anything to do with his murder. he was found shot to death last week. his suv was found abandoned in a driveway in southeast. a witness say two people get out of the suv but police don't know if they're connected to betts' murder. bets family is holding a viewing in manassas, we'll have more on that on the news at six. . a barricade situation in buoy is finally over tonight after a suspect held officers at bay for most of the day. it started when u.s. marshals tried to serve a warrant for an assault and attempted murder on 26-year-old brian barnes. they say he took off in a car, rammed a cruiser, then crashed. then they say he broke into a home on 9th street sending the neighbor scrambling. after hours of trying to establish contact, officers went into the house. >> the k-9 dog indicated somebody was in the basement. the team went down to the basement where they found the suspect hiding in the basement. >> a crew on the scene said the suspect had minor injuries but it's not clear whether they came from crashing the car or breaking into the house. new video and developments surrounding the controversy at the university of maryland. the police beating caught on march 3rd made international headlines. now there's debate about how the university has handled that video. beth parker joins us with more details. >> reporter: maryland state police confirm they are investigating but not the accusations that prince george's county police beat up a student. they are looking at how the university has handled a subpoena related to the case. take a look. the university released new video today. you can see students pouring out into the street after that big basketball win. now, this is surveillance video from one of 350 cameras on a near campus. lawyers representing students subpoenaed this video. the university handed over some but not all of it and even know two minutes of the university's surveillance video is still missing. but a university of maryland spokesman says it is not the portion of the tape from the time when student jack mckenna was allegedly beaten by prince george's county police. >> as we have learned about what we have and don't have, it's clear that, you know, there are some things that, you know, you sort of wonder how this could have happened but this is one of the reasons we've asked the maryland state police to come in and help us work through it. >> reporter: now all of this controversy was triggered by another video. here it is. it shows that student, jack mckenna on the ground being pit by police. this was shot by a fellow student. the university says the surveillance video did not capture this incident because they were pointed toward a different area of knox road at the time the incident happened. four officers have been suspended. the department and a grand jury are investigating. a teenager drowned after trying to swim across the patuxent river in anne arundle county. the police have identified the boy as edward newtson. he jumped into the water in the afternoon. he made it half way across according to witnesses but the current pulled him under. two people jumped in attempting to rescue him. the dive team found his body an hour and a half later. we have a warning from police of armed robbers posing as workers. both times the gunman knocked on the door of a home claiming to be from a utility company, pulled out weapons and robbed the resident. a student's family says a teacher's aide beat up a mentally handicapped teenager. it happened earlier this month. we have the details. >> reporter: the family speaking through a spokesperson today said they want the teacher's aide arrested, that what he did to the mentally handicapped child was a crime the student was playing in the gym at oxen hill middle school when his family says he was beaten by an out of control teacher's aide. >> for whatever reason, this teacher's aide, picked this ball, slammed it into the face of the student, proceeded to throw him into the bleachers not ones, but twice. >> reporter: natalie williams says fellow teachers and students screamed for him to stop. the boy has a mental capacity of a 6-year-old. williams says the aide identified as mr. davis struck the boy again, even after the boy was restrained by another teacher. >> he comes around and then proceeds to hit the student once again in the back of his head. in the front of his head first and then to the back of his head. >> reporter: the police confirm an assault took place at the school but no charges have been filed yet. the family says the principal failed to report the assault. at the school, some parents seemed concerned that two weeks later, they are only now learning about it. >> you can't imagine something like this happens at a school, but just surprised that nothing has come home from the school. >> reporter: the school system did send a letter home saying the principal is on personnel leave for an indefinite period of time. >> is that as a result of this incident? >> the information went out to parents saying there is a change in leadership. >> reporter: the school system says it did report the incident to child and family welfare which is now investigating. after the boy got home from school, the family took him to the hospital and then went to police. >> he had swollen ribs, he had bruises on his face, and he had lumps in his hair and along his hairline. >> reporter: police say it is still early in the investigation. the family claims the teacher's aide is a relative of the principal, but school officials would not confirm that, calling it a personnel issue. neither would the school system say whether any disciplinary action has been taken against the aide accused in the attack: >> frustrating for that family. thank you. the boy's twin brother who is also mentally disabled claims he witnessed the attack. neither boy has returned to the school since the alleged incident. wet wednesday bringing relief to allergy sufferers washing away some of the pollen. how long will it stick around? we have our first look at the weather. gary, been a rough season for you can see the activity down south of d.c.. none of this has been all that heavy today, but we have had at least a little bit of moderate rainfall. so i don't think anybody has gotten more than a quarter of inch of rain. but as we zoom in a little bit tighter. this is a little bit of an enhancement we've seen in the last few minutes or so. this has shifted off to the east of i-95 but it's still touching 495 around alexandria. it's a wet commute tonight and it's going to be slower. true view will show you, we're seeing a bag -- back end of the cloudiness. maryland has temperatures up in the low 70s. we are still in the clouds here so, so much for temperatures getting up into the 60s. we're stuck in the 50s right now. you can see all up and down the east coast there is a chance for >> that's very much the way it looks. >> reporter: a new study of more than 200 young people who go often to tanning facilities shows 1/3 meet the clinical definition for an addict. they think about tanning first thing in the morning. they've tried to cut back, and failed. and they feel guilty about it. >> i usually come in the winter about ones -- once or twice a week. so i don't consider that i'm addicted. >> reporter: mark winner runs the solei tanning salon in the west loop and he knows some of his clients are overdoing it. >> how do you know they're over the line? >> they're here every day and they're very dark. >> reporter: very dark and at an elevated risk for skin cancers and sun damage and the biggest supreme, people who tan frequently tend to know the most about the dangers of exposure but still can't stop doing it. >> what about warnings about skin cancers and wrinkles? >> reporter: big question. we contacted every school district in northern virginia. we went from arlington to alexandria down over to loudoun, each and every one tells us at this point they have no plans on the books to offer any class like this, even if the state department of education offers the curriculum. they don't see this winding up in elementary classrooms soon. >> i'm sure the debate is not over. >> tom fitzgerald with the story, thank you. let's talk about money in maryland. homeowners won't be paying higher property taxes next year. property owners will pay 11.2 cents per $100 of the full assessed property value, that's for the state. individual counties set their own separate property tax rates. a new effort to help metro close the nearly $190 million budget shortfall, councilman jim gram is saying an increase in the gas tax to help metro. general motors is making good. it's paid back the government billions of dollars from the auto bailout. the auto maker is revealing plans for major investments in two american factories. we have more on gm's fast road to recovery. >> reporter: coming in way ahead of schedule, general motors ceo whitaker says the company has repaid the $4.7 billion owed to the u.s. and $1.1 billion owed to the canadian government. >> we were able to repay the taxpayers ahead of schedule because we are designing, building, and selling the best cars and truck gm has produced ever. >> reporter: they got a total of $52 billion from washington last year to keep it a float. gm clearing the debt five years ahead of ever. its cash flow is better than expected because of the sale of new cars. they have plans to pump $250 million into auto plants in kansas city, kansas, and detroit. >> this investment represents a further commitment to gm's future, to communities that support us like here, and to the united states, canada, and ontario governments that stepped up last year. >> reporter: gm still has 43 billion of taxpayer money which is a 61% stake in the company. the payoff is coming from those funds, while others view the early check writing as a sign of strength. the early loan payment could help sales and move gm closer to becoming a publicly traded company again. that will allow the treasury to get back the rest of the taxpayer money. . united and continental airlines are deeper into talks to create the world's largest airline. they are in the early stages ever exchanging financial information. they're discussing how to value the companies if they wanted to do a stock swap, stock swap change there. previous merger talks fell through. >> stock swap, say that twice, right? i think we're starting to see sunshine back out to the west of us. but we do still have rain and drizzle in places. i think eventually during the evening hours and overnight tonight drier air comes in and get all this rain out of here. here's the radar to give you an idea of where the rain is now. it's not much. this is moving off to the east and northeast. it was a pretty good shower a while ago at oxon hill, but now most of this, if not clearing i-95, has cleared i-95 south of the city, back out to the west, it's primarily dry. some drizzle holding on in spots and sunshine reports back out to the west. hopefully this was enough to clear out some of the tree pollen. dulles and boig marshall not even 2/10 of an inch. clouds at 11:00 will be dry, temperatures in the low 50s, which is not much cooler than what we are now. 52 degrees tomorrow. mostly sunny tomorrow at lunchtime, temperatures of 66 degrees. we're going to be warmer tomorrow things to the sunshine. right now it's 55. dulles 58. out to the west, ahong i-81 they have a lot of -- little bit of late afternoon sunshine so that's got temperatures up a little bit. and cumberland out there in western maryland sitting at 70 degrees now. nice temperatures back to the northwest as well. pittsburgh 67, detroit 69, columbus 66, and you can see cooler air if you can see it there, chicago is 48 degrees, influenced by the lake there. their temperatures were cooler this afternoon. here has been the rain. area of low pressure now in north carolina. a little bit of thunderstorm activity closer to the center of the low in north carolina. none of that for us because we've been in the 50s today so that's kept our atmosphere a little bit more stable so no concern from showers becoming thunderstorm activity. little heavier up to the north of us and you can see back to the west now, even object the satellite picture -- on the satellite picture, back out farther to the west we're getting into sunshine. futurecast keeps at least a chance of a shower in here at 8:00 tonight. but watch how quickly this gets out of here by tomorrow morning. we'll have mostly sunny skies. you can see the cold front to the north. this isn't very much of a cold front, but one thing is will do tomorrow afternoon, it will hang up to the north of us and there may be some cloudiness and a couple of showers gathering along the front. so we talked about this yesterday. we wait and see what happened and indeed we're still showing that today here on the future cast. so by tomorrow afternoon, tomorrow evening, there could be a spotty shower or two around. it doesn't look like everybody is going to get wet but we may have sun. but friday morning it's all out of here and by friday afternoon an increase in the clouds and then the weekend looks unsettled for saturday and sunday. tomorrow a little bit of a breeze mild temperatures up into the 70s. don't think everybody will get wet but we have a few rain showers tomorrow afternoon. friday, temperature around 70 degrees. the weekend no doubt is unsettled. sunday is the day we think we're going to get most of the rain but there could be a shower or two on saturday as well. >> keep the umbrellas handy. >> yes. to the talk of the town on tmz, the secret service is helping investigate the armed robber of cal penn. harvey levin is live in l.a. we reported the secret service because his white house security pass was stolen and what's new today and why is the secret service involved now. >> reporter: it turns out that the cell phone is government issue and as a result, the government is on the case, and that would mean the secret service since cal penn works for the president. so there are no official numbers compromised in the cell phone. nonetheless, it is a government issue cell phone that is now taken the result of robbery, and this guy who took it obviously didn't know what he was bargaining for. >> let's talk about tiger wood spotted backstage at the nickelback concert in orlando. who was he hanging out with?
