mayor vincent gray attended an emotional vigil on the one-year anniversary of one of the worst mass shootings in d.c. history. four people were shot dead, another five wounded along south capital street. you might remember this scene. the rampage was in retaliation for an earlier shooting over a missing bracelet. at least two of the young suspects arrested had been in and out of the court system. david catania introduced legislation that will create a comprehensive comiewght mental health screening. possible test score tampering at d.c. public schools. both the former d.c. schools chancellor and the head of the teachers union are now speaking out about the matter. sarah simmons has her. >> reporter: former schools chancellor michelle rhee is speaking out about this as well saying that she does conceited that it is possible that there may have been some cheating that occurred during her tenure. she says that she believes the vast majority of the schools, there was no cheating. but she says this really indicates that they do have to have testing security that is strong at both the state level and the district level. the current school chancellor has been speaking out about this and has talked to fox 5 saying she believes the independent firm which has done the investigation looking into this, that the firm found that there was no evidence of grade tampering or cheating on the standardize the test. the head of the teachers union says that the agency only conducted interviews and he believes there are glaring issues that were not addressed here and that the erasing was limited to management and english literature. >> those were the theafts happened to be changed. the grades that did not factor into the school store in terms of improved education, those numbers were consistent with the school and national averages. that was an indication to me as a professional that individuals knew which ones to erase and which ones not to erase. >> reporter: saunders says he welcomes an additional independent investigation done by the inspector general that is occurring and by the way, the standardized tests here in d.c. start this year next week. back to the beltway and wipers are working overtime this morning especially if you get stuck behind the truck. all that road spray kicking up in your face. no incidents to report as you travel from colesville road headed over towards 270. southbound 29 as you make your would i out towards university boulevard. we had overnight roadwork in place partially blocking that ramp. heads up there. traffic volume still moving at speed fair oaks to 123 and out towards the beltway. no problems reported in either direction at the wilson bridge. that's a check of your fox 5 on-time traffic. one of the main routes into the district is about to get even more congested. expect major traffic delays on new york avenue starting april 25th, a stretch of the road between penn street northeast and florida avenue northeast will be reduced from sick lane to four. crews will be rehabbing the new york avenue bridge. we already told you it will cost more to catch a d.c. cab. now d.c.'s mayor has extend the the limits of the taxicab fuel charge. it will now cost an extra dollar for trips that begin in the district and end in other jurisdictions. the extra fee will stay in place until july 27th. it was an emotional rally yesterday in the district against the new system of monitoring d.c. taxi cabs. cab drivers and owners protested outside the wilson building. they are against a proposed medallion system saying it is too expensive. when the discussion got a little too heated, d.c. councilman marion barry got involve making a comment that some cab drivers felt was pretty insulting. >> those of you who are not from america, we welcome you. but we do think just a little bit differently here in washington. that's all. we have disagreements without attacking anybody. we have disagreements without shouting down anybody. that is how we do it, right? >> barry acknowledged how hard cab drivers worked as he tried to calm the understandably angry crowd. he told them if they want to be heard, they should come to the council's hearings on the proposal and testify. in the wake of the turmoil in the middle east, the white house is shifting some of its attention towards its energy policy and that includes curbing oil imports by one- third. notten is on board for some of of the steps being taken. mike emmanuel has the specifics of the story. >> reporter: in what the white house called a deliberate pivot from libya and the turmoil in the middle east, at georgetown university, the president shifted focus to energy security and set this goal. >> when i was elected to this office, america imported 11 million-barrels of oil a day. by a little more than a decade from now, we will have cut that by one-third. >> reporter: the senate republican leader accused the president of saying what people want to hear and says the administering is at war with american energy. >> it has canceled dozens of drilling leases. it has declared a moratorium in drilling off the coast. it has done just about everything it can to keep our energy sector from growing. >> reporter: rather than opening up new public lands and waters to drilling. the president blamed the industry for not doing more with what is already available. >> right now, the industry holds tens of millions ever acres of leases where they're not producing a single drop. >> reporter: but the industry accuses the administration of sluggish permitting and says environmental lawsuits blocking large areas have slowed exploration. >> west opportunity here to create over 500,000 jobs if we're given access to these areas that have been off limits and they've all been taken off the table. >> mr. obama reiterated his call for more emphasis on clean energy including wind being solar, hydro and geothermal and his hope that by 2035, 80% of u.s. electricity will come from clean sources. another option, nuclear power has been heavily scrutinized following the earthquake and tsunami in japan which damaged three reactors. but nuclear provides 20% of u.s. electricity right now society emphasis is on reassuring the public. >> nuclear power, if it is safe, can make a significant contribution to the climate change question. and i'm determined to ensure that it is safe. >> reporter: the energy secretary says plans to build new facilities are moving forward. >> we remain committed if industry wants to make these investments, the u.s. government stands ready to help with the loan guarantees. >> reporter: the rafnlg price of a gallon of gasoline has shot up 80 cents over of past year and is expected to
