He says the construction has made it really difficult for employees and customers to get in and out of his parking lot. We would have been out of business if we just relied on driving traffic. Reporter and then with the end in sight, crews hit a snag. They were pouring the eastbound direcon driver drove into the construction site, disobeying barricades. Reporter as a result, the driver damaged about 570 feet of roadway, and he was cited by police. It will delay the project probably over a week and a half. Everything in that section of the project had to stop until that could be straightened out and then removed and replaced. Reporter he says it cost about 100,000 in damage, but that cost wont fall on the insurance. For businesses like inet, they just cant wait for it to be over. I should get some doughnuts for the construction workers, right . Thank you for being done. Reporter and crews also ran into an emergency sewer line repair at the other end of the project that they had had to tae care of, which also caused a delay, but with both delays taking into account, the city says the road should reopen this friday. This is a live look from the courtroom in which Green Party Leader jill stein had paid 3. 5 million for the recount. Theyre still trying to find out if its going to be a hand recount. This is the hearing thats going on right now in madison. The judge is listening to why she and the Green Party Want to have all the ballots in the state, which is just south of 3 million, to be counted by hand. If the judge agrees to a hand recount, it will cost even more current price tag. Thats a big difference from last week when the Election Commission estimated it would cost about a Million Dollars. Julia fello has been following the numbers and developments today to find out why the estimates are now so much higher. Reporter i just learned also from the Milwaukee County clerk that his more than half a Million Dollar he is estimate for the recount could already be cut by 25,000. So this amount, think you could knock off 25,000, why . Were not having to rent all the equipment we thought wed have to rent. Reporter the county clerk tells us he wants to err on the side of caution when he made the estimate. Jill stein is calling foul. We have a right to vote and a right to know that we can have confidence in our voting system. Its the poster child of whats wrong with our democracy when weve got to come up with three and a half Million Dollars. Costs, the green party gets a refund. We need to hire movers to move, you know, a half a million ballots over to the recount site. We have to have the Sheriffs Department to provide 24hour security for those ballots. Reporter the Elections Commission believes after this is all said and done, there will be no difference in the out come. My campaign i to help one candidate and to hurt another candidate, but rather to help all voters so that we can be confident that the results are accurate, they are secure. Reporter after Court Decides whether this recount will have to be done by hand, all 72 county clerks will get their instructions on what they should do tomorrow. The recounting then begins on thursday. They have until december 12 to recount all the nearly 3 million shannon the historic president ial recount cost continues to soar. The efforts are expected to cost around 3. 9 million in wisconsin alone. Ben jordan is live in Jefferson County with a look at what goes into that budget there. Reporter one of the biggest factors here is staffing, including security, however, we found one county budgeting for even a quick remodel. With less than two days u county is working down to the wire. Yesterday was a long day. The county clerk knows the days will only get longer as their staff of 20 workers continues to form. A lot of people have been calling us and volunteering. Jefferson county budgeting for a recount strictly by hand. Its already been counted by machine, then its requested it be a handcount. Reporter the costs reflect the extra work, more than over in much larger Waukesha County we have a very tight timeframe. Reporter around 240,000 ballots need to be recounted in just 12 days. County clerk kathleen novaks first choice was by machine. I just think its an incredible amount to expect to be done in that period of time. Reporter while recount staff is in place to potentially work around the clock, novak says the Facility Needs security modifications, aside from new door keys. This whole area will be totally walled off. Purposes. Reporter and we also found out today that recount workers are getting paid different hourly wages, based on how much their county budgeted. Police say he pried a locked building in the 200 block of on sunday. He got away with a tv. Hes wanted for other burglaries on broadway, michigan, and water streets. Shannon the puppy was rescued earlier this month and is recovering at the wisconsin Humane Society. Charles more on the dogs condition and the story of his given a chance now has one, and its all thanks to a Good Samaritan who not only found him in that dumpster but has decided to give him a new home. Near death, dumped and ditched. Thats how one eightmonth old puppy was found in a dumpster on milwaukees north side just weeks ago. A coworker here lifted the lid, and he saw chance there. He wasnt sure if he was alive or dead. Reporter they helped rescue the he says he and a coworker found the dog while on the job. He had a large open wound on his back leg. And i couldnt see too much of his abdomen. He was too frail to lift. He was in such bad shape when he was rescued, veterinary staff at the Humane Society suspect he was dragged by a car before being dumped and left for dead. We were all really shocked by the story, and our hearts broke for him. And to know that somebody could do that was really difficult. Reporter but despite his difficult circumstances, today chance has a second chance. Hes recovering from his injuries and hell soon be able to enjoy his new home.
