himself, i don't have a dollar figure or anything, and that is probably not a lot to be truthful, the way these things work. they get a deal basically to get some studio time to go in and record something and if it sells, they'll get the money. so, hoping that chris can turn this around. >> he's got plenty of exposure with j-lo's crying there and we understand one of the top 24 contestants was rushed to the hospital. what is up with casey abrams? >> casey abrams was rushed to the hospital yesterday, we found out and he had stomach pain, severe stomach pains and was taken to cedar sinai hospital here in l.a. really, the tough thing for him, look, he made it through to the top 24 and in doing so, he has to perform tomorrow before the judges and that is going to be a recorded performance that we'll see next week on idol. if he does not make it for the performance, we're told he's going to be kicked off the show and that is like a forfeit, and that is the rules of the show. there is not much they can do about it and hoping that casey makes a recovery and he'll be ready to sing tomorrow. >> hopefully so and maybe they'll bring back chris metina -- medina. >> and.
