line. warmer to the south. as we widen out the picture, you can see the cold front employing through central virginia. look up north the cold air available to be tapped by the storm system over indiana and racing in our direction. headlines, this storm will hit us overnight and it is going to pack a punch. we want you to be ready for that. we will be dropping to the 20s. that is hard to believe. believe it. it will happen. we will have a rain to mix to snow later tonight. when will the heaviest snow hit? between midnight and 4:00 in the morning. we will know what we are dealing with by the time the sun comes up. we think several inches is possible, especially north and there will be widespread cancellations and delays across the region tomorrow. don't let this catch you by surprise. let the road crews do their thing. we are ahead of this storm. it packed a punch in the overnight hours. i have a feeling that people aren't ready for this. is that what you are taking? >> tomorrow at 4:00 a.m. the ribbon cutting for the intercounty connector went off without a hitch but the wintry mix in the forecast is delaying the opening of the first segment until wednesday at 6:00 a.m. there are concerns that crews won't be able to complete work to adjust traffic patterns. the first phase runs from i 370 to georgia avenue. it will be free until march 7th then the all ez pass toll system kicks in. aside from the snow, this is the talk of the town tonight. why d.c.'s new council chairman is driving a fully loaded luxury suv at the time the city is facing a huge budget deficit. that is part of the story. apparently he rejected the first lincoln navigator that arrived because he didn't like the color of the interior. his current ride is fully loaded and costs tanks appears more than 1900 -- taxpayers more than $100 a month. now the city is stuck paying for both vehicles. karen gray houston has more on this story. >> reporter: for starters there is the public outrage that a city official would be driving around in a car with an almost obscene monthly price tag when the district is facing a $500 million deficit. we caught up today with kwame brown to ask him for an explanation. he said he is sending the vehicle back. the navigator was parked out front when we stopped by the council chairman's house in southeast d.c. it has a dvd entertainment system, power moon roof, aluminum rims and brown ordered it to arrive in time for his inauguration on january the 2nd. he said the car that was delivered to the department of public works had a white interior so another one was found. it had a tan dealer. someone drove that from michigan to d.c. so now there are two cars costing the city nearly $4,000 a month. >> i take full requesting for requesting a black on black s.u.v. i take full responsibility -- s.u.v. or lincoln navigator. >> i questioned an s.u.v. >> reporter: any kind? >> one time i told director holland to send me anything. i had no idea. when i found out that was the cost, we immediately decided though figure out how to get out of this vehicle. for a contract. the contract to be sent to my office stow we could review it -- to be sent to the office so quo review it. >> reporter: critics say it's disturbing while people are struggling that the council chairman is focused on a luxury car. >> we heard him say or you said that he will give this car back. will the city be able to get out of the lease? >> reporter: i called the local lincoln dealership and the manager told me it's costly to wiggle out of a lease. it may cost more to give it back than to keep it. as for him being shocked at the price, his personal vehicle is a navigator. he insists that did he not ask for a navigator. he only requested a black on black s.u.v. >> more questions to be answered. >> karen, thank you. a developing story tonight out of the middle east. another long time leader could be losing his grip on control of the country. protests that swept the arab world are happening in libya. tom fitzgerald is monitoring the action from the satellite center. >> reporter: there was a surprise. libya, u.n. ambassador in new york called for moammar gadhafi to step down accusing him of committing genocide against his own people. the justice minister in libya resigned and two air force pilots defecting. protestors so far so no sign of backing down. in libya tonight, cities have became urban battle grounds. antigovernment demonstrators are being targeted in a brutal crackdown. like protestors before, tune knees i can't, egypt, bahrain, they are demanding moammar gadhafi give up power he held for 40 years. foreign reporters are being barred from libya so videos like this one are being sent out by cell phone and over the internet. >> we shall fight to the last man, last woman, and late bullet. >> reporter: in a defiant speech, moammar gadhafi's son warned civil war could erupt if the protests continued and promised new laws would deal with reforms. >> there are civil lized new laws which are in line with the world to replace the existing laws. >> reporter: supporters of moammar gadhafi's regime demonstrated as the government launched the bloodiest crackdown since democracy protests swept the middle east. the group human rights watched as pro government forces killed more than 230 people using helicopter gun ships to shoot demonstrators. secretary of state hillary clinton hillary clinton said the u.s. condemns the action. >> we don't want to see any violence, we deploy it. >> reporter: turkey planned to ferry its diplomatic personnel out of libya. the united states ordered all americans to leave as well. the two libyan air force pilots reportedly told officials they decided to defect rather than carry out orders from the libyan government to bomb civilian protestors. >> thanks for the update. protestors filled the streets in yemen as their president refused calls to step down and said he offered to hold talks with the protestors and ordered troops not to fire on protestors accept in self- defense. 11 people have been killed in protests this month. you can keep up with the headlines in the middle east at myfoxdc. it was a busy week for firefighters battling hundreds of brushfires on saturday then pop-up flames on sunday. a man in clinton had to be rescued after flames tore through his home sunday afternoon. the cause is under investigation. tonight an officer who helped get him out alive is speaking out. maureen umeh is on the story. >> reporter: well, laura, he was in danger of going further into the burning home. >> i was in my bedroom and all of a sudden we heard pop, pop, pop, pop. we looked out the window and the garage was on fire. >> reporter: burnt to the ground. neighbors say it's a miracle anyone inside this home on the 5800 block of barnes drive survived but someone did. a 50-year-old man rescued sunday afternoon by prince george county police officer jonathan osborne. >> they were trying to open the door but the screen is locked. they weren't able to find a way to open the door. i broke the glass door, the screen door to the house then kicked the door in, basically called out to him and apparently he was still by the door, he was able to make his way to the door and assisted him out. >> reporter: the man had severe burns on his hands but will be okay. neighbors worried for their own safety, too. the flames filled the neighborhood, the heat melting the side of the home next door. >> we got damage, a lot of smoke in the house. >> reporter: across the street, paulette days said -- davis said she felt the heat and panicked. >> i was terrified. the heat came to my door. >> reporter: firefighters brought the flames under control fairly quickly. no one had to be evacuated. officer osborne said he and his fellow officers that a sifted residents only did their job. >> i am no hero. just trying to do what we are supposed to do. >> reporter: neighbors say different. they say despite the devastation, everyone survived. >> it takes a matter of minutes for it to go down and a long time. they did an excellent job. >> reporter: well, the victim is still recovering in the hospital tonight, he suffered burns to his hands and smoke inhalation. as you can see behind me, the house is a total loss. the cause remains under investigation. live in clinton. maureen umeh, fox 5 news. will the federal government be forced to shut down? a budget battle is heating up on capitol hill. what the move could mean for federal employees next. we are staying on top of a serious weather situation as serious snowflakes make their way across the u.s. travelers are forced to face delays. the stand off over wisconsin's budget, they are trying to push through a plan that would strip public employees of bargaining rights. the employees agreed to pay more into the program but republicans have refused to accept the compromise. that is not the only budget battle under way. the federal government is facing a shut down march 4th if lawmakers don't reach an agreement soon. at issue, cutting the budget. the question is by how much and what gets cut. the house passed a plan to knicks 61 billion from the budget. now there are concerns that the house cut a little too much from programs like education. dwight joins to us night. thank you for being here. >> thank you for having me. >> we are less than two weeks from the possible government shut down. the country went through this in 1995, about 260,000 local federal workers were forced to stay home about 20 days. what are you hearing from other federal workers. are they scared, concerned? >> we are all scared, concerned about what will happen but we are resolved that we dot job, we do the right thing and we depend on the congress to dot right thing as well. >> your organization wants a resolution to people can keep getting paychecks. explain what would happen on march 4th if we get to a point and there is no agreement. >> it's my understanding that there will be no more money to fund the government. as a result, an order will go out to shut down the government at that time. it's always possible that a resolution can be reached before that but it certainly doesn't look like it at this point given how far apart the parties are. >> in terms of federal workers, what will this mean? heads of department, do they decide who is essential employee and who is not and what does that do to morale? >> it lowers morale but we have been through this before. now, what normally happens is, an order goes out that essential employees stay on the job. they will be identified. others will stay home. >> we know at this point the g.o.p. lead house passed what they call a government funding bill through september. it's unlikely the senate will pass the bill. as you look at this, what is wrong with the house bill as it stands if it keeps the government open. >> one of the words to describe it this far is draw con january. we know the cuts of deep. it will have severe impact on not only employees but the nation. the parties need to sit down and figure out a plan that takes into account everything that needs to be dealt with. >> the bottom line, if you could speak directly to members of congress republican, democratic and the president, what would you say to them? >> i would say do your job. figure out what needs to be done and make sure that you are doing it on behalf of the country, not some idealogical pursuit. >> dwight bowman, american federation of government delays mainly to the mideast. let's check in with gary mcgrady. snow is falling north of the pennsylvania line. what can we expect into the overnight hours. >> it's rapidly going to go downhill around here and i would say probably that hour after about 9:00 i think pretty much area wide we begin to see this changeover to sleet, a bit of a mixture then eventually snow coming on across. still most of the heavy snow will be north and west. frederick county, washington county, carroll county, places like that, even loudoun county, go snowfall up that way before it's said and done. let's go to the matches. you mentioned the delays out of chicago. heaviest snow coming out of there, moving on. it's getting better for them spreading into told, detroit, columbus, then over into pittsburgh. the area of low pressure is in indiana. that will bring us the heavy snow. the potential tonight, we could have heavy snow out there before this is all said and done. in terms of our forecast for this evening, right now we already have a little bit of light rain. frederick county, northern frederick county and washington county your temperature is down below freezing. eventually there it could be getting slippery. once the sunsets -- the pavement is fairly warm. you can see this evening a mix of snow at 9:00 and 11:00. overnight tonight it will be almost all snow with good amounts accumulating. those we had and the warm weather may have gotten some people in the mood to plan trips out of town. mike hydeck has been searching all this spring -- all the spring travel digs. >> according to aol travel, spring break survey, travel is up. people are planning to spend more money but most haven't booked anything yet. if you are flying, this is not the year to procrastinate. airlines have cut capacity and if you wait you may not get the price or schedule you want. the bay point marriott has rates starting at $135 a night and has a 20% off special if you book 21 days in advance. aol travel recommends atlanta. there are tons of flights into the city and mild temperatures and swank hotels like the pal lamar. it's offering a spring special of $149 a night for weekends. that is 30% off the regular rate. the ellis hotel is $135 through the end of april. if texas is more your style, i found this package deal to austin on southwest airlines from bwi. midweek travel four nights for two people at the hyatt for 1,06 o. before i visit a city, i like to check out their convention and visitor bureaus sight for discounts and great deals. head nine ours north to burlington vermont for this deal. $99 a night for a minimum three night stay and 20% off lift tickets, spa services and cooking classes. or nine hours south and book this oceanfront myrtle beach resort for $42 a night mid week until march 24th and $54 up to april 21st. it's five dollars extra on friday and saturday. we can't forget cruising. the port of baltimore served record number of passengers last year. here is one generally work if you fly somewhere. i have done road trips, with kids it seems like a real pain when you do that. if you can find a really good deal on a hotel, going in and biting the bullet and pumps. we have a health alert on a disturbing trend that is hitting the internet. videos popping up on you tube showing teens cutting themselves. sharing their stories of self injury and getting millions of hits. a lot of people are watching these. experts say this is pointing to a disturbing new trend. joining us is doctor. found some interesting statistics. according to the american association of pediatrics one in four teens reported cutting themselves at least once. why do they do this? >> when you talk to them, most of them say that they cut themselves to relieve the emotional pain. so, they have emotional pain instead of the physical pain that distracts them. >> it's regulating emotion, trying to cope with other mental health issues. >> it's an abnormal or negative coping mechanism. >> could it lead to suicide or is that not the intention of the behavior. >> the typical cutter, it's not suicide. but they can accidentally cut too deep, sever an artery or vessel or tendon. >> who is doing this, men, women, young men, young women. >> the majority of the population are young females between the ages of 13 to 19 and of course 20 to 30 is another common age group. they are usually intelligent, middle class, educated. some of them have histories of physical or sexual abuse, grow up in families with alcohol addiction. >> as a parent, what should lieu for. >> look for your child to all of a sudden starts wearing long sleeve shirts or items in warm weather. if you start seeing abnormal ab brassians or cuts on the wrist, inside of the thighs if they are wearing shots, those are common sites. >> disturbing. probably something that parents haven't heard of. doctor, thanks very much for being with us tonight. appreciate it. bone density drugs may help women live longer. a 15 year study grouped men and women whether they took it. scientists found women taking bone drugs were about 2/3 less likely to dry than those not receiving any treatment. being in a you. for one hill student, dell lane take edwards. >> despite all the things that happened to me, i changed a whole lot. >> dell lane take edwards was 14 the first time he was shot. >> i saw blood on the ground as i was running. once i realized i was shot, i ran down to the creek, went up 7th avenue. i ran over because i thought i was about to die. >> edwards survived but his risky life-style, stealing cars and running with the wrong crowd would catch up to him. on a day doing a favor for a friend's mother, he was in the wrong place at the wrong time again. >> a car came out of nowhere. drive-by shooting. i dropped to the ground. my friend ran. if i wouldn't have dropped to the ground, i probably would have been dead. >> a bullet grazed his arm. in that moment he decided enough was enough. it was time to change. edward cleaned up his act, dropped his bad influences and decided to make something of himself. >> football kept me out of a lot of trouble, kept me out of the streets, going places, north carolina, virginia, everywhere. three years have passed since the shooting. edwards is a senior and star quarterback at blew. he lead the knights to a 9-1 record earning second team all met honors. >> he never missed a practice. even when we are not practicing, you can go past the school maybe on a weekend and he might be out here throwing passes, getting guys running on his own. football could be his way out. >> next year he is heading to shepherd university to play football on an academic scholarship. he wants to study engineering. three years ago none of this was possibility. >> i am a new man. despite all the things that happened to me, i changed. i change add whole lot. >> dell lane take is truly a changed man. he has earned straight a's twice this school year. his friends say they can barely get him to go to the movies. woe rather stay in and out of trouble. his message to 12 years old running around like he was, believe you can. >> very let me start with a picture of max hd radar because a couple of things to look at. there is a lot of -- light rain out there. i will leave the temperatures so you can see. northern tier, north and west. when we say north and west, this is what we mean. carroll county, frederick, northern montgomery county and then back out along i-81. that is what we mean when we say north and west. north and west temperatures are right around freezing if not below. it's real cold up to the north. it won't take a lot for the numbers to come tumbling. a little light rain moving through the metro. what there is a commute hampered by the rain will change overnight. area of low pressure is coming through indiana. there is kind of a frontal system laying across here. you see the snow. most of pennsylvania is snow. northern sexes of ohio is snow up to -- northern sections of ohio is snow. notice the returns in the green down here. we are getting yellows and reds. that is coming up into this colder air and it's laying down a little bit of ice and good snowfall amounts. all of this, as you can see, is heading in our direction. the weather service started upping the ann at the a little bit -- ante a little bit. washington, carroll, howard, up to baltimore, all those counties, anne arundel too and then the blue counties includes the district. that is a winter weather advisory where we think the totals will be lighter than what we are getting up here. temperatures are always critical and critical for what we have going on tonight. 41 in the city but that is dropping. hagerstown down to 34. frederick 34. hagerstown down to 30 as is martinsburg. the colder air is coming. we have a cold air source. binghamton 14. new york city is 29. so, with the winds from the north and the northeast, all that cold air is settling in behind the front. it looks like an awful a.m. commute. it does not look like we will be talking moderate to heavy snow for the commute. it will be mostly done and just some snow showers tomorrow morning, 7:00, 8:00. it will be snow for just about everybody overnight. hitter totals north and west. the pink indicates where there is a bit of a mixture. a little rain hanging on, sleet temporarily and going over to snow. the northern tier of counties here into the snow. as we progress until about 1:00 a.m. it moves to the south and including the district here. i think from about midnight to 3:00 a.m. we could have moderate, even pockets of heavy snow. so, that is when we think most of the snow will come down between midnight and 4:00 a.m. and down to fredricksburg, you get a couple of hours of light snow. 5:00 a.m. this is light. nothing too bad. it quickly moves out by 7:00, 8:00 in the morning. i don't think it will be snowing for the morning commute. the damage will be done. it will be on the ground. here is the snow potential. notice the bull's-eye north and west, even up to western sections of pennsylvania. washington here in the city probably 3:00, 4:00 inches of snow. back to the west of washington, loudoun, northern fauquier along 66, maybe upwards of 4, 5, a couple of pockets of 6. east of town 3 to 4, maybe a couple of pockets approaching 6 inches. lighter to the south. the northern tier here, this is where we could see between 6 and 9 inches of snow and just over into pennsylvania there may be a couple of sections getting up to 10 or 12 inches of snow. temperatures tomorrow around freezing. it will be chilly. damage is done overnight. sunny wednesday 41. temperatures back up into the 50s and 60s. >> okay. >> but that brings rain thursday and friday. >> that's all right. >> sunny for saturday and 48. i'm sorry about the snow. i say it again, i'm sorry. >> you know, you guys have said put your seat belt on because
