As we move things over i want to show you a look at the delay though because this is still very much impacting inner loop drivers. We are at a standstill by ritchie marlboro road. That delay extends past Central Avenue. My best advice so you dont get stuck in about an hour and a half of extra traffic this morning hop off the inner loop at least by Central Avenue, work your way through the city and then hook back onto the inner loop at branch avenue. That will definitely save you some time. Be prepared because of bailout traffic. Secondaries once you get off Central Avenue are going to be jammed. Same story on pennsylvania avenue. Folks seeking those alternates. We do have a rubberneck delay impacting the outer loop drivers between allentown road and pennsylvania avenue as well. But again, the inner loop is the side dealing with again over a 5mile backup this morning. Huge delays have reopened were hoping things will start to ease a bit but you can see traffic is just crawling along right there. Aside from the huge issue out in maryland we have been dealing with a big crash out in Prince William county in virginia. Well take a look at 234 where were dealing with a big crash involving an suv and a truck next. Steve, back to you. Erin thanks very much. Also closed and impacting the commute this morning a portion of eighth street northwest near Howard University. Police there still investigating a man struck by a car early this morning. Eighth street between v and berry place remains shut down. Dont know the mans condition. The driver who struck that man though did stay on the scene. Developing overnight Anne Arrundel county police increased security at Southern High School in harwood. Officials contacted parents last night following online posts that made vague threats towards the school. The School System says it is working closely with police to investigate but there appears to be no immediate danger to students or teachers. Meantime Montgomery County police hav a allegedly tried to abduct two children and exposed himself a teenager on easter sunday. Police say two boys were playing at a Neighborhood Park when Jemberu Bekele Geda approached them and tried to take them back to his apartment. In that same Neighborhood Police say geda exposed himself a 13yearold girl. Well, this morning access to the white house a little different. The perimeter around the white house getting larger after recent security changes. Changes come after two intruder events last month. Fox5s Melanie Alnwick is live now with details. Mel. So, changes here this morning mean that pedestrians will no longer be able to go across ellipse drive and e street to the fence line at the south lawn of the white house. That used to be the closest point that people could get to take their pictures, take their souvenir selfies. Now you see these white and red restricted area signs. Those little while ago. I dont know if you can see it but were also noticing that secret Service Officers and agents now sort of walking and surveying the area. Theyre getting instruction on what those changes might be so that they also can make the public and people who are coming by here aware. As you mentioned, this is part of an ongoing review of permanent and temporary security measures but we did recently have another fence jumping incident march tenth a man from california carrying mace got over the fence and roamed the grounds for 17 minutes before he was arrested. It was the latest in a string of high profile fence breaches since 2014. Last year the secret service added taller spikes on the fence to prevent jumpers. There are plans for permanent fixes to the fence to make it tougher taller and stronger while still keeping with the historical authenticity of it. Heres what the secret service had to say in a statement about the changes. They talked about the need to push the public back a little bit saying that it will serve to lessen the possibility of individuals getting i dont an but also that this area gives now a clear visual break to let secret Service Officers identify potential hazards including people who are trying to scale the fence. The secret service also saying that it would not hinder or restrict the publics ability to view the white house and as you can see back here live, you can still get a really nice view of the white house. Best spot here is this 0mile marker, a lot of people know this in the city as the key point here. So you can still see sit. I can tell from you taking photographers of it, its not as good as it used to be but again, you can still get a pretty clear view of the white house depending on what time you come and how many crowds you have to jostle to get your shot. So, this is along ellipse drive. This is where people just as you can see from where we are here, Christmas Tree here and then theres the area where people used to walk. Theres a Public Access fence or gate i should say closer to the security gates there where people were able to maybe go on a specific crosswalk and get across the street. Now they cant do that. Even though those two left lanes are getting by very slowly traffic is at a standstill back to Central Avenue. Two injuries reported in this crash. Getting information from mark brady this morning and still quite a bit of cleanup is getting by the delay has eased to about a 50 minute delay but thats still pretty heavy. By ritchie marlboro road youre crawling along. Seeing a lot of extra traffic on our secondaries as folks bail out of the beltway to avoid that inner loop delay. Central avenue inbound is backing up. Were also seeing a lot of extra traffic on 295 southbound. Things are backing up as you try to get to branch avenue to hook back onto the inner loop. Have some patience. A 911 dispatcher in the district under investigation after an ambulance needed for a twoyearold boy was sent to the wrong address. Paulette liverpool tells fox5 she called 911 on saturday because her son was having a severe asthma attack. Liverpool lives on galveston street southwest but she said she heard the dispatcher say galveston place. Liverpool says she corrected the dispatcher but the ambulance still went to the wrong location. After waiting 20 minutes liverpool eventually drove her son to the hospital. I dont like to think the worst, you know, but somebody have to be accountable for that. And its not like oh, im trying to cause this big chaos. If your travels take you through pennsylvania avenue, allentown road area, this is what youre dealing with. I want to show you some perspective here. Behind me is the backup. Were talking about id guess by now five or 6mile backup and i just got off brady with Prince Georges County fire and ems and he tells me this happened around 6 oclock this morning and since then, traffic has just been stacking. This is a serious crash involving two cars. We know that one of those vehicles is an overturned truck and i got a closer look at it. Looks like its some sort of food Service Truck on its side. The two collided on the inner again between allentown road, pennsylvania avenue, it is very slow going. I know that they were able to open up just the left lane and so traffic is squeezing by. But over that time its been closed, traffic has been stacking up. At least two people are receiving treatment at nearby hospitals. Its unclear how serious those injuries are but again because of this crash were talking major delays between the closures on the inner loop between pennsylvania avenue exit 11 and allentown road. Theyre letting one lane, the left lane squeezing by here but its going to take quite some time. He says President Donald Trump will be impeached. How does he know . Well join usiv 7 27 now. It is 7 30 right now. He has correctly predicted out come of every president ial election since 1984 and now American University professor Allen Lichtman has another prediction. Very possible that donald trump will be impeached. He has new book out it is called the case for impeachment it lays out several possible scenarios that could lead to the down fall of the trump white house. Professor lichtman joins us now with more. First of all, the difference between the research that went into choosing the president and the research that went into this book, whats the difference . Big difference. For my prediction on elections, via formal tested predict tiffly for over 30 years. I dont have a formal model for impeachment there havent been enough impeachments but my book is based on a deep study of the history of impeachment, the process of impeachment, Donald Trumps career and Donald Trumps actions in his first couple of months as president. And from that, you are making the strong statement that he is more vulnerable to impeach many than any other president in the history of our nation . Why so . Because i looked at eight possible grounds that derive from Donald Trumps history and his actions as president. He is the first president in history to be under Serious Investigation for possible collusion between his team and an attempt by a foreign power to undermine our democracy. He is the first president not to divest himself from his business interests, and that means he has widespread conflicts of interest all ninety nine as well in interests everywhere in the United States that are affected by every action his Administration Takes from taxes to regulations to laib. He has a history of flouting the law. He has a history of lying. He perpetuated the bare they are lie about barack obama. He has a history bragging about Sexual Assault and maybe about a dozen women have accused him of Sexual Assault and voyeurism. So a lost baggage to bring into the presidency. These are all allegations have come up in the past, though, non action toward an impeach many or anything else has come forward at this point. When might something change as far as heading down that path if thats in fact what happens . Ill point to you three thing. Number one, there are three ongoing investigations of the the russian connection or the possible russian connection and the the hallmarks of a nixon type coverup. These guys say, we never had any contact witness russians. Then when it turns out they did, they deflect, they deceive and when theyre finally caught, they say, oh, it was all innocuous just like the Nixon Administration said water gate were you a third rate burglary. Secondly theres a lawsuit now on going with regard to trumps possible violation of the s socalled clause which basically said a president cant take anything of value from a foreign power. And thirdly, there is a lawsuit being brought by the feminist lo lawyer Gloria Allred a defamation suit by one of the women who had accused of trump of Sexual Assault and he had basically said that she was a liar, and that could put him in the clinton impeachment trap of having to testify under oath. For impeachment does it have to be based on something that happens while in office or can some of these allegations that happened long before he became president come back to still haunt him the framers put no restrictions on the grounds for impeachment, then put it in the hands of the congress, political body, not in the courts so its not a strictly legal process. But because its in the hands of congress, you have Republican Controlled Congress right now. Why should anybody in that Republican Controlled Congress want to out of the the president . Couple points. One, it only takes about 10 two dozen republicans to join it democrats to get major r2, members of congress are all up for reelection in 2018 they may decide that trump is a liability to their reelection. They may also decide trump is a barrier enacting their agenda we saw that with the health care bill. And finally, trauma app loose cannon with no relationships really with members of congress. They love mike pence whos a down the line down the pike conservative republican. And if mike pence becomes president , he gets to pick his viceprsident and republicans could get mike pence and paul ryan. So lets play along with this theory right now. Sure. This happens down the road and thats the way the process works. What happens in the meantime . Say this Republican Congress now goes through this process and says we would love to have mike pence as our president right now. Donald trump is still the president while these processes are going on based on his actions in the past, how does he respond to this and then who may be at risk of perhaps some type of political liability . Everyone is at risk of political liability in impeachment. We sought impeachment of bill clinton backfired on the Republican Party the democrats actually won in the mid term elections of 1998. Look, if theres one thing you can say about donald trump, he is unpredictable. I can see two responses. Number one, trumps instinct has always been to attack ton get even and he may turn on his own party and vigorously fight the impeachment, or he may decide, this isnt worth it. Im going to go back to my luxury life as a private an impeach many happens and what timeline . I think better than even and i think the timeline is either shortly before the 2018 mid term elections or heres another scenario, if thats a wave election and the democrats take control of congress which is not impossible, although remote, it could happen right after the mid terms. All right. Finally, after you accurately predicted donald trump would be president , you got handwritten or personal note from the president saying you made the right call. Have you heard anything since . I havent but i have a little chapter which says, President Trump heres the way out. And i lay out eight scenarios that he can use to avoid impeachment for the good of the country. Remember, this is the good of the country. Were not talking just about an individual. The genius of impeachment that it deals with the man and not the office. I dont see you getting a note saying thanks for the advice to not get impeached but [ laughter ] based on the title of the book you might the white house. A lot of bailout traffic to get around this inner loop delay. Its over an hour delay from Central Avenue to past that crash scene at suitland parkway so the bail out traffic also slowing things down on the secondaries as you get around this. Once you get to branch avenue the inner loop opens up. But its just this huge headache were dealing with. But again two left lanes get bypassed this tractor trailer crash. Sounds scary but as we know its reality. Plan calls for 500 million a year in new dedicated funding from the d. C. Region. That would help boost metros Capital Spending to bill billion and a half a year. General manager wants to outsource some projects and look to trim more from workers including dropping pensions for new employees and switching them to 401ks. A plan have a shot . Lets fine out from the man at the top general manager Paul Wiedefeld joins us live from metro headquarters. Always good to talk to you. Good morning. Good morning. A lot of these proposals have been made in one form or another in the past much whats different this time and whats different about the chances of these being implemented . I think let me if i can put in perspective what this plan is about is out about our customers. For this system to maintain, you know, the quality that we all want for this system we need to invest in that much its a 40yearold system. Its a 40 billion investment. We made in this system. And to protect that Going Forward, we need to make these types of some of this is, you know, has been talked about before, but some of of it hasnt. So, for instance, in the Capital Funding where im asking for the additional 500 million per year id like to put that in lock box where it can only be used for capital. Could not be syphoned over to the operating side of the house. Even thats very very important to keep that, you know, to keep that separate from those dol dollars. And then some of the issues on the laib i think are definitely unique to this region. Theyre not unique in other properties. But to look at outsourcing, is there an opportunity for instance for the second phase of the silver line to basically have public competition for that with both the unions and private sector to deliver that service. Those are smart notifies for to us think as we think about the longterm Financial Stability of this agency. Let me ask you this much ifkf many of the rider and ridership, and metro itself, lets look at the big picture. Ten years from now say this plan comes to fruition. How will metro be better than it is now . Basically a lot of the things that were g customers are going through now is because we havent kept up with investment. So as things wear out, were to the getting ahead of them before they wear out. They wear out literally as the trains are running and we have to change that whole dynamic and what this allows us to do just do that get ahead of these things before they break down, before the airconditioning breaks in our stations. We know that the chillers are 30, 40 years old. We have to replace them. Lets get ahead of that and not wait until they break down. Which is what we went through, for instance, at Dupont Circle last year. Lets get ahead of those things before they occur. To do that, of course, that takes money, money, money. Were talking more than 15 billion over the next ten years. So where is this coming from and how will we be affected as riders . Sure. I think, you know what ive tried to do is ask the local jurisdictions and the states to contribute those dollars and also the federal government. We have this what we call pre ya funding 150 year pre year from the federal government new years left of that. That needs to be extended this is an important system for the sun country for the nation, for the Nations Capital it serves visitors and federal employees and god for bid when things happen from an emergency perspective it serves that. So we have to maintain the system to moat all those needs. Thats a big ask. Are you hopeful that that youll receive it and if you dont whats the fate of metro in your opinion . Um, i am hopeful that we do get it because i think again i think the stake holders across the region the business community, the riders, the elected officials, they all understand and theyve said to me repeatedly this system cannot fail. And so we need to invest in it. If we dont invest in it youve seen what weve had. Weve had it for the last tepp years or so. Youve seen the steady decline. And that slide would actually the slope of that would increase because as time passes, these things get older, and if you dont invest with them, they break down sooner. Thats what were up against. In order to know what to fix and how to make things better you h and what hasnt worked, and unfortunately for you i think a lot of the time spent since you took on this task you found more and more seemingly all the time that either had been neglected in the past or needed to be fixed. Did you know these needs were so great when you came on board . They were little deeper than i thought to be frank. And so thats but our approach has been we own it, its now this management teams issue. We own it, went want to fine the root cause of issues and we tackle them. Thats what we do. So thats what youve seen play out over the last year. Were not pushing these thing to the side any longer. Were not pushing them to the future. We are attacking them literally minute by minute and thats the way well continue to do it as we go forward, we want to get these things to happen less and less and less as we put in management and as we invest. Speaking of Going Forward and we might have to end it here i dont want to take up all your time, but in order to get some of the money that allison was talking about as well to get this forward youll need help from not just local jurisdictions government as well. Some lawmakers are on board with it. Some have questions want more answers. From the top youve met with the president at the white house already. Have you heard anything from the white house from the administration that might help metros moving forward . In my discussions both with the president and with secretary of chow we stress the importance of the system to the Nations Capital. They understand that. They understand infrastructure. They understand the role it plays. So so im very positive, you know, we obviously we dont have anything specific but im positive theyre of the same mindset that we all are. You cant put 40 billion investment and let it go to waste. That doesnt make sense. As always we appreciate you spenting time with us talking about fox5 first. We do appreciate it.
