emergency rooms and are waiting to be saved. monday's blast killed at least 256789. a diplomat from qatar who caused an air scare is expected to leave the united states today. he slipped into the plane's bathroom and tried to light a cigarette and reportedly yoked about trying to light his shoes. he was detained but won't be detained because is a diplomat. tiger woods tees off in the second round of the masters at 10:35 this morning. received awe nice reception from the crowd yesterday. his play wasn't very shabby. he had two eagles on the day. he is two shots back from the lead. there is one specific briewp of people that might be really happy to see the rain and that is allergy sufferers. the last few weeks have been pretty rough. the d.c. area is one of the five worst places in the country for the allergy. beth parker shows us the science behind the ranking. >> reporter: what looks picture perfect can really be quite ugly. >> eyes running, itching, tear, people coughing and wheezing. >> reporter: that is because the pollen counts in the d.c. area are exceptionally high. it is not just that there is a lot of pollen this year but it is also showing up early. >> here we are in the first week of april or the second week of april hitting nafta no, ma'am kal numbers. look at your car. >> reporter: can you look at your car. -- you can look at your car. >> here it is on the job. this is where scientists calculate the pollen count. basically, they maze these little clear rods stick -- they make these little clear rods sticky. >> you can see the rotor rods fwreesed on the side so when they spin, when the sampler comes on, they collect whatever is out there in the atmosphere. >> reporter: she says wednesday was the second highest day they've seen since they started the pollen survey at walter reed 1 years ago. >> we do the best we can. it is sort of years ago from an art form into a science. but it enables us to get a very good estimate per cubic meter of air. >> reporter: advice from allergy dr. jerry shire, shower at night to get the pollen off your body. flush your nose with saline. stay inside when pollen is worse. they are also thinking of those out there light traffic volume on the beltway headed for the wilson bridge. no incidents to report heading northbound. all of your lanes are open. that's a check of your fox 5 on-time traffic. we are continuing to follow the developing story out of west virginia four days after that deadly mine explosion. the search continues for possible survivors. crews wearing oxygen masks re- entered the upper big branch mine in montcoal. they are hoping the four missing miners made it to one of the rescue chambers. workers are flushing nitrogen down to plush out dangerous gases. we are keeping an eye on the situation in west virginia. you can go to myfoxdc.com for the late on rescue and recovery efforts and the history of the mine's safety records. the man at the center of an air scare is likely to leave this country sometime today and he is not going to face charges for sending homeland security scrambling. he was caught smoking in the bathroom on a flight from d.c. to denver. he then apparently made a joke about terrorism. bob barnard has more on why he will not face charges. >> reporter: his name is mohammed almodad. , a junior diplomat at the qatar embassy in washington accused of smoking a cigarette in a bathroom on board a united airlines flight from reagan national to denver and joking that he tried to light his shoes on fire when caught by the flight crew. >> this is a very serious issue. anyone who travels is reminded of that. >> but he is he is a diplomat from a friendly country. >> the fbi briefly took him into custody. >> he was brought to a hotel in denver where we were able to determine what had happened. >> reporter: the ambassador in washington said he sent almodadi to denver to meet with official business to smeet with someone serving eight years in a colorado prison. he was arrested after the september 11th tax and pled guilty last year to conspiring to support terrorism. diplomats often visitors foreigners held in the united states to make sure they are being internetted well. >> our consular officials do it to americans that are incarcerated in other countries. it is one of the things that diplomats do. >> reporter: qatar is a small county north of saudi arabia and home base to u.s. military officials in charge of the wars in iraq and afghanistan. the diplomat was supposed by l.i.e. brought home on a united airlines flight from denver to dulles but was not among the passengers we greeted at dulles. some of the other stories making headlines ache 14-year- old boy has been charged with 41 counts in a deadly drive-by shooting in southeast washington that. boy faces four charges of first degree murder while armed, attempted murder while armed and assault with intent to kill. police say he was driving the vehicle so he is also charged with reckless driving and driving without a permit. gilbert arenas begins his 0- day sentence for gun charges today. the wizards star will share a bunk bed with a roommate in a ten by ten foot room with a mattress four inches shorter than he is. he was sentenced to bringing an unlicensed gun into the wizards locker room at the verizon center. investigators are still trying to fine the cause of a fire in greenbelt. an intense fire ripped through a group of townhomes on jacob drive yesterday morning. everybody did make it out okay. this more than, 20 people are staying in temporary housing. summit and roads will be shut down and parking pushed back for blocks. the tight security begins sunday night. everything from k to q and seventh to tenth will be closed. the mount vernon metro station will be closed and several bus routes will be alerted as well. metro riders have had their say on how the transit agency should close a huge budget gap. if riders get their way, you will be paying more to ride the rails. john henrehan explains. >> if you wish for participate in an opinion poll on possible options to resolve the funding shortfall -- >> in addition to six well- attended hearing on possible fare hikes for metrorail and metrobus, managers of the regional transit system asked riders to fill out lengthy on- line questionnaires on how metro should solve its projected $189 million budget deficit. more than 3600 riders responded choosing among dozens of options. 80% favored raising off-peak rail fares. 76 favored raising rush hour fares. the next possible option is to ask local governments to kick if local subsidies that. tied with establishing a surcharge for the busiest part of rush hours. raising bus fares was the next most popular choice. far less popular were the options of trimming rail service in the middle of the day and evening hours. only 14% favored that. only 11% wanted metro to stop running eight-car trains touring rush hour and only 7% favored shutting down metrorail at midnight on fridays and saturdays. a 2007 survey of metro customers found bus riders are generally less affluent than rail riders. among the customers we chatted with, rail riders and to strongly favor fare hikes over service cuts. >> raise fares. >> you are willing to pay more? >> absolutely. you need it. >> reporter: asked to choose between service cuts and fare hikes, the bus riders we spoke with like neither option. >> yeah, i start walking. >> you won't pay any more in fares? >> no. it is already too high. >> reporter: manages at metro worried about reprogramming the fare card system and changing the signage are pressuring the board to make a decision on possible fare hikes by may 1st. john henrehan, fox 5 news. there is a controversy brewing over zoning in a pop hare d.c. neighborhood. the city will for longer grant new building permits for restaurants and bars along the 14th and u street corridor. the department of consumer and regulatory affairs has determined that such establishments have reached the 25% maximum allowed by zoning. business leaders say that discan you remembers entrepreneurs and make the area appear not business friendly. others say it may be time to slow things down. >> i hate to put down anybody would want to open up a business right now because the economy needs people in business but in this neighborhood, we have just about reached our limit. >> if people want to come in and put restaurants or businesses in while this is the empty store front, there is no reason why she shouldn't be able to put places in. it is a great area. it is up and coming and there is no reason to slow that down. >> for now, anybody looking to open up awe new place in the area would need to get a special exception from the zoning board. it will take a vote on the city council to permanently change the law. before a consumer alert. u.s. airways andouille night airlines are reportedly talking about a possible merger. industry analysts think it would reduce seats by #% and raise prices for travelers. -- by 3% and raise prices for travelers. apple has said beginning in fall, users could run multiple appear indications indications --
