And we begin with that developing story involving metro. A contractor has died and two metro employees are in serious condition after a welding accident overnight. The agency says it happened on the red line shortly after midnight in the tunnel between Union Station and judiciary square. The contractor was pronounced dead at the hospital. Metro employees, though, are expected to survive. Metro says they believe hydraulic fluid ignited in the area where the welding was taking place but investigators are looking at why all this happened. Meanwhile, all red line track work scheduled for this weekend has been suspended. Free shuttle buses will continue between Dupont Circle and gallaudet until tomorrow morning. In a rare saturday session for the house, there were several developments regarding the future of furloughed workers. Right now, the estimated 800,000 furloughed federal workers may receive back pay once the government reopens and the pentagon has ordered hundreds of thousands of its furloughed civilian employees back to work. The defense secretary chuck hagel says the decision was based on a legal interpretation of the pay our military act signed before the shutdown began. No one should be made to suffer for actions that are no fault of their own. It is significant that all federal employees know they will receive their funds. Bipartisan support in the house which will provide furloughed federal workers with a pay once the government reopens. It passed in a unanimous 4070 vote. The house passed a vote to ease the pain of the federal shutdown. The senate did not debate or vote on the measure before adjourning for the weekend. He says theres no reason to keep them out of work if theyre guaranteed to stay out of work. Stay home and do whatever you want but stay home and look ahead because youre going to get paid. Both sides says the other is unwilling to budge. The white house has threatened to veto the measures in an effort to force a clean funding bill, reopening the entire government. Democrats are saying theyre prepared to pass a republican budget for two months while negotiations continue. We just cant have a whole bunch of other extraneous stuff in it and the obsession with the Affordable Care act with obamacare has to stop. The administration continues to give special treatment to big business and special interests and left the working middle class americans out. Our position under obamacare is give them the same treatment. Fair treatment for all. Nancy pelosi has offered to clear a field of procedural hurdles if g. O. P. Leaders agree to a vote on a clean spending bill. The shutdown is not only having a major impact on hundreds of thousands of federal workers, but many businesses in d. C. Are suffering, too. The Greater Washington board of trade has warned of the Lasting Impact this could have on a recovering economy. So you and i were discussing earlier i was one of those who really didnt think this was going to happen because weve been here before. Right. And it didnt happen. But you guys were able to pull out your play books and tell the members what to do . Weve had a couple of runups to this and the rehearsals have been in place. Now weve told our members that wishing isnt a tragedy. You better get your hands around this, understand what you need to do during the shutdown. Is this a good time for training your employees . Is this a good time for volunteer work for the hundreds and hundreds of companies in different companies. When the government reopens, are you prepared to be back first in line with your work papers, the documentation weve encouraged our members to keep. So what percentage of businesses in this area do you think are really being impacted by this . Its across the board. Its from the people who do tenting and lighting for special events and seen the events cancelled through the different restaurants. Its easier to get a reservation because a lot of people arent going out to those restaurants. Theyre keeping their cash tighter. Its prudent for individuals to do but for companies its not retroactive pay like the federal government is getting. Theyre going to make sure the workers get paid. If youre a contractor, youre either not doing work right now or you dont know if youre work is going to continue . Both. Theres not going to be retroactive pay for the Bigger Companies that do a lot of government work or affiliated in some respect with the government. Right now, its a cash flow issue, even for the federal workforce that may not get it retroactive. The cash flow is going to be difficult if this goes on through this week. Youre going to be talking about house payments, car payments, tuition payments and the rest. Real estate has finally made a comeback here in the washington, d. C. Area and for people who are trying to get mortgages, some of those are being held up. Thats right. This is the strongest region in the country in the economy and now were stalling. When you look at the housing market, its been picking up around the region. But because you have to verify things with the agencies, including the i. R. S. , the banks are putting the mortgage approvals on hold. We need to continue this economy on its recovery. What have you heard from the local congressional delegations . More than a dozen people are recovering this morning after being overcome by Carbon Monoxide fumes. It happened at a highrise Apartment Building on battery lane in bethesda on saturday. Eight of the victims were taken to local hospitals. John henrehan has the latest. At first, it was a 911 call about a sick person in the middle brook Apartment Building in bethesda. A Maintenance Man made himself outside the back of the building and was joined by a second man. It was a blessing that the chief officer from the rescue squad responded on the call as a medical call and recognized the severity of it and then moved to turn it into a Hazardous Materials incident with additional resources. Firefighters with breathing apparatus immediately evacuated the building. Basically the first thing i heard was a pounding on my door. Firefighters were pounding on all the doors, telling us all to evacuate as soon as possible. As residents spilled out, responders realized 15 people were disoriented and needed oxygen immediately. I saw people that looked like they were, you know, close to fainting, i guess. They didnt look 100 there. Firefighters were told by maintenance workers that the buildings emergency generator had started up and was running for an unknown length of time when they went downstairs to check on it. The orderless Carbon Monoxide fumes spread throughout the building. We had levels of 200 to 800 parts per million, normal is less than 35. 15 people were transported to area hospitals, some initially in serious condition. All are expected to recover. Well, i would say a week beforehand or even three or four days beforehand i would have joined you and lost that bet. Just before, by last sunday, i was pretty sure it was going to happen. What im hearing talking to top house republicans, this is going on at least another week, possibly two. There is no negotiation going on. Its not like theres a super secret meeting we dont know about. It really isnt happening. And, in fact, when i asked the house republican, whats your strategy, whats your end game, he said, we havent decided yet. Theres a feeling that youre going to need the crisis as if the shutdown werent enough, youre going to need the crisis of in danger of going into default a week from next thursday, october 17th, to try to focus both minds on both sides and get them to a deal. Were going to be talking at the top of the hour with the secretary of the treasury jack lew. A couple of questions for him. First of all, you know, if we go into default, how bad is it, on a scale of 1 to armageddon, how serious is it going to be. Hes going to say thats very bad. If thats the case, why is the president refusing to negotiate . I understand when john boehner and barack obama go into a room, good things tend not to happen. But with the economic stability of the country and perhaps the world at stake, they ought to get together. The other question i have when it comes to the debt ceiling, it seems like we have to keep doing this over and over again. A lot of people dont understand, well, gosh, if we raised it before and we cut spending through sequestration at least, why are we here again . Even though we cut spending, we dont have a balanced budget. Were talking about a deficit this year thats going to be 6 or 700 billion. At one point it was 1. 4 trillion. But still 6 or 700 billion which adds to the debt. So we were at 16. 7 trillion. The best guess is were going to want to raise it another trillion because over the course of a year or so were going to add another trillion to our debt. I guess the other thing, too, weve seen happening now is the house consistently over the last few days, i think i counted up separate mini bills theyve passed. The white house and Senate Democrats, they run the show in the senate, have decided they want the shutdown to be as painful as possible, the efforts by republicans, were going to shut down the government but were going to pass funding for nih, or head start, that makes it seem like its not so bad. They want to keep the republicans on the hot seat. The way to do that is to have as many people inconvenienced as possible. You know, thats their strategy, just like the republican strategy was were not going to do anything unless weve got a concession in obamacare. As far as the back pay bill, that seems like one that would be a slam dunk, that the Senate Democrats couldnt risk voting no on. Its interesting. We thought they were going to vote for it on saturday. They went home without voting for it. Were also going to be talking this isnt just a fight between democrats and republicans. Its also a split inside the Republican Party and were going to be talking with congressman pete king, one of the socalled moderates and tom groves of georgia, one of the people leading the charge. Weve got to link all of these things to changes or defunding obamacare and king has been calling some of his fellow republicans, i guess like tom graves, terrorists and yahoos. To the south is what were seeing the remnants of karen which has really been downgraded, a depression turning into a remnant lowpressure system moving its way to the east. Lets look at whats going to happen with this system. This is where were going to see changes with it. We have a frontal system. Heres what you can expect with karen. There we go. Heres a look at that cold front right here. This is a strong frontal system that has moved its way through illinois yesterday, causing a lot of storms. Karens going to be just absorbed by that. Well end up seeing a merge of all the moisture associated with karen with this front. This front is whats going to push towards us. Its going to set us up for active weather heading into monday. So back to our weather map then. The ridge of High Pressure will start to push out. The cold front will move its way through. Its going to be east of the Chesapeake Bay by monday evening. In the meantime, were starting off monday with the chance of showers into the morning hours. Its going to really deteriorate through the course of the afternoon and evening. Well see heavy rains with this. Cant rule out maybe even an isolated low risk of a tornado here and there.
