>> not so bad. we do have lingering construction to deal with for those continuing their drive on 66 headed in towards the capital beltway and, of course, outbound 66 where overnight construct is still in place -- construction is still in place tying up a lane. if you are traveling 395 between the beltway and seminary road, light traffic volume here. it looks good out towards the 14th street bridge. that's a check of your fox 5 on-time traffic. we are continuing to follow that developing story in the gulf of mexico this morning. this is a live look at the underwater effort to try to stop that devastating oil leak. it has been five weeks since the oil rig explosion that sent millions of gallons of oil gushing into the gulf of mexico. there is though word yet on whether bp's sixth attempt to try to stop that leak is working. will thomas has the latest. >> reporter: it is considered a tricky maneuver and it has never been tried underwater until now. it is called top kill. heavy mud is being pumped into the busted well head hoping to plug the leak f it works, they switch out the mud with cree feint meant for a permanent fix. bp is giving this a 60 to 70% chance of working. lawmakers are looking for answers about what caused the massive leak and what is being done to make sure this doesn't happen again. the sex of the interior says bp is being held accountable. >> we have them by the neck and we will keep them by the neck to do everything that has to be done here which is right rotor president believes the devastating spill is teaching us a lesson about the future. >> the spill in the gulf, which is just heart breaking, only underscores the necessity of seeking alternative fuel sources. >> reporter: but back in the gulf region, people are sick of talk and frustrated over the lack of progress. >> this community is all about in the summertime, the beach as a resort and fishing, shrimping, crabbing, all of the activities that take place in the water. >> >> reporter: will thomas being fox 5 news. >> local fishermen are offering to go out and skim the oil. officials haven't given them the green light. some say they will start saturday anyway. you can expect to pay more for riding metro if the board agrees to raise prices. that fare hike would affect trains, buses and metro access. board of directors is close to agreeing on the fare increases. metro is hoping to raise $97 million for this year's budget and the board could make a final decision when the full board meets today t will discuss closing a $189 million budget gap for next year. there is a peak of the peak surcharge of 0 cents during rush hour. bus fares increase to $1.50 and weekly bus passes go up $4. another big story, a mother is facing neglect and endangerment charges after her six-year-old daughter dies. police found the child unresponsive in their home last week. that girl died three days later. the initial call to 911 said she drowned. her mother, andrea beale, was arrested and she is out on bond. roger rojas says he meter once an it was during an argument because she got her children out of the street. >> she came on down and told me not to play with her kids. i told her she shouldn't let her kids play in the street. people whip around this corner a lot. airline officials are trying to figure out how a sleeping passenger was left on a plane for four hours after her flight from dulles landed in philadelphia. police say ginger maguire from detroit was still asleep when heroux night express flight landed in philly just after midnight to tuesday. nobody noticed until a cleaning crew boarded about 4:00 in the morning. she says she was trying to catch a nap on the red eye after having four flights canceled and a 10-hour layover in d.c. >> i'm completely freaked out. why didn't somebody wake me up. >> i don't know how they managed not to find somebody. it is kind of unusual. on the other hand, i think it is sort of unusual for fall asleep on an airplane an land and just not wake up. >> united airlines and the tsa are now investigating. coming up this morning, you remember that little girl who told the first lady that the girl's mother didn't have citizenship papers?
