warmer than what we had yesterday. bring along a jacket and you can shed it and it will feel like early spring. we are looking at temperatures in the 30s. the exception, ocean city at 40 degrees. frederick, 32. fredericksburg, 35. hagerstown, 35 degrees as well. satellite-radar, not much happening. there you go, a little bit of cloudiness off the carolina coast and a few more clouds out towards chicago. that is the leading edge of cooler air that will get in here tonight. today, we'll be warmer and a big cooldown for tomorrow. for today, sunshine returns, mild afternoon, 59 degrees your daytime high and it is about 10 degrees warmer than yesterday. it should feel pretty good out there. >> not bad. thank you. d.c.'s mayor and city council are demanding answers about spending being done by the university of the district of columbia's president. earlier this week, fox 5 exposed how much allen sessoms is spending to travel the globe. he is still refusing to answer our questions. mayor gray says he want a report from the board of trustees. the search is on for a pregnant george mason university student missing for merely a month. investigators say 21-year-old bethany decker was last seen at her apartment in ashburn on january 29th. decker is five months pregnant. the united nations general assembly voted unanimously to suspend libya from the council. charlie sheen's two children have been removed from his home after his estranged wife was granted a temporary restraining order. dr. lisa van susteren joined us last night at 10:00 to talk about charlie sheen's erratic behavior. >> i think it is probably more likely that he has a mental disorder. he may have grafted upon this mental disorder some drug abuse, alcohol abuse but he exhibits the classic signs of a person would does have bipolar disorder. he has extremely poor judgment, very impulsive, a living situation that is ridiculous with young children. he has racing thoughts. he is grandiose. he refers to himself as charlie sheen rehab center and that no one is as good as he is. he has all of these signs that we recognize easily to be classic bipolar disorder. most people are diagnosed at a younger age and i think he has shown signs of bipolar disorder all the way along. but he is a celebrity so he gets special treatment because he is a celebrity. he has a lot of money and can buy his way out of trouble. we have been allowing him to be a bad boy in situations where other people wouldn't be able to get by acting like this and they would have landed in treatment or jail or something worse long since. he is a train wreck. we should turn the cameras off, try to get this guy to get into treatment and if he is smart he will go into treatment and become a spokesperson for bipolar disorder and he will be welcomed back with open arms. in sports, a fantastic finish for the washington capitals last night at the verizon center. the hero, who else? >> no. >> reporter: allen sessoms still refusing to answer fox 5's questions and jumping into a $60,000 lincoln navigator purchased by sessoms but paid for by the university of the district of columbia. the udc president is going to have to answer to city council after our fox 5 investigation exposed how the school paid $7,900 for him to fly to egypt one way, $2,200 first class to san antonio along with dozens of other unexplained credit card charges for trips around the country. >> i did see the story last night and i was very concerned. >> reporter: city councilman tommy wells says he is ordering the city to take immediate action. >> part of my concern is not just the expenditure of dollars that may not have needed to be expended but the financial record keeping and that is why i'll be sending a letter to the d.c. auditor asking for an audit. >> reporter: city councilman michael brown says he is very concerned about the travel during these hard economic times. >> the president may be living in lavish lifestyle is certainly troubling but i'm looking forward to hearing what he has to say about it before we make any final>> reporter: m says he is asking for a report from the people who hired sessoms. >> i want to get a report from the board of trust board of trustees first and foremost. >> reporter: when does it go from a job requirement to something that concerns you. is it when families are going, when flights are being booked last minute, lack of documentation. where does it become concerning to you? >> i think it starts with the question what was the purpose of the trip in the first place. if there is a legitimate purpose associated with the trip, that is defensible and then would d id -- who did the trip pay for. >> reporter: kwame brown says he is not going to wait and is demanding that president sessoms testify at a hearing. chairman brown sent this letter to president sessoms less than 14 hours after he saw the story saying he was troubled to see the report on fox 5 concerning your travel expenditures and requested the very same documentation we used in our investigation. but brown writes the information has not been provided to me, which he finds disrespectful. >> we put forth some of the same questions that came out in the story, asked for answers and we will be questioning him. >> reporter: chairman brown says he knows a thing or two about upsetting taxpayers with driving luxury vehicles. there are going to be taxpayers who are going to be saying why is kwame brown going to be the one in charge of finding out about this. >> the truck are back. they've been returned. no taxpayer dollars currently being spent further. and we're moving on. so i think that is how you take responsibility. you own up, you make sure it goes back, you don't throw anyone under the bus. you take full responsibility. >> reporter: you expect that same forth rightness from sessoms? colesville road. next camera is northbound i-95 here at the prince william parkway. traffic volume is still light. overnight construction at the hot lane work at tyson's. that should now be cleared. no problems to report out of manassas headed for the beltway. that's a check of your fox 5 on-time traffic. >> thank you. more tax money coming into d.c. government means a smaller budget gap. rosier estimates for the upcoming fiscal year are translating into a smaller budget deficit for the district. mayor gray's office says the budget gap is now 322 million. new this morning, more violence involving metro, this time on a bus. a young man was stabbed late last night on the w 6 bus. metro tells us that bus pulled to a stop in the # 200 block -- in the 2200 block of pomeroy road southeast. one person came to the front of the bus and told the driver he had been stabbed. the guardian angels are stepping up their patrols on the metro and the buses. roz plater has more. >> reporter: 27 years as a guardian angel and john ayala says what is happening on des' transit system is something he has seen before, new york city in the early '80s. >> they had bankruptcy in new york and the city was running out of money and they pulled the police out of the transit system and the kid went in there and went wild. >> reporter: the past seven months has seen an uptick in violent assaults at metro stations. just last week, robert joy was pummeled by a group of teens after he tried to call 911 to get help breaking up a fight at the suitland metro. last month, someone posted this video of a teen brawl on the orange line with other teens egging on the fight. in january, a 47-year-old man was badly beaten by a group of teens at the l'enfant plaza metro, all of it captured on video courtesy of bystanders who did nothing to help. back in august of last year, a 70-person brawl that sent four people to the hospital. the guardian angels are planning to be riding the rails and patrolling the stations friday and saturday night folk youing on these routes, the green line from fort totten to congress heights, the yellow line from fort totten to l'enfant plaza, the orange line from l'enfant plaza. the small group of volunteers will count on the public to help. >> we're trying to get not just the young people but all the people, everyone to come out and start taking back their community community. >> that was fox 5's roz plater reporting. the group is also hoping to begin some week day patrols from 2:30 to 4:30 along those routes but that will be on an as available basis. these are volunteers, most of whom have full-time jobs. metro says it welcomes the guardian angels as long as they pay their fare. five of these escalators are out of order. one is scheduled to come back online cups and forks are causing a stir after the house decided to stop using compostable products. many say the products don't work as well. money reporter melanie alnwick has more. >> reporter: rarely has something inside a cafeteria caused such a stir. >> sort of greening the capitol and we thought we were head nation direction. >> reporter: plastic utensils, salad con towners and styrofoam cups have returned to capitol hill. >> i think the new fork are the best thing the leadership has done this congress. >> reporter: in 2007, democratic house leadership started the greening of the capitol program making changes like compact fluorescent lighting, water conservation and more recycling and these compostable utensils and cups made from a plant-based material hit the house cafeterias. it sounded like a good idea but staffers said the product just didn't work well. >> the largest number of complaint i had from democrats and republicans, from members and workers was the utensils that we
