be coming to an end in the big way in the next couple of days. a slight chance for an afternoon shower or storm today. 94degrees. we are still under a code orange air quality. a look at the weekend. we have some rain in the five- day too. that coming up. >> we'll enjoy that. two people are still missing following an accident in philadelphia involving one of those duck boats. the vessel with 37 people on board stalled in the delaware river and caught fire. it was then struck by an oncoming barge. that knocked everybody into the water before the boat capsized. crews were able to rescue 35 people. a man and teenaged girl are still missing. another earthquake has rattled southern california. the 5.4 magnitude quake struck more than 100 miles east of los angeles but was felt as far south as san diego and as far north as santa barbara. no reports of injury or serious damage. mandatory water restrictions are back in place in montgomery county, this time for residents in the town of rockville. this is a broken water main at the intersection of south glen road and deep glen drive. this is the second water main problem in potted -- in potomac in the last week. the boiling temperatures have power companies in d.c., maryland and virginia asking people to condition serve their energy. the non-stop ac and fans are raising concerns about power outages. fox 5's tom fitzgerald takes a closer look. >> reporter: here inside the power grid control room, the larges are nonstop. >> that is another large. >> reporter: priscilla knight has been pleading with customers early on this thursday. >> good news in you are traveling south on 270. all of of the lanes are open. 395 northbound coming across the 14th street bridge moving nice and smoothly. no problems reported as you cross over the potomac. 270 in the clear leaving germantown headed for the lane divide. that's a check of your fox 5 on-time traffic. first, we are following developing news from the district. police have an area around 61th street and eastern avenue northeast cordoned off as they investigate a shooting between an officer and a suspect. the exchange of gunfire happened about midnight. we don't have any word on why police were after the suspect. it is also unclear whether they have the person in custody or whether he is still on the loose. police do say they recovered a weapon at the scene. more water restrictions in our area after a massive water main break spewed water in our area. sherry ly has more from potomac. >> reporter: the water gushed like old faithful from a 24- inch pipe with a geisser higher than the tallest tree. >> i have no idea what happened. i thought some explosion took place here. >> >> reporter: it spewed water on a south glen road nonstop to hours, likely some two million gallons. >> i think it is pretty incredible and scary. >> i think it is pretty amazing. >> reporter: the 52-year-old water main belongs to rockville city but the initial calls went to wssc creating more than a two-hour delay. >> this is the main transmission line, one and only transmission main so without this pipe, we can't produce water and deliver it to our system. >> reporter: water flooded one yard and created a river running down a street. a few guys grabbed their boogie board and figured they'd never get a chance like this again. >> we're like let's do it. let's prove you wrong. >> reporter: water users are urged to reduce consumption. >> we'd have to find some water supply somewhere around everyone would have to cut back. >> reporter: for the a short time, the geisser was welcome relief from the searing heat. >> i kind of like it because it's kind of hot outside. thousands of people are waking up in the dark. pepco is reporting more than 3200 power outages in the district down from nearly 6200 just a few minutes ago. most are in northwest and northeast. also more than 1700 in montgomery county and 43 in fridge county. we don't know what caused these outages. a broken air conditioner forced about 150 residents out of a baltimore nursing home. investigators are looking into reports the air conditioner broke down saturday and the problem wasn't reported until a resident called 911 early tuesday morning. officers say temperatures soared to 90 degrees in the building while residents slept on cots in one room that still had air conditioning. company that manages the home did not have an immediate comment. two people are still unaccounted for following a sight seeing boat that capsized. the buck dote stalled and caught fire. moments later, it was knocked over by an oncoming barge spilling 35 tourists and two crew members overboard. the boat then sank. crews are still looking for a missing 16-year-old girl and a 20-year-old man. >> en was floating in their life vests and everybody was kind of drifting as a group. a few people were paddling towards shore. >> this is a very serious situation and we're going to do everything we can to obviously get to the bottom of it. >> divers were able to reach the sunken duck boat but they couldn't tell whether the two missing passengers were inside. they suspended their rescuest after a few hours. residents in southern california were rattled by yet another earthquake. officials say the 5.4 magnitude earthquake was centered in san diego county. it could be felt hundreds of miles away. the quake was followed by several aftershocks most of those measuring smaller than 3.0. no reports of serious damage or injuries. placentia police say they've nabed a serial killer known as the grim sleeper. he has been charged with murdering 10 people over a 25- year span. detectives tracked him down by using dna. it wasn't that that led to the break. they say a dna sample from his son resembled dna found on a victim. this man was called the grim sleeper because he took a 14- year break from his crimes. it was another flow it is back to the cold warrer raffle the >> well, it is early, i got to wait until i see you. >> oh, is that what it is? >> yeah. >> happy to say overnight roadwork has cleared 270 southbound leaving gaithersburg headed out to the lane divide. all land are open in virginia if you are traveling inbound along 66. you will find yourself at speed as you continue to work your way inbound leaving nutley street headed for the capital beltway. you will find traffic volume moving at speed on the beltway itself between annandale an merrifield. top side of the beltway, no problems to report leaving college park. light traffic volume on 95 and 295 out of laurel. that's a check of your fox 5 on-time traffic. there are questions this morning about thousands of dollars paid out to a tutoring service with ties to the founder of the church of scientology. federal law requires fa failing public schools provide tutoring to students. but concerned parents talked to us about one of the groups used. melanie alnwick has this story that you will only see on fox. >> reporter: look on the d.c. superintendent's web page and you will find a list of tutoring providers that parents of students an failing schools can choose from. one of the approved groups is called applied school aft after thetic international, i group with ties to scientology. fox 5 discovered the group was paid a total of $12,000 in federal funds on november 16, 2009 and on march 15th. the group's web site says it's nonprofit public benefit organization formed in 1972. its tutoring method is called study technology. it was developed by the church of scientology founder l. ron hubbard. according to the site, the job of applied scholastics is to place the study technology developed by hubbard into the hands of the world, students and educators. the office of the school superintendent wouldn't answer questions on camera but a spokes person told us it has a strict and intensive application process for tutoring services. federal guidelines do allow faith-based organizes to provide supplemental tutoring services. bottom line, a spokesperson for the superintendent's office says they are not as concerned with a tutor's affiliation as they are that the program is actually raising test scores. they do monitor the approved programs to make sure that grades are increasing and to make sure that the program is following dcps approved curriculum. we did reach out it asupplied scholastics but did not hear back from them. the local church of scientology told us it is aware of the program. they said they don't teach scientology. they just teach students how to learn. >> thank you. a new security review is in the work for the entrance to the pentagon. pentagon planned to add checkpoints farther from the entrance but the northern virginia transportation commission asked them to reconsider. the commission warned the changes would push security lines against the flow of commuters and also block the elevator n march, john bedell wounded two pentagon police officers. they returned fire and killed him. the amount of oil being collected from the gushing well could soon increase dramatically t all steps on when bp and the coast guard can get a third containment vessel up and running. meantime, crude continues to gush. phil keating has the latest now from louisiana. >> reporter: a struggling crab fights i way through a gooey blob of oil along the lieu shore. >> picked him out of the water and sat him there. i didn't know what it was and sure enough, that is what it is. >> reporter: another look at the soiled coastline for governor bobby jindal after spotting oil in louisiana's lake ponchartrain. he is as angry as ever as washington bureaucrats. they turned down his request to use rocks to build oil barriers. >> we can't afford several years of studies. we can't afford the traditional red tape and bureaucracy. we need what needs to be done to restore our coast. >> reporter: as bp's broken well continues to shoot brown oil into the gulf, officials say they are waiting on the weather so they can hook up another containment shipset to double the amount of oil bp will be able to capture. >> the procedures required to be tested will take approximately three days. >> reporter: bp says relief wells or the only hope of stopping the oil flow permanently. crews digging under the seabed are now within a few hundred feet of where they need to be. they are doing it showily to make sure they get the exact line of what they need before penetrating the well bore. >> the drilling of the relief well is one. very few aspects of the operation not being impacted by the foul weather. all of the surface skimming and laying of containment boom is being sidelined until this weather calms down -- in grand isle, phil keating. a chance to catch a concert. here is you what you have to to it see sting. you have to answer the trave y question. what was the title of sting's first solo album?
