shot two times inside his bowie home. former georgetown player charles smith is in critical but stable condition. authorities continue to look for a suspect this morning. we are told they are look into what could be a gambling ledger that was found inside the house. possible charges this morning against the driver of an suv that hit and killed two maryland highway workers. the two men had just mowed the grass of a median on route 228 in charles county. police think the driver of the suv may have fallen asleep at the wheel. no charges have been filed yet but are pending. early voting begins in maryland today and that is for those looking to get a jump on the november 2nd general election. early voting centers will be open from today until next thursday except on sundays from 10:00 a.m. someone fired several rounds at that building early sunday morning damaging part of t police are comparing notes looking into shots fired at the pentagon tuesday morning. now, to get the latest on the incidents to report as you continue northbound out towards the occoquan and beyond out towards lorton. outer loop of the beltway looks pretty good leaving college park headed over towards 270. no incidents to report along 270 heading southbound to the lane divide. that's a check of your fox 5 on-time traffic. now to our big story this morning. a former local college football star shot inside his own home and police are still looking for the suspect this morning. charles smith remains in the hospital in critical but stable condition. sherry ly is live outside the home with the latest details on this investigation. good morning. >> reporter: good morning. police are still keeping watch here on the home of charles smith where he was shot. the house is surrounded by police tape. it is still a crime scene as investigators hunt down would tried to kill him. neighbors heard the gunshots yesterday afternoon and called police. smith recently moved to the fairwood subdivision in bowie. when police arrived, they found smith had been shot twice. police say the suspect got away in a brown suv. smith plays for the hoyas in the late '80s and was a member of the 1988 olympic basketball team etch played for the boston celtics in 1989 and 1990 but his basketball career ended in 1992 when he was convicted in the hit and run death of two boston university students. main many of his neighbors had no idea he lived here until he was shot. >> that is crazy. i didn't think nothing would happen like that in this neighborhood. >> reporter: sources say smith may have been involve in gambling. he had worked the last four years at a mitchellville sports bar. management there said the shooting had nothing to do with them and had no comment. he remains at last word in critical but today in the murder trial of man charged with killing chandra levy. eventually, 12 jurors will be seated and four alternates. opening arguments are expected to begin on monday. prosecutors believe levy was attacked and killed in may of 2001 by ingmar guandique. maryland is considering charges against the driver who killed two highway workers. they say 28-year-old marlon lorenzo and eric alvarado were killed. >> the preliminary investigation indicates the driver may have fallen asleep when he left the roadway. he apparently works nights and may have fallen asleep. >> state police have not charged the 4-year-old driver but they say charges are pending. election day just 11 days away and today, early voting starts in maryland. early voting centered ered -- centers will be open from noaa is out with its winter forecast and fox 5's sue palka shows us what we can expect. >> reporter: i bet there is a lot more interest in noaa's winter prediction record following last winter and we've had the hottest summer and a really busy hurricane season. the winter outlook is out an we know there is one defining climate characteristic that is going to rule the winter this year and it is called la nina. that is the opposite of last year's phenomenon. this year, waters are cooler than normal and this is what the effect will be on the united states during the winter months of december, january and february. a lot different looking. a huge swath of the lower half of nation above normal and well above normal. here in washington, it looks like we will be near our normal temperatures. the cooler air all in the pacific northwest this year. take a look at what the precipitation looks like for us. a lot of times, it doesn't show too much of a tilt to the odds in terms of the precipitation. we expect to see just about normal precipitation this year. it will be wetter than normal in the pacific northwest where it will be cooler and a lot drier across the south. that tells us something really huge. that dry southern storm track, exactly the opposite of last year when we had storm after storm coming out of the southern branch of the jet stream bringing us huge rounds of precipitation. it looks like the jet stream pat were will take most of the storms you up through the tennessee valley. that means more of a wintry mix. the last several times we have had la nina winters. the most recent one was 2007- 2008 and we only had 4.9 inches of snow. there be can exceptions. check out 1999 to 2000, a little below average at 15.4 and the blizzard of '96. that is why we have such a big record there of 46 inches back in 1995-96. in general, a la nina winter for d.c. typically means it is a little bit warmer and the snow is a little bit below average to close to average. that is about 17 to 26 inches for this area. we'll keep our fingers crossed for you snow lovers. >> thank you. potatoes are a diet staple for many families but they are permanently off the menu for one government program. there are extra vouchers given to women, infants and children. now, fda says the money can't be used to buy appreciate foe participate owes. melanie alnwick explains the potato ban. >> reporter: what piece of produce has vitamin c, fiber, no fat or cholesterol and more potassium than a banana. look no further than the lowly potato. >> i even eat a baked potato without anything on it. >> reporter: spuds are getting kicked to the curb by one federal agencies. recent changes say the money can be used for any fresh fruit or veggie except white potatoes. >> it sends an incredibly negative message about the nutrition value of potatoes. >> reporter: we are not talking about potato chips or french fries, just the raw version. they say many other foods on the wic list have more fat, calories an sodium than potatoes and potatoes are all pretty cheap. >> i think a lot of people are scratching their head and wondering why that this would be occurring. >> reporter: a usda spokesperson told me potatoes are nutritious. it is just that americans already eat a lot of them. wic would rather have moms focus them gem on buying orange or green leafy vegetables that we don't eat enough of. the agency is also looking to limit potatoes served in school lunches. >> so we'll take the number one source of potassium in the child's diet in a form that is incredibly economical and that children will eat. we don't think it makes sense. >> reporter: some consume ares are concerned about carbohydrates. >> in cases of excess intake, actually fosters diabetes. >> reporter: others worry that a ban in one program could spread to more and this food fight is far from over. melanie alnwick, fox 5 news. >> the public commentary for the rule change is now over and the usda about is to make the potato ban final. a long-time news analyst fired over some controversial comments. >> he went on to say that rosss the line and i said what line is that. and she went on to somehow suggest i had made a bigoted statement. >> still head, the statement that got juan williams fired. we'll hear from both sides of the issue. but next, 3-d movies are all the rage but are they harmful to your health?
