O cathy lanier says sheshe behind the mayors plan to pla bolster a rapidly shrinking police force. The mayor wants to hire t h officers from otheroffice jurisdictions and get them on the street within 11 weeks. Wee as well as increase the pay of f officers who are willing toreilg come back to the force afterorca they retire. E. Fox5s paul wagner talkedagnk with the chief today and joinshi us live from southeast tonight g with the story. Paul. Reporter well, ladies,l, l we were over here in southeastis to talk to the chief about chi that murder that you had just referenced and then we heard w h about another shooting here ingr the district and we came up here to the langston lane apartment complex behin langston place southeastly we understand a man in hisla 20s 2 was shot in the chest insidest s the hallway of this apartments t building earlier today in tay another in a long series of of daytime shootings here in theere district, but we want tot t reference now back to that to tt interview that we did withe did chief lanier about the mayors new plan to bolster her bole shrinking police force. For. The d. C. Police department hast had a program in place forla f many years now that allowshat a Police Officers who retire toree come back to the force in the capacity of whats called a Senior Police officer. Off they are permitted to collect a full pension and then are paid a base salaryen of 68,0000 but in order to make the offer o even more attractive, the mayor will be introducing intdui legislation that will now permit the chief to sweeten the pot, pay far more thann that 68 grand. The problem is and what were trying to add to that legislation is you haveion is ye sergeants and lieutenants, for example, who are more seniore s and retiring at all the way up through the touge ranks so every time i have sergeants retire ande lieutenants retire i have to promote to fill those ranks soss that means less officers on the street. So in order to try and stopto that from pulling officers offeo the street, we want to makeo mak the same offer available to t every rank. Reporter chief cathyep lanier says 60 percent of her o command staff captains andaff ca above are eligible to retire r now. So in order to bridge this gapp of attrition, she wants the ability to offer higher pay for the next two to three years. Ye if you retire as a sergeant r and we bring you back under the Senior Police officericer provision you would collectio yourn retirement and youd makk about what a mid scale mid sca sergeant makes and it applies ip to each rankism the mayorsayor plan includes an accelerated Training Program for officers hired from outsidefrom outside jurisdictions. Jurisdictions. Coming to the city for ami salary of a littleng overr 53,000. Weve changed our programur o now so we can hire from other jurisdictions and tha program because obviously oio theres not a lot of lateralst inside of the district mostdists come from outside. From outsi they have to learn the d. C. Thed codes and d. C. Laws to go. C. Along with it but its a much shorter academy. Reporter chief lanier says shes been able to movorelo about a hundred officers back to the streets after the mayorhy provided enough money to hire to 100 civilians. Ilia now, the chief told me today that the size of the force isiz at its lowest level in moremore than a decade. The number that we were given is 3,750 officers but the chief has acknowledged in the t past that that number does include recruits at thets training academy, so the anecdotal evidence here isde that there are a lot fewer lot officers, sworn officers that are out actually on the streets. Its more than helping customers, its helping neighbors. Stand by me this is fox5 local news at 5. The unofficial start of summer, but before the beach, the barbeques and the good times begin, Arlington National cemetery is marking the real meaning of memorial day. Thousands of american flags are being placed today in an event that goes back to the 1940s. Fox5s Tom Fitzgerald live inside Arlington National cemetery to tell us all about this. Fits, this is very, very special. It really s and we dont often talk to you from inside this cemetery. But there is a very special reason for this. We all know that this is memorial day. But we often sometimes forget the reason for memorial day. Take a look at this. These small flags have been place in the front of every grave site and tombstone here at Arlington National cemetery. They do this every year, and it takes the us army hours. Take a look at this. This all started today at about 1 this afternoon when nearly one thousand soldiers from the us armys old guard stationed at for the meyer in north virginia, marched into arlingn now, they were not arm except for the flags they carried on their back, and they took each and everyone of the flags, measured out a boot lent from the headstone, red that name, rendered honors as a salute, then placed that flag in the ground. They did this again and again, over and over, 230 thousand times. This was not an easy job, it took 3 and a half hours, but you talk to the soldiers that did this work today, and they will tell you it is their way of thanking the generations of soldiers, air marine men that went before them. I get kind of spiritual feeling, you know, i like to let each soldier, let each soldier know that we still remember them. Amazing, i couldnt believe how many continues else were out here and all of the people that have died for our country and did the thing that most people exhilirateing. Does it mean as much to the soldiers in. Means just as much to us as it does the family. This was an amazing site, to see all of this work, and all of this tribute. These flags will remain in place throughout the memorial day weekend. If you werent able to see them put this in, well, you can come out here, and we encourage to you do that, to see this for yourself. Everyone of these flags is going to remain in place throughout this weekend, then on tuesday, all of the old guard soldiers who rendered the flags in tribute, well, theyll be back out here to remove these flags with just the same care and dignity in which they placed them. Tom fitzgerald, fox5 local news. Hopefully people will get down there this weekend, as well. Since the war in afghanistan, 2. 6 million afghan refugees, worldwide, but just 20 thousand of those have settled in the united state, brody logan with amazing story about one of them. Hey, brokedy . Sarah, yes, one of the fortunate 20 thousand is alia, embracing every opportunity in his new country, on the tennis court, and in life. Westfield hi, ali, is key contributor for the bulldogs. They make a run in the state playoff. Overall, like all around players. No matter my oponent says, i go thereto as my coach, he would say, like youre more mature on the court. Ali is more mature on the court, because he had to grow up so quickly off of it. Growing up in afghanistan, it is tough. If i compare it to life here, it is not even comparable. Im justed. That im here, ya, because my life would be just nothing any was back there, yes. Back there is kabul, afghanistan, where i lived until 2013. For people here they wont believe like the stories. It is just fictional for them. The dangers that ali and his family face in the kabul are almost unfathomable to most teenagers. My sister did five like kidnapped her, but she like ran away. My dad, there was an attack on him, and he got injured, too. I remember one time, me and my mom, we were in the taxi, and we were going somewhere, there was like a suicide which broke like every window, which that was the closest i got. Ali speaks so matter of factually about kidnapping, suicide bombers, because those terrors are just a part of every day life in afghanistan. Everyone in afghanistan, when they get out of their house, and they are not sure that they can make it back to the house. Ali appreciate everything thats been afforded him in america. Down to the fresh felton the practice balls. Here you see like thousands of balls, hundreds of the balls, a hundred balls, in every academy, and we used to wait like weeks, i remember, to get like new balls from iran, like they didnt have tennis balls inside of afghanistan. We have to wait for the balls to get shipped. His teammates accustomed to the pristine hard court at westfield hi, cant even believe al li learned the game in those conditions. They always say like were you even playing and were there even tennis coaches . I was like ya, weed a net. Thats all ali needs, a net, a racket, and a ball. And hes ready to win. Hes led the bulldogs into the Virginia State regionals, and he hopes to continue his career in college. He wants to eventually get a degree in medicine to fulfill the dreams of his father. It will be like not just fulfilling my goal and my dream, it will be like fulfilling my dads dream. Never take anything for granted, because there are some people, like living really poorly, and with no facilities, opportunity, on the other side of the worlds. And some people, they think American Dream is dead and im trying to prove it and im on my way, ya. The determination. I yes, it is pretty amazing. I mean, and, like i said in the piece, but it is unreal to hear him speak so matter of factually. Because i asked do you have any stories of things that happened in afghanistan . Hes like oh, ya, my sister, they tried to kidnap her, but she got away. Wow the things we dont realize, just part of their life over there. It is part of their life over there. And hes so mature, high school senior, and his father was a doctor in afghanistan, but isnt able to practice here, so he said he wants to become a doctor to fulfill his dads dreams. And he had to grow up fast because of the experiences that he has, but it is not just the ball and the racket and the net but it is his attitude and that he has the dream and that he can see beyond. What an incredible kid. So thank you for sharing that story, brody. s great kid. Quite a story. A tshirt for women who love baseball seems to be striking out actually with fans. The sport Apparel Company live love game day is under fire for selling a girls who love baseball are rare. Wife them up. Oh, boy. Come on, guys. Created fire storm on line as you can imagine with several people calling out the retailer for implying that only men like watching baseball. Many say women who love sports are not rare at all. One twitter user tweeted the company an article that cited recent gallop pole. Found 37 of women identify as baseball fans, while 47 of men are baseball fans. So the trends moving in opposite directions, with men baseball fans trending down, while women actually increasing. In the last few years several Media Outlets have reported women make up about 47 of all baseball fans. Making it the most genderbalanceed. Brokedy . Actually these women, i go to baseball game compared to football game, basketball game, you will see groups of women just there going to the game together. Like i think that that shirt is a little absurd, but, i mean, it is definitely not rare, and it is trending more as female fan sport. Yes, probably just to get attention. Yes. Likely to wife them up. Who ever it was, slightly so far anise i can. Story getting mixed reviews on line. She cant walk. She cant talk. But a six month old baby named lyla became quite the water skiing sensation. Amazing. Is that amazing . Usually we see squirrels. Her parents, by the way, are professional water skiers in case youre wondering where she got this talent. So they thought it might be fun to put their daughter on a junior water sized skis last week. So they did so, and then they filmed the baby gliding across a florida lake. Is it safe . Well, she looks like she was just fine to me. Just hold on. I guess she has whole army of people out there in the water, shes just fine. She is in the shallow end of the lake. Well, if i had contraption, i could probably water ski, too. I like that her vest is as big as she is. He can wantly, and looks so cute doing it. Did set a new world record for being the youngest water skier ever. And then when the video was posted though thought it was inapropriate, so caused controversy for someone so young to be water skiing, some went as far as to call it child abuse, and sick publicity stunt. Here we go. Right . Always a nay say err. Her parents say it was a controlled environment. You saw all of the people who were along her path there. And it was all planned out. There were several safety precautions that were taken, they even practiced in the living room, with skis, and, you know, so and she is okay. The parents are professional water skier. Right. Theyre going to be as safe as possible. So many like 7 people around as shes doing this. Shes not crying there, people. I know, exactly. Adorable, love it. Coming up great question to think about specially this weekend, is disconnecting from work a right . Yes. Finds out where they are making it illegal to email employees after work hours. What a great idea. Love it. Hey, mike. Hey, laura. Summertime heat means summertime hazards, that means pop up showers and storms locally, and watching the tropics. This area of thunderstorms just south of bermuda. Your next tropical system, full details on this, what it means for memorial day weekends and the beaches, as well, and speaking of beaches, how about another look at the beach . Rehoboth beach. Getting ready for the memorial day weekends rush. Cant wait. Well be right back after the break. Break. Hey they go ooh ooh. Hey they go ohoohooooh. G, wishing. I tell you one thing, you never knew it. At the back of the bus there is so much to give, so dream big. Yeah. And when they screaming get out, get out. Ll i wanna hear is t down, get down. Yeah. And when they screaming get out, get out. Ll i wanna hear is t down, get down. Get down, get down. Women ceos are making more money than their counterparts. Medium pay for female ceo nearly 18 Million Dollars last year, up 13 from 2014, although women ceos are seeing pay raises, not develop of them, running Large Companies either. Well, imagine what it would be like to not have to worry about work emails on your day off. Well, a new law in france makes it illegal for companies to send emails to employees outside of their regular work hours. The amendment to allow people the right to disconnect applies to companies who have 50 or more employees, lawmakers found that workrelated stress due to constantly having to check your email on holidays or weekends led to conditions like hypertension and cardiovascular disease. I think the problem a drawn to constantly checking emails. Sort of goes both ways. You got to disconnect. You got to make yourself do it, all right. Well, lets talk this kicking offer, always exciting this time of year. We have holly wisdom and tucker, theyll be at National Harbor tomorrow morning during dcdc. Tucker will be there starting 6 a. M. Tomorrow, then holly and wisdom get there around 7. Actually getting the zip trip action going little early this year. Thats right. A special night size zip trip. Look at the beautiful, gorgeous, and it will be beautiful night for t perfect way to kick off memorial day weekends. All right, lets check in with mike thomas now, and get a look at tonight. Hey, mike . Hey, sarah, tracking the zip trip forecast, youre right, having some of the crew head down there tonight. Say hi to sue, sean and tony down there. National harbor just south of 495 there. This is what you can expect tomorrow morning. If you are headed out for the morning zip trip. Lots of sunshine, temperatures in the 70s during the early part of the day. So Beautiful Day to get down there and say hi to the crew. Not until the afternoon when we have the threat of thunderstorms rolling in, talk more about what he is going on with the zip trip tonight. May be a little issue tonight, again, more on that in just a minute. 88 degrees, thats your current temperature near dc, as warm as richmond, raleigh, even pittsburgh, 80 degrees, this is summertime heat here in late may. 8 a for new york city, 79 for binghampton up in new york. Radar generally speaking still quiet around the baltimorewashington area so far. We do have storms over the mountains, however, were unsettled enough that we could still poppa storm or two as we head through the next couple of hours. I think after sunset were in but for the next couple of hours again future cast painting storm kinds of sitting right over the dc Baltimore Metro areas, right around 7 tonight. Well see if that actually happens it, doesnt always happen, just as the model says it l well keep an eye on it, maybe another one rumbling through right around 9 but after that. , as we lose the daytime heating we lose the sunshine, things should really calm down. See it go casino of quiet as we head into the evening hours, just partly cloudy evening ahead. We head through the day tomorrow, we start off with a lot of sunshine, 8, zip trip underway there at National Harbor, dealing with good amount of sun, just few high thin clouds, very warm, then here comes the rain, as we move it, well, not really rain, kind of pop up showers, thunderstorms, once again starting over the mountains, perhaps pushing off to the east here, as we head through the course of the day tomorrow. So another day where well be on guard, but no washout for your friday. What we are watching is an area of tropical activity getting going just off the southeast coastline, and south of bermuda here. We are dealing with this area of high pressure, you have heard us talk about it all week bringing up the warmth from the south. Well, it is also going to try this steer this area every Thunderstorm Development off to the north and to the west here. That is does so it, lent err the zone every very warm waters, very light winds, thats good for tropical development. Could we perhaps get our second storm of the season . Were watching it, and dont forget we did have hurricane alex back in january of this year, one of the earliest storms ever recorded. What this means for your weekend perhaps enhance risk every thunderstorms late on sunday, perhaps memorial day monday, too. So we will have to watch out for that threat. As we head through the weekends. Speaking of the beaches, looks not too bad. Sunday maybe isolated storm in the evening, but it is monday, where were really watching for the chance of thunderstorms, cooler near the water, not the 80s well have here being temperatures mainly in the 70s all weekends long, same deal for ocean city and rehoboth. 72 degrees monday, memorial day monday, for both those locations, cape may, 74 monday, chance of few thunderstorms, bethany beach, 72 couple of storms here and there. 68 degrees, thats your overnight low tonight, isolated storms here and there early. Once we lose the sun, we should be in the clear for the rest of the night. We head into tomorrow, warm again, 88 degrees, few clouds, few afternoon storms, again, but hot one, humid, check out your 7 day forecast. 80s all the way through the next 7 days.
