capital to new york city, temperature are flirting with the triple digits. residents are using cooling centers, blasting their air conditioning and trying to stay hydrated. a lot of folks taking things in stride. >> not as bad. the breeze is nice. kipes the temperatures from feeling so bad. >> -- keeps the temperatures from feeling so bad. early indications show the hot weather did not play a role in a power outage in the district. more than 100 pepco customers in northeast and southeast are still in the dark this morning. power went out about 8:00 last night. crews are trying to fix a cable near linden place and h street in northeast. pepco is hoping to have power restored by 10:00 this morning. mandatory water restrictions are still in effect in montgomery and prince george's counties. residents are being told to conserve while crews flush out an eight-foot pipe that they just repaired in potomac. residents caught not cutting back enough. the restrictions could be lifted as early as today. the funeral for late west virginia senator robert byrd is today. there is limited seating at the public ceremony this morning. following the funeral, there is a private burial service with military honors. there is more proof the oil continues to spread across the gulf coast. tar balls are washing ashore on beaches in texas for the first time since the massive spill. fox's phil keating reports from louisiana on the effort to protect the coastline from further damage. >> clearly, i'm alarmed. >> reporter: more tar balls, this time in texas where the mayor of galveston says it was just a matter of time before his state joined the others tainted by bp's oil. >> not a good thing. >> reporter: after sighting tar balls on the water and on the beach over the weekend, officials have them tested. that confirms they are a match with the one in the gulf. the crews drilling are now cleaning five of the gulf states. though choppy seas are side lining skimming efforts, beach crews worked their way through the holiday weekend. shovels, rakes, plastic bags, you throw it in the back of a pickup truck to be disposed of properly. testing is inconclusive on what owners call the world's largest skimming vessel. officials were hoping it would clean up contaminated water by processing out the oil f it works, it could actually clean as much as # 1 million gallons a day it will feel more like 105- plus. dangerous heat and it will be with us for the next couple of days. no relief until thursday and friday. it will start to get a little bit better. 85degrees in new york. boston, 82. philadelphia in the upper 70s and low 80s. lots of heat up and down the eastern seaboard and i think we'll look back at this and say this is one of our host streaks in the past 10 sweltering monday also marked last day of the smithsonian folklife festival here on the national mall. an estimated 700 to 800,000 people passed through during the 10-day event. >> the national arrived to treat a young girl would showed signs of heat exhaustion. the symptoms include vomiting, headache, dizziness and fatigue. >> i would say the longer you are out or exposed, the worse you are going to be. >> reporter: emergency responders say the code red air quality alert should not be ignored no matter how healthy you may be. >> it can be very dangerous, particularly those that have preexisting health conditions. no matter what your condition is, limit your exposure, slow down, take your time. >> reporter: you want to drink lots of water. pete piringer says during our last heat wave, they received about 5% more calls. of all of those calls, 75 to 80% were medical related, a lot of months heat related, he says. today will be another scorcher. in due pond circle, i'm will underneath the street and we just don't know exactly what that was. pepco is reporting just over 1300 people are without power this morning. it was at about 1600 last night when this was reported just before 8:00. they are out here in full force trying to get it fixed. this is not a time when people want to be without power. as you said, it will be a hot one and as tucker has reported, it is not the time you want to be dealing with this. right now, at this time of the morning, it is much cooler than it is going to be later on. but right now, pepco is hoping to have power restored by 10:00 and water restrictions. the mandatory restrictions could be lifted as early as today. for last six days, residents have been told to con scerve water because of a broken water main in potomac. that pipe has been fixed but residents have been told to keep their water consumption down while crews flush that out. -- residents have been told to conserve water. >> we need to maintain adequate water and adequate pressure in the system in the event of a fire. >> residents caught not cutting back enough are paying the price. # 60 citing as were issued. at least four people were fined $500 each. another big story is the funeral for senator robert byrd. drivers can expect some road closures. there will be limited access near the church along glebe road and rolling roadblocks will start about noon today. those closures will affect north green bay road, north irving street and arlington bird. senator byrd served more than 51 years in congress. a promising future cut short. the hunt is on now for the person who gunned down a former congressional intern. joshua hopkins was home from college visiting a d.c. park when somebody shot and killed him saturday. his family says joshua and his friends had picked up fast food and gone to a nearby rec center. they are told the group was talking and joking. a vigil is being held tonight in hopes it will bring somebody forward with information. lanes are open with no incidents to report. traffic is running smoothly in each direction as you travel to and from the american legion bridge working your way between tyson and the exit for 270. no problems to report on the outer or inner loop. all lanes are open right now 95 as you travel between dale city and springfield. light traffic volume in each direction. that's a check of your fox 5 on-time traffic. >> two planes had a close call at dulles international airport. the near miss ended safely last monday but the faa reports the scary situations are happening more often at washington area airports. fox 5's sherry ly takes a closer look. >> reporter: the last thing any airline passenger wants to see is another plane dangerously close. but those near collisions are happening more often in the air space over the washington region. >> i don't particularly like flying so much anyway. it make me a little uncomfortable. i don't want to know that there are near collisions. >> reporter: the faa calls these near collisions operational errors. reagan national, dulles and bwi marshall combined with seen an increase from 18 last year to 22 this fiscal year which doesn't end until september. captain mark weiss, a retired pilot, says it shouldn't be surprising given the hundreds of thousands of flights that take off and land in the washington area. >> it is probably the same number or more incidents now but now we are becoming aware of them. >> reporter: the faa began using a new automated air reporting system in february that catches errors that in the past may not have been noticed. air traffic controllers are required to keep planes three miles and 1,000 feet of altitude apart. at the speed planes fly, that gives pilots seconds to react. >> it is distressing that this should even be occurring. >> reporter: the errors come at a time when air traffic rollers hired after the 1980 strike are retiring en masse and replaced with those less experienced. in a statement, well trained air traffic controllers safely guide millions of aircraft every year and the faa reviews every operational error to determine why and how it happened. >> it is not a big deal until it is your plane. i know statistically you are more likely to get in an accident driving than flying and i'm comfortable flying but the number of near misses makes me nervous. >> the faa puts these near collision into his three categories, a, b and c with a being the most serious. half were category c last year which is just a minor breach of the separation requirements but all are
