watching for? >> well it's very interesting. and this is a sign that the democrats may in fact have the edge. there was talk about them using this procedure, deem and pass. they wouldn't actually vote on the senate bill, that has a lot of deals like the corn husker kickback and they vote on a rule and that would deem the senate bill to have been passed. everybody realized that that was too clever and you can't persuade voters but they decided to first vote on the rule, and this will be 2:00, 3:00 this afternoon and then voting on the senate bill. if they pass that, then that is basically law. the major health care overhaul becomes law and then they vote on a reconciliation fix-it bill which takes out the special deals and that goes to the senate. but once they pass the senate bill the major health care overhaul has become law. >> and i think thursday was a break through when the congressional budget came through and said yes, this bill will reduce the deficit, depending on the sunday in march. it is an art, not a science. and as you say, a lot of the provisions that they have don't even kick in until 2016 and 2018. but the significance of the cbl, the congressional budget office numbers is it gives political cover to democrats and they can go back to their district and say look, this bill will cut the deficit billions of dollars over the first ten years but whether it does or not, that's the score keeper by them going back to say i was fiscally responsible here. >> and now they pass it and the senate fixes, can the senate hold things up a little bit? >> they can hold up the fixes, but not the overhaul. so they can take it within the margins, if they change something in thsenate, after the house has passed it, they have to go back to the senate and fix it. and then get a lot of democrats to make unpopular votes to vote against amendments and that's something they can take back and campaign. and if they pass the health care bill, hen it's over. >> a very at42 at dulles. and 43 in baltimore. and boston kicking in at 45. and we have cooler weather to the west of us and that's associated with a frontal system that we're going to talk about. but in the meantime, for us, a few clouds today, ridge of high pressure, tonight moving its way off the coast and we'll set ourselves up and get prepared for the next weather system. so let's begin with radar. i'm going to show you what we're talking about. this is the storm system right here to the south. i showed you where the temperatures were cooler. all behind this cold front, the cooler air is starting to push in. this copious amount of rainfall to the south is headed our way. this is the system. let's go to true view. we'll show you in motion that this is the rainfall that is going to eventually push its way up the i-20 corridor, the southern spine of the appalachians and move over to the mid-atlantic. so when i talk about the fact that we have to keep an eye on the tidal potomac and the maryland portion of the chesapeake bay witthe tide levels it's because of the amount of rainfall we could see as a result of this. so monday, expect to see a wet day. let's go back to the weather map. we do expect to see this wet weather pushing its way into the overnight hours. winds will remain light for today. tomorrow they won't be too bad either. they'll increase as we move through into the course of tuesday. but all of this rainfall is what will head towards our area. and we're going to end up seeing cooler air, a little bit behind the frontal system. it won't be as cold as it is in the mid section of the country, but we'll see those temperatures drop. so enjoy today at 74 degrees because the change is on its way. the other factor with this is that there is a chance we could see a thunderstorm on monday as well as monday night. so late overnight tonight is when the wet weather will ease it's way if and monday is a wash out. >> i was going to wash my car
